On Monday, Kathy Kissick, current Veterinary Nurses Council member and former Head of School Veterinary Nursing and Farriery at Myerscough College, will give a talk entitled 'It’s not the job you do; it’s how you do the job'.
The talk will look at how clinical coaches can encourage their students not only to achieve their qualification, but also develop professional accountability, consider issues regarding fitness to practise and understand the links between professional, legal and ethical responsibilities and accountability.
The next day, RCVS Director of Veterinary Nursing Julie Dugmore (pictured right) and Jill Macdonald, VN Project Coordinator, will give an update on VN Futures and report the work done by its various working groups.
These working groups were set up shortly after the publication of the VN Futures Report in July 2016 to focus on areas such as retention and recruitment in the veterinary nursing workforce, Training Practices, developing meaningful career progression routes for the profession and developing ‘One Health’ links with other healthcare professions, including medical nurses.
Julie said: "Much of the work of the VN Futures project has been going on under the radar for the past few years, but with the appointment of Jill as our VN Futures Project Manager, and moving towards the deadline of the five-year VN Futures plan, we want to make sure the profession is aware of what has been happening and our plans for the next two years."
Finally, RCVS CEO Lizzie Lockett will give a talk about the Mind Matters Initiative. She'll explain how the project is aiming to improve the mental health and wellbeing of those in the veterinary team by offering mental health awareness training, trying to break down the stigma associated with mental ill-health and developing support resources and courses to help members of the veterinary team flourish and, where needed, get back on form.
She will also give an outline of current activities, provide tips on improving wellbeing in the practice and give information on how veterinary nurses can get involved in the project as well. Further information about the Initiative can be found at www.vetmindmatters.org
Organisations including British Veterinary Association (BVA) and the Society of Practising Veterinary Surgeons (SPVS) also responded to the consultation on behalf of members.
The College’s Education Department is now in the process of analysing the consultation responses.
Christine Warman, Head of Education at the RCVS, said: "We are very pleased with the number of responses we have received to this consultation which demonstrates what an important issue CPD, and our approach to it going forward, is for the profession. I am also glad that there was a good split of responses between veterinary surgeons and veterinary nurses as it is important we get as wide a range of views as possible from a wide range of individuals. I’d like to thank everyone who took the time to give us their views.
"Over the coming weeks we will be going through each response with a view to preparing proposals on the next steps for our CPD Working Party’s September meeting."
Proposals are expected to go to the Education Committee and to VN Council in October and then to the November meeting of RCVS Council.
Each charge related to fraudulent pet insurance claims that Mr Johnston had made for the treatment of animals when he was in practice in Banbridge, County Down, two of which were fictitious, and where he had arranged for the insurance claims to be diverted and paid into a personal bank account, rather than the practice’s bank account.
At an initial hearing, which concluded on April 2022, Mr Johnston had admitted all the charges against him as well as admitting that his conduct was dishonest and amounted to serious professional misconduct.
The Committee was satisfied that his conduct amounted to serious professional misconduct, with Committee Chair Paul Morris saying: “The Committee has no hesitation in concluding that the respondent’s dishonest conduct will have severely undermined the confidence of the public in the veterinary profession and, further, that his conduct fell far short of the standards and conduct properly to be expected of a member of the veterinary profession.
"The Committee is satisfied that this conduct by the respondent brought the profession into disrepute.”
The proceedings were then adjourned to allow a psychiatric report and other mitigation to be prepared.
At its resumed hearing in November 2022 the Committee considered what sanction to impose in relation to Dr Johnston’s actions.
At this point, the Committee decided to postpone its decision on sanction for a period of two years on the condition that Dr Johnston enter into undertakings to the Committee including refraining from any form of gambling, subjecting himself to a close regime of support and supervision, and repaying some of the sums he had defrauded.
The hearing reconvened in October 2024 to decide on an appropriate sanction.
The Committee noted that Mr Johnston had complied with the undertakings and provided the Committee with the interim reports required of him.
He also continued with the therapeutic interventions and programmes specified, as well as implemented measures designed to minimise the risk of a relapse into gambling.
The Committee also noted that reports from the gambling support services, to which Mr Johnston had signed up, all spoke positively about his involvements and confirmed the progress he had achieved in managing his addiction.
The Committee also took into account a psychiatric report as well as evidence under oath from Mr Johnston’s wife who confirmed his compliance with the undertakings.
As a result, the Committee was satisfied that the prospects of a repeat of the conduct which led to the charges laid against Dr Johnston were now greatly reduced.
The Committee said it was less impressed with the evidence provided by Mr Johnston.
While he had largely complied with the letter of the undertakings he gave in 2022, it remained troubled by his apparent unwillingness or inability, on account of lack of effort, to fulfil the assurances previously given that he was in the process of changing his name to Johnston, from Fegan, on official documentation in order to be consistent with his legal name, when he had not done so.
The only formal name change in place was on the RCVS Register, and he had failed to alter his name on his driver’s licence, on his registration with the Veterinary Council of Ireland, his passport, bank accounts, and one of his email addresses.
As a result, the Committee did not find Dr Johnston to be an entirely satisfactory witness.
Paul Morris, chairing the Committee and speaking on its behalf, said: “Having made the progress that he has over the period since the commission of the charges found proved in 2019, the Committee considers that the imposition of a sanction of suspension on top of the period of postponement would be excessive, in the particular circumstances of this case.
“For the same reasons, as stated above, it is considered that it would be excessive now to impose a sanction of removal from the register.
“That process of reasoning has driven the Committee to the conclusion that the sanction of a reprimand and warning as to future conduct is what the facts and circumstances of this case call for.
"That is because the respondent can be under no illusion about the outcome were he to appear again before this Committee.
"A failure to take advantage of the exceptional course adopted by this Committee on this occasion would be regarded as a serious aggravating factor were he to appear before the Committee at any time in the future.”

Mr Wood faced three charges, all relating to allegations of misconduct over a laboratory test for an alpaca while he was working at a practice in South Oxfordshire.
The charges alleged that in September 2023, Mr Wood told the alpaca’s owner that it had tested positive for Johne’s disease when in fact, the animal had not been tested.
He then allegedly sent a letter confirming a positive test result for the test that had not taken place, and then created a false test result report in the name of a veterinary surgeon colleague and sent it to another colleague by email.
He later told the alpaca's owner that he had given her the wrong result by mistake and that the test result was actually negative.
Then in October 2023, he emailed the laboratory saying that a member of his practice’s administrative staff had written the false report.
In November he told the managing partner of his then employer on three occasions that he was investigating the false report in order to find out who sent it.
Finally, he sent a misleading and dishonest email to a veterinary surgeon colleague falsely indicating that a member of the practice’s staff had manufactured the false report, when that was not the case.
At the outset of the hearing Mr Wood admitted the facts of all the allegations against him.
Having found the facts proven, the Committee found that the charges amounted to serious professional misconduct, something which Mr Wood himself also admitted.
The Committee identified a number of aggravating factors in Mr Woods' conduct, including his lack of honesty, probity and integrity, the fact the conduct was premeditated, that it involved a breach of the client’s trust, the abuse of his professional position, the fact the conduct was sustained and repeated over a period of time, and that his conduct contravened advice given by the RCVS.
The mitigating factors included positive testimonials from professional former colleagues and client farmers, the fact that he had engaged in some remediation in order to avoid repeating the dishonest behaviour, and that he showed significant insight into his misconduct.
Dr Neil Slater MRCVS, chairing the Committee and speaking on its behalf, said: “The Committee recognised that the serious repeated dishonesty, which was to conceal wrongdoing, made the respondent’s misconduct particularly serious.
“It therefore gave consideration as to whether his conduct was fundamentally incompatible with being a veterinary surgeon and whether removal was the only appropriate and proportionate sanction in this case.
“The Committee considered that this was a particularly difficult case to reconcile, as, on the one hand the misconduct was so serious whereas on the other hand, the respondent had demonstrated significant insight; the risk of repetition was low; the evidence of his professional achievements was strong and the testimonials from client farmers and professional colleagues were impressive.”
He added: “The Committee considers that suspension is sufficient in the circumstances of this case to satisfy public confidence in the profession and to uphold proper professional standards of conduct and behaviour.
"The Committee therefore imposes a suspension of 18 months on the respondent.
"In determining this length, the Committee considered that this was the least period necessary in order to meet the significant public interest considerations in this case.”
The College says that design thinking is a problem-solving process that anyone can use in all areas of veterinary practice. It is a method by which teams can create solutions to problems or challenges using empathy, creative thinking and experimentation.
The 75-minute session will give an overview of the principles behind design thinking, its various practical stages, and how it can be used to tackle challenges and problems within everyday practice.

“The webinar will also be interactive, with delegates being sorted into small groups to carry out tasks that bring ideas to life and demonstrate how it supports innovation and working collaboratively.”

Ms Strangeway faced eight charges against her.
The first five charges alleged that Ms Strangeway falsely claimed on hospitalisation records that she had attended the practice where she was employed to monitor hospitalised animals overnight, when she had not in fact done so.
In two of the cases Ms Strangeway also recorded on the form that she had provided the prescribed medication.
The sixth charge was that she had held herself out and practised as a registered veterinary nurse, despite not being on the RCVS Register at the time.
The remaining two charges related to the fact that her conduct as described in the previous charges was dishonest, misleading and potentially detrimental to animal welfare.
The Committee found all factual allegations proven by way of the respondent’s admissions and witness evidence, which included relevant CCTV footage and alarm data.
The Committee also found that the respondent’s conduct did amount to serious professional misconduct based on her dishonesty and the fact the conduct was sustained and repeated and created a risk to animal health and welfare.
The Committee then considered aggravating factors, including that there was a risk of injury to animals, the sustained nature of the misconduct, that there was actual or potential financial gain, that there was an abuse of a position of trust and responsibility, and that she had shown a wilful disregard of the RCVS and the systems regulating the veterinary nursing profession.
In mitigation, the Committee considered that there had been no actual harm to animals, that admissions to the allegations had been made at an early stage, that the respondent had displayed both remorse and insight regarding her conduct, including apologising to the practice, that she was of previously good character, and that she was ordinarily a good veterinary nurse.
Ms Cerys Jones, speaking on behalf of the Committee, said: “This is a case involving serious dishonesty, sustained over a period of time, and conduct potentially detrimental to animal welfare, as well as wilful disregard of professional regulations.
"Regrettably, the Committee has decided that, in this case, the respondent’s misconduct is so serious that removal from the Register is the only means of protecting animals and the wider public interest.”

The RCVS is seeking nominations for its 2014 Honours and Awards Round, and wants to hear about any individuals, of whatever age or experience, who have made an outstanding contribution to the profession.
The annual Honours scheme comprises two distinct and prestigious types of award: Honorary Fellowships for RCVS-registered veterinary surgeons and Honorary Associateships for non-veterinary surgeons. Both sets of awards are presented each year at RCVS Day - the College's AGM and award ceremony in London.
The College says it is keen for the Fellowship nominations net to be cast as widely as possible in order to offer recognition of veterinary achievements not only in more traditional fields like academia and clinical practice, but also in science, education, industry and politics.
In addition, Honorary Fellowship nominees no longer need to have been an RCVS member for 30 years, meaning that younger veterinary surgeons who have gone significantly above and beyond the call of duty will also be eligible for consideration.
Honorary Associateships are intended to celebrate the achievements of those who have contributed to the health and welfare of animals by working in fields related to the veterinary profession, and could be from a similarly wide range of backgrounds, for example, veterinary nurses, scientists, lecturers, farriers, charity workers, farmers, conservationists or those in industry and commerce.
Nick Stace, RCVS Chief Executive, said: "At my first RCVS Day this summer, I was hugely impressed with the calibre of candidates who received our awards, and delighted we were able to formally mark their achievements. The veterinary profession has a lot of talented people who deserve to be recognised for the contribution they have made, whether in science and academia, or in politics and clinical practice. The RCVS has announced that nominations are now open for the Veterinary Nursing Golden Jubilee Award 2014, an an honour which recognises those who have made an outstanding contribution to the veterinary nursing profession.
Nominations can be made until 1 May 2014 and this year the College is looking for nominees who have made an exceptional contribution to the profession, animal welfare or patient care - whether in clinical practice, education, research or politics. Nominees can be registered or listed veterinary nurses, veterinary surgeons or lay people.
Kathy Kissick, Chair of VN Council, said: "With this award we are looking for someone who can be an excellent ambassador for the veterinary nursing profession; who has made a real and substantial difference to the profession; and who can raise its profile and fight its corner.
"I would urge all those who are passionate about the profession and its future to put forward someone who they think is deserving of this honour."
The award was launched in 2011 to celebrate the 50th anniversary of the first RCVS veterinary nursing training scheme. The first recipient of the award was Jean Turner, while Sue Badger received the accolade in 2012.

The new platform will be officially launched in January 2020, and will support the new approach to CPD with requires veterinary nurses to reflect on the outcomes and / or impact of the CPD they have undertaken on them or their practice.
1CPD will replace the existing Professional Development Record (PDR) after which all content from the PDR will automatically be transferred to 1CPD.
In addition, College staff will be on hand to share information and answer questions about the upcoming CPD policy changes from January 2020, including the shift to an annual hourly CPD requirement and the introduction of outcomes-focused CPD.
The outcomes–focused approach to CPD is being introduced on a voluntary basis over two years, with this becoming mandatory in 2022.
Dr Linda Prescott-Clements, RCVS Director of Education, said: "We are excited to be in a position to share the first iteration of our new CPD recording platform with BVNA Congress delegates and to get their vital feedback on its functionality. We are also particularly interested in receiving feedback on the platform, and are currently encouraging vets and VNs to get involved with our user-testing phase.
"With the first stage of the development of the CPD recording platform due to finish in October, we are looking for a cohort of both veterinary surgeons and veterinary nurses who can spend a few months using and providing feedback on the new platform. We will then consider their feedback carefully in order to improve the recording platform ready for launch in January 2020."

The RCVS has announced plans to celebrate veterinary nursing's Golden Jubilee in style this year.
The first nurses to qualify, 50 years ago in 1961, were known as registered animal nursing auxilliaries (RANA). The term 'veterinary nurse' was not used until over twenty years later, in 1984.
Today, veterinary nursing is thriving. The RCVS List/Register of Veterinary Nurses includes 1,715 listed veterinary nurses, and 8,101 who have gone a step further to become registered veterinary nurses (RVNs).
Liz Branscombe, RCVS Veterinary Nurses Council Chairman said: "Still often referred to as a 'young profession' - perhaps because the average age of VNs is a youthful 31- veterinary nursing has reached its half century and has achieved a great deal in a relatively short period. It is moving ever closer to recognition as a fully fledged profession.
"We should be proud of what we have achieved, but it's no time to be complacent: we plan not only to celebrate our history but also to consider what the next decades will hold for veterinary nursing."

The unsuccessful candidate, Stuart Miller, scored 669 votes.
In total, 1,710 RVNs cast their vote, narrowly beating the previous record low turnout of 7.5% in 2012.
By comparison, the largest turnout was 17.1% in 2020.

Mr Chaney was charged with stealing Trazadone and Metacam from the Hampstead practice he worked at, and of unlawfully possessing Trazadone and Metacam. He was also charged with unlawfully administering Butorphanol to a dog and failing to record the administration of the drug in the dogs records. He was also charged with making and deleting false entries into the clinical records of his own dog to the effect that it had been seen by a vet at the practice and that Metacam had been prescribed. The final charge was that his conduct over the false records was dishonest and misleading.
The Committee heard that Mr Chaney’s conduct in relation to the first two charges was discovered when, in July 2018, the Department for Environment Food & Rural Affairs (Defra), accompanied by police officers, executed a warrant (for unrelated matters) on the property where he lived. During the course of the search, police officers found Metacam and Trazadone in Mr Chaney’s bedroom which did not seem to have a prescription and so Defra officers launched an investigation.
During the course of this investigation, a Defra investigator was also provided with a video and messages that indicated Mr Chaney had unlawfully administered Butorphanol to a Husky dog in frustration with the animal as it was being too noisy.
The Committee heard that, in November 2018, Mr Chaney accepted a police caution in relation to his possession of Trazadone and Metacam, and the unlawful administration of Butorphanol. The Committee also heard that following the police attending his property and finding the medicines, Mr Chaney went on to create false records at the practice in relation to the examination of his dog in order to justify his unlawful possession of the drugs.
The Committee found all the charges against Mr Chaney proven.
The Committee then went on to consider if the charges, taken both individually and in totality, amounted to disgraceful conduct in a professional capacity.
Judith Way, chairing the Committee and speaking on its behalf, said: "The Committee had no doubt that administering a sedative to an animal that required prescription by a veterinary surgeon and then failing to record it in the clinical record with the resultant risk to the animal’s welfare due to lack of knowledge of the administration fell far below the expected standard.
"The Committee also considered that possession of prescription only medicines by a registered veterinary nurse, without the sanction of law, having stolen the same from a practice also fell far below the expected standard.
“The Committee also considered that tampering with the clinical record for a dog, in order to create a misleading impression and in doing so dishonestly, was conduct which fell far below the expected standard.
“Taken as a whole, the Committee considered that Mr Chaney’s conduct had fallen far below the expected standard.”
The Committee therefore found him guilty of disgraceful conduct in a professional capacity in relation to all seven charges.
It next went on to consider what sanction, if any, to impose taking into account the aggravating and mitigating factors.
In considering the aggravating factors, the Committee took into account that Mr Chaney’s conduct had presented a risk of injury to the animal and that much of his conduct was pre-meditated. It also considered that Mr Chaney’s conduct involved a breach of trust to both the practice where he was employed and the owner of the Husky, and it was also an abuse of position in gaining access to and stealing medication. Lastly, because the charges related to two separate incidents, there was a common thread in Mr Chaney disregarding rules on veterinary medicines.
In mitigation, the Committee considered that Mr Chaney had reflected on and gained some insight into his behaviour, and acknowledged he had made admissions at the outset of the hearing, including apologising for and showing regret about aspects of his conduct.
However, the Committee did not believe he had addressed his understanding of the effect that this conduct had on the risk to animals, the standards of the profession or the maintenance of public confidence in the profession. In mitigation the Committee also considered a number of positive character references and his previous good character.
Judith Way said: “The Committee determined that it would not be sufficient in the circumstances of the case, to satisfy the public interest to suspend the Respondent’s registration. In its view this case involved a serious departure from identified professional standards. The disregard had been deliberate, in relation to ignoring legislation in respect of prescription-only medication and dishonesty in stealing medication.
"There was evidence of attitudinal issues in relation to that behaviour and insufficient evidence of the development of insight. The dishonesty in relation to the clinical record relating to dog O [his own dog] had been an attempt to conceal earlier dishonesty relating to the theft of the medication. In administering the Butorphanol to dog L [the Husky], Mr Chaney had been putting his own interests in quieting the dog ahead of the dog’s interests, which would have required checking with a veterinary surgeon as to appropriate steps.
"The Committee acknowledged that, by directing removal, there would likely be professional reputational damage to Mr Chaney and possible financial loss. However, in the view of the Committee the requirements of the public interest outweighed these factors.”
Accordingly, the Registrar of the RCVS was directed to remove Mr Chaney’s name from the Register of Veterinary Nurses.

The RCVS has published new guidance for veterinary surgeons on 24-hour emergency first aid and pain relief, providing greater definition of the professional and legal responsibilities of veterinary surgeons in the provision of emergency care, as well as owners' responsibilities for their animals.
Two sections of the supporting guidance to the Code of Professional Conduct have been updated - Chapter 2 'Veterinary care' and Chapter 3 '24-hour emergency first aid and pain relief' - placing a greater emphasis on owners' legal responsibilities for their animals while obligating veterinary surgeons to provide full details of their 24-hour emergency cover provision to clients.
Although veterinary surgeons are professionally obliged to take steps to provide 24-hour emergency first aid and pain relief, the new supporting guidance clarifies situations where delaying or declining attendance to an animal may be appropriate. It is hoped this will assist and empower vets to decline to attend an animal away from practice where they feel it is unnecessary or unsafe.
The changes are the culmination of an evidence-gathering process with both members of the profession and animal owners about each group's expectations around the provision of 24-hour emergency care.
This process began with a call for evidence at the end of 2013, which garnered some 656 pages of written evidence, as well as a petition on home visits with over 2,800 signatures. Following this, in March 2014 there was a three-day hearing in which 15 organisations and 10 individuals were invited to attend to give evidence to the RCVS Standards Committee. Also taken into account were more than 1,000 responses from veterinary surgeons taking part in the Survey of the Professions and an online survey with 1,250 animal owners.
After a thorough review of the evidence the Standards Committee developed the new supporting guidance, which was agreed in principle by RCVS Council in its June meeting.
Gordon Hockey, RCVS Registrar, said: "Following the considerable disquiet within the profession following the Disciplinary Committee's decision on the Chikosi hearing in June 2013, we decided that only a thorough evidence-gathering process with all parties could resolve the apparent gap between the expectation of the public regarding 24-hour emergency care and the profession's ability to meet this.
"We are very happy with the way that this process was carried out and would like to thank the many individual veterinary surgeons and animal owners, as well as representative organisations, who have contributed to this outcome.
"By making the legal and professional obligations of veterinary surgeons and the welfare obligations of animal owners clearer we hope that this new guidance should allay some of the frustrations and concerns of the profession."

The Royal College of Veterinary Surgeons Charitable Trust has awarded five new bursaries in its latest grants round.
Two student bursaries were for UK veterinary undergraduates to attend the British Science Festival in Aberdeen from 4-9 September 2012. The bursary winners were Liv Nathan (pictured on right), a third-year veterinary student at the Royal Dick School of Veterinary Studies, and Alahel Mahdmina, a second-year veterinary student at the Royal Veterinary College.
Liv said: "I am very enthusiastic about providing real-life context to science and giving people a space to consider issues arising around science."
The students were required to use their observations and experiences to help the Trust develop future outreach activities to inform and inspire public audiences about veterinary clinical practice and research. Their bursary packages covered all their attendance expenses over the four-day event. One of their achievements was to film an interview with Dr Maggie Aderin-Pockock MBE, a space scientist (pictured on left). Both students will be reporting back in full to the RCVS Charitable Trust with their ideas at the end of October.
Two further bursaries were given to attend a joint symposium on antimicrobial resistance (AMR): 'Antimicrobial Resistance in Human and Veterinary Medicine - One Health, One Problem' to be held at the Royal College of Physicians, London, on Tuesday 2 October 2012.
One winner was Cahir King, a practitioner from Downe Veterinary Clinic in County Down, Northern Ireland. He said: "It will be a privilege to attend a symposium at which so many experts in their field will be speaking. Any vet who has worked on farms will be more than familiar with bugs that are resistant to antibiotic treatment."
The other winner was James Swann, a Junior Clinical Training Scholar (Small Animal) at the Royal Veterinary College. James said: "I am particularly interested in the application of clinical audit in practice to assess problems like AMR, and design effective strategies to deal with them. I believe it should be possible to provide simple audit kits for practices to download and implement, removing much of the inertia that prevents such ideas from being initiated."
The bursary winners will be offered free delegate passes, including lunch, worth £90, and travel expenses.
The final bursary is to attend the Veterinary Biomedical and Pharma Sciences (VBMPS) Congress on 15-16 October, in Birmingham.
The winning entry was from Alexander Stoll, a final-year student at the Royal Veterinary College, who acted as the Royal Veterinary College and UK student ambassador to the European Commission for the 'One Health' message. The Trust was impressed with Alexander's enthusiasm and active engagement in subjects related to One Health. He is a member of the Royal Society for Public Health and a member of the Society of Biology.
Alexander said: "I hope to be inspired to enter a cross-disciplinary career path and also to communicate the potential of a One Health approach, inspired by this congress."
Alexander won a package that includes entry to the conference and admission to all scientific sessions, worth £175, as well as transport costs and overnight food and accommodation.
The aim of the survey is to provide a better understanding of the views, experiences and challenges faced by disabled and chronically ill people within the veterinary profession and provide an insight into how the profession and educational institutions can be more inclusive.
You do not have to be disabled or chronically ill to complete the survey, which will take you around 20 minutes to complete.
Claire Hodgson, director and co-founder of BVCIS, said: “Working in the veterinary professions with a chronic illness or disability can be hugely challenging, but there is currently a knowledge gap in terms of understanding exactly where the problems lie.
“A 2019 RCVS survey of the professions found that around 6.7% of vets and 7.4% of RVNs have a disability or medical condition that limits work that they can do, but the true figures are likely to be much higher.
"No reliable data for veterinary students currently exists.
“The purpose of this survey is to close that knowledge gap and help us understand how we can better support disabled and chronically ill people in the workplace and education to create a more inclusive working culture.\
“Those living with disability and chronic illness are often hugely resourceful and fantastic problem solvers because of the day-to-day challenges they have had to learn to overcome.
"They have a great deal to contribute to the sector, and it is important that they feel valued and respected and have access to the tools they need to thrive.
“Diversity makes the workforce stronger, so we are calling on as many different people as possible from across the veterinary community to complete our survey so that, together, we can help create a more inclusive workplace for all.”
The survey will be circulated by email to all RCVS registered veterinary nurses and student veterinary nurses in the near future.
Details will be circulated to students via their educational institutions.
The RCVS says all survey responses will be completely confidential, and results will only be analysed and reported at a level that does not allow identification of individuals in any way.
Completed surveys will not be seen by anyone at the RCVS or BVCIS – the IES will send through a report with key research findings to both the RCVS and BVCIS after the survey has closed.
The RCVS is inviting responses from veterinary surgeons, veterinary nurses and animal owners to a call for evidence on the provision of 24-hour emergency veterinary care, in order to understand how best to meet the expectations of all those involved.
In an open letter to the profession and the public published on the RCVS website, the Chairman of the RCVS Standards Committee, Clare Tapsfield-Wright, said:
"Over the past two years, lay people working with the RCVS have raised questions about the veterinary profession's ability to provide 24/7 to the extent required by the RCVS Code of Professional Conduct, and said there is a disconnect between the public's expectations and the profession's capacity to meet those expectations."
Clare also refers to an RCVS Disciplinary Committee Inquiry in June 2013, which raised a number of issues on home visits by veterinary surgeons, including: speed of response; travelling time and distance; daytime versus out-of-hours obligations; individual versus corporate responsibility; and, staffing levels and contingency plans.
The letter is accompanied by a range of background information, including the reports of Lay Observers to the RCVS Preliminary Investigation Committee; Working Party reports from the College's 2009 consultation on 24-hour emergency cover; and, further details about the June 2013 DC Inquiry.
The College says additional feedback will be sought through next year's RCVS Survey of the Professions, and via focus group research for animal owners. Once all responses have been collated, a number of individuals and organisations will be invited to a Standards Committee meeting to present and discuss their views.

The RCVS has launched a new animated video to help promote Practice Standards Scheme (PSS) accredited practices to the public, and explain the benefits of the scheme.
Launched in 2005, almost 60% of practices are now part of the PSS, which requires them to submit to a rigorous inspection every four years and meet a stringent standards across a wide range of areas including cleanliness and hygiene, facilities and equipment, staff training and development and customer service. Practices may also be subject to spot-checks between inspections.
Jacqui Molyneux, who heads up the RCVS Practice Standards Group said: “Our new video is a light-hearted explanation of the Practice Standards Scheme, how it can help animal owners decide which practice to go to and reassure them about the standards they can expect to find at an RCVS-accredited practice.”
The College says a similar version of the video will soon be available for RCVS-accredited practices to show to their clients, either on their own websites and social media channels, or in the waiting room.
Jacqui said: “Not only do we want to spread the word about the benefits of the Practice Standards Scheme and suggest animal owners look for the RCVS-accredited practice logo, but we also want to give accredited practices an engaging way of telling their clients about their achievement.
“Gaining RCVS accreditation is not easy, so accredited practices deserve every opportunity to demonstrate to their clients their commitment to supporting high standards of veterinary care. This fun two-minute video should help them do just that.”
Animal owners can search for an RCVS-accredited practice in their area, or elsewhere in the UK, using Find A Vet – the College’s online search tool – at www.findavet.org.uk.
The RCVS has launched a newsletter for those involved with veterinary nurse education and training.
The title - VN Education - replaces VN Standard, the newsletter from RCVS Awards, the College's awarding body. It focuses on the regulatory aspects of all veterinary nurse education, including both vocational and undergraduate training.
Libby Earle, RCVS Head of Veterinary Nursing said: "The new title marks a change in focus, as we wind down the RCVS awarding body and withdraw from awarding vocational qualifications.
"Our core focus is now the quality assurance of all those qualifications leading to registration with the RCVS, and VN Education aims to keep people up to date on regulatory and quality assurance issues."
VN Education will be published three times a year to those involved in veterinary nurse education, and can also be downloaded from www.rcvs.org.uk/publications. The first issue will be distributed towards the end of January.
The RCVS is hosting a free webinar at which it will explain changes to the guidance on 24-hour emergency care at 8.30pm on Monday 28 July.

The webinar - 24/7 Emergency Care - A New Emphasis - will be led by RCVS Registrar and Head of Legal Services Gordon Hockey and Clare Tapsfield-Wright, former RCVS Council member and Chair of the RCVS Standards Committee. They will be explaining changes to supporting guidance of the Code of Professional Conduct and their impact on the responsibilities of practices and practice staff, as well as the public.
The changes to the guidance resulted from an extensive evidence-gathering process with both the profession and animal owners in respect of their expectations on the provision of 24-hour emergency veterinary cover.
The new supporting guidance, which was developed by RCVS Standards Committee after a thorough review of the evidence and approved in principle by RCVS Council in June, now places a greater emphasis on owners' legal responsibilities for the welfare of their animals as well as an obligation on veterinary surgeons to provide more information to clients about their out-of-hours service.
Furthermore, the new guidance will assist and empower vets to decline to attend an animal away from the practice when unnecessary or unsafe. The new guidance will be published online shortly.

The College developed the optional NPL specifically for student veterinary nurses to be able to track their progress and measure it against the Day-one Skills List, which outlines those particular skills veterinary nurses are expected to possess upon joining the Register, and Day-one Competences, which set out in broad terms what is required of new veterinary nurses by the time they finish their training.
The NPL was updated in August to reflect recent changes made to the Day-one Skills List, making it more focused on veterinary nurses’ everyday clinical skills. The Day-one Skills List also added a new professional behaviour assessment tool in early September, allowing veterinary nurses to evaluate if they are meeting the professional standards expected of a registered veterinary nurse in practice.
These updates are part of the revision of the Day-one Skills for veterinary nurses for which an open consultation was held in the summer of 2015. The new skills are designed to be in closer alignment with the revised Day-one Competences, and to make the required skills more relevant to clinical practice.
As well as introducing the new professional behaviour assessment tool, it has been agreed that the practical placement hours requirement would be reduced from 2,100 to 1,800, calculated as 35 hours per week over one year, and would therefore comply with current HMRC National Minimum Wage requirements.

The RCVS needs veterinary nurses to help trial some new practical examination tasks at BVNA Congress (11-13 October, Telford).
On the Friday and Saturday of the event, the College will have a stand in the exhibition area where the team will be testing some new OSCE (practical examination) stations, and gathering the feedback of attendees.
Julie Dugmore, RCVS Head of Veterinary Nursing said: "The new tasks have primarily been developed for the pre-registration examinations but may also be used by RCVS Awards for students completing the RCVS Level 3 Diploma in veterinary nursing.
"Please come along and give us your feedback, as it will help us to ensure that the tasks are as relevant as possible."
Visitors to the stand will also have the opportunity to enter a 'Refresh your Code knowledge' quiz by correctly answering three questions about the Code of Professional Conduct for Veterinary Nurses, to be in with a chance of winning a £50 iTunes or Google Play giftcard.
Meanwhile, Vice-President and Chairman of the Practice Standards Group, Jacqui Molyneux, will be giving a presentation on the future of the Practice Standards Scheme at 15.15 to 16.15 on Saturday 12 October. The Scheme is due to be relaunched in 2015, so this will be an important update for accredited practices and those thinking of joining the Scheme.
The RCVS team will also be on hand to answer any questions delegates may have about VN training and education.
Mr Seymour-Hamilton was originally removed from the Register following an inspection of his Kent practice in 1993 which found that his operating theatre “showed a total disregard of basic hygiene and care for animals and was such as to bring the profession into disrepute”.
Since being removed from the Register, Mr Seymour-Hamilton has made applications for restoration in 1995, 2010, 2015, 2016, 2017, 2018 and 2019. Each was rejected.
In his latest application, Mr Seymour-Hamilton said that he did not want to re-join the Register in order to practise but to facilitate his research in the area of herbal medicine.
The Committee found that while Mr Seymour-Hamilton had accepted some of the findings of the original case, he disagreed with important facts, such as whether or not his surgery was open at the time of the inspection, and showed ‘minimal insight’ into the seriousness of the findings.
The Committee also voiced concerns over public protection and animal welfare should he be restored, saying that he had demonstrated little or no understanding of the purpose of regulation. The Committee also noted that he had, by his own admission, spayed two cats at a practice in Calais in recent years despite his long absence from the Register and unregistered status as a veterinary surgeon in the UK or France.
In considering his conduct since leaving the Register, the Committee found that Mr Seymour-Hamilton had admitted to a number of instances of conduct which it found ‘reprehensible’. This included carrying out spays; not self-isolating after testing positively for coronavirus and, in fact, travelling through France and Spain in breach of the lockdown put in place due to the pandemic; deliberately trying to re-infect himself with coronavirus and then visiting a vulnerable person without maintaining social distancing; treating his own animals with untested herbal remedies; and using his own remedies to treat people, which, in one case, included a nine-year-old boy in Greece.
In summing up Judith Way, who was chairing the Committee and speaking on its behalf, said: “The Committee has concluded that he has not satisfied it that he is fit to be restored to the Register. He has exhibited a disregard for regulation and compliance with the law. He lacks an understanding as to why he has not been restored in the past. He has not set about addressing any of his shortcomings. He relies wholeheartedly on his research, yet he does not support that research with any real peer-reviewed publications and he fails to acknowledge the consequences of being out-of-practice for so long. He has misplaced confidence in his own abilities and does not recognise that his approach and/or actions can represent a danger to animals and to the public. The Committee has therefore reached the conclusion that the applicant is not a fit person to be restored to the Register.”

Mr Aspey and Mrs Howarth, both lecturers in veterinary nursing at Harper Adams University, the latter also a member of the RCVS Veterinary Nurses Council, appeared before the Committee last month.
Mr Aspey faced the following charges:
The charges against Mrs Howarth were that, on the same day, she:
Mr Aspey admitted all the charges.
Mrs Howarth admitted the circumstances of the charges against her but denied the actions had occurred without the direction of and/or supervision by a registered veterinary surgeon.
Under the Veterinary Surgeons Act, Schedule 3 tasks can only be delegated by a veterinary surgeon if they are satisfied to the RVN’s competence and they are on hand to assist; veterinary nurses cannot independently undertake medical treatments or minor surgery without the direction and/or supervision of a veterinary surgeon.
In her evidence Mrs Howarth said she had reasonably believed that Mr Aspey had got permission both for Nessa’s procedure and for her involvement in her care.
However, the Committee found that although Mrs Howarth believed that Mr Aspey had got permission, none of the vets on duty at the practice had Nessa under their care, and Mrs Howarth’s belief was based on relying on actions she believed Mr Aspey had taken.
The Committee therefore found, in her case, the charges proved.
The Committee then considered whether the charges against each of them amounted to serious professional misconduct.
In Mr Aspey’s case, the Committee took into account that he performed the procedures in the knowledge that he hadn't obtained the necessary permissions, and that, as an experienced RVN, he'd been aware of the restrictions on what he could do.
In particular it noted that he had breached the Veterinary Medicines Regulations by prescribing and dispensing a controlled drug without direction from a veterinary surgeon.
The Committee therefore found Mr Aspey guilty of serious professional misconduct.
For Mrs Howarth, the Committee found that though her actions fell below the standard required of a veterinary nurse, it did not fall far below the standard, therefore she was cleared of serious professional misconduct.
Paul Morris, chairing the Committee and speaking on its behalf, said: “The Committee had found that Mrs Howarth had relied on the necessary arrangements having been made by Mr Aspey.
"It found that Mrs Howarth’s error had been in her readiness to rely on Mr Aspey and not to have checked for herself that her dog had been properly booked into the practice and that Nessa was under the care of a veterinary surgeon.”
He added: “The Committee is clear that, as Mrs Howarth herself admitted, she should have ensured that they obtained suitable permission to have the procedure carried out.
"However, for all the reasons given above, the Committee finds that Mrs Howarth is not guilty of disgraceful conduct in a professional respect.”
The Committee then went on to consider the most appropriate and proportionate sanction for Mr Aspey.
In mitigation, it considered that terms of mitigation, the Committee took into account that no actual harm, or risk of harm to an animal was likely to arise from the incident and there was very little chance of repetition.
Mr Aspey had not acted for any financial gain for himself, and Mrs Howarth had been unaware of the discounted fee.
The misconduct also related to a single incident at the practice, carried out in the open and without concealment and that Mr Aspey had a long and unblemished career, with no previous adverse findings against him.
The Committee also took into account the fact that he had made open and frank admissions to both the practice concerned and the RCVS, that he had self-referred the matter to the College’s Professional Conduct Department, and had made apologies to all those involved.
The Committee ultimately decided that the most appropriate sanction for Mr Aspey was a reprimand.
Paul Morris, summing up the reason for the decision, said: “The Committee recognises that in this case there were numerous factors which led to the ultimate compromise of the integrity of professional standards.
"Specifically, a failure to follow the necessary elements of the guide of professional conduct for both registered veterinary nurses and veterinary surgeons led to the inappropriate processes of consent and record keeping, lack of evidence of direction by a veterinary surgeon, and the subsequent use and dispensing of a prescription-only veterinary medicine.
“Whilst all of these factors are serious in isolation or taken as a whole, the mitigatory factors and the complete insight shown by the respondent, including steps taken to prevent such behaviour recurring, were influential in the Committee’s reasoning.
"However, such practice as evidenced in the findings of fact remains out-with the current Code of Professional Conduct and must be avoided by the wider profession.”
Of particular note is the guidance that prescriptions should no longer be written in mg/kg, as it may lead to errors when the dose is calculated.
