Amanda Boag, RCVS President, said: "We understand that this is a concerning situation for many in the profession who are worried about the impact of the shortage of isoflurane on both elective and emergency operations.
"We are also concerned to hear that some vets are worried that they may be disciplined by the RCVS for clinical decisions and outcomes that may arise from the shortage, and so we are keen to stress that we understand that members of the profession can only do their best under the circumstances presented to them and that, provided they can clinically justify the decisions they have made, keep detailed notes, gain informed consent and follow the prescribing rules, then there is very unlikely to be an issue of professional misconduct."

According to the survey, 64% of veterinary surgeons now see Brexit as more of a threat than an opportunity for the UK veterinary profession, compared to just half in autumn 2016. Conversely, the number that see Brexit as being more of an opportunity has dropped from 18% to 14% over the same period.
Vets working in academia and industry were the most gloomy: 69% of vets in academia and 58% of vets in industry see Brexit as more of a threat to their own area of work than an opportunity.
The biggest impact appears to have been on veterinary recruitment, with 53% saying Brexit has made it harder to recruit veterinary surgeons, compared to only 18% in 2016. By comparison, only 11% said it has become harder to recruit veterinary nurses.
51% also now consider Brexit as a threat to animal welfare, compared to 43% in 2016.
BVA President Simon Doherty (pictured right, looking decidedly chipper despite it all) said: "As the UK Government ramps up its planning for a no-deal scenario, it’s clear that the veterinary profession is becoming increasingly concerned about the potential impact of Brexit.
"Top of vets’ list of concerns is significant veterinary workforce shortages across critical areas of animal welfare and public health. Veterinary concerns around animal welfare have also increased as the Government continues to stall on introducing new legislation to enshrine animal sentience in UK law before March.
"From pet passports and food safety, to disease surveillance and trade certification, there is no area of veterinary work that is not touched by Brexit. So, we can fully understand why our members are worried about the future. BVA will continue to raise these important veterinary issues with policymakers to ensure the profession is considered as Brexit discussions continue."
The BVA briefings on “Brexit and the veterinary profession” and “No deal Brexit and the veterinary profession” set out all of the issues of interest in more detail.
Having investigated alternative sources of isoflurane, and alternative products, the associations proposed ways that the VMD might mitigate the risks to animal welfare including consenting to the use of unlicensed (“special”) isoflurane formulations.
The VMD responded rapidly and positively. It is understood that one specials manufacturer is now intending to produce isoflurane to fill or partially fill the gap in supply. This should be available in three to four weeks.
David Rendle, a member of BEVA’s Health and Medicines Committee commented: "BEVA has a close relationship with the veterinary pharmaceutical industry and will always work swiftly and collaboratively to help develop practical solutions to supply problems for our members."
BSAVA President Philip Lhermette praised the VMD for such prompt action. He said: "The VMD listened to our concerns and acted immediately. By doing so they have addressed and helped to prevent any potential welfare risks associated with a lack of isoflurane."
Carl Bradbrook, AVA Junior Vice President, reminded clinicians to "seek advice when considering the use of unfamiliar anaesthetic protocols."
The associations say that the situation doesn’t give vets free rein to ignore the medicines legislation; the cascade must still be followed, and client informed consent obtained if an unregulated anaesthetic is used.
Extemporaneous products are the last tier of the cascade. Vets are expected to use either an authorised human medicine or an EU authorised veterinary medicine before an extemporaneous preparation. If, after diligent attempts to source a product higher up the cascade, the vet has not been successful they could consider using an extemporaneous preparation for the immediate need. However, should an authorised product or a human product become available vets are obliged to use it over an extemporaneous preparation.

Miss Padron Vega faced four charges. The first and second alleged that in February 2016, for the purposes of an application to the Food Standards Agency for a Certificate of Competence under the Welfare of Animals at the Time of Killing Regulations 2015, she backdated two separate veterinary witness certificates to 7 December 2015. The third charge alleged that her acts of backdating were misleading, dishonest and in breach of the RCVS Principles of Certification.
The fourth charge against Miss Padron Vega was that, between September 2015 and February 2016, she failed to fulfil her duties as an Official Veterinarian in respect of: failing to prepare herself for the implementation of the Welfare of Animals at the Time of Killing Regulations 2015; failing to have regard to the information provided to her by her employers about the regulations and their implementation; failing to take any steps to ensure that the two individuals for whom she had given veterinary certification were licensed to perform slaughter in accordance with the regulations; and failing to identify that two individuals were not licensed to slaughter in accordance with the regulations.
The Committee heard that the Welfare at the Time of Killing Regulations were introduced on 5 November 2015 which placed the responsibility on slaughtering operations not to permit animal welfare abuses and required certification by a veterinary witness regarding compliance.
The new regulations required existing slaughter licence holders to apply for a Certificate of Competence before midnight on 8 December 2015 or they would not be permitted to continue operating even with experienced operatives.
During the hearing, Ms Padron Vega admitted charges 1 and 2, admitted that she had been in breach of the Principles of Certification and admitted the fourth charge against her.
However, she denied she had backdated the certificates in a misleading or dishonest way, maintaining that she had done so by mistake.
In considering the facts of the case, however, the Committee rejected this argument and, taking into account that she had been responsible for veterinary certifications in the UK since 2001, found that her conduct was knowingly misleading and dishonest.
The Committee then went on to consider whether the charges she admitted and the charges found against her constituted serious professional misconduct, both individually and cumulatively.
The Committee found that all the charges amounted to serious professional misconduct.
In relation to charge 4 in particular Stuart Drummond, chairing the Committee and speaking on its behalf, said: "The Committee has found that the respondent failed to read even those emails which her employer sent to her which were marked ‘urgent’ or ‘OV importance high’. She must have known that her employers were directing attention to some new statutory scheme for she was provided with PowerPoint slides in that regard which she could read at any time of her convenience. The Committee has been driven to the conclusion that the respondent did not even bother to read those slides for, had she done so, she would have known that she needed to apprise herself of the requirements of the impending new statutory scheme.
"The respondent’s failings in this regard are little short of extraordinary, especially given her obligations as Lead OV for FAI Farms. The total abdication of her responsibility to understand the requirements of the Regulations governing the slaughterhouse operations constitutes, in the judgement of this Committee disgraceful conduct in a professional respect."
The Committee then went on to consider the aggravating and mitigating factors in the case. In terms of aggravating features the Committee noted a lack of insight into the gravity of her conduct, that her conduct undermined in the most serious way public confidence in veterinary certification, and that there were animal welfare implications on her conduct as a number of chickens had to be removed from the slaughterhouse and alternative arrangements made because an auditor from the Food Standards Agency found that it was not compliant.
In mitigation the Committee considered that, despite the potential risk of harm, there was no actual harm occasioned to animals, that Miss Padron Vega has had a long and otherwise unblemished career and no previous issues with the RCVS and that she had admitted some of the charges against her.
Stuart Drummond added: "Ultimately, the Committee was driven to the conclusion that the public’s desire to see the implementation of the highest certification standards in relation to activities which impact on animal welfare and public health, and which did not occur on 3 February 2016, must outweigh this particular veterinary surgeon’s desire and need to continue in practice. This is not a conclusion which the Committee has arrived at lightly. On the contrary, it has reached this decision because it has been driven to the conclusion that it would be failing in its public duty to protect the wider public interest in the maintenance of standards of honesty and right conduct in a member of the profession.
"It is, therefore, the conclusion and decision of this Committee that the only proper sanction that can be imposed in this case is that the respondent’s name should be removed from the Register and it directs the Registrar accordingly."
Miss Padron Vega has 28 days from being informed of the Committee’s decision to lodge an appeal with the Privy Council.

The association has written a joint letter with the British Equine Veterinary Association and the Association of Veterinary Anaesthetists to the Veterinary Medicines Directorate asking for licence to be granted to specials manufacturers to produce isoflurane whilst the shortage persists, which Zoetis forecasts will be until March 2019.

Ludivine, who graduated in 2008, has come over from America to take up the new post, having just completed a three-year residency at the University of Pennsylvania in Philadelphia.

Doxybactin, a second generation Tetracycline, can be used to target conditions caused by bacteria sensitive to doxycycline such as rhinitis, bronchopneumonia, and interstitial nephritis in dogs and respiratory infections in cats. It will be available in multiple tablet strengths of 50 mg, 200 mg and 400 mg.
Spizobactin (spiramycin and metronidazole) is indicated for the treatment of (peri)oral and periodontal multi-bacterial infections in dogs such as those associated with gingivitis, stomatitis, glossitis, periodontitis, tonsillitis, dental fistula and other fistulous wounds in the oral cavity. It will be available in three different tablet strengths.
Both treatments are meat flavoured and the tablets can be divided twice for accurate dosing. This, Dechra says, is to help avoid the development of antibiotic resistance associated with under dosing.

The book guides the reader through the evolutionary background of dogs and cats and explains how inherited diseases and deformities associated with certain breeds can cause breathing problems, heart disease, skin problems and back problems.
The book concludes with practical advice to help owners buy a healthy puppy or kitten and to avoid the risk of supporting puppy farms.
Emma said: "I’ve been campaigning on this issue for twenty years and, if anything the conformational issues and inherited disease problems in dogs and cats, are getting worse with some breeders striving for ever more extreme body shapes.
"Selecting a pet with inherited defects can cost thousands in vet bills and cause anguish for family members. It also creates a relinquishment problem for animal shelters as they have to take in abandoned pets with health problems.
"While awareness is certainly increasing, too often prospective pet owners are still unaware of the health implications of the pet they are buying and it is difficult for my veterinary colleagues to criticise the choice of a client’s puppy or kitten once it has been bought. All too often though they are left to pick up the pieces."
Emma added: "Education is the key. It is vital that prospective owners understand why different body shapes could be detrimental to health and how far removed from nature some of our breeds now are. If we can encourage them to stop choosing the quirky extremes in some breeds, demand for them will soon fall. My message is simple – we should all prioritise health and temperament way above what animals look like.

In 2020, BSAVA Congress will have been held at the ICC Birmingham for thirty years. However, recent years have seen ever greater competition from the London Vet Show, so the plan to revitalise the event further north at an award-winning new venue with such good transport links seems to make a lot of sense.

Given the improbability of anyone being alerted by a goldfish: "blub-blub-behind-blub-you-blub-blub-the-blub-frying-blub-blub-pan-is-blub-on-fire-blub", one has to presume the respondents were talking about dogs.
But no, according to npower, 10% of the participants in its survey reported that their cat or dog had directly saved their life, or the life of someone they know.
Really? Saved by a cat? I should have thought a cat would be more likely to turn on it's heels and strut out of the room nonchalantly.
Still, the point of the npower's research was to highlight the dangers of carbon monoxide. In its press release, the company pointed out that pets can suffer CO poisoning symptoms of vomiting, tiredness and erratic behaviour before people.
So perhaps that's what the cat owners meant when they'd been saved by the cat: like a miner would say they were saved by a canary.

Elanco says OA is a condition which is estimated to affect one in four dogs, but it is often labelled by owners as "just old age". This, says the company, may lead to missed diagnosis and dogs not receiving the care they need.
To try and help address the issue, Elanco has partnered with the founder of Canine Arthritis Management, Hannah Capon and veterinary communications consultant, Zoe Belshaw to produce a number of online and in-practice tools.
The first of these is a worksheet to help veterinary surgeons explain the impact of OE on the client's dog, both in and outside the home. It provides a template for creating a tailored management plan and a guide to the home adaptations owners can make to help improve their dog's quality of life.
The company has also produced a infographic fact sheet which explains the subtle signs of OA, designed for vets and nurses to use as part of their regular interactions with owners.
Elanco has also designed a range of digital materials for veterinary practices to use on their websites and social media feeds to increase awareness of the condition among their online communities.

In one of the finest pieces of investigative journalism since Watergate, the erstwhile-criminal-law-barrister-cum-tv-reporter Robert Rinder discovered that he could buy a wormer for his dog from some online retailer for half the price that he'd bought it at his veterinary practice.
Incensed by his discovery that things can cost less online, Mr Rinder then asked a handful of pet owners whether they could recall seeing a sign at their practice to advise them that they could buy things cheaper elsewhere.
None could. But then I'll bet if he asked whether they could remember a sign for the toilet, they'd have struggled.
Still, by now certain they'd found evidence that pet owners are being 'fleeced', Watchdog then rang 70 practices to ask for the price of some common drugs and then compared them to the prices being offered by online retailers.
Their research confirmed the awful truth. Some places really do charge more than others.

It is thought that the main reason for the cutbacks is a shortage of veterinary surgeons caused by Brexit, which is making it both harder and more expensive to recruit.
The company has given an undertaking that the joint venture partners of the practices it offers to buy back will not be expected to repay outstanding borrowings to any parties and Pets at Home will settle any liabilities for third party bank loans and leases on behalf of the JVP.

The modules, which have been approved by the European Scientific Counsel Companion Animal Parasites (ESCCAP) UK and Ireland, are designed to help vet nurses and clinic staff build the knowledge and confidence to discuss common parasites with pet owners and advise them about prevention, treatment and best practice.
Time spent on the WormWise Academy can be logged for personal CPD training. Participants who complete all the modules will be awarded with a certificate.
Christopher Pennelegion MRCVS, Companion Animal Technical Consultant at Elanco UK & Ireland, said: "Nurses play a key role in educating and encouraging pet owners in the prevention and treatment of parasites in their pets, advising clients on the best approach whilst maintaining their trust. Therefore, we wanted to recognise that by providing specific nurse training.

Topics covered by the three modules include:
Module 1: Worms 101 – everything you need to know about the main pet parasites, including a summary of each species, how to spot them and great tips for pet owners on prevention and treatment.
Module 2: Parasite pep-talks – giving you the skills and tools you need to speak to reluctant pet owners about worms, including advice on tactful ways to broach the topic and encourage better worming practice.
Module 3 (for veterinary nurses and reception staff): Myth-busting for better prevention – dispelling some of the common myths around worming.
The Academy is a part of the wider Milbemax 'Be WormWise' campaign, which aims to raise awareness of the importance of ensuring the optimal worming frequency according to the animal’s lifestyle.

RCVS Council agreed, in principle, to the sale of Belgravia House and for the College and its London-based staff to move to different premises at its November meeting.
The sale of the building and the move will be overseen by the College’s Estate Strategy Project Board headed by former RCVS President Barry Johnson and including current and former RCVS Council members and RCVS staff.
The RCVS has been based at its current premises in 62-64 Horseferry Road for 25 years, but says it now needs more up-to-date and modern facilities to accommodate a projected increase in the number of staff.
The College says it has considered a number of alternatives, including expanding the current premises by adding or expanding floors. However, due to the fact that the building is in a conservation area, it has become clear that any such expansions would be unlikely to get planning permission from Westminster Council.
Lizzie Lockett, RCVS Chief Executive, said: "For a number of years it has become apparent that it is fast approaching the time at which our current premises will no longer be fit for purpose due to an increase in the number of RCVS staff – something that is projected to continue in the future – the ongoing need to use the building for Disciplinary Hearings, which take over the lion’s share of available meeting space, and the need for better and more modern facilities.
"Even putting our need for increased space on one side, Belgravia House requires major refurbishment in key areas such as air-conditioning and lifts, which would require staff to vacate the premises for up to 18 months, which would be costly and disruptive.
"We are therefore pleased that Council has recognised the need for the College to move somewhere that better reflects our needs and, over the coming months, we will be exploring a number of different options for new premises.
"In parallel to this we have put out an invitation to tender for agents to manage the sale of the building. The plan is for the arrangement to include lease-back so that we have time to find a suitable premises and enabling us to act quickly when we do."

John (pictured right) will compete against leading businessmen and women from across the country and a range of industries in the 'Entrepreneur for Good' category, designed to celebrate entrepreneurs that are pioneering ideas and business models to help drive social change.
John founded Burns Pet Nutrition in 1993, with the thinking that a healthy diet is key to managing many of the common health problems seen in pets. In fact, John reckons he's done more for pets with his line of pet food than he could have ever hoped to have achieved in general practice.
In 2008, John set up The Burns Pet Nutrition Foundation - a charity dedicated to improving the lives of people and pets across the UK. Today, the in-house charity is run by a team of six who specialise in everything from one-off donations to grassroots projects.
One such project, Burns by Your Side, helps schoolchildren to improve their literacy and communication skills with the aid of trained volunteers and their companion dogs. The scheme is currently active in over 40 educational settings across parts of Wales and Ireland.
More recently, Burns Pet Nutrition announced a £1M charity donation to mark its 25th year of trading.
John said "I have decided that the company should be a force for good. I want Burns Pet Nutrition to not only be known for our natural pet food, but also for establishing and maintaining a legacy of good causes in the community."
