Ms Francis faced two charges, the first of which had three elements:
The first was that in January 2021 she took one box of buprenorphine from the practice where she worked.
The second was that in early June 2022 she took another 15 boxes of buprenorphine together with an unspecified number of vials of the drug.
The third was that later that month, she took another box of the drug.
The second charge was that her behaviour was dishonest, was not acting in accordance with instructions from a veterinary surgeon or a valid prescription and she failed to record the amount of the drug taken from the practice.
At the outset of the hearing Ms Francis admitted taking the one box of buprenorphine at the end of June 2022, but denied the other elements of the charge.
After interviewing witnesses, the Committee decided that on the basis of the evidence presented, the allegations that Ms Francis had taken a box of buprenorphine in January 2021, or that she had taken vials of buprenorphine in June 2022, were unproven.
With regard to the allegation that she had taken 15 boxes of buprenorphine in June 2022, the Committee determined that Ms Francis had no case to answer, due to insufficient evidence.
This meant that the second charge, of dishonest behaviour, was only considered in respect of the element of the first charge that Ms Francis had admitted to (the one box of buprenorphine she admitted taking in late June 2022).
Here, the Committee found that Ms Francis’ conduct was not dishonest, but found it proved that she did not act in accordance with instructions from a vet or a valid prescription, and found it proved that she failed to record the amount of the drug taken from the cupboard on the internal stock sheet.
Paul Morris, chairing the Committee and speaking on its behalf, said: “The respondent had removed a box of buprenorphine from the drugs cupboard before she had received a prescription for that medication.
"She intended to seek such a prescription from the vet, who was in the practice at the time and from whom she had just received prescriptions for other pain-relieving medications.
"As it happened the vet issued the prescription for the buprenorphine which the respondent sought.
“The respondent has acknowledged her fault in removing the box of buprenorphine before the vet had issued a prescription.
This appears to have been the result of a momentary decision on her part that Vetergesic would be of benefit to her dog.
"She also omitted to sign the relevant log.
"The evidence which the Committee heard suggested that this omission was commonplace at the practice.
“In acting in this way, as the respondent acknowledges, she fell below appropriate standards.
"The Committee has concluded, however, that in all the circumstances her conduct did not fall far below those standards and could not realistically be described as disgraceful conduct in a professional respect.”

The College says that 1CPD has been designed to facilitate the new outcomes-focused CPD model which was introduced in 2020 and becomes mandatory from 2022.
An important part of this new model is reflection, so 1CPD encourages veterinary nurses to reflect on the quality, relevance and impact of their CPD activities.
Dr Linda Prescott-Clements, RCVS Director of Education said: "Although the outcomes-focused element of these changes won’t become mandatory until January 2022, we recommend that you incorporate reflection in your cycle of planning, doing and recording CPD as soon as possible, and our new 1CPD app makes this much easier to do than before.
"Research has found that reflection enhances the quality, impact and relevance of CPD as professionals consider what they have learned, how they will apply their learning and how it will improve their practice. To support this CPD model, which research has shown has a positive impact on both professionalism and patient outcomes, the 1CPD platform facilitates reflection by allowing you to record your reflective notes on your recorded CPD activities, through a variety of means including text, audio or uploading a document."
The old PDR was taken offline last Friday and all of the data saved in the PDR has been transferred to 1CPD.
The 1CPD app is now available for both Apple and Android devices, available on and off line, and through a new dedicated website, all of which is now accessible using the same credentials used to access My Account.
Richard Burley, RCVS Chief Technology Officer, said: "1CPD provides a range of enhancements to RCVS’ previous offerings in this space and represents an important step forward in the College’s digital approach. Built on the latest best-practice technologies, it improves on every aspect of our previous approach to CPD support, delivering the first stage of a new, integrated, career-long CPD support capability for members."
The launch of 1CPD also coincides with a change to the way that the College assesses CPD compliance, moving to an annual CPD requirement of 35 hours a year for veterinary surgeons and 15 hours a year for veterinary nurses.

The RCVS Veterinary Nurses Council has decided that the College should cease being an awarding body next year, which means it will no longer offer the vocational Level 3 Diploma in Veterinary Nursing.
The College says it will ensure that the Diploma continues to be available by transferring the intellectual property associated with the qualification, such as the question banks and systems, to another larger awarding body, in a move which is likely to take effect for the beginning of the 2012 academic year.
According to the College, this decision reflects recent changes in the regulatory Conditions of Approval for awarding bodies, which it would have been hard for the College to meet while continuing to offer the Diploma cost-effectively. The changes mainly relate to potential conflicts of interest between the College's primary role, as professional regulator that safeguards standards within the veterinary professions, and its role as an awarding body. The standards-setting role includes the regulation of education and training leading to the veterinary and VN registers, and it was felt that the College could no longer exercise this role effectively if it was also an awarding organisation, as it might be suspected of treating its internal qualifications more favourably, or of obstructing competitors.
Although the College says this has not been a problem in the past, the rules are now more stringent, and the costs of setting up a fully independent awarding body would be prohibitive.
The market for the Diploma is also likely to fragment in the future, with three other awarding bodies expressing an interest in offering a Level 3 Diploma. Any reduction in the number of students taking the RCVS Level 3 Diploma would further push up the costs, potentially making the RCVS Awarding Body unviable. A larger awarding body can take advantage of economies of scale across a range of awards in a way that the RCVS cannot.
Colonel Neil Smith, Chairman of the RCVS Awarding Body Board said: "The RCVS has been offering vocational qualifications since 1998 and the decision to cease being an awarding body has not been taken lightly.
"We have taken this decision in order to focus on our core responsibilities of professional regulation and standard setting. However, we remain committed to maintaining the Diploma, which has been carefully developed by the RCVS and the profession. This move ensures that it will stay in safe hands."
The name of the awarding body to which the qualification will be transferred has not yet been announced because the process is not complete. However, the College says it felt it was important to give those involved with the delivery of training as much notice as possible of the change. More information, and the change-over plan, will be released in due course.
Libby Earle, RCVS Head of Veterinary Nursing said: "Our priority will be effecting a smooth transfer for students, Colleges and training practices, and we are confident that the impact of the change will be minimal. Furthermore, it will be a condition of the transfer that the veterinary profession continues to have a say in the future development of the qualification."
Those students still in the process of completing the old NVQ qualifications, the accreditation of which is due to run out in 2013, will continue to be serviced by the RCVS.
As the professional regulator, the College will continue to issue RCVS certificates and badges to those who have successfully completed a registerable qualification - such as an approved vocational qualification run by another awarding body, or an RCVS-recognised veterinary nursing degree.
The Advanced Diploma in Veterinary Nursing will be unaffected by the change as the qualification is awarded by the College under its Royal Charter powers.
Chair of the Standards Committee, Dr Melissa Donald, said: “We were very aware of the likelihood that both practice staff and clients will increasingly have to isolate over the coming weeks due to direct infection or positive contacts, particularly with the rise in cases amongst school children.
“Added to this, we know there are already workforce pressures across the profession, which will be exacerbated by reduced staffing levels over the Christmas and New Year period.
“We therefore felt it was appropriate to reintroduce these temporary remote prescribing measures at this time to help relieve pressure on practising professionals, and to provide them with the means to continue to look after the health and welfare of their patients in all circumstances.”
As before, the temporary dispensation is subject to the specific guidance found in FAQ4 (www.rcvs.org.uk/covidfaq4), including that veterinary surgeons must be able provide a 24/7 follow-up service involving physical examination, for example where the animal does not improve, or suffers an adverse reaction, or deteriorates, subsequent to the remote prescription of medicines.
The Committee agreed that the position should be reviewed in February 2022 at its next meeting.
Jacqui Molyneux, SPVS President Elect, has announced details of the work she has been involved in to radically restructure and improve the training of veterinary nurses in the UK.
For the last 10 years the VN qualification has involved candidates sitting for an NVQ in veterinary nursing. This NVQ is however being phased out by the Government, whatever party that may be, from next September. The RCVS is therefore taking this opportunity to put in place a viable alternative qualification to improve and build upon the current structure.
Jacqui said: "We are coming from the standpoint that, worryingly, there is a dire shortage of RVNs available for practices to employ. If we do not take this opportunity to do something now, the situation will in all likelihood deteriorate even further.
"I chair a working party convened in May which has been looking at current VN training and how to improve it. There was an initial written period of information gathering followed by three full days of face-to-face consultation meetings with invited interested parties in July and September. This period of consultation has resulted in a proposal being put forward.
She added: "The proposals are radical and in some ways controversial but have been put together in response to the feedback we have received so far. I must, however, reiterate that it is, at this stage, a proposal and we are still in a consultation period.
"At the end of the period we will have another working party meeting and reassess the proposal. This will then go to the Awarding Body Board and on to both VN council and RCVS council for full approval. I hope we will end up with a scheme that reflects the vital role nurses play in a modern veterinary practice."

VN Council set up a special OSCE Taskforce in April this year to draw up proposals for an alternative to the OSCEs which would allow students and examiners to practise social distancing and remain safe.
While some awarding organisations and universities have since developed methods of holding their OSCEs within social distancing guidelines, others have had to cancel the OSCEs indefinitely on the grounds it would not be safe or practical to hold them.
In response, the Taskforce developed a new ‘Patient-based Assessment’ (PBA) method, which was approved by VN Council at its meeting last Wednesday, which will allow student veterinary nurses to prove they meet the Day One Competences and Skills, making them eligible to join the Register.
Racheal Marshall, Chair of VN Council (pictured right), said: “After much hard work, deliberation and consideration over a number of different options, we have developed an alternative assessment method for student veterinary nurses that is safe and complies with the social distancing guidelines, while still upholding our standards and ensuring student veterinary nurses are competent to join the Register.
"The alternative, called a Patient-based Assessment, will involve building up a small portfolio of case reports and supporting evidence to prove how those who use this assessment method meet the Day One Competences and Skills. Once this has been signed-off and submitted, students using this assessment method will undertake a detailed and structured discussion about their involvement with the cases they have described.
"There will be two examiners present for the interview, however, students will only have to discuss their cases with one of them. The outcome of the discussion will determine whether students can be awarded their licence to practise qualification and subsequently apply to join the RCVS Register of Veterinary Nurses."
The alternative assessment method may not be relevant to all student veterinary nurses as they may have an awarding body or university that has decided it can safely hold its OSCEs under the current conditions, or they may be training through the apprenticeship route. Those who are unsure whether this assessment method is applicable to them should contact their educational establishment for further advice and clarification.
Racheal added: “We recognise the difficulties student veterinary nurses have faced and that this has been an unsettling time, so we are pleased that the taskforce and VN Council has come together to develop a workable and deliverable alternative.”

Warwick Seymour-Hamilton, a former veterinary surgeon who practised in Kent, has had his third application for restoration to the Register refused by the RCVS Disciplinary Committee this week.
Mr Seymour-Hamilton was struck off in 1994 following an inspection of his premises, equipment and facilities in Orpington, which were found to be in such poor condition that it constituted a risk to the health and welfare of animals brought to the practice and brought the profession into disrepute.
Mr Seymour-Hamilton had made two previous restoration applications in July 1995 and June 2010. Both of these were refused on the grounds of poor preparation for re-entering practice life as, in both cases, he had made no attempt to engage in continuing professional development or visit and observe other veterinary practices.
Representing himself at this week's hearing, Mr Seymour-Hamilton said that, since the 2010 hearing, he had further developed an interest in herbal medicine and, after visiting a number of veterinary practices in continental Europe, had attended the College of Naturopathic Medicine in Dublin, gaining a qualification in herbal and naturopathic medicine. He told the Committee that he currently worked as a herbalist and naturopath with human patients but wanted to widen his work and research to include animal patients.
The Committee was concerned by his answers to a number of questions, Mr Seymour-Hamilton having described the hearing as an 'exploratory meeting' and indicating a lack of knowledge in a number of areas to do with veterinary practice and its regulation. The Committee felt that this demonstrated a fundamental lack of understanding as to its function and terms of reference.
Professor Noreen Burrows, chairing the Committee and speaking on its behalf, said: "The Committee expresses its surprise and concern at the lack of preparation for this hearing by the applicant, given that these issues have arisen at his previous restoration hearings, and that the result of a positive finding in favour of him would be his ability to practise unfettered as a veterinary surgeon forthwith."
In particular the Committee highlighted Mr Seymour-Hamilton's lack of understanding of the regulatory framework for veterinary practice as set out in the RCVS Code of Professional Conduct, the requirements of continuing professional development and what 'fitness to practise' meant, beyond the practical issues of his physical and mental capacity.
Professor Burrows added: "Based on all of the evidence available to the Committee it is very clear that he has failed to satisfy... that he is fit to be restored to the Register and this application is therefore dismissed."

Ms Parody faced two charges, the first of which related to her treatment of a cat named Shadow, which had multiple elements:
The second charge was that her conduct in relation to all parts of the first charge was dishonest.
At the outset of the hearing Ms Parody’s counsel admitted to the majority of the elements of the first charge, although denied she had removed the microchip in order to mislead others about Shadow’s identity.
Ms Parody also admitted that her failures to inform the owner that euthanasia had not been carried out, of the treatment plan, of the removal of the microchip and that she had taken Shadow home was dishonest.
However, she denied dishonesty in relation to failing to make adequate records.
The Committee went on to consider the facts of the remaining, contested charges.
After hearing evidence from a number of witnesses, the Committee concluded that it was not proven that Dr Parody removed the microchip in order to mislead others about his identity, and that, in this respect, she had therefore not acted dishonestly.
In relation to whether Ms Parody was acting dishonestly in relation to failure to make adequate clinical records, the Committee also found this not proven.
Having determined the facts of the case, the Committee went on to consider if the proven charges amounted to serious professional misconduct.
In terms of aggravating factors, it considered that there was actual injury to an animal – albeit small and while the cat was under sedation - and that Ms Parody had engaged in conduct that was in breach of a client’s trust.
In mitigation, the Committee considered the immense pressure that Ms Parody and her colleagues in the practice were under at that time due to the coronavirus pandemic and the fact that she had acted in a way which she thought was best for Shadow’s welfare and which clouded the rest of her decision making.
Furthermore, the Committee considered this was a single isolated incident, that she took the decision without the opportunity for full reflection and the length of time since the original incident.
However, it found Ms Parody guilty of serious professional misconduct in relation to all the proven charges.
Paul Morris, chairing the Committee and speaking on its behalf, said: “However well-intentioned, Dr Parody made some serious errors of judgment with regard to her approach to Shadow and embarked upon a course of dishonest conduct, which started with her failure to inform the owner about her decision not to euthanase Shadow, was followed by her treatment of Shadow, including his castration and microchip removal, all without the consent of the owner, and ended with her taking Shadow home over Christmas, again without the owner’s consent.
"In addition, she failed to make adequate clinical records with regards to Shadow.”
The Committee then went on to consider the most appropriate sanction for Ms Parody.
It heard a large number of positive testimonials as to her character and professionalism from both clients and former and current work colleagues.
The Committee also considered further mitigating factors such as the fact she had no previous disciplinary issues, had a long and unblemished career both before and since this isolated incident, her open and frank admissions regarding some of the charges, the significant impact she displayed regarding her misconduct, and her genuine expressions of remorse and apology.
Paul Morris added: “The Committee recognises that there is a scale of seriousness of dishonesty and therefore gave careful consideration as to where Dr Parody’s dishonest conduct fell to be judged.
"The Committee was concerned with her conduct between 20 December and 31 December 2021, as found proved.
"What led to what she has admitted as dishonest behaviour, was her acting to protect the welfare of the cat.
“The Committee was confident that she most certainly did not set out to act dishonestly.
"She made an initial error of judgement and everything that followed flowed from that.
"What she went on to do was something of a panicky attempt to cover up what she had done initially, so that she could decide on how to rectify it but, the Committee was satisfied, all done with the best of intentions and in the best interests of the cat and its owner.
"She had not acted out of any personal or financial gain or malicious intent.
"She had created a mess and she was trying to sort that mess out.”
After deciding that a reprimand was the most appropriate and proportionate sanction to impose, Paul Morris concluded: “In all the, somewhat exceptional, circumstances of this case, the Committee was satisfied that a reprimand would provide adequate protection to animals, as it was satisfied Dr Parody was most unlikely to ever make such a flawed set of decisions again.
"The Committee was satisfied that Dr Parody does not represent a risk to animals going forward, indeed from the character evidence it is clear that she always puts the welfare of animals first.
"She has also shown, since this episode, that she can work under pressure and not resort to making bad decisions and thus the Committee considered the wider public interest would be served in this case by a reprimand.”
Last year's pass rate has been maintained by VN candidates taking their Level 3 Practical exams - with the number of VN students sitting exams having seen an increase across the year.
The RCVS sent out the results of the Level 3 Practical exams last Wednesday, to the 352 student VNs who sat the exam in November. A total of 348 candidates took the small animal option and four candidates the equine.
With 64% of candidates succeeding, the pass rate was similar to December 2008.
The number of VN candidates overall has increased significantly compared with 2008, with 1188 candidates taking exams in 2009, and 878 in 2008. There has also been a welcome increase in the number of VN students enrolling with the RCVS; student enrolment figures for 2009 were up by 5%, at 1,114, compared with 1,060 in 2008.

Once you've received your certificates - and completed your 3,290 hours' training at approved training practices - you can List as Veterinary Nurses and join the Register to start careers as qualified professionals."

Dr Vlad Butnaru faced two charges, the first of which was that in May 2021, he had signed a passport and/or passport application for a horse and electronically signed a declaration stating that he “had read the above microchip, which had previously been implanted for the animal” when, in fact, the microchip had not been inserted into any horse and he had not read it.
The second charge was that, in relation to the matters set out in the first charge, Dr Butnaru’s signed declaration was false, and that he had acted dishonestly and misleadingly, he risked undermining procedures designed to promote animal welfare, and failed to take sufficient steps to ensure that the microchip number recorded for the horse was accurate.
Dr Butnaru admitted the first charge on all counts, and that the declaration he had signed was false.
He also admitted that his conduct was misleading and that he had failed to take sufficient steps to ensure that the microchip number recorded for the horse was accurate.
However, he denied that his conduct had been dishonest and that he had risked undermining a procedure designed to promote animal welfare.
In its decision, the committee noted that Dr Butnaru kept introducing new versions of what happened for the first time at the hearing and changed his account as he went along, as well as being evasive when answering questions.
The Committee therefore felt that Dr Butnaru could not be considered to be a reliable witness, and whilst it did not know the true reason why he was prepared to sign a false declaration on a passport application, it was satisfied that he'd made a false declaration dishonestly.
The Committee also found that Dr Butnaru had failed to take sufficient steps to ensure that the microchip number recorded for the horse was accurate as, if the passport had been issued on a false premise because of misleading information provided by Dr Butnaru, then it could not function as it was meant to which, in the Committee’s view, clearly risked undermining procedures designed to protect animal welfare.
The Committee found that Dr Butnaru had breached the parts 6.2 and 6.5 of the Code of Professional Conduct, as well as Principle 1 of the 10 Principles of Certification, namely that ‘a veterinarian should certify only those matters which: a) are within his or her own knowledge; b) can be ascertained by him or her personally; c) are the subject of supporting evidence from an authorised veterinarian who has personal knowledge of the matters in question; or d) are the subject of checks carried out by an Officially Authorised Person (OAP).’
The Committee found there were no mitigating factors.
Aggravating factors, on the other hand, were that Dr Butnaru had participated in premeditated misconduct, made financial gain from his actions as he was paid to make the false declaration, abused his professional position, and showed blatant or wilful disregard of the Horse Passport System and of the role of the RCVS and the systems that regulate the veterinary profession.
The Committee found that all proven charges amounted to Disgraceful Conduct in a Professional Respect.
On considering the sanction, the Committee once again considered the aggravating factors, as well as additional mitigating factors in that Dr Butnaru had no previous disciplinary history, showed limited insight by admitting to some of the charges, showed expressions of remorse, and was provided with a positive testimonial.
Paul Morris, chairing the Committee and speaking on its behalf, said: “The Committee was cognisant of the importance of a veterinary surgeon’s signature on any document.
"This should have been obvious to any veterinary surgeon, but particularly someone of Dr Butnaru’s 11 years’ experience (at the time of signing).
"The Committee was well aware of the impact and ramifications for Dr Butnaru of any decision to remove him from the Register, but had to weigh his interests with those of the public.
“In doing so it took account of the context and circumstances of the case, all matters of personal mitigation, Dr Butnaru’s previous unblemished record and the need to act proportionately.
"However, the Committee was of the view that the need to uphold proper standards of conduct within the veterinary profession, together with the public interest in maintaining confidence in the profession of veterinary surgeons and protecting the welfare of animals, meant that a period of suspension would not be sufficient.
"His actions were fundamentally incompatible with remaining on the Register and thus the only appropriate and proportionate sanction in all the circumstances of this case was that of removal from the Register.”

Nebojsa Petrovic faced eight charges, although charge four was withdrawn at the start of the hearing.
At the outset of the hearing, Dr Petrovic admitted a number of allegations, including:
Charge 1 - that in November 2021, he falsely represented to the Animal and Plant Health Agency (APHA) that blood samples he submitted in respect of four horses were from the same horses as the samples he submitted on 1 November 2021.
Charge 2 – that in November 2021, he told APHA’s Veterinary Head of Border Control that he had checked the microchips and/or passports of the four horses when he hadn’t done so;
Charge 3 – that in November 2021, he signed Export Health Certificates for the four horses, in which it was stated that blood samples taken from these horses on October 2021 had been submitted to the Veterinary Laboratories Agency laboratory, Weybridge, with a negative result for Leptospirosis when in fact those samples had tested positive;
Charge 5 – that he failed to send the APHA’s Centre for International Trade, within seven days of signing, certified copies of the export health certificates;
Charge 7 – that in January 2022, he told an APHA officer that he was satisfied that he had properly identified the horses for which you had submitted the two samples when he had not done so;
Charge 8c – that he risked undermining government procedures designed to promote animal health and international relations in relation to the charges he admitted; and
Charge 9 – that in February 2022, he failed to have in place any or any adequate Professional Indemnity Insurance (PII).
Dr Petrovic, who was at the time of all the allegations carrying his duties as an Official Veterinarian on behalf of the APHA, denied charge 6 – that in November 2021, he failed to take sufficient steps to prevent the four horses being exported to Serbia, when he had been informed that there were concerns and/or doubts about whether those horses had tested negative for Leptospirosis.
He also denied charge 8 – that in relation to the allegations relating to his submitting the blood samples to the Veterinary Laboratories Agency on 8 November 2021, certification of the Export Health Certificates on 16 November 2021 and his subsequent conversations with members of APHA staff regarding both sets of documentation he had acted in a misleading (Charge 8a) and/or dishonest (Charge 8b) way.
The Committee considered evidence presented by the College including hearing from APHA staff witnesses called by the College and also hearing from a witness and character evidence presented by Dr Petrovic. Dr Petrovic also gave evidence to the Committee.
It found most charges proven with the exception of Charge 6, and also found that Dr Petrovic had not acted dishonestly in submitting the blood samples or certifying the EHC’s as alleged in charges 1 and 3.
The Committee concluded that Dr Petrovic had acted in a dishonest and misleading way in his conversations with the APHA staff as detailed in charges 2 and 7.
The Committee then considered whether the individual proven charges amounted to serious professional misconduct, determining that, with the exception of charges 3 and 5, all proven charges amounted to disgraceful conduct.
Paul Morris, chairing the Committee and speaking on its behalf, said: “In the Committee’s judgement, the respondent’s position as an Official Veterinarian also meant that he had a responsibility to ensure that the trust which was delegated to him was not breached.
"In his role, the respondent was acting in a position of trust, as a representative of the government, and the Committee found that he had breached that trust…. It took these matters into account when determining that the respondent’s behaviour cumulatively amounted to disgraceful conduct in a professional respect.”
Regarding the sanction for Dr Petrovic, the Committee considered his request that it consider suspension, rather than removal, from the Register.
In terms of aggravating factors – the Committee found that Dr Petrovic had acted without integrity, recklessly and without regard for the APHA’s systems relating to the export of animals.
In mitigation, it took into account: the fact that no animal was harmed by his conduct, albeit there was risk of harm; his long and unblemished career in the UK since 1994; admissions he had made to the APHA and Disciplinary Committee at the first day of the hearing; had remediated his lack of professional indemnity insurance by putting in place a retrospective policy; the significant amount of time that had elapsed since the conduct; and six positive character references from experienced fellow veterinary surgeons who held him in high regard.
Paul Morris added: “The Committee took into account that the respondent had continued to work as a veterinary surgeon with no subsequent complaints and that he had a previous long and unblemished record and there was support by several positive character references.
"The Committee also took into consideration the pressures of Brexit and the pandemic which the respondent had faced at the time, but which were unlikely to occur again.
“The Committee had concluded that the respondent was unlikely to repeat similar behaviour or to pose a risk to animals, particularly because he was no longer involved in certifying animals for export.
"Furthermore his admissions to most of the matters it had found proved showed that he had some insight.
"The Committee was also satisfied that the respondent had a genuine concern for the welfare of animals and it noted that the Respondent did not require any further training to continue in practice as a veterinary surgeon.
“The Committee therefore concluded that a suspension from the Register was the proportionate sanction in this case taking into account the seriousness of the conduct it had found proved but also all of the mitigating factors.”
The Committee recommended that Dr Petrovic be suspended for six months to reflect the seriousness of the conduct and the damage it could do to public confidence in the profession, while meeting the public interest and sending a clear message of deterrence.
The charges were:
On 28 September 2015 she was convicted of stealing three packets of Tramadol to the value of £45 from Milton Keynes Veterinary Group.
On 20 April 2017 she was convicted on two counts of issuing a false prescription with the intention of being dispensed Tramadol.
On 15 June 2017 she was convicted of numerous counts of making false prescriptions, as well as stealing £108.47 worth of scratch cards and cigarettes from Premier Queensway Stores.
Between 5 January 2015 and 25 August 2015 she held herself out as a registered veterinary nurse when she was in fact not on the Register, and worked at two separate veterinary practices during that time; and that she was therefore either (i) being dishonest, or (ii) ought to have known that she was not registered.
That on or around 13 April 2016, she made a written representation on an application form for restoration to the Register that she had no criminal convictions, when on 28 September 2015 she had been convicted of burglary and that conviction was not spent; and that she was (i) either dishonest, or (ii) ought to have known that the representation was false.
Ms Wilde admitted charges 1-3, and the Committee were also provided with copies of the convictions. The Committee therefore found charges 1-3 proven.
In considering the fourth charge, they took into account Ms Wilde’s submission that she believed the submission of a cheque would be enough to restore her to the Register. The Committee noted that she had restored herself to the Register in the past, however, and so would have been aware that a cheque alone was not sufficient, and she had also been sent a restoration form following a telephone call with the College on 2 January 2015. The Committee therefore found that Ms Wilde was being dishonest, and determined that charge 4(i) was proven.
In considering the fifth charge, the Committee considered Ms Wilde’s submission that a Probation Officer had told her that her conviction was spent and that she need not declare it. The Committee believed this to be highly unlikely, however, especially as Ms Wilde had provided no evidence from the probation service to support this assertion. The Committee therefore found her to be dishonest, and charge 5(i) to be proven.
The question of whether the facts amounted to serious professional misconduct was, however, solely a matter for the Committee’s judgement. It determined that Ms Wilde’s conduct in relation to charges 1-3 had fallen far short of the standard expected of an RVN and her conduct clearly renders her unfit to practise as an RVN.
Similarly, the Committee found that Ms Wilde’s conduct had fallen far short of the standard expected of an RVN in respect of charges 4-5, and found her conduct clearly amounted to disgraceful conduct in a professional respect.
The Committee then turned to the question of sanction, firstly in respect of charges 1-3. It considered some testimonials that spoke on Ms Wilde’s behalf, but noted that they were all unsigned and none made any reference to the charges against her. The Committee also bore in mind that Ms Wilde had no previous disciplinary history and was apologetic and remorseful, and that no harm had come to animals or humans by her actions.
It also considered, however, that her behaviour had been repeated and sustained, that she had used her knowledge as an RVN to forge prescriptions, and that she had breached the trust of her employers by stealing from them. The Committee therefore decided that removal from the Register was the only appropriate sanction.
When considering sanction in respect of charges 4-5, the Committee took into account that Ms Wilde had difficult personal circumstances and was sincerely apologetic. Using her title of RVN to gain employment when she was not on the Register, however, and breaching the trust of the College by making a false declaration, were considered serious aggravating features. It therefore considered that removal from the Register was again the only appropriate sanction.
Judith Way, who chaired the Committee and spoke on its behalf, said: “Ms Wilde’s criminal behaviour failed to maintain public confidence in the veterinary nursing profession and it failed to declare and uphold proper standards of conduct and behaviour.
“She also knew that she was not registered as an RVN, yet she held herself out as being so and obtained employment in that capacity. In holding herself out in this manner she potentially put her colleagues at risk. She could have compromised the practices that employed her in the capacity of an RVN as their insurance had the potential to be invalidated.
“Ms Wilde was also dishonest with the RCVS when she completed the application for restoration of registered veterinary nurses’ form by stating that she had no convictions. Following this application, Ms Wilde went on to commit the seven further offences (from December 2016 to March 2017) for which she was later convicted in the Northampton and Leicester Magistrates’ Courts. The committee considered that such conduct falls far short of the standards expected of an RVN.”
Ms Wilde may appeal the Committee’s decision within 28 days of being informed of it. If no appeal is received, the Committee’s judgment takes effect.
The new, non-statutory Register for veterinary nurses opened yesterday. 3329 VNs were automatically included (having been listed with the RCVS since 2003). The remainder joined the list voluntarily.
RVNs are obliged to undertake 45 hours of CPD over 3 years, and to follow the Guide to Professional Conduct for Veterinary Nurses.
To help promote the new title, the RCVS has sent a poster to all newly registered RVNs to display in their practices. More promotional materials are in the pipeline.
The programme, which will look at the achievements and contributions of people of African and Afro-Caribbean descent, will see Dr Greene being interviewed by presenter Alex Beresford alongside a number of other prominent black Britons including athlete and broadcaster Colin Jackson, publisher and author Margaret Busby, Mayor of Bristol Marvin Rees, and nurse and academic Dame Elizabeth Anionwu.
Mandisa said: “I am immensely honoured to be the first Black President of the RCVS and to use this opportunity to speak to the black community, and indeed all communities, about my love of veterinary science and the importance of the work we do in safeguarding animal health and welfare and wider public health.
"I am a great believer in the phrase ‘if you see it, you can be it’ and I hope that my various talks this month and, particularly the upcoming ITV documentary, will help people recognise that veterinary professionals can come from a diverse range of backgrounds and that, provided they have the drive and the ambition, there should be no barriers to them meeting their dreams."
The RCVS has announced the results of the RCVS Council and VN Council elections.
Re-elected to three of the six seats available on RCVS Council were current President Neil Smith (1,687 votes), incoming Standards Committee Chairman David Catlow (1,656) and Vice-President Jacqui Molyneux (1,304); and, from RCVS Day on 11 July 2014, they will be joined by new members David Bartram (1,674), Susan Paterson (1,496) and Mandisa Greene (1,296).
The two available places on VN Council were taken by existing member Hilary Orpet (611 votes) and new member Amber Richards (371).
Notably, half of the successful RCVS Council candidates this year were women, two of whom being elected for the first time.
Overall turnouts in both elections fell, with 4,137 (16.1%) veterinary surgeons and 1,157 (10%) veterinary nurses voting. These turnouts and voter numbers compare with 4,661 (18.8%) and 1,329 (12.5%) last year, and ten-year averages of 3,927 (17.4%) and 869 (9.9%), respectively.
RCVS Registrar Gordon Hockey, said: "It was always going to be tough to beat last year's record turnout, even with a record number of candidates standing this year, but it's encouraging that voter numbers are still the third highest in the last ten years.
"I'd like to be amongst the first to publicly congratulate all the successful candidates this year, and to encourage those who weren't successful this time to stand again in the future. I'm very much looking forward to working with our three new RCVS Council members whilst, at the same time, delighted that the profession has returned three existing members to their seats, enabling them to continue their work for the College."

Chris has been an elected member of Council since 2009 and, during this time, has served on the Education Committee, the Examinations Appeal Committee and the Operational Board as Chair of the Education Committee and Junior Vice-President.
He graduated with a veterinary degree from the University of Glasgow at the relatively advanced age of 30 having first attained a degree in Agricultural and Environmental Science from the University of Newcastle. Following graduation he worked in a mixed practice in Herefordshire before buying an equine and companion animal practice in West Berkshire, which currently employs five veterinary surgeons and five support staff.
In his maiden speech, Chris called on veterinary surgeons and veterinary nurses to be proud of themselves as people who are committed to the welfare of animals in their care and to not be so hard on themselves.
He also outlined several areas that he would like to prioritise during his presidential year. These included delivering the priorities set out in the Vet Futures Action Plan, exploring bringing veterinary paraprofessionals into the College’s regulatory remit, driving forward the College’s international profile and dealing with blame and fear culture in the profession.
He said: "I’ve seen first-hand in Africa and India what the delivery of veterinary care can do for the welfare of animals in these regions and the wellbeing of people that frequently depend upon them. As one of the richest nations in the world we will further investigate what we can do, through knowledge transfer and support, to help raise the standards of veterinary care in developing countries.
"Sadly we often hear that there are vets and nurses who live in fear of the RCVS. This is something of which I am personally ashamed. Being particularly mindful of the role that fear and anxiety play in mental health, I will do everything I can to replace this fear... I will encourage all hardworking vets and nurses, whichever field they are in, to wear their [MRCVS] ‘badge’ with pride. Feel good about what you do, feel great about what you do."
Chris’ first official duty upon receiving the presidential chain of office from outgoing President Dr Bradley Viner, was to welcome the new Junior Vice-President Professor Stephen May. He also praised Bradley for his calm authority, humour and wisdom throughout his year as RCVS President.
Dr Henry faced one charge, that in January 2020 she wrote and/or signed an undated letter confirming that a ewe had died in transit to the surgery due to dystocia and peri-parturient stress, when in fact she had euthanised the animal at the veterinary practice the day before. The letter, which was addressed 'To whom it may concern’, was on practice letterheaded paper and signed "Louise Henry MRCVS".
The second part of the charge outlined that her conduct concerning the letter was dishonest.
The Committee heard that the ewe was lambing and brought to the practice by a client. Dr Henry was on-call at the time and advised a Caesarean section. The client agreed and Dr Henry delivered two live lambs and one dead lamb.
Dr Henry was concerned about the welfare of the ewe post-surgery because of the risk of peritonitis and advised that the ewe should be euthanised.
The client agreed to the ewe being euthanised and then asked Dr Henry to write a letter in which it was stated that the ewe had died in transit on route to the practice. Dr Henry agreed to write the letter in which she falsely certified that the ewe had died in transit.
The letter came to light when the practice director found it in an insurance file. The practice arranged an investigatory meeting with Dr Henry where she admitted that writing the letter was an error of judgement. When asked about her conduct, Dr Henry explained that the client had subsequently been dissatisfied with the letter she had written and asked her to change it. She refused to amend the letter and told him that it was wrong of her to have written it in the first place and that she regretted having done so.
Dr Henry told the Committee that she valued integrity very highly and that she was deeply ashamed that she had been prepared to write the dishonest letter.
The Committee heard several testimonials from people who had worked with or studied alongside Dr Henry, who all attested to her skill as a veterinary surgeon and that they had no concerns about her integrity and honesty. She self-reported her actions from January to the RCVS and from the outset admitted the facts of the charge. During the hearing, Dr Henry submitted that her action of dishonest false certification amounted to disgraceful conduct in a professional respect.
Dr Martin Whiting, chairing the Committee, and speaking on its behalf, said: “The Committee considered that, in this case, the aggravating features were limited and the mitigating factors extensive. There was no premeditated dishonesty or financial gain involved, there was no actual harm or risk of harm to an animal or human and this was a single incident in an otherwise unblemished 13-year career. The Committee found that the shame and remorse expressed by Dr Henry were entirely genuine. Her conduct on this occasion was entirely untypical of her practise.
“After careful consideration, the Committee concluded that the substantial mitigating features permitted it to take the somewhat unusual course of issuing a reprimand in a case involving dishonesty. In taking this course, the Committee attached significant weight not only to the isolated nature of the event but also to the genuine insight shown by Dr Henry and the lasting impact this event has had upon her. In the Committee’s assessment, a reasonable and fully informed member of the public would, in this particular case, regard a reprimand as a sanction which protected the public interest in the profession and upheld its standards.”

In addition, College representatives will be talking to delegates about the future of veterinary nursing, career diversification and mental health.
The College’s stand will have a Schedule 3-themed game in which delegates will be given a list of procedures and then asked to decide whether or not they could be delegated to a veterinary nurse under Schedule 3 of the VSA.
Julie Dugmore, Director of Veterinary Nursing at the College, and Beth Jinks, Advice Officer, will also be giving a talk at the Congress on Saturday 7 October from 2pm to 3pm about the Code of Professional Conduct and how it relates to Schedule 3.
Julie said: "We conducted our consultation on Schedule 3 earlier this year for two main reasons: to gauge how both vets and vet nurses applied it in practice and to consider possible changes that could be made to the legislation so that veterinary nurses could perform additional tasks. We hope that, with the game and with our talk, we can encourage veterinary nurses to think about their understanding of Schedule 3 and how it could be changed to bolster their profession."
Visitors to the RCVS stand will also be able to get an update on the VN Futures project and the latest progress on all its major workstreams including One Health, structured and rewarding career paths, creating a sustainable workforce and having a confident, healthy and resilient workforce.
In order to demonstrate the rewarding career paths available to veterinary nurses the College has worked with the BVNA to develop a series of case studies to show the different areas of work available to nurses including academia, management, industry and even the military. These will be available to view on the VN Futures section of the Vet Futures website: www.vetfutures.org.uk/vnfutures
There will also be an on-stand survey to ask delegates whether they would like to see the development of an Advanced Veterinary Nurse status and, if so, the areas in which they would like to developed advanced skills.
Furthermore, there will also be a Mind Matters stream at Congress (named after the College’s Mind Matters mental health initiative) on Saturday 7 October. Talks during this stream will cover issues such as coaching and mentoring staff and mental health first aid.

The College says the event is aimed at RVNs who are interested in upholding standards of veterinary nursing professional conduct and who would like to help the RCVS maintain public confidence in the veterinary nursing profession. Prospective applicants for these roles should ideally have a minimum of five years' experience in veterinary nurse practice.
Attendees will have the opportunity to chat to representatives of the committee, and the staff involved in handling cases that go to disciplinary hearings. There will also be a short presentation on the application process from Thewlis Graham Associates – the external agency handling the recruitment.
RCVS staff and DC members will present some anonymised VN DC / DC example cases to talk through in small informal groups, to help convey an idea of the work involved and the challenges one could expect to face when making decisions on allegations of serious professional misconduct or fitness to practise.
The overall programme will be run in the afternoon from 3pm – 5pm and repeated in the early evening from 6pm – 8pm, to suit differing diaries and travel times. Snacks and refreshments will be provided on the day, and the RCVS will reimburse reasonable travel expenses for attendees.

The Board of Trustees of the RCVS Charitable Trust is looking to recruit a registered veterinary nurse as a Trustee, to step into the shoes of the current VN Trustee, Mrs Tracy Mayne RVN, when she stands down in June.
Tracy, the VN partner of Redditch Vets4Pets, has been a trustee since 2005. She said: "I wanted to be a part of a Trust that had its finger on the pulse of what the profession needed to continue to evolve," says Tracy. "You need to stay long enough to learn the ropes, fulfil your ambitions for the role, fulfil the role for which you were appointed and then move on."
Applications are sought from registered veterinary nurses with suitable experience and outlooks, and the successful candidate will be expected to join the Board at the Trust's Annual General Meeting (AGM) in June 2012. Past or current experience of being a trustee is desirable however this is not necessary. All trustee roles are unpaid, with reasonable expenses such as travel being reimbursed.
The appointment is for a three year term, which may be renewed, and all trustees are expected to attend a minimum of three Board meetings, plus the June AGM, each year. Additional time will be needed to support veterinary nursing projects and develop collaborations with relevant individuals and organisations.
The Board is responsible for governance and policy making, as well as supporting the Director and a staff team of five.

The first MRCVS to be killed in the First World War has been honoured with a portrait at the College's offices in Belgravia House - 100 years after his death.
The portrait of Lieutenant Vincent Fox, who was from Dundalk, Co Louth, and was an alumnus of the then Royal Veterinary College in Dublin, was presented by his great grand-nephew, James Tierney, and received by RCVS Registrar Gordon Hockey.
Lieutenant Fox, a member of the former Army Veterinary Corps (AVC), was killed in action by a shell on August 26 1914 during the Battle of Le Cateau in northern France in which British and French forces fought to impede a German advance. He is now buried in the nearby Commonwealth War Grave Cemetery at Caudry.
Paul Watkins, a veterinary surgeon and military historian, conducted the research into Lieutenant Fox, his career and his deeds in the First World War, with the help of his family. He said: "The family story was that he had been found dead in a church with no mark or scars on him and, in fact, this turned out to be completely true.
"The church where he died was in the village of Audencourt in northern France where a dressing station had been set up for the wounded.
"The key issue was that, in the absence of the Royal Army Medical Corps, Lieutenant Fox was ordered to take charge of the medical treatment of the men using his skills as a veterinary surgeon. I'm sure he did his very best under such extreme circumstances but he would have been very ill-equipped."
Talking more generally about the role of the AVC during the First World War, Dr Watkins said: "The AVC made very significant contributions to the war effort because there were so many horses and mules deployed. They would have been responsible for a range of tasks from husbandry - and educating other soldiers on husbandry - to the treatment of injured animals."
In total, some 67 veterinary surgeons are believed to have been killed in the First World War - of whom 34 died from disease, 24 died as a result of wounds and nine were killed in action.
On presenting the portrait, which was drawn by artist Dave Gleeson based on a photograph of Lieutenant Fox, Mr Tierney, from Dublin, said: "I am very pleased that the Royal College of Veterinary Surgeons has accepted this portrait as future generations of vets will be able to see it here and learn about my great grand-uncle's story.
"He has become my hero because he died while trying to save human lives and, for me, that's a huge source of pride.
"While his story is very interesting, however, it's not just about him. There are 66 other names on the RCVS First World War memorial and they all have a story to tell as well."
Gordon Hockey, RCVS Registrar, added: "We are very pleased to receive this portrait of Lieutenant Fox in recognition of the sacrifice he made during the First World War. The fact that he died while tending to his wounded fellow soldiers demonstrates the caring nature of the profession and the wider contribution to society made by veterinary surgeons.
"In this centenary year I would also like to commend the contribution made by members of the profession as a whole during the war."

The RCVS has released the results of a survey it conducted which has found that the vast majority of recent graduates from UK veterinary schools consider extra-mural studies (EMS) to be an essential component of the veterinary degree.
The survey was launched earlier this year in order to help the RCVS build up a picture of how EMS placements are currently working and whether graduates felt that they had gained knowledge and experience from placements that they could not have learnt from their core studies. Some 287 veterinary graduates from 2012 and 2013 participated in the survey, the overwhelming majority of whom (95.6%) agreed that EMS was essential.
Furthermore, the majority of the recent graduates said that they had found EMS placements to be beneficial in terms of the variety of clinical skills, professional skills and working practices they encountered. The only area in which a large number of graduates (42.9%) said that they did not find EMS placements useful was in gaining experience of out-of-hours and weekend work.
Despite the overall positive results, however, a number of concerns about EMS were raised. Issues included variable quality of placements; significant numbers of respondents feeling they were not able to gain as much 'hands-on' experience from placements as they would like; costs of accommodation and travel; and a lack of farm/mixed animal practices for placements.
Other key findings included the fact that the vast majority of veterinary students identified and booked their own placements at EMS practices and that their placements were at the type of practice they were looking for.
Christine Warman, RCVS Head of Education, said: "We launched this survey as an information-gathering exercise to see how EMS placements are currently working, following our last review of EMS in 2009 - and the results have certainly been very interesting.
"What is clear is that the current system is working well and that there is no need for an immediate review or urgent action. Most graduates found the experience gained on placements useful for their studies and find that EMS sets them up well for their first job in practice.
"However, there are a number of issues that we will keep a watching brief over and we plan to repeat the survey every two years in order to monitor these."

The RCVS has announced that nominations for this year’s VN Golden Jubilee Award, which recognises exceptional contribution to veterinary nursing, are now being accepted.
The award was launched in 2011 to celebrate the 50th anniversary of the first RCVS veterinary nursing training course and recognises those who have made an outstanding contribution to the profession, animal welfare and/or patient care. Nominees can be registered veterinary nurses, veterinary surgeons or lay people.
Nomination forms need to be submitted by 5pm on Friday 24 April. The principal nominator must be a registered veterinary nurse or veterinary surgeon, although the two supporting proposers can be lay people.
Kathy Kissick, Chair of VN Council, said: “One of the main priorities of VN Council in the coming years is to raise levels of awareness of registered veterinary nurses, and awards which recognise the importance of VNs in the context of the veterinary team and animal welfare are crucial to enhancing the profession’s profile.
“Therefore I would encourage veterinary nurses and veterinary surgeons to think about those VNs who go above and beyond the call of duty for their cause and who would be excellent ambassadors for the profession and nominate them for the Golden Jubilee Award.”
Last year’s winner was Hayley Walters who was recognised for her contribution to animal welfare through her teaching, clinical and international outreach work. Previous recipients were Jean Turner in 2011 and Sue Badger in 2012. No award was made in 2013.

The winner will be chosen by a panel of VN Council members and will receive the Award at RCVS Day – the College’s Annual General Meeting and Awards Day – on Friday 10 July 2015.

The College says it will be sending the annual renewal notice to the majority of veterinary nurses by email, so if you don't receive it, check your spam folder. Text message reminders will also be sent to those for whom the College holds a mobile number.
Nicola South, Head of Registration, said: "Last year saw a definite increase in the number of veterinary nurses who renewed on time, which is really wonderful.
"This year we just wanted to remind everyone that the College will be closed on the final day of the deadline, Friday 29 December so there won’t be any of the Registration team available in the office to assist with any login or payment issues. If anybody has any problems renewing before then, however, please do get in touch and we’ll be happy to help."
The annual renewal fee of £64 is due for payment by 1 November, and if a veterinary nurse does not pay the annual renewal fee by the end of the year they will be removed from the Register.
Payments by debit or credit card can be made online via the ‘My Account’ area or by cheque, bank draft or bank transfer.
All veterinary nurses also need to confirm their Register details and their compliance with the College’s CPD requirement of 45 hours over a three-year rolling period, and declare any convictions, cautions and/or adverse findings.
