Matthew has been a veterinary nurse since 1989 and, throughout his career, has had a focus on nursing exotic animals, particularly in the zoo setting, with experience of nursing everything from ‘ants to elephants’. He regularly lectures to veterinary nursing and veterinary surgeon undergraduates at the Royal Veterinary College as part of their core modules on topics such as herpetological husbandry, and some areas of zoo and wildlife diagnostic imaging and anaesthesia. He also lectures extensively on herpetology throughout Europe and America.
Matthew has been an elected member of VN Council since 2016 and was re-elected this year. He was chosen to be Chair at last week's meeting of VN Council. He said: “I am very proud to be the first male veterinary nurse to hold the position of Chair of RCVS VN Council. In this position I will continue to work hard to support and progress the profession of the veterinary nurse.
"It is fundamental we give the general public, as well as our fellow veterinary professionals, a greater understanding of the excellent work we do. We have a positive impact on animal health and welfare, whatever the clinical environment or species. The lack of understanding of what veterinary nurses do is often cited as a chronic issue within my profession and it is something I plan to prioritise during my tenure as Chair of VN Council."
Joining Matthew will be Belinda Andrews-Jones RVN who was elected as Vice-Chair of VN Council. Belinda has worked in veterinary nursing for almost 30 years with a focus on emergency & critical care and is currently Director for Nursing at CVS, where she leads the more than 2,000 nurses in the group. Belinda has been an appointed member of VN Council since 2018.
Belinda said: “I am delighted to have been elected as Vice-Chair of VN Council by my fellow Council members. It is a huge honour and privilege to be contributing to the RCVS and the profession, in protecting and upholding the high standards of the UK veterinary nurse profession, while progressing the profession forward.
“I feel I can make a positive contribution to the already fantastic work that the college has achieved. I am passionate about progressing the profession forward and expanding the role of UK veterinary nurses."
Both Matthew and Belinda will take up their appointments as Chair and Vice-Chair respectively at this year’s RCVS Annual General Meeting which takes place on Friday, 10 July 2020. On that day the RCVS will also be saying farewell to the current VN Council Chair Racheal Marshall who was not re-elected in this year’s VN Council election.

The follow up service ‘can be provided personally by the veterinary surgeon or practice, or by written agreement with a veterinary services provider which is local to the client (as with the current situation for [out-of-hours] care provision)’.
The new rule comes into force on the 1st November, to allow practices to make any necessary arrangements.
The RCVS Council also decided that the temporary derogation from the usual requirement to conduct a physical examination before an animal is regarded as ‘under care’ be reviewed as a standing item at each subsequent Standards Committee meeting, until the normal guidance provisions are fully restored.
The first is that the College will allow veterinary surgeons and nurses to carry over some of the CPD hours they have accrued in 2019 into 2020, to smoothen the transition to an annual hourly requirement.
Vets will be allowed to carry over 25 hours and VNs 10 hours of accumulated CPD from 2019 through to 2020.
This will apply once, in 2020 only, and is only applicable to vets and VNs who have been CPD-compliant from 2017 to 2019 and have a surplus number of hours to carry over.
Secondly, the College is going to allow vets and VNs to take a six-month 'CPD pause' for planned periods away from work, such as parental leave, and exceptional circumstances, such as serious ill health or unforeseen changes to family responsibilities, without the need to make up the hours when they return to work. This will reduce the burden on vets and VNs returning to work after a break.
RCVS Director of Education, Dr Linda Prescott-Clements said: "We hope that these changes to the CPD policy will support vets and VNs to make the transition to an annual hourly requirement.
"We received a sample of feedback from some members of the veterinary professions regarding the move to annual hourly CPD requirements and these additions have been introduced support members during this transition and to mitigate some of the concerns raised."

The RCVS Disciplinary Committee has struck off the Register a veterinary surgeon who delayed attending a dog that had been run over at a farm, causing her to suffer unnecessarily.
Following a two-day hearing, the Disciplinary Committee found Munhuwepasi Chikosi guilty of unreasonably delaying attending Mitzi, a fourteen-and-a-half-year-old Labrador cross, and of unnecessarily causing her to remain in pain and suffering for at least an hour.
On 9 September 2011, Mr Chikosi had been working as a locum veterinary surgeon at the Vets Now out-of-hours emergency service in Barton-le-Clay, Bedford, when Mitzi's owner telephoned him to say that his dog was severely injured and to request a home visit for the purpose of euthanasia.
At Mr Chikosi's request, the owner attempted to bring Mitzi into the practice using a blanket. However, it was not possible to get Mitzi into a Land Rover, and she uncharacteristically bit the owner's son, so her owner called the practice again.
Mr Chikosi repeated the request to bring the dog in, saying that he was unable to leave the practice because he was looking after other animals, but that he could possibly organise another veterinary surgeon to visit "probably within the next hour or two".
The Committee considered Mr Chikosi's actions in context of the RCVS Guide to Professional Conduct 2011, which listed a number of factors for veterinary surgeons to consider when deciding whether to attend an animal away from the practice premises.
These included the likely treatment needed, the possibility of the animal being safely conveyed to the veterinary surgery, the health status of the animal and ability of the owner to manage the animal's pain until veterinary attention could be sought during normal hours, and travelling time for the veterinary surgeon.
However, the Committee found Mr Chikosi had made no enquiries to determine whether Mitzi was in a fit condition to be moved, and offered no advice as to how her condition could be alleviated whilst waiting for the home visit. Further, his advice that Mitzi should be moved on a blanket was wrong, as she may have had an injured back.
The Committee concluded that, from the outset, Mr Chikosi took the stance that he was unable to leave the practice because he was the only veterinary surgeon present.
However, the Committee noted, from the information available, that there were only three in-patients, no critical cases and a qualified veterinary nurse was present. The Committee found there was no good reason why he should not have attended the farm, which was only 10 to 15 minutes' drive away.
The Committee said that, by the time Mitzi's owner called a second time, it was clear that the out-of-hours service was experiencing difficulty finding a second veterinary surgeon but, instead of going to the farm himself, Mr Chikosi waited another hour until the second veterinary surgeon arrived at the out-of-hours service.
Professor Peter Lees, chairing and speaking on behalf of the Committee said: "The Committee is satisfied that the delay caused Mitzi unnecessary suffering, which was evidenced by her uncharacteristically biting [her owner's] son. [Her owner] had recognised the severity of the injuries and the need for euthanasia as soon as was practicable. [Mr Chikosi's] failure to attend a seriously injured dog promptly in the circumstances described falls far short of the conduct to be expected of a reasonably competent veterinary surgeon."
He directed that Mr Chikosi's name be struck off the Register.
The RCVS has been recognised as one of the best places to work in the country by the Great Place To Work Institute, which carries out comprehensive annual surveys of staff engagement with a wide variety of small, medium and large businesses and organisations.
The College was ranked number 30th out of 50 in the medium (50 to 499 employees) category, after 91% of the staff gave a positive answer to the question: "Taking everything into account, I would say this is a great place to work", compared to 52% agreeing with this statement in 2013.

Mr Wood pleaded guilty to three charges of making indecent images of children at Portsmouth Magistrate’s Court in December 2017. Following his conviction, Mr Wood was given a community sentence, fined and made subject to a sexual harm prevention order for five years.
Mr Wood’s application for restoration was based on the argument that he was professionally competent to be restored to the Register, that he had strong mitigation for his original conviction (for which he had demonstrated remorse), that he had a low chance of reoffending, had engaged proactively with the Probation Service and rehabilitative courses, and that had completed his community service.
In considering Mr Wood’s application, the Disciplinary Committee took into account a number of factors including Mr Wood’s acceptance of the Committee’s original findings, the seriousness of the original findings, protection of the public, the future welfare of animals in his care should he be restored, the length of time off the Register, his conduct since removal from the Register, efforts by Mr Wood to keep up-to-date with his continuing professional development (CPD), the impact of removal from the Register on Mr Wood and public support for his restoration.
However, on balance, the Committee decided that Mr Wood was not currently fit to be restored to the Register.
Ian Arundale, chairing the Committee and speaking on its behalf, said: "In essence, the Committee decided that the facts of the charge justifying removal from the Register and the underlying criminal behaviour were too serious for Mr Wood to be restored at this time. It concluded that because Mr Wood continued to be subject to a sexual harm prevention order, notification requirements for sexual offenders and because he remained on the Barring List by the Disclosure and Barring service until January 2023, he was not fit to be restored to the Register at this time.
"The Committee accepted that Mr Wood had made significant efforts to rehabilitate himself but it was not persuaded that he was fit to be restored to the Register because ancillary orders relating to the underlying criminal offences remained in force. The Committee noted that at the time those orders were made Mr Wood was described as having an addiction and although the Committee accepted that there was a low risk of future reoffending, it decided that because the orders were still in place for public protection reasons, Mr Wood was not fit to be restored to the Register."

The Royal College of Veterinary Surgeons is inviting comments on new proposals for bringing the Veterinary Surgeons Act 1966 up to date.
In 2005, following earlier consultations, the RCVS Council called for extensive changes in the arrangements for regulating veterinary surgeons and veterinary nurses. Last year, however, the Government made clear that it had no plans to bring forward amending legislation for the time being.
Council has now considered recommendations for more limited changes in the Act. The report of the Veterinary Legislation Group advises focusing on three priority areas: the composition of Council itself; the composition of the Preliminary Investigation and Disciplinary Committees; and the jurisdiction and powers of the two committees.
Council would welcome comments on the recommendations from veterinary surgeons and veterinary nurses, interested bodies and the public.
"We now know that it will not be easy to get any changes to the Veterinary Surgeons Act, so we need to think very carefully about the priorities and how to achieve them," says RCVS President Sandy Trees. "Before making any decisions, we want to hear views from a wide range of people who are affected by the work of the RCVS."

The RCVS Disciplinary Committee has restored Joseph Lennox Holmes to the Register of Veterinary Surgeons, two years after he was originally struck off.
Mr Holmes was removed from the Register in February 2012 after the Disciplinary Committee found him guilty of multiple charges of serious professional conduct. Mr Holmes lodged an appeal against the decision, which was heard and dismissed by the Privy Council.
The original charges related to two separate complaints; the first involved numerous charges in respect of Mr Holmes' treatment of a King Charles Spaniel between October 2007 and March 2008; the second, several charges in relation to his treatment of three cats in 2008.
The Committee found that the majority of the charges amounted to serious professional misconduct. In removing Mr Holmes from the Register, the Committee found that "aggravating factors in both... cases included actual injuries to the animals... and a serious breach of the trust which Mr Holmes' clients had placed in him to make the welfare of the animals his primary consideration according to the standards to be expected of the profession". In addition, the Committee cited 10 further aggravating factors including lack of reference to continuing professional development (CPD) in clinical policies and practices; lack of reference to accepted practice; lack of appreciation of the importance of adequate pain relief when performing painful surgical procedures; reluctance to consider referral as an option; and lack of understanding about what information is required by a client to enable fully informed consent to be given.
Following the dismissal of Mr Holmes' appeal by the Privy Council, his first application for restoration was heard by the Disciplinary Committee in February 2013. The Committee was not satisfied that he was fit to be restored to the Register, citing the fact that his application was "premature" and that he had failed to truly appreciate the seriousness of the findings against him. The Committee was also unimpressed with the efforts he had made to keep up-to-date with skills and developments in practice and with his CPD, noting in particular that he had made very limited attempts to observe the function and experience the culture of a modern first opinion practice.
However, in this week's two-day hearing, the Committee was satisfied that Mr Holmes was now fit to be restored to the Register. It heard that Mr Holmes had made a concerted effort to engage in CPD and bring his skills and knowledge up-to-date. During a period of observation at a veterinary practice, he had gained insight into modern practice and the need for veterinary general practitioners to be aware of the advantages in referring patients to specialists.
Professor Noreen Burrows, who chaired and spoke on behalf of the Disciplinary Committee, said: "The Committee has concluded that, in the course of genuine efforts to do what was necessary to address the deficiencies identified during the original Inquiry and at the last restoration hearing, the Applicant has at last understood the seriousness of his previous misconduct and has learned new skills and, most importantly, to recognise his limitations from the extensive course of study, reflection, and other training that he has undertaken."
Furthermore, the Committee was satisfied that Mr Holmes had gained a proper understanding of the importance of securing the informed consent of his clients and building a relationship of trust with them and, in addition, recognising the importance of maintaining close relations with fellow professionals and engaging with CPD opportunities.
Additional factors considered when making the decision included: that he had been off the Register for two years; that, through self-improvement, he had equipped himself to treat animals appropriately; the impact that being removed from the Register had in both personal and financial terms; his conduct since being removed from the Register; and, a number of positive testimonials from previous clients and professional colleagues.

Since 1 April 2026, the RCVS has required all practices to implement a practice-specific suicide prevention plan.
The requirement includes assessing potential risks within the practice setting and putting in place measures to address and mitigate each identified risk.
The new resources include a suicide prevention guide for all practice staff, a suicide prevention plan checklist, and a practical step by step suicide prevention toolkit for veterinary workplaces.
Further resources, including a recorded webinar, will also be published in due course.
A "Suicide awareness fundamentals" course is also available via the RCVS Academy.
The course supplements the resources by looking at the contributing factors behind suicide in the profession, how to talk about it, reduce stigma, and support those in crisis.

The RCVS and BVA have expressed their concern about a BBC Newsline report last week of suspected badger baiting in Northern Ireland, which also alleged that veterinary surgeons might be complicit in this illegal activity by not reporting cases of suspiciously injured animals to the relevant authorities.
Bert Allison MRCVS, President of the North of Ireland Veterinary Association, said: "Our Association, and veterinary surgeons across Northern Ireland and Great Britain, are sickened and appalled by these activities. We are grateful to the BBC for highlighting the problem and bringing it to the attention of the public.
"Veterinary surgeons work under a professional code of conduct to uphold animal health and welfare and care deeply about the animals under their care. The claim by USPCA that veterinary surgeons are deliberately failing to report incidents is therefore shocking.
"However, if there is evidence that this has happened the USPCA must provide all relevant information to the Royal College of Veterinary Surgeons which is the statutory regulator of the veterinary profession.
"Under our professional code all veterinary surgeons must provide treatment to alleviate the suffering of an animal presented to them however the gangs abusing these animals may be obtaining veterinary care by deception. We are contacting our members urgently to offer support and remind them how to report suspected incidents safely and within the law."
The RCVS says it has yet to be presented with any evidence to support the claims, but will investigate any genuine complaint supported by first-hand evidence.
The College is also reminding veterinary surgeons about its guidance concerning breaching client confidentiality where a veterinary surgeon believes that animal welfare or the public interest may be compromised.
If there is suspicion of animal abuse, as a result of examining an animal, a veterinary surgeon should consider whether the circumstances are sufficiently serious to justify breaching the usual obligations of client confidentiality.
In cases where discussing these concerns with the client would not be appropriate, or where the client's reaction increases rather than allays these concerns, the veterinary surgeon should contact the relevant authorities, for example the RSPCA, SSPCA or USPCA, to report alleged cruelty to an animal.
Such action should only be taken when the veterinary surgeon considers on reasonable grounds that the public interest in protecting an animal overrides the professional obligation to maintain client confidentiality.

The RCVS has appointed Nicola South to the new role of Customer Experience Manager, a new role intended to help improve the experience for vets, veterinary nurses and the public in their dealings with the College.

The completion date for the RCVS surveys of the veterinary and veterinary nursing professions is Monday 8 February, and the College is urging anyone who has not yet completed their survey to do so.
The data collected will be used to help develop policy, in discussion with government and other bodies, and in response to requests from journalists and members of the public who wish to have an accurate picture of the veterinary profession today. So it's important that as many people as possible complete their surveys.
For the first time, a standard set of questions about well-being (the Warwick-Edinburgh Mental Well-Being Scale) has been included. Over time, data collected will enable the College to monitor population changes in mental health and well-being, and work with other organisations to address any issues identified.

A shift towards a more outcomes-based model of CPD for veterinary surgeons and veterinary nurses has been under discussion for a number of years and one of its main proponents has been the current RCVS Senior Vice-President Professor Stephen May (pictured right), who chaired the CPD Policy Working Party.
Stephen said: "There has been increasing recognition over a range of different professions that CPD records based on ‘inputs’ alone, for example, measuring the number of hours attending a lecture, do not necessarily prove that any significant learning has taken place or that this learning will be used to improve professional practice.
"By contrast, research has demonstrated that CPD activities focused on outcomes encourage professionals to reflect on what they have learned, how they will apply their learning and how it will improve their practice, which has a positive impact on professionalism and patient health outcomes. Numerous other professions, including human medicine and dentistry, have moved to this model and the veterinary world has been somewhat ‘behind the curve’ as a result.
"However, as with any significant shift in policy, there has been a recognition that we needed to take the profession with us and not force through change. This is why, in March 2017, we launched a pilot scheme for the outcomes-based model with veterinary and veterinary nurse volunteers, including people who, during the initial consultation stage, had voiced some skepticism towards the concept.
"The overall feedback from volunteers was very positive and supportive towards the changes and I look forward, over the coming years, to talking to the professions at large about the benefits of the approach and how to best engage with the model."
In all, around 120 volunteers took part in the pilot, of whom 70% were veterinary surgeons and 30% veterinary nurses. When the pilot finished in October 2018, volunteers provided feedback as part of the evaluation process. Of the 57% of volunteers (n=70) who responded to the survey:
77% said they would be willing to use an outcomes-based CPD model in the future;
41% found it ‘easy’ or ‘very easy’ to implement outcomes-based CPD while only 11% thought it was either ‘difficult’ or ‘very difficult’;
61% thought that the outcomes-based model made CPD more meaningful for them and 25% said it encouraged them to undertake a wider range of CPD activities than previously;
Other feedback included the need for a better CPD recording system and more information and guidance ahead of any future changes.
Following the feedback, particularly around the need for a new approach to CPD recording, it was also recommended to Council that a new online CPD recording system should be introduced. This system will integrate the current disparate systems, such as the Student Experience Log (for vet students), Nursing Progress Log (for student VNs) and the Professional Development Phase (for recent vet graduates), making it a ‘one-stop shop’ professional development recording platform.
Richard Burley, RCVS Chief Technology Officer, said: "We will be building a new platform, consolidating all professional development-related capability for all members, into a single, integrated solution, seamlessly accessible via our ‘My Account’ online portal, and forthcoming mobile app. We have assembled a new, dedicated, software development team to drive this work and more details about this system will be published in coming months."
Linda Prescott-Clements, RCVS Director of Education, added:"Following the approval of the CPD proposals by RCVS Council, a phased roll-out of the new model and the accompanying IT system will take place. This includes recruiting a group of volunteers from the profession later this year to get some initial feedback around the guidance resources and online CPD platform, with members of the profession being voluntarily able to sign up to the new model and IT system from January 2020 onwards.
"Implementation of the new CPD requirement for all members is expected to start in January 2022 but, prior to that, we will be working hard to talk to the profession about why an outcomes-based model is a more effective and meaningful way of undertaking CPD and this will include workshops, webinars and roadshows. Look out for more news on our plans over the coming months."

The hearing concerned three separate charges against Mr Mallon. The first charge related to his treatment of a Labrador named Bailey on 15 September 2016 in which he was alleged to have euthanased the animal without the owner’s consent, after having been called out to her home following concerns about Bailey’s arthritis.
The second charge related to failure to keep adequate clinical records for Bailey between 14 March 2015 and 30 September 2016.
The third charge related to failing to respond adequately to communications regarding Bailey’s treatment from his owner between 15 September 2016 and 6 January 2017.
At the outset of the hearing, Mr Mallon admitted the charge relating to keeping inadequate clinical records. However, he disputed the College’s evidence regarding euthanasing Bailey without his owner’s consent. He claimed to have had previous discussions with the owner’s husband about euthanasia six months prior to the event, that he had been informed that the owner had mentioned a possible need for euthanasia in a phone call earlier that day and that, on attending the premises, the owner’s mother had mentioned a need to put Bailey down. During the course of the hearing, Mr Mallon accepted that these incidents could not have reasonably amounted to consent.
The Committee also heard and accepted evidence that the owner’s mother, who was present when Mr Mallon visited, had wished to contact her daughter to inform her about the planned euthanasia but that Mr Mallon proceeded to euthanase the animal regardless. The Committee also noted there was no contemporaneous clinical records nor any signed consent form for the procedure. Furthermore, the Committee found no evidence that there was a need to put Bailey down immediately and no reason why Mr Mallon could not have waited until the owner was present and had given consent.
Regarding the third charge, the Committee heard that the communications between Mr Mallon and the owner amounted to a telephone call on 15 September and a letter from the owner dated 16 September in which she asked a number of questions about Bailey’s treatment. The Committee accepted that, during the phone call, the owner had made a number of threats to Mr Mallon that had caused him to be fearful for himself and his property. Furthermore, the Committee found that there were a number of points in the subsequent letter to which he could have responded and the Committee noted that, when he was giving evidence, Mr Mallon expected the owner to apologise to him and withdraw the threats before he would engage with her complaint. The Committee therefore found the charge proved.
After finding the charges proved the Committee then went on to consider whether, individually and cumulatively, they constituted serious professional misconduct. It found this to be the case in respect of all three charges. Commenting on the first charge Jane Downes, chairing the Committee and speaking on its behalf, said: "He should have allowed the owner to come to an informed decision. He had an opportunity to obtain informed consent and he failed in this regard. By failing to take this opportunity he overrode the possibility of allowing [the owner] the right to choose whether to be present or to discuss Bailey’s prognosis."
The Committee then went on to consider the sanction for Mr Mallon and heard from a number of clients and professional colleagues who spoke to his skill, care, passion for animal welfare and high standing in his community. The Committee also considered 30 written testimonials from clients. In mitigation, the Committee also considered Mr Mallon’s otherwise unblemished 30-year career, the fact it was a single isolated event related to one animal and the fact that there was no evidence of systemic or repeated behaviour.
Jane Downes added: "The Committee concluded that the appropriate and proportionate sanction is a reprimand in this case. The Committee is confident that Mr Mallon will not repeat the conduct identified in this case again. The Committee wishes to advise Mr Mallon of the need to reflect on the outcome of this case, the need to have clear communication systems in place at this practice that are effective so as to avoid any possibility of miscommunication. The Committee further advises Mr Mallon of the need to be familiar and comply with all aspects of the Code [of Professional Conduct for Veterinary Surgeons] and its associated guidance, particularly in respect of keeping clinical records, informed consent and effective complaint management."
Lynn Jo Ann Davies MRCVS first appeared before the Committee in January 2018 to face a number of charges related to two drink-driving offences, breaching the terms of her undertakings to the College as part of its Health Protocol, and being under the influence of alcohol on three occasions while she was on duty as a veterinary surgeon in December 2016.
Dr Davies admitted all five charges against her and admitted that this meant she was unfit to practise veterinary surgery and that she was guilty of disgraceful conduct in a professional respect. The Committee accepted her admissions and found, with the exception of one allegation, that her conduct was disgraceful in a professional respect.
At its first hearing the Committee having considered both aggravating and mitigating circumstances decided to postpone the hearing for six months on the basis of Dr Davies’ entering into a new set of undertakings, including one not to practise veterinary surgery and to remain abstinent from alcohol during the period of postponement.
At the second hearing, in July 2018, the Disciplinary Committee resumed its sanction inquiry decision. Dr Davies’ Counsel submitted on her behalf that Dr Davies wished to return to practise and the Committee reviewed her witness statements, documentary proof and medical records that she provided to demonstrate she had complied with the her undertakings given at the last hearing.
Stuart Drummond, Chairing the Committee and speaking on its behalf, said: "Having had the opportunity to see and hear from the respondent when she gave evidence and when she answered the questions put to her, the view formed of her current state of health was favourable. All members of the Committee considered that the account she gave of herself in the witness box was confident and they were reassured by her evidence as to how she now sets about managing her levels of stress and how she reacted to stressful incidents.
"Such concerns as the Committee had about her return to practice concerned her ability to receive support from a third party who would act as a mentor…the Committee therefore requires the Respondent to identify, within a period of one month of today’s date, a veterinary surgeon who would agree to act as her mentor. That mentor would have to be a veterinary surgeon acceptable to the College as someone suitable to act in that capacity and that mentor would have to be approved before the Respondent could resume practice.
"A further requirement of the Committee would be that the Respondent should make a disclosure to any new employer of the fact of her appearances before this Committee in January 2018 and in July 2018 and of the decisions of the Committee in relation to both such hearings. The final requirement of the Committee in this respect is that the respondent should not accept a 'sole charge position' at any time during her employment during this next period of postponement of sanction."
The Committee directed that the hearing be postponed for a further 12 months.
The RVN Disciplinary Committee of the RCVS has removed an Armagh-based nurse from the Register after finding that she'd entered the details of four injections into clinical records when she had no reasonable basis for doing so.
During the four-day hearing, the Committee considered two alternative charges against Ms Tracy Nicholl (nee Wilson) relating to her actions on 3 February 2011, whilst employed by O'Reilly & Fee veterinary surgery, Armagh.
Ms Nicholl was alleged by the College to have administered Dolethal, a pink liquid containing pentabarbitone and used for euthanasia, to a dog called Butch without being directed to do so. It was also alleged that she had made dishonest entries into the dog's clinical records, or had administered drugs without a veterinary surgeon's prescription.
Ms Nicholl was alleged to have administered the Dolethal via a fluid bag and giving set on the morning of 3 February, which she denied. The Committee found that, although a veterinary surgeon believed that she saw pink fluid in the line, uncertainties in the surrounding circumstances made the Committee unable to be sure the line contained pink liquid. Expert and forensic evidence revealed Butch had received Dolethal, but not the route of administration or the timing. Therefore the Committee could not be sure Ms Nicholl administered the Dolethal and dismissed this charge.
However, the Committee found that Ms Nicholl did enter on Butch's clinical records that four drugs had been injected, when she had neither administered them nor been told that the drugs had been administered. Although she denied making the entries in evidence submitted to the hearing, in evidence from an interview with the College on 11 July 2011 she had admitted this and her initials were on the record entries.
The Committee noted these injections would be chargeable, and was satisfied the public would regard making these incorrect entries as dishonest. As Ms Nicholl was a highly experienced, senior nurse who also lectured to veterinary nursing students, the Committee was sure she knew she was acting dishonestly. Further, she had breached her responsibilities to clients by failing to maintain accurate case records, and the entries raised potential animal welfare issues. In mitigation, her actions affected no animal's actual welfare, and there was no evidence that Ms Nicholl had made any financial gain or repeated her conduct.
Ms Judith Webb, chairing and speaking on behalf of the Committee, said: "In addition to the fact that the charge involved dishonesty, there were a number of other aggravating features. The Respondent has not demonstrated any recognition of the seriousness of the record entry allegation, specifically the importance of keeping proper records ... It is in the wider public interest and to protect the reputation of the veterinary nursing profession that the Respondent's name should be removed from the Register."
Ms Nicholl is the first Registered Veterinary Nurse to be struck off since the introduction of the title.
Under the previous system, complaints made about a veterinary surgeon or veterinary nurse would, at Stage One, be considered by a Case Examiner Group (CEG) which would determine if there was an arguable case of serious professional misconduct.
If the CEG found there was an arguable case, it would then refer it to Stage Two of the process for consideration by the Preliminary Investigation Committee.
The CEG stage of the process has now been replaced by Stage One Preliminary Investigation Committees which, rather than using the ‘arguable case’ threshold, will consider from the outset whether there is a realistic prospect that the alleged conduct constitutes serious professional misconduct and that there is sufficient evidence.
The new Stage One Preliminary Investigation Committees will comprise members of the professions and lay people, and will be assisted in their investigations by an RCVS Case Manager who will also be the first point of contact for those raising concerns, witnesses and respondents in the case.
Eleanor Ferguson, RCVS Registrar and Director of Legal Services, said: “By keeping to one consistent threshold for serious professional misconduct throughout the concerns investigation process, we hope that these changes will help to simplify our investigations while still ensuring that the process remains robust and thorough.
"We also hope that, in time and when the changes are fully bedded in, we may also see a swifter resolution to some cases, as concerns that may previously been referred on to Stage Two of the process can now be closed at Stage One.”
If a Stage One Preliminary Investigation Committee cannot close a case it will refer it on to a Stage Two Preliminary Investigation Committee.
This will gather additional information and evidence and then determine if there is a realistic prospect of finding serious professional misconduct and if it is in the public interest for the case to go to Stage Three - a full, public Disciplinary Committee hearing.
Eleanor added: “The introduction of these new stages is the first step in the programme of reform of our concerns investigation and disciplinary processes.
"Next year we will be looking to introduce our Charter Case Protocol which will be a way of resolving some less serious cases of alleged misconduct where it would not necessarily be in the public interest to hold a full Disciplinary Committee hearing.”

The 1CPD homepage now displays two progress bars: one to track the number of CPD hours currently achieved and recorded, and another to show how many hours have been reflected on.
Once the number of required CPD hours has been recorded and reflected on, a message appears to tell the user that they're CPD compliant.
This change will not affect existing CPD records, and all previously inputted activities and reflections will remain in the system.
Jenny Soreskog-Turp, RCVS Lead for Postgraduate Education, said: “We hope that the changes to the 1CPD platform will allow people to track their CPD more easily.
"A key element in outcomes-focused CPD includes reflecting on what you have learned as this is known to have a positive impact on both personal professionalism and patient-health outcomes.
“It should be noted that any CPD you have already undertaken for this year but have not yet reflected on will still remain in the system.
"However, in order to be compliant for 2023, you must reflect on every CPD activity completed.
"If you have completed your hours but have not reflected, this will show as non-compliant.
"In order to make those hours count, you simply need to go back and add your reflections.
"This doesn’t have to be a long and onerous task – uploading audio notes, adding an attachment, or writing a few notes stating what you learnt and how you will use this newly acquired knowledge moving forward will all suffice.”

The individual, referred to as Mrs D throughout the hearing and who was granted anonymity by the Committee on grounds relating to her health, faced three charges against her.
The first charge was that she posted the tweets from her Twitter/X account.
The second charge was that in a number of tweets (Schedule 1 below), she falsely stated or implied that she was a veterinary surgeon, and that, in some tweets, while falsely holding herself out to be a veterinary surgeon, she used language that was offensive and/or unprofessional.
The third charge was that in a number of tweets (Schedule 2 below) she made statements that were offensive, discriminatory and brought the veterinary professions into disrepute.
At the outset of the hearing Mrs D admitted all the facts of the charges against her, and also admitted that her conduct amounted to disgraceful conduct in a professional capacity.
The Committee considered that there were a number of aggravating factors in Mrs D’s behaviour, including a lack of probity and integrity, as well as dishonesty, in holding herself out as a veterinary surgeon.
Her conduct was also premeditated and took place over a lengthy period of time, involved abuse of her position, and demonstrated discriminatory behaviour, as a large number of her tweets were highly offensive towards various minority groups.
In mitigation, the Committee heard from the respondent that she had a number of difficulties in her personal life which led to inappropriate use of social media, though she did not suggest these factors excused her behaviour.
The Committee also considered that Mrs D had a long and previously unblemished career of 15 or so years, had made early admissions (albeit she had initially denied being responsible for the tweets) and shown considerable remorse.
However, in terms of the sanction, the Committee considered that removal from the Register was the most proportionate sanction it could impose.
Paul Morris, who chaired the Committee and spoke on its behalf, said: “For a registered veterinary nurse to pretend to be a veterinary surgeon on a public platform is itself an extremely serious matter.
"When that presentation is associated with the highly offensive language of the tweets in this case, extending over a period of years, the conduct is in the view of the Committee fundamentally incompatible with continued registration.
“The Committee has concluded that removal from the register is the only sanction which is sufficient to satisfy the public interest in maintaining proper standards of behaviour for registered veterinary practitioners and public confidence in the profession and its regulation.”

This year, eight veterinary nurses stood for two available places on VN Council.
1,740 veterinary nurses voted, a turnout of 8.4% which was significantly down on previous years (12.4% in 2021, 17.1% in 2020 and 14.5% in 2017).
Holly Witchell led the field with 533 votes and Jessica Beckett came a close second with 451 votes.

The College sold the premises in March this year, with an option to lease it back for up to two years, giving time for Council to consider the future building requirements of the organisation and how they might have changed following the coronavirus pandemic.
Following easing of government restrictions this summer, the RCVS says that Council members and staff have started using the building for some meetings and day-to-day working, but occupancy has not yet returned to pre-pandemic levels.
RCVS Council therefore agreed at its meeting earlier this month that there is now a clear financial benefit to moving out at the first opportunity under the existing terms of lease.
Lizzie Lockett, RCVS Chief Executive, said: “As we all gradually emerge from the restrictions of the past 18 months, one of the things we, as an organisation, have learned from the pandemic is that we can cope well with remote and hybrid working, whilst continuing to provide a high level of service to the professions and the animal-owning public.
“Retaining the use of our current offices over the last few months has certainly helped us to do this, but our Estates Strategy Group recommended to Council that there was now little to be gained and much to lose financially if we continued to lease Belgravia House for another year.”
“In the coming weeks, we will be drawing up detailed plans for the safe removal and storage of our effects, including the library, historical collection and archives, which are maintained by RCVS Knowledge.
"To support the team until we can move into a permanent building, we will hire serviced office space and meeting rooms around London and elsewhere in the UK as and when we need them.
“We also plan to take Council meetings ‘on the road’ over the next 12 months to enable Council members to engage with more veterinary surgeons and veterinary nurses around the country.
“Meanwhile, we remain fully committed to the purchase of a new permanent London home for the RCVS and are seeking a building that not only meets the needs of the professions both now and well into the future, but also aims to be a sound financial investment for the College in the years ahead.”

The purpose of the survey is to take a snapshot of the veterinary nursing profession in 2008, and anticipate future trends and changes. "We hope to find out more about veterinary nurses' employment type and experiences, working patterns and professional development," according to Andrea Jeffery, Chairman of the Veterinary Nurses Council. "We will also be asking about nurses' aspirations for the short- and long-term and their current views on the profession." The survey results will help to show how the provision of veterinary services might be affected by various factors, including numbers of student veterinary nurses, career breaks, part-time working, and nurses choosing to work outside the profession. It will help the College to understand the changing role of veterinary nurses within the veterinary team, the impact of the non-statutory Register of Veterinary Nurses and to determine future training needs. It will also inform ongoing discussions about new veterinary legislation. The survey is being carried out by the Institute for Employment Studies (IES), an independent, not-for-profit research organisation. Eleven members of staff at the Royal College of Veterinary Surgeons are growing moustaches this month in support of the Movember Challenge, a campaign which raises funds to help combat prostate cancer.
Simon Wiklund, Advisory Manager and instigator of the College's participation in Movember 2010, said: "Visitors to the College over the next few weeks shouldn't be alarmed if some members of staff begin to resemble a Village People tribute band. I suggested this to the chaps last week, and was delighted so many were willing to look daft for such a good cause."
According to the Movember website, the aim is simple: "One man dies from prostate cancer every day in the UK. Movember challenges men to change their appearance and the face of men's health by growing a moustache. All MoBros should be clean shaven on 1 Movember and then grow a moustache for the entire month. The moustache becomes the ribbon for men's health, the means by which awareness and funds are raised for cancers that affect men."
The RCVS team - 'All 'Taches Great and Small' - comprises at least one member of every department in the College, so whilst the team as a whole will be raising as much money as it can, the College says it expects interdepartmental competition to get "quite hairy".
"In spite of ourselves, reputations are at stake here," admits Simon. "We're a mixed-ability team, so it will be interesting to see who sports the best tache at the end of Movember. This is no trivial hirsute."
Lending his support to the team's efforts, and off to something of a head start in the facial forestry department, is RCVS President Peter Jinman. He said: "I'm impressed that so many of the gents on the staff have taken it upon themselves to support The Prostate Cancer Charity in this way. If it's true that eight out ten chaps really do prefer whiskers, they should raise a decent amount of money."

During the webinar, which took place earlier this month, senior officers and staff from the College explained the new guidance, what it will mean for the profession, and answered questions submitted by delegates.
The webinar was chaired by RCVS President Dr Melissa Donald MRCVS with a panel comprising Standards Committee Chair Linda Belton MRCVS, RCVS Registrar Eleanor Ferguson, and RCVS Head of Standards Gemma Kingswell.
The webinar included an overview of the main changes, the considerations to take into account when prescribing POM-Vs remotely, the circumstances under which POM-Vs cannot be prescribed remotely, the prescription of antibiotics, antifungals, antiparasitics and antivirals, and how the guidance will be enforced.
Eleanor Ferguson, RCVS Registrar, said: “We have also now published a range of practice-based scenarios to help explain how the new guidance should be followed in various circumstances, and in relation to different species.
"These scenarios cover a variety of different situations, including how the guidance applies to two or more practices with mutual clients, consultancy services and the prescription of long-term controlled drugs.”
A second webinar will be held on Monday 17th July, with priority for those who wanted to attend the June webinar but were not able to do because it was over-subscribed.
