Dr Briggs faced four charges and admitted to her conduct in the first three at the outset.
They related to three official Animal and Plant Health Agency (APHA) clinical investigation report forms she submitted following three official avian flu surveillance visits she'd undertaken as an Official Veterinarian (OV).
The three surveillance visits all took place during an outbreak of avian influenza in North Yorkshire and were on behalf of the APHA.
Dr Briggs admitted that she'd certified on each of the three forms that she had inspected specific poultry, that she had seen no clinical signs of avian influenza in the poultry and that in her opinion avian influenza did not exist and had not existed in the previous 56 days.
Dr Briggs also admitted that that she had subsequently submitted the three forms to the APHA.
The fourth charge alleged Dr Briggs conduct in certifying the three forms had been dishonest and that her actions risked undermining procedures, regulations and rules designed to protect animal welfare and public health.
Dr Briggs denied that she had been dishonest in any of her actions but admitted that her conduct had risked undermining procedures designed to protect animal welfare and public health.
Dr Briggs explained that in two cases she had relied on information given to her by the keepers of the poultry and in the remaining case it was possible that she had not visited the correct location of the poultry, had posted a letter through the wrong door and had then accidentally submitted a pre-populated inspection form to APHA.
Having heard evidence from the relevant poultry keepers, fellow Official Veterinarians, officials from the APHA and Dr Briggs herself, the Committee gave its determinations on dishonesty.
In relation to the first two charges, which concerned the visits that did take place, the Committee found Dr Briggs had been dishonest both in submitting the inspection forms to the APHA and also in certifying that she had seen no clinical signs or history of avian influenza in both cases.
The Committee concluded that an ordinary decent person would regard the submission of a signed form which contained false information as dishonest.
It also concluded that Dr Briggs had deliberately signed an official form which contained information which she knew to be untrue.
However, the Committee found that Dr Briggs was not dishonest in asserting on these forms that she was of the opinion that disease did not exist based upon the information provided to her by the poultry keepers.
In relation to the third charge, where Dr Briggs did not visit the property concerned, the Committee did not find it proven that she had been dishonest, having heard her evidence that, in this case, she had accidentally submitted a pre-populated inspection form.
The Committee next considered whether the admitted and proven charges amounted to serious professional misconduct.
Paul Morris, chairing the Committee and speaking on its behalf said: “In considering the seriousness of the misconduct, the Committee took into account the fact that the misconduct had involved dishonesty, that there had been a risk of injury to animals and humans (though this risk had not materialised), and that the misconduct had occurred when the respondent, as an Official Veterinarian, occupied a position of increased trust and responsibility.”
He added: “The Committee considered that honest, accurate and careful veterinary certification was a fundamental component of the responsibilities of a veterinary surgeon.
"The matters which the Committee had found to be proved fell far short of the standards expected of a registered veterinary surgeon and amounted, in the Committee’s judgment, to disgraceful conduct in a professional respect.”
In considering the sanction for Dr Briggs the Committee heard positive character testimonials from former employers and clients, as well as a representative from the APHA who said that Dr Briggs had shown contrition for the breaches while recognising that there was unlikely to be a repetition of the conduct and that Dr Briggs was a relatively new and inexperienced vet at the time of her actions.
Mr Morris said: “In the Committee’s judgement the circumstances of the incident were a mitigating factor in the sense that the respondent was working in a pressurised environment, and in a field of practice which was unfamiliar to her.
"The Committee had heard a considerable amount of evidence from various witnesses that the surveillance system created, to monitor the prevalence of avian influenza was one which placed considerable pressure on OVs and, perhaps inevitably, had some shortcomings.
"The respondent had not worked with poultry before so her inexperience in this area fed into this situation.
“The Committee took into account the fact that no actual harm had occurred and there was no financial gain to the respondent.
"The matters with which the Committee was concerned formed a highly unusual, and short-lived, episode in the respondent’s career.”
The Committee also considered that Dr Briggs had made open and frank admissions regarding most of the charges against her and had also shown genuine contrition over her failings.
In light of this, the Committee considered that a reprimand and warning as to future conduct was the most appropriate sanction.
Mr Morris added: “False certification can never be acceptable.
"Veterinary surgeons should never certify any matter which they know, or ought to know, not to be true.
"However, the Committee considered that this case was at the lower end of the spectrum of gravity of false certification cases, that there is no future risk to animals and that the respondent has demonstrated insight.
"In relation to the public interest, the Committee considered that a reasonable and fully informed member of the public would recognise that, in all the circumstances of this particular case, a reprimand and warning as to future conduct would be sufficient to satisfy the public interest.”

The two candidates who get the most votes will take up their three-year terms on RCVS Council at the College’s Annual General Meeting on Friday 4 July 2025.
Simon Wiklund, Assistant Registrar and Returning Officer for both elections, said: “We are glad to see such a large number of veterinary professionals putting themselves forward as candidates for this year’s elections.
"It is worth noting that any future governance changes, including RCVS and VN Councils becoming all-appointed bodies, are contingent on new legislation and, until that happens, we will continue to hold our annual elections.
“You may have also noticed some differences with this year’s elections, particularly in terms of the candidate statements.
"This is thanks to a change to our election scheme, which provides greater flexibility about how we run our elections, and the information that we can ask the candidates to submit.
“This means that, rather than asking candidates for a broad manifesto statement, we’ve asked them to answer key questions that are relevant to the role of a Council member, including what skills and experiences they can bring to the table.”
Ahead of the elections, RCVS will be running its ‘Quiz the candidates’ initiative in which veterinary surgeons can submit questions to the candidates standing in their respective elections, in order to better understand them and their views.
However, due to the additional information now included in each of their statements, this year candidates will only answer one question of their choice each.
Before submitting questions to the candidates, please note the RCVS will only accept one question per person. Offensive, defamatory and inaccurate questions will be rejected by the Returning Officer and not be passed on to candidates.

The CertAVN was launched in May 2019 as a modular, advanced professional qualification allowing veterinary nurses at all stages of their careers to develop their professional skills and knowledge.
The CertAVN framework sets out the professional values, skills and behaviours required of the higher education institutions responsible for providing the training and support for CertAVN students.

The proposed standards for accreditation are set under three areas: curricula and assessment, educators and assessors, and learning culture.

Linda gave her address at the Royal Institute of British Architects, venue for the RCVS Annual General Meeting last Friday.
Linda, an equine vet and director of the Wiltshire-based George Veterinary Group, said: “A Royal College and a regulator – it’s a challenge but this combined role is also an opportunity for us.
“In the time I’ve served the RCVS, I’ve definitely learnt some of what it takes to fulfil these roles under the remit of both the Veterinary Surgeons Act and our Royal Charter; to think not just from personal perspective and experience, and also to try to look beyond the needs of the profession today and consider what tomorrow might bring.
“Vets are not just one thing.
"The roles we fill in our working lives are many and varied, and I would argue that the MRCVS is the best placed arbiter of animal health and welfare.
"As such, keeping the MRCVS at the heart of decision-making around how veterinary care and services are provided is essential both to safeguard animal health and welfare and also to retain public trust in our work.
“Cultivating trust is a big part of what many of us do, day in and day out – trust in us from within our teams, from our clients and perhaps even from our patients.
“The RCVS with its two hats does a tough job for both the professions and the public.
"In many cases, the interests of the professions and the public align and there is no conflict.
"Of course, as a regulator where the interests don’t align, the RCVS regulates in the wider public interest and this, too, is a positive for us as a profession.
“Working in a regulated environment is a strength for us.
"The landscape in which we work has changed and the regulatory environment needs to change too. Now we are the other side of the general election, work can continue on legislative reform seeking parliamentary time for a new Veterinary Surgeons Act.”

The guidance has been in place since March to help practices continue to provide the public with veterinary services whilst safeguarding the health of their teams and clients.
The RCVS Council Covid-19 Taskforce reviewed the situation on 30th July and decided to extend the guidance after taking into account the pandemic’s progress, the latest government guidance, the headline results from a survey of practice experience of remote consulting, and 'other data from a number of veterinary practices'.
The Taskforce says it also considered the need to continue to provide practices with flexibility in the face of possible local or national lockdowns, the need for inclusivity of those practice teams members and clients who may still be shielding, the likelihood of quarantine of members of the team due to travel and/or Test and Trace and the fact that no major safety issues had been identified as part of the RCVS-commissioned survey into the immediate impact of the temporary guidance.
RCVS President Mandisa Greene, who chairs the Taskforce, said: “Whilst lockdown measures have been eased and matters have improved, we are far from being back to business as usual and the threat of returning to more severe lockdown measures, whether locally or nationally, is still very much alive."

Kate’s election means that, come July and subject to ratification by RCVS Council, the offices of RCVS President, Senior Vice-President and Junior Vice-President will all be held by women for the first time in the College’s 177-year history.
A graduate of Edinburgh’s Royal (Dick) School of Veterinary Studies, Kate was a farm vet for 15 years, a partner in a 15 vet practice in Aberdeen. She then moved to the pharmaceutical industry as a veterinary advisor before joining the Department for Environment, Food & Rural Affairs (Defra). From there, she moved into non-veterinary Senior Civil Service (SCS) roles in several Whitehall departments including the Cabinet Office and the Ministry of Justice. As a senior civil servant she was Principal Private Secretary to three Secretaries of State for Scotland, handling a diverse policy portfolio and working across Whitehall, including No.10 Downing Street and the Devolved Administrations.
First elected to RCVS Council in 2015 for a four year term and again in 2020, Kate has previously served as Chair of the RCVS Standards Committee and RCVS representative on the UK co-ordination group for the Federation of Vets of Europe (FVE). Currently Vice Chair of the Education Committee, member of the Registration Committee and the Environment & Sustainability Working Party, Kate is an appointed veterinary member of Veterinary Nurses’ Council.
Kate is a qualified Official Veterinarian (OV), a Non-Executive Director on the Moredun Foundation and Scottish Agriculture College (SAC) Commercial Boards, a veterinary advisor on a Scotland’s Rural College (SRUC) mental health project and on the Council of the Association of Government Veterinarians. She’s a member of the British Veterinary Association (BVA) and the Veterinary Public Health Association. A Council member of the British Cattle Veterinary Association (2004-10), Kate served as a Trustee of the BVA Animal Welfare Foundation (2014-17).
Current RCVS President Dr Mandisa Greene will become Senior Vice-President, and joining Kate and Mandisa on the Officer team will be Dr Melissa Donald, who last month was elected Junior Vice-President for 2021-22. Current Senior Vice-President Dr Niall Connell was recently elected RCVS Treasurer.
The vacancy in the RCVS Officer team arose following Professor David Argyle’s decision to resign from Council in March, meaning that Council needed to hold two votes in quick succession: one at its scheduled meeting in March for the 2021-22 JVP position; and one today for the current JVP vacancy.
Kate said: “I am delighted to be elected JVP. It’s been an exceptionally challenging year for those in all walks of veterinary life, including students aspiring to join our profession. It will be an honour to lead the RCVS as its tenth female president, working with veterinary colleagues as well as reaching out to allied professionals acknowledging that there will be challenges to navigate as well as triumphs to celebrate.”

Council was tied on whether to separate the position of RCVS President and the Chair of RCVS Council, meaning that this will come back for decision at a later date following the consultation.
RCVS President Sue Paterson said: “The unique way that RCVS Council is currently constituted with annual elections to Council is an old model of self-regulation which is no longer found in other professions including doctors, nurses, pharmacists, solicitors and social workers, among others.
“As a responsible regulator we have a duty to operate in a way that recognises modern principles of regulation, and best meets our objectives to enhance society through improved animal health and welfare by setting, upholding and advancing the educational, ethical and clinical standards for the veterinary professions.
"The College’s recommendations would see us retain self-regulation in the sense of independence from government, and maintain registrants within our governance framework, while better assuring the public that we are acting on their behalf.
“It is our firm belief that, among other things, moving to an all-appointed Council member system, whereby those who serve on Council are selected via an independent process based on their knowledge and experience to ensure input from all parts of the veterinary sector, will better serve our aims, as will having a better balance of professional and lay members.
"Of course, veterinary expertise, knowledge and experience will also remain a vital part of any future arrangements throughout our committee structure, so the veterinary voice will be as important as ever in our policy and decision-making processes.

The College says the online library, which is free to access, aims to encourage people to develop their leadership skills, regardless of what stage of their career they are at.
The Library has a range of materials that learners can work through at their own pace, including presentations, interviews, videos, blogs, articles and webinars on key leadership topics such as Delegation Skills, Difficult Conversations and Inclusive Leadership.
The RCVS Leadership Team will be adding more content to the library, and the profession will have opportunities to suggest topics that they would like to learn more about.

Reasonable adjustments can include changing working arrangements and providing equipment, services and support.
The campaign will address common myths and misconceptions surrounding reasonable adjustments and highlight the legal obligations of leaders and managers around implementation.
The campaign, which will run until the end of July, is being launched after an RCVS/British Veterinary Chronic Illness Support (BCVIS) survey concluded there is a need to increase awareness about reasonable adjustments, promote wider discussion and equip organisations with the information they need to implement them.
The research also indicated that improved knowledge of legislation is needed, with communication also being raised as an important issue, so that individuals feel empowered to ask for the support they need.
MMI Lead, Rapinder Newton, said: “Our ‘Let’s talk adjustments’ campaign will support people to have these important conversations by sharing information, educational resources and guidance on good practice.
"It will also provide examples of different types of adjustments, including examples that are specific to the veterinary context.
“We know that physical and mental health are deeply interconnected.
"Reasonable adjustments can support both physical and mental health but also helps to safeguard mental health through allowing individuals with disabilities to thrive.
“We will be keeping people updated on the campaign, which has its own dedicated section on the RCVS website, via the RCVS social media channels, as well as providing information in RCVS newsletters, so do keep an eye out for this over the coming months.”

1CPD was launched in 2020 with the aim of providing an easy-to-use platform for veterinary nurses to use to plan, record and reflect on their continuing professional development (CPD).
The workshops, which are taking place on Wednesday 9th December 2020, are designed to help those who are not yet familiar with the platform, or have some limited experience of it but would like some additional guidance.
The first workshop takes place at midday and is for those members of the profession who haven’t yet used the platform. The session will give an overview of how 1CPD works and the benefits of using it for planning, recording and reflecting on CPD. No prior knowledge is assumed, and complete beginners are especially welcome. There'll be an opportunity to ask questions.
The second workshop takes place at 7pm and is for those who have some experience of using 1CPD but may have further questions, for example, about how to use some of its features such as the planning module and how to best make use of the reflective notes and comments feature.
Both of the workshops will last for approximately an hour each.
Susan Paterson, Chair of the RCVS Education Committee, said: “We’ve seen fantastic take up of the 1CPD platform in less than a year – with around 65% of UK-practising veterinary surgeons and an amazing 80% of veterinary nurses using it to plan, record and reflect on their professional development. The feedback that we receive has been overwhelmingly positive, with the even the more technically-challenged amongst us finding 1CPD intuitive.
"Although the numbers are very encouraging, there is a cohort of people who have not yet actively engaged with the platform and maybe are unsure about using it or are put off by the thought of having to learn how to use a brand new online system. The aim of these workshops is to guide and reassure those who are hesitant that the 1CPD system is very simple and easy-to-use with lots of useful features. In the long run, it will save you a lot of time and effort when it comes to recording your CPD because it’s there on your phone or tablet, ready to update as-and-when you need to."
Richard Burley, Chief Technology Officer for the RCVS, added: “We are very glad that the 1CPD platform developed by our team here has been so well received. We are continuing to improve and update the platform based on user feedback to improve its design and usability and would welcome any further constructive comments that members of the professions have about it. We do hope you those who are both unfamiliar with the system, and those who have used it but need further advice, can join us for these sessions to find out both how to use 1CPD and how to get the best out of it.”

Annual renewal fees for veterinary nurses will remain at the same level as in 2021: £74.
The removal of the alternative fee payment arrangements means there will be no extension to the fee payment window for the 2022/23 fee year and the usual deadline of 31 December will apply.
RCVS Treasurer Niall Connell said: “We understand that many veterinary surgeons and veterinary nurses will have been impacted financially over the last couple of years, and we appreciate that this has been a very difficult time for the professions.
"We are pleased that we are able to keep fees static for a second year running, whilst maintaining a strong programme of strategic projects that help to set, uphold and advance standards within the professions.”
The project was launched in 2016 to identify and find solutions to some of the specific issues facing the veterinary nursing profession.
However, the organisations say that whilst they both want to make sure veterinary nursing remains a vibrant, rewarding and sustainable profession, they now recognise the benefits of the regulator and the representative body working more independently.
Lyndsay Hughes, BVNA President, said: “The joint decision to end the project marks an end of an era, but also the beginning of an exciting new chapter.
"We will continue to work with each other on activities and projects that support the veterinary nursing profession on an ongoing basis.”
To that end, the RCVS and BVNA have identified the need to continue to drive the effective use of veterinary nurses within the wider veterinary team, in order to promote job satisfaction, progression opportunities and excellent standards of patient care.
The BVNA published resources earlier this year designed to help maximise the RVN role within the current legislation, and there's a ‘RVN utilisation champions’ campaign launching later this year, and streams on the subject at BVNA Congress in October.
The association is also preparing a ‘Nurse Utilisation Toolkit’ which is due to launch in late 2025/early 2026 - to provide members with access to resources on how to implement and support effective use of nurses in the workplace.
The RCVS has recently launched the second phase of the VN Vision initiative which aims to inspire a cultural shift in how veterinary nurses can be more effectively integrated within multidisciplinary veterinary teams, and explore why doing so is essential for the future of veterinary healthcare.
A series of workshops ‘A vision or a necessity: strengthening the role of veterinary nurses in team-based veterinary healthcare’ is being held across the UK for all members of the veterinary team this year, with an additional session being held at BVNA Congress.

Generally, veterinary practices may remain open, but there are national variations in what services should be offered and how, including the conditions under which remote prescribing can be used to help support a case.
Wales currently has the tightest ‘firebreak’ restrictions, meaning practices can only provide essential and urgent work until midnight on 8 November 2020, thereafter, returning to usual operations in line with Wales’ standard measures around workplace safety.
England and Northern Ireland are under national restrictions (4 Nov – 2 Dec, and 16 Oct – 12 Nov, respectively), meaning practices can provide treatment essential for maintaining animal health and welfare, along with non-urgent work providing that social distancing measures and safe working can be maintained.
Veterinary surgeons practising in these three countries may also choose to support a case remotely at an earlier stage, for example, through the remote prescribing of POM-Vs without first having conducted a physical examination.
Scotland remains the only country under regional tiered restrictions, meaning practices can continue to provide treatment whilst maintaining social distancing; however, before remote prescribing is offered, veterinary surgeons should first consider whether the animal can be brought under their care.

The Disciplinary Committee heard that in 2018, when Dr Dyson was employed as Head of Clinical Orthopaedics at the Animal Health Trust (AHT), she completed a research project: ‘Influence of rider: horse body weight ratios on equine welfare and performance – a pilot study’, for which she had previously been given the go-ahead by the AHT’s Clinical Research Ethics Committee. The results of the study were then submitted to the Journal of Veterinary Behaviour: Clinical Applications and Research for publication.
After peer-reviewing the project paper at the request of Journal Editor Karen Overall, Dr Matthew Parker, a Senior Lecturer in Behavioural Pharmacology at the University of Portsmouth, was concerned by the lack of a Home Office licence and asked for details of the licence or an explanation of why the project didn’t need one, and for the paper to be re-submitted.
In reply, Dr Dyson then emailed Ms Overall saying: “We have a former Home Office Inspector on our AHT Ethical Committee and two current licence holders (Named Veterinary Surgeons) who are fully conversant with the current legislation ... I also sought informal advice from a current Inspector. All were fully aware of the protocols to be employed and gave me assurance that in their opinion Home Office approval would not be required”.
Ms Overall then asked Dr Dyson to obtain a letter from the Home Office to support this position.
On 24 December 2018, Dr Dyson sent Ms Overall a letter purportedly from a Home Office Inspector called Dr Butler who, she explained, had advised her during the planning phase of the project. In the letter, the fictitious Dr Butler confirmed that their advice was sought for the project and that in their opinion, a Home Office Licence was not required.
Ms Overall then sent the letter to Dr Parker for further review, who decided to contact Dr Martin Whiting, Head of Operations at the Home Office Animals in Science Regulation Unit (ASRU) to ask if he knew of Dr Butler.
Dr Whiting confirmed that the Home Office had no record of employing a Dr Butler as an Inspector and that they were in the process of making further inquiries into the matter.
After Dr Whiting’s reply was forwarded to Dr Dyson, she replied to him saying that she thought the studies’ procedures did not meet the criteria for the Animals (Scientific Procedures) Act 1986 (ASPA), but that this was questioned by peer reviewers.
She said that her decision to send Dr Butler’s letter was one that she would ‘eternally regret’ and that she was ‘an inherently honest person’.
She explained that she was under a huge amount of pressure in her personal and professional life and that she was ‘fully aware that [she] acted completely inappropriately and she requested the incident be overlooked’.
In March 2019, Dr Dyson sent a letter to William Reynolds, Head of the Home Office ASRU, in which she expressed remorse for writing the letter. Mr Reynolds subsequently raised a concern with the RCVS about Dr Dyson’s alleged behaviour.
Dr Jane Downes, who chaired the Disciplinary Committee, and spoke on its behalf, said: “The Committee heard from Dr Dyson that she had no recollection of several events detailed in the charge, including writing the letter from Dr Butler and sending the email to Ms Overall which contained Dr Butler’s letter. She accepted that the letter was dishonest and that it should not have been sent. However, she also claimed that, as she could not remember writing the letter, she did not act dishonestly.
The Committee heard testimonials from several witnesses who held Dr Dyson in high regard, including colleagues from the AHT, who attested to her integrity.
However, there were many dubious claims made by Dr Dyson throughout the hearing, including that the Home Office Inspector that she referenced as ‘my friendly inspector’ was someone who could have given informed consent to a project as Dr Dyson confirmed that she had met the individual briefly, around two and a half years ago at a drinks reception.
In reaching its decisions, the Committee considered Dr Dyson’s previously impeccable character, the written and verbal testimonies from witnesses. They also considered that during the hearing, Dr Dyson explained that at the time she fabricated the letter, she was under a lot of work and personal pressures, including managing a workload amidst colleagues’ resigning or going on maternity leave and it being the anniversary of her dog having to be humanely destroyed.
However, it did not accept Dr Dyson’s claims that she had amnesia at this time, and considered that she had not owned up to her wrongdoing until it was discovered. Although Dr Dyson maintained her actions were not pre-meditated, the Committee considered that, in the case of the forged letter, a certain amount of planning and careful thought was involved. The Committee believed that Dr Dyson knew what she was doing at the time, but acknowledged she may subsequently have blanked out what she did.
The Committee found all but one of the allegations proved and confirmed that it “was satisfied that the writing and sending of that letter was the culmination of a course of dishonest conduct.”
Committee Chair Dr Downes said: “In assessing [the evidence of] Dr Dyson the Committee took into account the difficulty faced by any Respondent appearing before their Regulator and also the various interruptions occasioned by issues which had to be dealt with during her evidence. Whilst [Dr Dyson is] undoubtedly highly qualified and highly respected, the Committee nevertheless considered her evidence lacked credibility and was not reliable.”
The Committee found that Dr Dyson’s conduct had breached parts of the RCVS Code of Professional Conduct for Veterinary Surgeons and amounted to serious professional misconduct.
Dr Downes continued: “The Committee determined that it was important that a clear message be sent that this sort of behaviour is wholly inappropriate and [was] not to be tolerated. It brings discredit upon Dr Dyson and discredit upon the profession.
"For whatever reason, Dr Dyson chose not to respond to Ms Overall’s email on 30th November 2018 in an honest and straightforward way. Instead, she lied about the makeup of the AHT Ethical Committee in order to cloak her response with authority.
"She also lied about having received advice from a current Inspector for the same reason. In the Committee’s view, she made a conscious decision to provide a dishonest response. She no doubt believed that would be the end of the matter.
"When that did not work, she lied further in the email to her co-author, Andrew Hemmings, claiming to have a letter from her friendly Inspector. When that too did not work, she impersonated a Home Office Inspector in creating the ‘Dr Butler letter’.
"She then added a false declaration to the manuscript, which she subsequently submitted to the Journal along with an email containing yet further lies. That was all done in a blatant and wilful attempt to deceive Ms Overall ... into believing the contents of the correspondence to be true, that confirmation a Home Office Licence was not required had been obtained and all was therefore well with the submitted manuscript.
"There was no rush, or urgency to have the paper published and the actions were not done in a moment of panic. No doubt she had not planned the entire course of events in advance, but instead reacted to each new obstacle that came her way, but her overall course of dishonest conduct spanned over three weeks.
“The Committee was well aware of the impact and ramifications for Dr Dyson of any decision to remove her from the Register but had to weigh her interests with those of the public.
"In doing so it took account of the context and circumstances of the case, all matters of personal mitigation, as detailed above, Dr Dyson’s undoubted distinguished international career and reputation and the need to act proportionally.
"However, for all the reasons given above, the Committee was of the view that the need to uphold proper standards of conduct within the veterinary profession, together with the public interest in maintaining confidence in the profession of veterinary surgeons, meant that a period of suspension would not be sufficient and that the only appropriate and proportionate sanction in all the circumstances of this case was that of removal from the Register."

Eleanor Ferguson, RCVS Registrar and Returning Officer, said: "With all that is happening currently, we are glad to say that we have been able to continue with business as usual as far as the RCVS and VN Councils elections are concerned, albeit with some minor delays on publishing the candidate videos.

The theme for the symposium this year is ‘Advancing veterinary mental health research: learning from the past, considering the present, and looking to the future’.
The day will consist of a variety of oral presentations and poster presentations, and there will be a number of exhibitors, including charitable organisations and wider animal health and welfare organisations.
The College is inviting all those interested in the field of veterinary mental health to attend the day.

If adopted, the move would end the RCVS's 182-year role as regulator of the veterinary profession.
In its report, "A sustainable veterinary workforce", the committee said the Government should separate the RCVS's professional leadership role from any regulatory functions within the veterinary profession, creating a new independent body that can oversee the expanded role of a reformed Act.
The report argued that the current system of self-regulation makes the veterinary sector an outlier, pointing towards professions such as medicine and law where regulatory functions have been separated from professional bodies.
It added that self-regulation is increasingly unsuitable for a profession where vet practices and services are coming under the ownership of corporate entities and the management of non-vets.
The recommendation sits within a wider package on veterinary workforce pressures, veterinary education, Competition and Markets Authority remedies and reform of the Veterinary Surgeons Act.
On workforce, the report said pressures in the profession are no longer driven primarily by an overall shortage of qualified individuals, but by challenges in retention, distribution and alignment with specific roles.
It recommended that Defra should, within six months, commission a sector-wide review of retention challenges across the profession.
The report also said the Home Office, in collaboration with Defra, should review the Skilled Worker Visa salary thresholds for veterinary roles by early 2027.
On veterinary education, the committee said the current funding model is not sustainable and recommended a full review of funding within the next Spending Review.
It also said the Government should ensure the CMA's remedies are fully rural proofed, and that the CMA, in partnership with the RCVS, should establish a monitoring framework by September 2027.
The RCVS welcomed the majority of the recommendations but said the idea of establishing a new veterinary regulator "seems to be based on a fundamental misunderstanding of the current role and functions of the College."
In a statement, the College added: “The report appears to assert that this reform is necessary because the functions of the RCVS are in conflict with one another, or that it is otherwise undesirable for these functions to be carried out by one organisation.
"Comparison with the legal sector – in which the regulatory and representative functions of professional bodies were separated by statute in 2007 – strongly implies that the committee considers the same reform necessary in the veterinary sector because the RCVS has similarly conflicting functions, which it does not, and suggests a conflation between professional leadership and representation.
“Furthermore, the report fundamentally misunderstands the concepts of self-regulation and regulatory independence.
"In the context of modern regulatory regimes, 'self-regulation' refers to the independence of a regulator from government, not whether a profession makes rules for itself. In this sense most professional regulators, including the General Medical Council, are both self-regulating and independent.
“The press release accompanying the report is more explicit on these points, arguing that the establishment of a new regulator would allow the RCVS to “specialise in continuing to represent the profession’s interests.”
"To be clear, the RCVS does not represent the interests of the veterinary profession as a whole, nor those of the individual veterinary professionals we regulate.
“While it is true that the RCVS is currently both a statutory regulator and a professional leadership body, we carry out our statutory regulatory function in the public interest under the Veterinary Surgeons Act 1966, and we carry out our professional leadership function in the public interest in line with the objectives in our Royal Charter.
"There is therefore no conflict between the two functions; indeed, they are complementary, allowing us to take a holistic approach to setting, maintaining and advancing veterinary standards.
“Furthermore, our Royal Charter has enabled us to innovate and plug gaps in our aging legislative framework, for example through regulating veterinary nurses and providing quality assurance of veterinary care through our Practice Standards Scheme.
"Far from detracting from or conflicting with our regulatory function, our professional leadership function, underpinned by the Charter, has reinforced our ability to take action in the public interest where we may not have statutory powers to do so.
“In relation to any suggestion that the RCVS should no longer be the veterinary regulator because it is unduly influenced by the profession through its governance arrangements, we would emphasise that the College has for some time been advocating for legislative reform that would replace its governing Council with a fully appointed board with lay parity, which would remove any risk, real or perceived, of the profession setting and marking its own homework.
"We are pleased that Defra has adopted this recommendation in full as part of its proposed reform of the Veterinary Surgeons Act 1966.”

Analysis
The recommendation to create a new veterinary regulator is arguably the most significant proposal in the report, yet the committee’s case for such a fundamental change appears relatively thin.
The report argues that regulation should be separated from professional leadership, bringing the veterinary profession into line with sectors such as medicine and law. It also points to increasing corporate ownership of veterinary practices and the need to maintain public confidence.
However, the report does not provide evidence that the current regulatory model is failing, nor does it explain why reform of the RCVS itself would not achieve the same objective.
The result is that the recommendation appears to rest more on an ideological preference for separating professional leadership from regulation than on evidence that the existing model is producing poor outcomes.

Tim, who is Managing Partner of Larkmead Vets and also a Director at the independent veterinary community XLVets, graduated from Liverpool Vet School in 1994 and joined Larkmead Vets in 1998.
He said: “I grew up in the South Yorkshire coalfields and worked in a city centre small animal practice in Wakefield before relocating to Oxfordshire to develop the small animal department of a mixed practice.
"First-opinion veterinary practice has been my life since starting cleaning kennels aged 12.
“I am passionate that whilst what we do is work with animals, how we do it is by working with people: our colleagues and the owners who entrust their animals to our care.
"As a first-opinion vet and practice owner I have had the privilege of growing and developing my practice (team and facilities) to meet the changing needs of our local community.
“At a time of great change for the veterinary profession, with the tantalising hope for a new Veterinary Surgeons Act set against the backdrop of the Competition and Markets Authority’s market investigation of the veterinary sector, it is an opportunity to bring this experience to the heart of our College.
“It was an unexpected honour to be elected to the position of JVP and I thank my colleagues on Council for entrusting the role to me.
"I also reflect on my initial university application which saw a clean sweep of rejections and hope that this can inspire others from the grass roots of our profession to get involved in shaping the future.”
Council also voted to confirm Professor Tim Parkin as RCVS President, Linda Belton as Senior Vice-President and reconfirmed Tshidi Gardiner as Treasurer (subject to her re-election), all effective from July.
Tim will take up his post at the College's AGM in July.

Council members voted in favour of becoming a fully-appointed governing Council, and for VN Council to become fully-appointed.
In relation to RCVS Council, it also voted to explore retaining elected representation on a future council or committee focussed on 'upstream regulation' and development of the profession.
Council also voted to move towards greater parity between professional and lay RCVS Council members, but delayed a decision on the precise balance until it has the opportunity to consider the matter in more detail.
Council voted to remove veterinary school appointees from Council, agreeing to discuss the future composition of the RCVS Education Committee at a later date.
Council then voted to further investigate a number of alternative governance arrangement suggestions, including independent oversight of the College, and to review term limits across all appointed positions.

"Thank you also to Council members for a robust discussion of these proposals.

“As we seek reform of veterinary regulation via new primary legislation, it is important that our governance arrangements not only inspire public confidence and trust but also allow us, as a Royal College that regulates, to work with the professions on our upstream regulatory activities, not only to ensure that individuals are fit for practice, but also that we maintain a profession fit for purpose.
“The decision to explore retaining an elected element on a future veterinary council or committee, responsible for work dedicated to the development of the professions, gives a clear indication of the value of our ‘Royal College that regulates’ model.
"We have also made a further commitment to public assurance by agreeing to explore independent oversight of the RCVS.
