The RCVS Officers will be heading to Somerset, home ground of President Bob Moore, on Thursday 22 May for RCVS Question Time.
The Shrubbery Hotel in Ilminster is the venue for the final Regional Question Time of Bob Moore's Presidential year, where he looks forward to seeing lots of familiar faces for a lively debate.
Veterinary surgeons, veterinary nurses and others involved in the profession are all welcome to attend the meeting, which kicks off at 6:30pm with a relaxing drink, a bite to eat and a chance to catch up with colleagues, followed by Question Time at 7:15pm. The meeting will finish at approximately 10:00pm.
Bob Moore will be chairing the meeting and the panel will be made up of the Officer team and Veterinary Nurses Council Chairman Andrea Jeffery, who will be answering your questions and concerns regarding the veterinary profession.

The RCVS has appointed Amanda Boag as its new Treasurer, replacing Dr Bradley Viner who will become (junior) Vice-President in July.
Amanda will officially take up her post at RCVS Day - the College's Annual General Meeting and Awards Day - on Friday 11 July.
Amanda is a Clinical Director at Vets Now and is also currently President of the European Society of Veterinary Emergency and Critical Care. She was elected to RCVS Council for a four-year term in 2012.
As Treasurer she will be responsible for maintaining an overview of the College's affairs, ensuring its financial viability and making sure that proper financial records and procedures are maintained.
Amanda said: "I am very honoured to have been appointed Treasurer for the RCVS and am looking forward to working closely with other Council members and the Belgravia House team.
"I would particularly like to thank my predecessor Bradley Viner for the excellent work he has done over the past four years. This has been a period of great change for the College and during his tenure he has done a huge amount of work to support the improvements in governance, including standardising the way that the College's accounts are reported.
"Our finances are currently in a healthy state despite no increase in the annual renewal fee for several years. I am now looking forward to building on his legacy and ensuring the finances remain healthy, allowing us to move forward with our Strategic Plan."
At RCVS Day on 11 July, Professor Stuart Reid will also be confirmed as President; current President Neil Smith as (senior) Vice-President; Chris Tufnell as Chairman of the Education Committee; and David Catlow as Chairman of the Standards Committee.
Chris will also be donating any money he raises throughout the course of his Presidency to those same charities.
His chosen charities are: Vetlife, Riding for the Disabled Association (RDA), the People’s Dispensary for Sick Animals (PDSA), Hearing Dogs, and The Gambia Horse and Donkey Trust (GHDT).
Chris said: "I chose the charities because I'm dedicated to charities that have a wide effect. The GHDT and the PDSA, by improving the health and welfare of animals, directly benefit the health and wellbeing of the communities in which they work. The GHDT dramatically improves peoples’ lives economically by increasing the working lives of their animals, almost all of which are transport animals, while the PDSA enhances the lives of the less well off by allowing them to keep animals and afford their veterinary care.
"Riding for the Disabled Association and Hearing Dogs for the Deaf then both use animals to help people, strengthening this vital human animal bond that runs through all of these charities. You have to witness the interaction between deaf or disabled people with the dogs and ponies respectively to fully appreciate how much this means to them. Unlike single interventions, these charities provide assistance that keeps on giving.
"Finally, none of this is possible without a healthy veterinary community and Vetlife plays a significant part in ensuring this. Good mental health and wellbeing is essential to the delivery of a good service, and it's important that we do everything we can to ensure that any veterinary professionals that suffer get the assistance they need.”
The charities have already been in touch to thank Chris and the College, and to detail how it will help their activities.

Over the years we have relied on volunteer vets from UK to provide training to our staff and to Gambian livestock workers. This is helping to increase Gambian veterinary capacity and we hope is also giving British vets a small insight into global veterinary problems. The British veterinary profession should be very proud, it has enabled us to achieve so much in the last 14 years and we are immensely grateful to each and every vet who has been out to help including Chris, who has kindly helped us in the past with training."

RDA relies on voluntary donations such as this to enable us to provide life changing therapy through horses to disabled adults and children in the UK. We currently have over 3,000 horses and ponies who work with our riders, carriage drivers, volunteers and equine advisors and this support will really help us to offer more opportunities to disabled people in the community."
The President’s Christmas Box donation is made every year in lieu of sending out RCVS Christmas cards. Previous recipients have included Worldwide Veterinary Service, Mind, Canine Partners, Hounds for Heroes, and the Veterinary Benevolent Fund.
The online book invites veterinary nurses to leave written messages of condolence, and pictures.
The book will be available until Monday 3rd October.
Dr Melissa Donald MRCVS, President of the RCVS who will be attending the Queen’s state funeral on behalf of the College, said: “I, along with my colleagues in the Officer Team and on RCVS and VN Councils, were greatly saddened to learn of the death of Her Majesty the Queen last week.
“As our Patron and benefactor since her accession to the throne 70 years ago, as a keen supporter of the veterinary professions who had many interactions with its members, and as an animal-lover, we were keen to give veterinary surgeons and veterinary nurses the opportunity to leave messages of condolence, anecdotes about meeting Her Majesty, and tributes for her many years of duty and service to this country.
“After it closes, we plan to save a digital copy of the online book in the RCVS historical archives for posterity.”

At the hearing, the Disciplinary Committee considered whether she had accepted the findings of the Committee at the original inquiry hearing, the seriousness of those findings, whether she had demonstrated insight into her past conduct, and the protection of the public and the public interest.
In her restoration application, Dr Burrows included continuing professional development (CPD) certificates for the courses she had completed since her removal from the Register, letters/informal witness statements from the veterinary surgeons and nurses she had worked who had expressed a willingness to employ her again, together with character references and reflection statements.
She also made a detailed opening statement in support of her application, in which she said that the period since her name was removed from the Register was extremely difficult and also that she now unconditionally accepted all the Committee’s original findings in May 2021, some of which she had previously denied and had failed to acknowledge.
Dr Burrows went on to state that she only had herself to blame for her actions and that she now understood and accepted that the original sanction of removal from the register had needed to be severe given the serious breach of trust to the public, to the veterinary profession and the insurance industry that was a direct consequence of her dishonest actions.
Since removal from the Register, Dr Burrows had taken on the role of receptionist in a Vets4Pets practice in Cardiff, which required her to deal directly with the public and their insurance requests and entitlements.
She stated that as a result of her involvement over the past 18 months in processing insurance claims, she acknowledges the “delicate” relationship between veterinary surgeons, clients and insurers.
Additionally, working as a receptionist, had allowed her to recognise the need for contemporaneous and clear clinical notes.
She also highlighted her CPD, which was relevant to insurance, as well as the fact she’d undertaken a professional ethics course to assist her rehabilitation, reflection, and insight.
In support of Dr Burrows’ restoration to the Register, the Committee took into account three witness accounts from people who work at the Vets4Pets branch where Dr Burrows works as a receptionist.
All witnesses gave positive reflections on Dr Burrows’ character and assured the Committee that they would provide the correct level of support to allow her to return to work safely and that they would have all the necessary safeguarding measures in place to ensure that the public’s and the profession’s interest is always at the forefront.
Judith Way, chairing the Disciplinary Committee and speaking on its behalf, said: “The Committee was impressed by the fact that busy professionals chose to give up their time to provide witness statements and give evidence in support of Dr Burrows’ application.
"All witnesses were clearly supportive of Dr Burrows’ request for restoration to the Register.
“The Committee found Dr Burrows to show remorse and she does now accept the findings of dishonesty that were made against her in the original enquiry hearing and stated that her conduct was dishonest.
"In the Committee’s view, the evidence given by Dr Burrows on affirmation was very believable and she now accepts her dishonesty together with the gravity of her dishonesty.
“The Committee also formed the view that the steps she has taken to address her dishonesty serve to confirm that she is passionate about the prospect that she be allowed to return to practise.
"The Committee was impressed by Dr Burrows and the evidence given and is now satisfied that she will ensure the highest standards of probity and honesty in the future.
“Having taken all evidence into account, the Committee is satisfied that the future welfare of animals under Dr Burrows’ responsibility will be properly protected, and that her future dealings with insurers will be honest in all respects and that the interests of the public will be met.”

Neurodiversity Celebration Week is a worldwide initiative that challenges stereotypes and misconceptions about neurological differences, and the neurodiversity resource hub (www.vetmindmatters.org/resources/) aims to help members of the veterinary professions better understand how, for over one million people in the UK, neurological differences mean they learn and think in a way that is different to what is considered ‘neurotypical’.
Among the resources contained in the hub is information about neurological conditions closely associated with neurodivergence such as attention deficit hyperactivity disorder (ADHD), autism, dyspraxia and dyslexia, as well as information for employers about neurodiversity, including inclusive working tools and sources of government support.
A new ‘kite’ with six new modules are also being added to the MMI Kite App – a specialist microlearning platform for topics related to veterinary wellbeing – that deal specifically with issues related to neurodiversity. The six modules cover: what is neurodiversity; the importance of talking about neurodiversity; different types of neurodiversity; bespoke considerations for neurodivergent individuals; how neurodivergence can lead to innovation through thinking differently; and, exploring further how different brains work and how we can make our brains work best for us.
The College is also publishing a blog on the resource website by Dr Kirstie Pickles, Clinical Assistant Professor in Equine Medicine at the University of Nottingham, about her current MMI-funded research investigating the various workplace stressors that affect autistic veterinary professionals and what adjustments can be introduced to mitigate these stressors.
Lastly, at BSAVA Congress on Saturday 26 March between 3pm and 4pm, the RCVS has organised a discussion session on neurodiversity.
The discussion will be led by Roxanne Hobbs, a consultant in workplace inclusion particularly around neurodiversity, and will look at how to nurture and cultivate neurodiversity in the veterinary professions.
Lisa Quigley, Mind Matters Manager, said: “As a project focused on the mental health and wellbeing of veterinary professionals, the Mind Matters project has a commitment to recognising and providing a space for all forms of diversity, and so we are very glad to be supporting Neurodiversity Celebration Week again this year.
“We hope that our neurodiversity resource hub and our other initiatives during Neurodiversity Celebration Week will be useful source of information for everyone and will aid people in understanding neurodivergence, how it can manifest and how it can be supported in the workplace and educational settings.”
Mr Wood was removed from the Register in 2018 after being convicted of posessing indecent images of children and made subject to a Sexual Harm Prevention Order for five years.
Mr Wood first applied to rejoin the Register in 2020 but his application was rejected.
At the outset of his second application last month, Mr Wood’s counsel argued that he is professionally competent to be restored, that he had strong mitigation for his offending, that he had consistently and repeatedly expressed and demonstrated profound remorse, that he posed a low risk of re-offending, that he had proactively engaged with the Probation Service and voluntary counselling to gain further insight into his offending, and that he had completed his community sentence and was no longer subject to any of the court orders arising from his conviction.
The Committee then weighed up whether Mr Wood had accepted its original findings in 2018, the seriousness of the offences, whether he demonstrated insight, protection of the public and the public interest, the future welfare of animals should he be restored to the Register, the length of time off the Register, Mr Wood's conduct since he was removed and evidence that he had kept up-to-date with veterinary knowledge, skills and practice.
Dr Kathryn Peaty MRCVS, chairing the Committee and speaking on its behalf, said: “The Committee is satisfied that Mr Wood has done everything required of him in order to be able to satisfy the Committee that he is fit to be restored to the Register.
“At the last application in June 2020, he was unsuccessful largely because of the outstanding ancillary Court Orders that did not conclude until early 2023. Those Orders have now concluded
“He has shown significant insight into his offending behaviour. He has been proactive in his rehabilitation and taken significant steps to ensure there would be no repetition.
“He has a small, but strong, network of people around him who appear to genuinely care about him and support him. He has worked hard at maintaining his skills and knowledge, in so far as he has been able to in light of not being able to practise as a veterinary surgeon.
“He is thoughtful and realistic about his prospects going forward. His responses to questions about addiction were appropriate and persuasive. He has expressed genuine remorse and there is, in the Committee’s view, a public interest in allowing him to be restored to the Register.”

Veterinary nursing dominated the event held by the RCVS to celebrate the launch of its new Royal Charter at the House of Commons last week.
Over 200 guests attended the occasion, which was sponsored by the MPs Neil Parish (Conservative), Angela Smith (Labour) and David Heath (Liberal Democrats).
The new Charter, which came into effect on 17 February, sets out the objects of the College and underpins many of its core functions such as the Practice Standards Scheme. However, the main focus of the event was the impact the Charter has had on veterinary nursing. Specifically how it recognises veterinary nursing as a profession and empowers the VN Council to set standards for training and CPD.
Professor Stuart Reid, RCVS President said: “However, there is one more piece of this jigsaw that is missing. We would like to increase further the confidence of the public in veterinary nurses with formal statutory protection of the title veterinary nurse. It is simply unacceptable that unqualified individuals should be able to use the same title as a well-qualified, properly regulated professional.”
Kathy Kissick, a registered veterinary nurse and Chair of VN Council, commended the hard work it had taken to get a new Charter, adding: “I am so very proud to stand here as a registered veterinary nurse and an associate of the Royal College of Veterinary Surgeons. Registered veterinary nurses should wear their badges with pride.”

Nick Stace, RCVS CEO, closed the event by outlining how the College was fulfilling its strategy to become a first-rate regulator citing the streamlining of the complaints process, the new alternative dispute resolution (ADR) trial and the Mind Matters Initiative as just some of the ways in which the College is making a positive contribution to the welfare of animals, the public and the profession.

In his first year of what would normally have been be a four-year term, Colin served on the College’s Education Committee, PIC/DC Liaison Committee, and on the Advancement of the Professions Committee as Council Deputy Lead for the ViVet innovation programme.
VetSurgeon.org caught up with Colin, who explained: "I've never had any problem with the idea of respecting Council decisions, even those I disagree with.
"However, I questioned the interpretation of collective responsibility when I first joined Council, and was told that in the event of disagreement, it was OK for councillors to say publicly that there was a 'split vote', or 'opinions varied'.
"This new statement would mean that if I disagree with a Council decision, I would now either have to lie in public and say I supported it, or run away and hide.
There were two other aspects of the new statement which Colin was not prepared to sign up to.
The first was a new requirement that councillors "support the College’s vision".
Colin said: "People who actively disagree with the College's vision should be free to stand to join Council, and if the profession disagrees with the College's vision, they'll get elected!"
The second was a requirement for councillors to "Live the College’s values"
Colin said: "Although perhaps inline with a corporate ethos, I think it represents quite a conflict.
"The values someone lives by are a deeply personal matter, and shouldn't be imposed by the majority vote of a committee they happen to sit on - however much they may or may not be likely to align."
Colin's resignation prompted VetSurgeon.org to carry out a quick analysis of the percentage of RCVS Council meeting agenda items marked as 'Confidential' from November 2015 to June 2022, to see whether the requirement to tow the party line reflected a broader lack of transparency at the College.
In the four Council meetings from November 2015-2016, 12% of the agenda items in the Council minutes were marked 'Confidential'.
By 2022, that figure had more than doubled to 36% (see graph right).
The RCVS has announced it will hold a short ceremony for those registered veterinary nurses who have missed out on the opportunity to make their professional declaration, followed by a questions and answers session at the British Veterinary Nursing Association Congress in October.
The RCVS will have a stand (B007) at the Congress, which veterinary nurses can visit to browse and collect literature, ask questions of RCVS staff and take part in a competition about advancing veterinary nursing standards.
On Saturday 11 October 2014, Kathy Kissick, Chair of VN Council, will be leading a declarations session at 1.15pm in the Coalport Suite. This will give registered veterinary nurses who qualified before 2012 the opportunity to make their declaration of professional registration, which sets out the rights and responsibilities of registered veterinary nurses.
Kathy said: "Although all veterinary nurses now make their declaration when they register with the RCVS this has only been the case since 2012 - so there are many veterinary nurses out there who haven't yet had the opportunity.
"However, whether you've been in the profession for two years or two decades, I would strongly encourage you to take part. Not only does the declaration bring home the core responsibilities of VNs to their clients, the public, the RCVS and to the animals in their care, but it also brings a great sense of belonging and demonstrates that, as a profession, veterinary nurses should hold their heads up high."
Kirstie Shield, BVNA President, said: "The BVNA is delighted to be invited by the RCVS to host this important ceremony for the first time at our Congress. As RVNs we value our qualification and role within the profession and this prestigious event provides us with an opportunity to show we are responsible and devoted to what we do. I would urge all delegates to attend this session whether you are taking part or merely observing, this ceremony is important to our profession and shows we are united and dedicated in our work".
Between 1.45pm and 2.45pm Kathy will take part in a questions and answers session with Julie Dugmore, RCVS Head of Veterinary Nursing, Kirstie Shield and Fiona Andrew, BVNA Vice-President. After a short presentation the floor will be opened to delegates who may ask about any topic - from the new Royal Charter and its impact on veterinary nursing, through changes to the supporting guidance on emergency care to protection of the title veterinary nurse, and any other issue about which they feel strongly.

Ms Hickman was charged with leaving three dogs, two of which had undergone surgery the day before and one of which was in for monitoring, unattended for more than three hours on 8th November 2022, after falling asleep.
She was then charged with falsifying clinical records to suggest she had made the relevant clinical checks and offered them water when in fact, she'd been asleep.
The final charge was that her actions in falsifying the records were dishonest and misleading.
At the start of the hearing, Ms Hickman admitted all of the charges.
As the charges had been admitted, the Committee considered whether they amounted to serious professional misconduct.
In doing so it noted sections of the Code of Professional Conduct for Veterinary Nurses that relate to making animal health and welfare a veterinary nurse’s primary concern, the need to provide veterinary nursing care that is appropriate and adequate, and the need to keep clear, accurate and detailed clinical and client records.
Dr Kathryn Peaty MRCVS, chairing the Committee and speaking on its behalf, said: “The Committee was in no doubt that the respondent’s failure to monitor properly three patients in an overnight ward in a hospital and the subsequent creation of false records to suggest that appropriate monitoring had taken place amounts to disgraceful conduct in a professional respect.”
Having found serious professional misconduct, the Committee then went on to consider the most appropriate sanction, taking into account both aggravating and mitigating factors.
The Committee found that an adverse health condition had influenced the conduct that had led to the disciplinary hearing – including that she had unintentionally fallen asleep while she should have been monitoring the animals – and so considered this a mitigating factor.
Also, by way of mitigation, the Committee considered that Miss Hickman had fully appreciated the implications of her conduct and expressed remorse at the impact it could have on the public’s trust for the veterinary nursing profession.
It also took into account positive testimonials from current and previous employers, her hitherto unblemished career, and the fact that there was no longer any risk of repetition.
However, in terms of aggravating factors, the Committee took into account that it was a case involving dishonesty, and dishonesty which had not been admitted to the RCVS at an early stage.
In addition, it noted that the conduct involved a risk of injury to animals and a breach of trust towards the owners of those animals.
Dr Peaty added: “The Committee was satisfied that a significant period of suspension would properly reflect the gravity of the respondent’s disgraceful conduct, serve to maintain the reputation of the profession and promote and maintain proper standards of conduct.
"The Committee considered that a period of suspension of six months was sufficient to satisfy this public interest.”
Miss Hickman has 28 days from the sanction being announced to appeal the Committee’s decision.
All veterinary surgeons, nurses and students over the age of 18 were invited to participate by email, which elicited 2,781 complete responses and a further 631 partial responses, 1682 from vets, 328 from vet students, 1,369 from nurses and 553 from student vet nurses.
80% of respondents were female, 16.8% male, 1.4% non-binary, 0.8% genderfluid and 0.9% preferred not to say or to self describe.
93.3% were white, 2% were Asian or Asian British, 0.6% were black, black British, Caribbean or African.
The remainder identified as 'other ethnic group', mixed or multiple ethnic groups, or preferred not to say.
90.4% of participants worked within clinical veterinary practice, three-quarters in small animal practice.
Almost two-thirds worked part time.
Paradoxically, although around 50% of respondents described their physical or mental health as 'good' or 'very good', 75.6% considered themselves to have at least one disability or chronic condition (61% chronic, 48% physical, 39% mental health and 30% neurodivergent).
Female veterinary surgeons were significantly more likely to suffer from a mental health condition (48.3%) than males (19.2%).
Mental health conditions were far more common amongst the young (51% of those aged 18-29), than the old (28% of 50-59 year olds, declining to 9% of 70-79 year olds)
Veterinary nurses were more likely to say they have a mental health condition (47.3%), than veterinary surgeons (27.9%).
As with mental health, the proportion of respondents identifying as neurodivergent decreased with age (42.3% of respondents aged 18-29 vs 6.7% of those in the 70-79 age group).
Whilst overall, 29.8% identify as neurodivergent, the figure was notably higher (83.3%) amongst those who identify as non-binary or genderfluid.
The number of people with a physical condition varied less with age and gender, although of course, broadly speaking, age brings with it an increase in physical problems.
60% of participants said they are affected by their disability/chronic condition every day, and 68% agreed or strongly agreed that they had to make significant changes to their life to continue working.
The most frequently reported symptoms of disability/chronic condition were mental health (45.2%), pain (36.4%), learning, understanding or concentrating (33.8%), and stamina or energy limitations (32.3%).
When asked if they were treated different at work because of their disability or chronic condition, 49.5% said they had not and 34.7% said they had.
Of those who felt they had been treated differently, 45% thought that disclosing their condition had contributed to this.
18% of those in education and 36% of those in work said they had experienced discrimination, bullying or harassment because of their disability/chronic condition.
Discrimination, bullying or harassment was more likely to be reported by those with a mental health condition or who identify as neurodivergent (47% and 46%), than those with a physical or chronic condition (38% and 37%)
Perceived discrimination, bullying or harassment was most likely to have come from managers (76%) and colleagues (64%) compared to clients and 'other' (15%).
63% of respondents believed there was a strong or moderate understanding of the Equality Act at their workplace but 12% thought their employer had no knowledge or understanding.
45% thought their employer had strong or moderate understanding of the Access to Work scheme, while 27% reported no understanding at their workplace.
Examples of good practice were given by some respondents about their existing or previous workplaces. These included reasonable adjustments such as adjusted working hours, environment and task adaptations, alongside good communication, support (from colleagues, managers and external sources), and additional resources.
Gurpreet Gill, Leadership and Inclusion Manager at the RCVS, said: “While there are some sobering elements in this report, and some clear and unfortunate examples of poor practice and discrimination, the overwhelming feeling is that there is goodwill and a desire to help people out there in the professions, but sometimes a lack of understanding and knowledge on how best to do this.
"Of course, there are also some excellent examples of good practice in terms of putting in place adjustments and accommodations for employees and staff with disabilities, as well as for students on placements.
“Overall, this should be taken as a call for more members of the professions to familiarise themselves with the Equality Act 2010 (https://www.equalityhumanrights.com/equality/equality-act-2010) and its provisions.
Under this legislation, it is unlawful to discriminate against people with protected characteristics, including disability.
"The act sets out the legal requirement for workplaces and educational institutions, among others, to make reasonable adjustments to avoid disabled people being placed at a disadvantage.
“We will now be considering how we, as the regulator and Royal College, can best support members of the professions in understanding their rights and responsibilities under the Equality Act 2010, and what further training and education can be provided, looking at the RCVS Academy as a potential vehicle for doing so.”
Olivia Anderson-Nathan, a Director of BVCIS added: “Overall, the report demonstrates that although there are systemic issues that require a shift in workplace culture, there may be some relatively ‘easy wins’.
"For example, improving line manager knowledge of the Equality Act and providing reasonable adjustments that are typically inexpensive and simple to implement, such as providing seating and ergonomic equipment, and rota or shift changes.
"Many changes, like flexible working, will actually benefit everyone.
"Most importantly, employers and educators need to make sure that those with disabilities, neurodivergence, and chronic illnesses understand their rights and are given positive support to identify their needs.
"This means co-designing individualised adjustments and avoiding a one size fits all approach.

Ceredigion veterinary surgeon Robert Alun Merfyn Evans has been suspended from the Register for six months by the RCVS Disciplinary Committee after he admitted to misconduct relating to tuberculin testing for cattle he owned and failing to register the births and deaths of cattle.
Mr Evans appeared before the Committee on the 11th February, when he admitted the two heads of charge of misconduct against him.
The first head of charge related to the fact that, between 24 June and 29 June 2013, he deliberately failed to bring to attention of Wyn Lewis MRCVS, an Official Veterinarian (OV) and fellow director of Mr Evans’ practice in Cardigan, the cattle on his farm requiring intradermal comparative tuberculin tests; that he tested certain of the cattle himself despite not being the OV for those tests and having a conflict of interest; and that he provided inaccurate and incomplete information to his practice for the completion of a report on the testing to be sent to the Animal Health and Veterinary Laboratories Agency (AHVLA). This misconduct was then repeated the following year between 19 June and 1 August 2014.
The second head of charge against Mr Evans related to breaches of the Cattle Identification (Wales) Regulations 2007 between 4 July 2005 and 20 June 2014, namely the fact that he failed to register the birth of five calves and the death of nine cows. These were accepted as being specimen charges reflecting a much larger total number of breaches over the whole nine year period.
Mr Evans’ misconduct first came to light when a late return was sent to the AHVLA in August 2014 regarding the TB testing of 51 live animals on his farm in June 2014. When the report was scrutinised the AHVLA noticed that 26 animals shown on the return as dead were still registered, while 20 animals that were tested were not registered. When the AHVLA investigated, Mr Evans immediately admitted that he had misled Mr Lewis on two occasions and carried out his own testing despite not being the OV.
The Committee heard that he did this because he did not want it to be found out that he had unregistered cattle on his farm. Regarding the unregistered cattle, the Committee heard that this stemmed from a mistake made by Mr Evans in 2005 or 2006 whereby he mislaid a batch of around nine bovine passport application forms sent to him to register the birth of calves on his farm, a legal requirement for the purposes of animal health, disease control and safeguarding the food chain.
As a result of poor IT skills and being profoundly deaf, Mr Evans felt unable to seek support online or by telephone, was too embarrassed to tell others and, furthermore, felt that it was impossible to correct his mistake without being in breach of the law. So, for a period of nine or 10 years, he failed to register the birth of calves on his farm. His failure to register the deaths of cattle, was also caused by administrative failings. His breaches of the cattle registration regulations were subject to criminal proceedings and on 14 October 2015 he plead guilty at Ceredigion and Pembrokeshire Magistrates Court to 14 offences for which he was given a conditional discharge for 18 months and ordered to pay costs of £1,000.
The Committee considered that a suspension from the Register would be in line with the seriousness of the charges against Mr Evans. Professor Alistair Barr, chairing the Committee and speaking on its behalf, said: "The Committee agrees that the lengthy period over which these offences took place, his betrayal of his colleague, and the undermining of the reputation of the profession and of the system of disease control, taken together with his dishonesty, make it impossible to impose a lesser sanction than suspension.
"The Committee finds that the respondent, who is a man of good character, has fully accepted his guilt, and has real insight into the seriousness of his conduct. He cooperated fully with the investigations and with the County Council who prosecuted him in the Magistrates [Court], and with the College. He made an open and frank admission about his misconduct from the outset.
"The course of conduct on which he embarked and which has led to these charges was the result of a simple mistake at a time of considerable stress to him. He was not guilty of deliberate misconduct at the outset but… what started as an innocent mistake took on a life of its own and led him to deliberate and dishonest misconduct because he did not know how to get himself out of the predicament he was in."
Professor Barr also said that there was no financial gain in Mr Evans’ actions and that animal welfare had not been compromised as the cattle were well cared for and in good health and that Mr Evans’ actions in carrying out the tuberculin tests on the unregistered cattle himself demonstrated that he was concerned about identifying any disease in his herd.
He added: “In all the circumstances the Committee has decided a proportionate sanction is that the respondent’s registration should be suspended for a period of six months.”

Fifteen candidates stood in the 2026 election and 6,289 veterinary surgeons (15.8% of those eligible) cast a vote.
Voter turnout compares with 19% in 2025, 19.7% in 2024, 16.7% in 2023 and 18.6% in 2022.
The winning candidates were: Ian Battersby FRCVS with 2,205 votes, Neil Smith FRCVS with 1,620 votes and Lara Wilson MRCVS with 1,598 votes.
Their four-year terms will start at the RCVS Annual General Meeting on Friday, 3 July.

The RCVS is now accepting applications from veterinary surgeons and veterinary nurses who wish to serve as members of the RCVS Ethics Review Panel (ERP).
The ERP has been established by the RCVS in order to facilitate access to ethical review for those wishing to undertake practice-based research outside of a university or industry context. The ERP will begin considering research proposals from veterinary surgeons and veterinary nurses from 1 August 2016 and the trial will run for a period of one year. The process will be limited to considering research projects involving cats and/or dogs during the trial period, with the possibility of expanding to other species if the trial is extended or made permanent.
The trial came about following a joint working party established by the RCVS and British Veterinary Association which reported on ethical review and found that an increasing amount of clinical research was being conducted by vets based in private practice. One of the key recommendations of the report was that the RCVS should consider establishing a committee for ethical review of practice-based research.
Ahead of the launch of the ERP, the RCVS is currently looking to recruit four veterinary surgeon members and a veterinary nurse member to the Panel to join a lay member and ethicist Chair.

RCVS Day - the Royal College of Veterinary Surgeons Annual General Meeting and Presentation of Awards - will be held on Friday 1 July 2011 at One Great George Street, London.
All members and listed/registered veterinary nurses are invited to attend the day, which will start at 10am with AGM business, followed by the celebration of veterinary and veterinary nursing achievements. Professor Soraya Shirazi-Beechey will be receiving her Honorary Associateship and Dr James Kirkwood and Des Thompson will be accepting their Honorary Fellowships.
A new award to mark the 50th anniversary of veterinary nursing will also be presented, as well as a Lifetime Contribution Award from the RCVS Charitable Trust.
In his last official engagement as President, Peter Jinman will give a review of his year before formally welcoming new Council and VN Council Members, and Dr Jerry Davies to the role of President for 2011-2012.

The DC heard how, in December 2022, a labrador called Bella had been stolen from its owner.
That same month, someone who was involved in the theft presented Bella to Dr Kashiv, according to news reports telling him they'd taken the animal because it had been abused.
Dr Kashiv performed surgery to remove her microchip, so she could be re-homed without being traced.
Although there was no suggestion that Dr Khashiv had been involved in the theft, it was alleged that he knew the animal had been stolen.
In January 2024, after pleading guilty, Dr Kashiv was convicted of removing the microchip, contrary to section 5(3) of the Animal Welfare Act 2006, at Stevenage Magistrates’ Court.
He was sentenced to a community order with an unpaid work requirement of 50 hours to be completed within 12 months, and ordered to pay a surcharge to fund victim services of £114 and costs of £85.
Dr Khashiv faced four charges at the RCVS disciplinary hearing, the first being that his conviction rendered him unfit to practise as a veterinary surgeon.
The second charge was that in July 2024, at Stevenage Magistrates’ Court, Dr Kashiv had been made subject to a 5-year Criminal Behaviour Order (CBO) for failing to keep dogs he owned under control and failing to comply with previous orders.
The third charge was that Dr Kashiv’s conduct with regard to the microchip was dishonest, in that he removed it to conceal the labrador’s identity.
The final charge was that Dr Kashiv failed to keep adequate clinical records for the labrador and his conduct was thereby i) misleading and/or ii) dishonest.
From the outset, Dr Kashiv admitted charges one and two and some aspects of charge four.
However, he initially denied that his conduct was at any stage misleading or dishonest and did not accept that his conviction rendered him unfit to practise as a veterinary surgeon or that the admitted charges amount to serious professional misconduct.
In a later submission, Dr Kashiv no longer disputed that his conviction rendered him unfit to practise, or that his behaviour in charges two, three and four amounted to serious professional misconduct.
The Committee considered that in respect of his conviction, Dr Kashiv had breached paragraphs 1.1, 1.3, 6.1, 6.4 and 6.5 of the Code of Professional Conduct for Veterinary Surgeons.
It then took into account mitigating and aggravating factors.
The Committee found no mitigating factors but found the following aggravating factors:
The Committee was satisfied that this conduct fell far below the standard expected of a registered veterinary surgeon and that this rendered him unfit to practise.
In deciding on whether his conduct amounted to serious professional misconduct, the Committee again took into account submissions made both by representatives for the College and for Dr Kashiv, as well as the fact that Dr Kashiv no longer disputed the assertion that his conduct amounted to serious professional misconduct.
The Committee found that Dr Kashiv had breached paragraphs 2.4, 2.5, 6.1, 6.4 and 6.5 of the Code in relation to charges two, three and four.
The Committee again did not find any mitigating factors but found the following aggravating factors:
With regards to charges three and four, Dr Kashiv performed a prohibited procedure on a labrador which was unjustified and resulted in a criminal conviction.
The Committee found that in carrying out the procedure he had acted dishonestly – he had removed the chip in order to conceal the identity of a pet that he knew had been taken from its home.
The dishonesty with regards to not completing any formal clinical records also related directly to his practice as a veterinary surgeon, as part of a cover-up so that nobody would know what had happened to the labrador at the practice.
The Committee was satisfied that Dr Kashiv’s conduct in relation to the labrador amounted to serious professional misconduct.
On deciding on a sanction, the Committee took into account all evidence and documents provided as well as testimonials together with submissions made on behalf of Dr Kashiv and matters of personal mitigation.
In terms of aggravating factors, it found all those already listed in findings for fitness to practise and serious professional misconduct, as well as previous convictions and adverse findings of the College and the fact that Dr Kashiv showed limited insight into his actions.
In terms of mitigating factors, it considered:
Paul Morris, chairing the Committee and speaking on its behalf, said: “The Committee was of the view that the nature and seriousness of Dr Kashiv’s behaviour, which led to the conviction, was fundamentally incompatible with being registered as a veterinary surgeon.”
He added: “In light of these conclusions, the Committee decided that the only appropriate and proportionate sanction in this case was removal from the Register.
"This would not be the case if the Committee were considering the CBO matter alone, when a lesser sanction would have been appropriate.
"However, his actions with regard to the labrador, his limited insight and the fear that he could repeat such behaviour meant that removal was necessary in this case.
“In reaching this decision the Committee recognised the negative impact this would have on Dr Kashiv.
"The Committee had considered with great care all the mitigating factors and the positive statements made about him in the testimonials provided.
"However, the need to protect animal welfare, the reputation of the profession and thus the wider public interest, outweighed Dr Kashiv’s interests and the Committee concluded that removal was the only appropriate and proportionate sanction in this case.”

Dr De Armas Jimenez faced four charges against him, that:
On or around 22 April 2022 or 23 April 2022, in relation to a cat, he a) failed to obtain informed consent to sedate/anaesthetise the cat and/or did so without the owner’s consent (admitted), b) failed to take adequate steps when the cat required emergency attention (admitted), and c) failed to provide adequate details to the owner following the cat’s death (admitted).
On or around 22 April 2022 or 23 April 2022, he a) failed to record adequate clinical record details of the cat’s sedation/anaesthetic (admitted), b) recorded when the cat became cyanotic, that i) a tube had been passed in order to intubate (proved not to have occured) and ii) chest compressions had been given when this was not the case (not proved that it did not happen), and c) failed to make adequate clinical records in relation to differential diagnoses and proposed treatment plan (not proved).
That his conduct in relation to charge 2(a) and/or 2(b) was a) dishonest and/or b) misleading. (Admitted his conduct was both dishonest and misleading in relation to 2(a), and the Committee found proved that his conduct was dishonest and/or misleading in relation to 2(b)(i)).
Between 22 April 2022 and 23 April 2022, he failed to have any professional indemnity insurance in place (admitted).
Dr De Armas Jimenez admitted most of the charges again him.
The Committee found that his actions had breached a number of sections of the RCVS Code of Conduct for Veterinary Surgeons and amounted to serious professional misconduct.
In deciding on a sanction, the Committee took into account the aggravating factor that Dr De Armas Jimenez had caused actual harm to the animal.
Mitigating factors included that he had no previous disciplinary history, that he had been working for eight years as a veterinary surgeon in the UK without complaint, that he admitted most of the charges, that he'd made subsequent efforts to avoid repetition by no longer working night shifts or locuming, and finally that the incident related to one animal.
The Committee also noted that he'd shown appreciable insight and remorse, and took into account positive character references.
Paul Morris, chairing the Disciplinary Committee and speaking on its behalf, said: “Whilst the misconduct in this case involved breaches of the RCVS Code, caused serious harm to both the cat and the client, and involved dishonesty which was concealed, the Committee decided that a lengthy suspension could take account of the seriousness of these matters and meet the wider public interest.”
He added: “In deciding on this period of suspension, the Committee took into account both mitigating and aggravating factors and the mitigation Dr De Armas Jimenez had put before it.
"It was not persuaded that a shorter period of suspension would properly reflect the seriousness of the proven misconduct.
"It concluded that this period of suspension had a deterrent effect and sent a signal as to how serious the Committee had found the misconduct to be.
"It also took into account Dr De Armas Jimenez’s remorse and insight.
“However, in order that the wider public interest was upheld and to reflect the Committee’s view regarding the seriousness of the proven misconduct, the Committee determined that the proportionate sanction and period of suspension should be a suspension order of eight months.”

The RCVS Charitable Trust needs six to ten volunteers from amongst the delegates going to the British Veterinary Nursing Association Congress (5-7 October) to participate in research for its website www.rcvstrust.org.uk.

Veterinary nurses can now cast votes for their preferred candidates in this year’s RCVS Veterinary Nurses Council elections.
Ballot papers with candidate details, biographies and manifestos have been posted to all veterinary nurses this week.
There are three candidates in this year’s VN Council elections with the two who receive the most votes joining VN Council also for a four-year term from July. The candidates are:

The RCVS is to launch a consultation in the New Year on proposals to allow all RCVS-registered veterinary surgeons to use the courtesy title 'Dr'/'Doctor', and is seeking the views of all members of the veterinary and veterinary nursing professions, and the general public.
The proposals were raised by RCVS President Stuart Reid at RCVS Day in July 2014, with the aims of aligning the UK with international practice, providing greater clarity for the profession and offering reassurance to clients and the animal-owning public that all veterinary surgeons registered with the RCVS, regardless of where they qualified, have veterinary degrees of an appropriate standard.
In his speech in July, Stuart highlighted that most international veterinary surgeons use the title and that, in Australia and New Zealand, this is frequently tied to registration and professional standing, rather than necessarily academic attainment. He went on to outline that, of the three main clinical degrees in the UK, ie medicine, dentistry and veterinary medicine, only veterinary surgeons do not use the courtesy title 'Doctor'.
Stuart added: "given the fact that all continental EU graduates carry the title 'Doctor', there is now a greater chance of confusion for the lay public than previously.
"This is now an opportunity to provide, for those UK veterinary surgeons who wish it, the legitimate use of a title that offers a level of parity with fellow medical professionals."
The key objective of the consultation is to gauge whether the public and the profession are in favour of the proposal, not in favour of it, or don't mind either way. If agreed, the use of the title would be optional, although the College would regulate its use through theRCVS Code of Professional Conduct.

David, who is Head of Clinical Intelligence at Vets Now, came in eighth place with 1,756 votes in this year’s RCVS Council elections.
The place was originally offered to Dr Tom Witte, who came in seventh place. However, due to a change in personal circumstances, he decided not to accept.
Professor Stephen May, RCVS President, said: "The loss of such a young, talented and respected Council member as Sarah has been difficult to come to terms with and she is greatly missed by her fellow Council members and others amongst the profession.
"It is also important to recognise that the New Year will bring us fresh challenges and opportunities and we will face them best with a full complement of Council members. Therefore, I am delighted that David will be joining Council from January and is able to attend his first Council meeting, which will be held in committee, with us on Thursday 18 January.

Clare (pictured) who is currently the General Dental Council’s Interim Executive Director for Legal and Governance, will be joining the RCVS as its most senior legal officer at the end of March 2025.
A qualified solicitor, Clare started her practice as a Solicitor Advocate in criminal law, before undertaking roles in regulatory bodies in the healthcare and financial sector.
She joined the General Dental Council in March 2023 and has been in her current role there since March last year.
When she joins the College, Clare will have a dual role.
As Registrar she will be responsible for keeping, maintaining and publishing Registers of veterinary surgeons and veterinary nurses, including oversight of the various mechanisms via which veterinary professionals can join the Register, what they need to do to stay on the Registers, how they may leave or be removed and registration appeals.
As Director of Legal Services, she'll provide leadership and guidance on legal matters within the organisation, including guiding RCVS Council through the development of oral and written legal advice, as well as sitting on committees and working groups in order to ensure the College’s activity is within its legal remit and represents best practice.
RCVS Chief Executive Officer Lizzie Lockett said: “I am sure the RCVS, the professions and the public will benefit from her very relevant experience from senior roles within the General Dental Council, Nursing and Midwifery Council, and Financial Conduct Authority, as well as her private sector legal experience.
“She joins the College at a time of change, with our continued push for new veterinary legislation, the ongoing Competition and Markets Authority investigation of the sector, and a new strategic plan for the College due to be approved this spring.

One small but nevertheless important point is that perhaps a better aim would be to support veterinary professionals in providing just a 'high' standard of care, rather than the 'highest' standards.
