The survey is the second stage of a three stage review recommended to RCVS Council by the College’s Standards Committee in 2019, after it looked at the implications of new technologies for both animal welfare and veterinary regulation.
The main areas under consideration include the provision of 24/7 emergency cover and the interpretation and application of an animal being under the care of a veterinary surgeon. The review also encompasses remote consulting.
In stage one of the review, the RCVS commissioned a research agency to conduct a series of focus group discussions with veterinary professionals working in a variety of roles and sectors. The information gleaned from the discussions was then used to develop the questions for this survey.
The survey will ask veterinary professionals to reflect on what, for them, should underpin good regulations and guidelines for practice.
It will then ask respondents how these principles should be applied in particular situations relating to 24/7 emergency cover and 'under care' before inviting their views on how they would like regulations on these two areas to deal with any tensions between different desirable regulatory aims.
The survey results will be used to help produce any changes to the RCVS Code of Professional Conduct and its supporting guidance concerning ‘under care’ and the provision of 24/7 emergency cover, which will then be put out for full public consultation later this year.
Chair of the RCVS Standards Committee, Dr Melissa Donald, said: “This review addresses fundamental questions about how we should continue to interpret ‘under care’ in a profession, and a society, that is largely unrecognisable to the one that first defined the term, and, at the same time, how we can continue to provide 24/7 emergency cover for those animals under our care.
“The original Vet Futures report also emphasised the impact that technological advances may have on the veterinary professions, so we must ensure we have in place a regulatory framework that gives consideration to these potential changes whilst ensuring animal health and welfare remain at its heart.
“These are challenging but hugely important questions on which we are hoping to receive as much feedback as possible. I do understand the huge pressures my vet and vet nurse colleagues continue to work under at the moment, so would like to thank them in advance for taking a little time out of their busy days to send us their views.”
The survey will open on Wednesday, 19th May 2021 for all UK-based veterinary surgeons and veterinary nurses.
All responses will be used and reported anonymously, so respondents will not be identified.
The survey will be open for four weeks, closing at 5pm on Wednesday, 16 June 2021.
It should take 15-20 minutes to complete, but can be returned to and completed in stages if preferred.

During her presentation, Helen will be drawing on her own experiences of mental and physical health issues and looking at how people respond differently to each. She is also using the session to raise awareness of mental health and wellbeing; what makes it good and what makes it poor, and the symptoms of poor mental health.
She said she hoped delivering a session as a line manager would cause a ripple effect, enabling people at all levels of a practice to feel comfortable talking about mental health if senior managers are leading the discussion.
Helen said: "In both my personal life and work life I have found myself providing support to individuals who are suffering with poor mental health.
"I'm very aware it can affect people who you would least expect it to affect – and it can be hidden. In many cases individuals are still high functioning, and to the outside eye you would never know they were struggling.
"As a line manager, it is really important to be available to discuss mental health openly and not be behind closed doors. If people feel able to talk about mental health, it might give them the confidence to come forward.”

The updated guidance follows a public campaign known as ‘Tuk’s Law’, which was started after a healthy dog by that name was euthanased despite its microchip being dually registered with a rehoming centre as a 'rescue backup'.
In response, the RCVS and the BVA agreed that more should be done to prevent occasions where a dog might be needlessly put to sleep, but voiced concerns that a legislative approach could undermine a vet’s clinical judgement, unfairly involve veterinary surgeons in ownership disputes or potential criminality, and leave vets unfairly exposed to financial sanctions.
In consultation with Defra, the RCVS and BVA therefore jointly agreed to strengthen the Code of Professional Conduct as follows:
Chapter 8 (para 8.9)
There may be circumstances where a request is made by a client for the destruction of a dog, where in the clinical/professional judgement of the veterinary surgeon destruction of the dog is not necessary, for instance where there are no health or welfare reasons for the dog to be euthanised.
In these circumstances, before carrying out the request for euthanasia the veterinary surgeon should scan the dog for a microchip and check the relevant database if a microchip is found.
Chapter (paras 29.25 -29.27)
Clients may have a contract with the shelter from which they acquired the dog such that it can be returned to that shelter, and that it may be appropriate to discuss this with them prior to euthanasia. Alternatively, there may be another individual willing to take responsibility for the dog (who may be named on the microchip database), and this may also be discussed with the client.
The updated guidance supports existing best practice in terms of discussing alternatives to euthanasia with clients, and give vets flexibility where, in their professional judgment, scanning is not appropriate; this might be if scanning would itself cause a welfare problem, or where a vulnerable client might be involved.
The RCVS Standards Committee says it recognised the difficulties experienced by veterinary surgeons in dealing with the current microchip database system, but felt that introducing these provisions into the guidance was a more proportionate response than the alternative of legislation with substantial fines.
BVA Senior Vice President Dr Daniella Dos Santos MRCVS said: “One of the most important jobs as a vet is having those difficult conversations with clients about euthanasia where we talk through all the options that are in the animal’s best interests. But where the vet doesn’t consider that euthanasia is necessary, the new guidance clearly sets out the steps we need to take. We support this constructive approach that addresses the campaigners’ concerns without undermining veterinary judgement.”
The first meeting takes place on Thursday 27th May from 12.30pm to 1.30pm. It will look at how veterinary practices have had to work differently and adapt to the challenges posed by the coronavirus pandemic.

Melvyn was instrumental in shaping the success of the Trap, Neuter, Return, method of controlling feral cat populations. After meeting 60's supermodel Celia Hammond, scientist Dr. Jenny Remfry, and Peter Neville, a research biologist for UFAW, acted on their requests for better and more humane traps and engineered his first trap - the Eziset.
Melvyn went on to develop a dog grasper and a wide range of other handling products widely used in veterinary practice. He then developed the Mikki Muzzle, on the back of which he launched Mikki Pet Products, adding a range of grooming products.
In 1998, Melvyn sold Mikki to focus on his real passion – developing high welfare animal handling equipment and products sold via MDC Exports.
Ian MacFarlaine RVN said: "His impact on the veterinary world is only eclipsed by how much of a contribution he's made to animal charities globally, not just in inventing stuff, but then discounting it readily (through good and bad economic times) and then if that wasn't enough, giving thousands of pounds worth of it away at the ICAWC conference every year.

SRUC, which is the biggest provider of veterinary nursing, livestock husbandry and animal care training in Scotland, says it will offer a core veterinary programme to address existing shortages in veterinary provision, in areas such as rural veterinary practice, food production, food safety and animal and public health.
The College is first establishing a working group to progress the plans for the school. The group will be chaired by Professor Sir Pete Downes, former Principal and Vice-Chancellor of the University of Dundee.
Sir Pete will be joined by Sheila Voas, Chief Veterinary Officer for Scotland, former NFUS President Nigel Miller, SRUC Board member Jane Craigie, and Dr Kate Richards, who is a non-executive director on the SAC Commercial Board and currently the junior vice president of the RCVS, in line to become President in July.
Professor Caroline Argo, currently Dean of SRUC’s North Faculty, will lead the project for SRUC.
A report from BiGGAR Economics has found that the vet school could add £26 million GVA and 242 jobs to Scotland by 2030.
Professor Wayne Powell, Principal and Chief Executive of SRUC, said: “We are an ambitious institution with a bold vision for the future. Procanicare contains three canine-specific strains of Lactobacillus bacteria, which the company says are proven to improve stool consistency, accelerate recovery following acute episodes of diarrhoea and improve well-being.1

Earlier this week, Medical Detection Dogs announced the findings of its research on scenting COVID-19, confirming that dogs can play a major role in public safety through their ability to detect the virus’ odour.
Researchers will now move to trial the dogs at sites such as ports of entry and public spaces, where dogs can screen individuals rather than samples and contribute to the fight against the virus by detecting COVID-19 carriers.
Sniffer dog schemes are currently being piloted in countries including Finland, Russia, Italy and France, but there is currently no centralised best practice process for such programmes.

Remi qualified from the Royal Veterinary College in London as a registered veterinary nurse in 2019 and then applied to start the graduate Veterinary Medicine programme at the same university.
She said: “I didn’t quite get the grades to study to be a vet straight away, but I always knew that I wanted to focus on a surgical career path and having gone through the university application twice, I want to help other students realise that they too can pursue a career as a vet or vet nurse.
“I met the managing director of JHP Recruitment, Justin Powlesland, at a networking event and explained how keen I was to help more people realise that there is more than one way to become a veterinary professional and to encourage school age children not to dismiss a veterinary career from an early age.
Justin said: “We have employed a production company and are now looking for a location to film it.
"Ideally, we need a teaching hospital to offer us some space for a day, as we want to set our interview with Remi in a clinical setting, where there is plenty of equipment to see.

The study1, the largest in the world to date, investigated anonymised veterinary clinical records of a random sample of almost 4,000 hamsters.
The three most common hamster species were Syrian (golden) hamster (73.5%), Djungarian (winter white dwarf) hamster (13.8%) and Roborovski hamster (6.4%).
From a list of the 20 most common disorders across all hamster species, the most common disorders were "wet tail" – (diarrhoea or liquid discharge) (7.33%), bite injuries from other hamsters (5.88%), overgrown nails (4.13%), overgrown front teeth (3.98%) and traumatic injury (3.80%).
The average age at death across all hamsters was 21 months (1.75 years).
The RVC says a better awareness of the average lifespan of pet hamsters should help veterinary surgeons build realistic expectations for hamster owners and may also help owners accept the animal welfare benefit for euthanasia.
It is also helpful to help children understand the typical natural lifecycle of pet hamsters.

Dr Dan O’Neill, Associate Professor in Companion Animal Epidemiology at the RVC and lead author of the paper, said: “Hamsters can make good pets for both adults and children but until now, very little was published about their health.
"Parents can now help their children with realistic expectations of how long their hamster may live and what are the most common conditions to look out for to protect the health of these delightful little creatures.”

Although developed by the RCVS and VSC BAME Student Support Working Group ostensibly for use by Universities, EMS placement host practices and other educational establishments, it is recommended that all veterinary practices review the guidance.
The Guidance on Religious Clothing and Beliefs covers issues such as: balancing accommodations for religious dress with clinical considerations, and making accommodations for religious observance in academic timetabling and exams.
Gurpreet Gill, RCVS Leadership and Inclusion Manager said: “This document is about recognising that personal religious beliefs should be respected and accommodated as far as possible, while also not compromising professional responsibilities such as infection control, effective communication and the health and safety of individuals and their colleagues.

The report is the culmination of the work of a joint RCVS and VSC BAME Student Support Working Group, set up to explore key issues in supporting BAME veterinary students during their studies.

RCVS/VSC BAME Student Support Working Group Report.
The new guidance replaces Chapter 25 of the Supporting Guidance to the Code of Professional Conduct.
Routine Veterinary Practice describes the procedures and techniques performed on animals by veterinary surgeons (or veterinary nurses under their direction) in the course of their professional duties, which ensure the health and welfare of animals committed to their care.
CVR is when routine procedures are undertaken for the benefit of the animal/s, with the concurrent intention to generate new knowledge that benefits animals, such as developing new procedures, improving a diagnosis, changing a routine procedure, or comparing existing procedures.
While the idea of CVR is not new, this is the first time that the RCVS has provided specific guidance on it.
The guidance also introduces an obligation, which comes into effect on 1st September, to obtain ethics review for all studies where one would be expected to obtain permission from the owner/keeper of an animal prior to being enrolled, or when consent is needed for use of previously collected samples or the use of data from an animal.
The newly drafted Chapter 25 gives extra guidance on the following areas:

Alice and Mariella, who co-authored the book Cracking the Menopause, met with MPs earlier this month to present the goals of their campaign: education for all on the menopause, an end to scaremongering, prescribing women with the correct medication and making HRT affordable and accessible to all.
Vets Now says 88% of its 1800 employees are women, 28% of whom are aged over 40, when they could be perimenopausal, menopausal or postmenopausal.
The company's new app offers its employees video consultations with health experts, health and fitness programmes, and support with mental health and nutrition.
Vet's Now says it's the starting point for a wider menopause support plan being launched later in the year which will include steps to help manage mental wellbeing at work, menopause support hubs and encouraging a culture which talks honestly about menopause.

"We’d encourage other businesses in the sector to look at similar plans for their colleagues.”
While the drive to launch Peppy was initially to support the Vets Now Menopause policy, it also provides support for fertility, pregnancy, early parenthood and men’s health.

Animalcare says hydrocortisone aceponate is a potent, topical anti-inflammatory, proven to quickly relieve itchy and inflamed skin in dogs.
The new product is applied as a spray, designed to make it easy to target affected areas of skin.
Hydrocortisone Cutaneous Spray Solution is presented in a 76 ml size with a two-year shelf life, six months once opened.
Animalcare Product Manager Eleanor Workman Wright said: “Skin problems are extremely common in dogs.
"They can often cause great discomfort to dogs and concern to their owners.
"We believe that Hydrocortisone Cutaneous Spray Solution will be a useful addition to the range of treatment options currently available to vets as they consider the most appropriate care plan for their patients.”
Eight dogs being treated at three veterinary clinics in Norway took part in the study1.
Previous research2 has found a complication rate of 55% when fibreglass casts are used, 20% of them severe. In this study using the Upets Splinting System, only 12.5% of dogs (n=1) had complications that required treatment, and the complications were minor.
Dassiet says the results suggest that the new product has the potential to make veterinary casting safer, more sustainable, and can help control costs associated with cast replacement and treatment of complications.
86% of the veterinary surgeons participating in the study rated the Upets Splinting System as easy to use and said they would use the product on their own dog.
An earlier poll3 questioned vets on their most common concerns about casting and identified that the most significant were fear of complications (57%), the time-consuming nature of casting (54%) and inconvenience (51 %).

Purina says the foods contain adjusted and graded levels of protein and phosphorus to address the delicate balance of providing needed protein in older cats against uraemic toxin production in late phase renal decline.
The current advice is that phosphate should be restricted when the renal patient has confirmed CKD, and IRIS provides therapeutic serum phosphate targets for each stage.
Dr Ellie Groves BA(Hons) VetMB MRCVS, Purina Technical Manager for the UK and Ireland, said: “As obligate carnivores, cats have a high requirement for protein, however, around 20% of senior cats have decreased ability to digest protein, and so are absorbing less protein.
"An inadequate intake of protein leads to loss of lean body mass as muscle is catabolised to meet this need.
"We know that this loss of lean body mass is significantly correlated with an increased risk of mortality.
"But we need to be careful – in renal disease, there is the potential for protein breakdown products to increase in the circulation, acting as toxins.
"So, we need to fine-tune the amount of protein, depending on the stage of chronic renal insufficiency (CRI).
"A dual approach, with Early and Advanced products, allows tailoring of protein levels.”
“Alongside protein, phosphorus content is also tailored to the stage of kidney decline.
"Restricting phosphorus can slow the progression of chronic kidney disease by reducing morphological damage to the kidneys and is thought to be the most important influencer of survival in cats with CKD.
"The levels of phosphorus in the products, are tailored, alongside the protein, to reflect the needs of the cat, with increased restriction when cats are in advanced decline and the kidneys are struggling most.”

'The Vet' branded surgeries were registered to Quality Pet Care Ltd which was initially acquired by CVS Group plc in August 2021.
The acquisition makes The Pet Vet not only the largest independent family-owned practice by number of sites (12) in the UK, but also the only one with a national presence.
The newly acquired surgeries are in Warrington, Portsmouth, Southampton, Bristol, Nottingham, Liverpool and Morden and Waltham Forest in London.
The Pet Vet already operates three surgeries in South Yorkshire (Barnsley, Rotherham and Doncaster) and in 2021 opened a 5,500 sq ft surgery on a retail park in Lincoln.
The Pet Vet is under the sole ownership of Rob Jones MRCVS (pictured right with Managing Director, Mel Fuller), who graduated from Bristol in 1987.
Rob practised in companion animal care in London and Australia before opening the first The Pet Vet surgery in Doncaster in 2011.
The practice now has nearly 100 employees, including 24 full time vets, and an annual turnover of over £6m.
Earlier this year, The Pet Vet secured £3.1m from alternative lender ThinCats to fund its growth plan.
A extra cash injection then allowed the family-owned independent to snap up The Vet when it came up for sale in April 2022.
