Activyl is available in three spot-on preparations: Activyl for Dogs and Activyl for Cats (flea control) and Activyl Tick Plus for tick and flea control in dogs. Ceredigion veterinary surgeon Robert Alun Merfyn Evans has been suspended from the Register for six months by the RCVS Disciplinary Committee after he admitted to misconduct relating to tuberculin testing for cattle he owned and failing to register the births and deaths of cattle.
Mr Evans appeared before the Committee on the 11th February, when he admitted the two heads of charge of misconduct against him.
The first head of charge related to the fact that, between 24 June and 29 June 2013, he deliberately failed to bring to attention of Wyn Lewis MRCVS, an Official Veterinarian (OV) and fellow director of Mr Evans’ practice in Cardigan, the cattle on his farm requiring intradermal comparative tuberculin tests; that he tested certain of the cattle himself despite not being the OV for those tests and having a conflict of interest; and that he provided inaccurate and incomplete information to his practice for the completion of a report on the testing to be sent to the Animal Health and Veterinary Laboratories Agency (AHVLA). This misconduct was then repeated the following year between 19 June and 1 August 2014.
The second head of charge against Mr Evans related to breaches of the Cattle Identification (Wales) Regulations 2007 between 4 July 2005 and 20 June 2014, namely the fact that he failed to register the birth of five calves and the death of nine cows. These were accepted as being specimen charges reflecting a much larger total number of breaches over the whole nine year period.
Mr Evans’ misconduct first came to light when a late return was sent to the AHVLA in August 2014 regarding the TB testing of 51 live animals on his farm in June 2014. When the report was scrutinised the AHVLA noticed that 26 animals shown on the return as dead were still registered, while 20 animals that were tested were not registered. When the AHVLA investigated, Mr Evans immediately admitted that he had misled Mr Lewis on two occasions and carried out his own testing despite not being the OV.
The Committee heard that he did this because he did not want it to be found out that he had unregistered cattle on his farm. Regarding the unregistered cattle, the Committee heard that this stemmed from a mistake made by Mr Evans in 2005 or 2006 whereby he mislaid a batch of around nine bovine passport application forms sent to him to register the birth of calves on his farm, a legal requirement for the purposes of animal health, disease control and safeguarding the food chain.
As a result of poor IT skills and being profoundly deaf, Mr Evans felt unable to seek support online or by telephone, was too embarrassed to tell others and, furthermore, felt that it was impossible to correct his mistake without being in breach of the law. So, for a period of nine or 10 years, he failed to register the birth of calves on his farm. His failure to register the deaths of cattle, was also caused by administrative failings. His breaches of the cattle registration regulations were subject to criminal proceedings and on 14 October 2015 he plead guilty at Ceredigion and Pembrokeshire Magistrates Court to 14 offences for which he was given a conditional discharge for 18 months and ordered to pay costs of £1,000.
The Committee considered that a suspension from the Register would be in line with the seriousness of the charges against Mr Evans. Professor Alistair Barr, chairing the Committee and speaking on its behalf, said: "The Committee agrees that the lengthy period over which these offences took place, his betrayal of his colleague, and the undermining of the reputation of the profession and of the system of disease control, taken together with his dishonesty, make it impossible to impose a lesser sanction than suspension.
"The Committee finds that the respondent, who is a man of good character, has fully accepted his guilt, and has real insight into the seriousness of his conduct. He cooperated fully with the investigations and with the County Council who prosecuted him in the Magistrates [Court], and with the College. He made an open and frank admission about his misconduct from the outset.
"The course of conduct on which he embarked and which has led to these charges was the result of a simple mistake at a time of considerable stress to him. He was not guilty of deliberate misconduct at the outset but… what started as an innocent mistake took on a life of its own and led him to deliberate and dishonest misconduct because he did not know how to get himself out of the predicament he was in."
Professor Barr also said that there was no financial gain in Mr Evans’ actions and that animal welfare had not been compromised as the cattle were well cared for and in good health and that Mr Evans’ actions in carrying out the tuberculin tests on the unregistered cattle himself demonstrated that he was concerned about identifying any disease in his herd.
He added: “In all the circumstances the Committee has decided a proportionate sanction is that the respondent’s registration should be suspended for a period of six months.”

BVA’s Voice of the Veterinary Profession survey found that 9 in 10 vets do work for which they charge but are subsequently not paid, with the monthly average bad debt reported to be £676.
To help its members, BVA undertook a detailed tender process for a new debt recovery partner before selecting LRC.
LRC offers a range of customisable debt recovery services, including pre-legal collections, legal collections and enforcement services. The BVA says it is one of the few debt recovery agencies in the UK to have been granted a licence by the Solicitors Regulation Authority (SRA), allowing it to operate as a legal firm under the Alternative Business Structure (ABS). This enables it to conduct litigation (court action) in its own name, without having to partner with a third party law firm.

The main aim of the campaign is to persuade anyone thinking of getting a puppy that they should always see the animal at least once whilst it is still dependent on its mother, before they buy. That way, they'll be able to reassure themselves that they have seen the real bitch and the environment in which the puppy was bred. It will also help prevent impulse purchases.
In addition, the campaign aims to raise awareness in the veterinary profession, so that veterinary surgeons are giving this same advice to their clients.
To that end, the campaign highlights the RSPCA 'Sold a pup' report which showed that over 400,000 pups are bred for the UK market each year by unlicensed establishments, and imports from Europe have increased to an estimated 30,000 in 2015, following the change in the PETS scheme in 2012.
The campaigners say that many of these puppies are bred in truly awful conditions, often with little or no human contact, before being taken taken from their mothers too early and transported often hundreds or thousands of miles to be sold as 'family' pets. Many will need veterinary care to deal with infections, inherited issues and behavioural problems.
The campaign faces a big challenge. In the Kennel Club PAW survey 2014, 41% of people who bought a puppy didn't see the bitch and 51% didn't see the environment where the litter was bred.

The campaign – Cats deserve pain relief too – has been prompted by a recent study1 which revealed that perioperative analgesia following neutering was only given to 33% of cats compared with 75% of dogs, a statistic which ISFM says it is very keen to change.
The campaign, which includes a free webinar for veterinary professionals, highlights the reasons many cats are not receiving postoperative analgesia, and aims to encourage practices to review their policies on prescribing analgesics for routine neutering procedures.
ISFM says it already encourages the routine assessment and treatment of pain in cats. However, recognition of pain is not always straightforward and the perception that cats experience less pain than dogs with neutering may largely reflect different behavioural responses to pain between the two species rather than genuine differences in the experience of pain.
The charity says that physiologically, it makes sense that both species are likely to feel pain for several days after a surgical procedure and studies have shown that cats do show behavioural changes indicative of pain for 3 days or more after neutering.2 However we also know that cats are less demonstrative and less likely to show overt signs of pain such as vocalisation.

According to the WSAVA pain management guidelines,4 the use of preventative/multimodal analgesia, along with careful tissue handling and adherence to good surgical principles is strongly recommended.
The guidelines additionally suggest that analgesia following castration or ovariohysterectomy/ovariectomy may be required for up to 3 days after surgery using non-steroidal anti-inflammatory drugs.

In his talk, 'Digital Veterinary Practice', Adam presents an exciting and compelling vision as to how technology will transform the profession and enable veterinary surgeons to offer better care to more patients.
His talk begins with an interesting look at how technological change has gathered pace in recent years, before considering some of the emerging technologies that could be applied to veterinary practice.
In particular, he talked about the so-called 'Internet of things': the way more and more 'things' other than computers are connected to the Internet.
There are now about 9bn 'things' connected to the internet, by 2020 there are expected to be 50bn. Adam predicted that more and more of them are going to be worn by animals: to measure reproductive health in farm animals; to track performance in equines; and to monitor behaviour and activity in companion animals.
Adam discussed how there is already a smart litter box which measures an animal’s habits, an oral pill camera that can take 360 degree internal photos, 3D printed drugs and digitised microscopy. By uniting these technologies with increasingly accurate virtual reality technology, he said, long-distance examinations could become a real possibility.
In relation to the role of the RCVS, Adam explored how the profession could be proactive in engaging with these technologies, such as by: using regulation as a mechanism to attract 'disruptors' to work alongside the profession; identifying areas of retraining and creating targeted learning opportunities; fostering an entrepreneurial mindset; creating an early-adopter network of practices to foster initial collaboration; and framing industry challenges as targeted problems whose solutions can be crowd-sourced.

Avacta has announced the launch of Sensitest, the only UK-specific equine allergy tests that use non-invasive procedures.
The company says that the new range of ELISA tests was developed using native plant allergen species, to reflect the needs of UK and Northern European veterinary surgeons.

The authors say that domestic cats are very similar in their behavioural needs to their closest ancestor, the African wildcat, and an indoor-only lifestyle, unless managed appropriately, can give rise to health issues (such as obesity and diabetes) and problem behaviours (including aggression, house-soiling and attention-seeking).
One approach to mitigating these potential problems, they say, is with the use of ‘food puzzles’ – devices which release food when an animal interacts with them, originally developed to provide enrichment for captive zoo and laboratory animals.
Food puzzles take advantage of cats' natural instincts to work for their food. There is a wide range of puzzles on the market: some are mobile (rolled or pushed with the cat’s nose or paws), others are stationary, and they can be used with either wet or dry food. Creative and/or cost-conscious cat owners can even make their own DIY food puzzles by, for example, cutting holes in egg boxes or water bottles.
The authors reviewed existing empirical evidence of the physical and emotional benefits imparted by food puzzles, and collated details of over 30 cases from their own practices where food puzzles were introduced to aid with a specific health or behavioural concern.
Examples include an obese 8-year-old male domestic shorthair cat who lost 20% of his bodyweight within 12 months of puzzle implementation; a 3-year-old British Shorthair male cat, whose impulsive and frustration-based aggression towards his owner instantly improved and resolved completely within 6 months; and a 2-year-old domestic shorthair cat whose fear of people (his owners included) significantly improved following the addition of both mobile and stationary food puzzles, to the point that he would come when called and was relaxed for cuddles.

The taskforce was established following the EU referendum result on 24 June, with the central purpose of putting the profession in charge of its future by maximising the opportunities and minimising the risks of Brexit.
Almost half of veterinary surgeons registering in the UK qualified from veterinary schools elsewhere in the EU. While the Government issued a statement in mid-July clarifying that as yet there has been no change to the rights and status of EU nationals in the UK or UK nationals in the EU, it is not clear whether this situation will continue once the UK has left the EU.
The Brexit Presidential Taskforce will consider, and proactively engage with, the many possible changes that could shape the future of the UK veterinary profession due to Brexit.
The members of the Taskforce are: the President of the College, Chris Tufnell; the CEO, Nick Stace; the Treasurer, Amanda Boag; Operations Director, Corrie McCann; Junior Vice-President, Stephen May; Acting Registrar, Eleanor Ferguson; Chair of Education, Susan Dawson; Head of Education, Chris Warman; Council member Stuart Reid; Chair of VN Council, Liz Cox; and Director of Strategic Communications, Lizzie Lockett.
The terms of reference include: considering how EU regulations currently impact the regulation of veterinary professionals in the UK, and making recommendations as to which should be maintained; looking at the issue of mutual recognition of veterinary graduates in Europe; considering workforce requirements and the implications of a new system of immigration; understanding the implications for the current RCVS agenda; considering whether a proactive RCVS agenda can influence any new UK legislation; reconsidering the College’s existing international strategy; and studying the financial impact on the College.
It was also agreed that the College should maintain communications with the British Veterinary Association and coordinate approaches where appropriate.
Dr Chris Tufnell, President of the RCVS, said: "Brexit has profound implications for our professions. The Presidential Taskforce is exploring all implications and will develop proposals that will seek to mitigate the risks and maximise the benefits that can flow to the veterinary professions and to animal welfare.
"We are working closely with representative bodies and others so that the veterinary professions have a coordinated and well executed plan in place. We are in discussions with all relevant Government departments, working collaboratively and constructively, ensuring that our voice is heard and our influence is felt."
The next meeting will be held on 15 September, with the third one scheduled for 9 November.

The WSAVA is calling on veterinary surgeons around the world and anyone with an interest in veterinary – and human – medicine to sign the petition to ensure access to ketamine in the face of lobbying by some countries, principally China, to have it put under international scheduling.
According to the WSAVA, proposals for international control stem from the misconception that ketamine is merely a 'recreational drug.' The WSAVA says this is inaccurate and devalues its huge contribution to human and animal medicine.
Dr Walt Ingwersen, WSAVA President Elect and Member of the WSAVA’s Global Pain Council, said: "In 2015, the WHO Expert Committee on Drug Dependence (ECDD) stated that the abuse of ketamine does not cause a global public health threat and that control would limit access for those using it as an anaesthetic. This view was confirmed at a meeting of the UN Commission on Narcotic Drugs in March 2016, helped by strong support view from the global medical and veterinary communities. However, China has repeated its view that ketamine should fall under international scheduling and we have no doubt that it will raise the issue again. This mean the risk to ketamine remains."
He added: "Ketamine is a safe anaesthetic which can be used without oxygen, ventilators, electricity and the support systems required for other products, making it the only anaesthetic suitable for both medical and veterinary use in lower and middle income countries. If developing countries were denied access to it, which would be the effect of international scheduling, the effects on veterinary medicine, human health and animal welfare would be devastating."
Dr Ganga de Silva, President of the Society of Companion Animal Practitioners of Sri Lanka, said: "Sri Lanka is a poor country with an underdeveloped veterinary profession. If ketamine was not available, in my opinion, all surgeries would have to cease as almost all of the veterinarians in the country rely on it for anaesthesia. The result would be suffering for animals and it would also seriously impact our ability to control rabies as we would not be able to carry out spay and neuter programs on stray dogs."
Dr Nancy Shaffran CVT, VTS(ECC), President of the International Veterinary Academy of Pain Management (pictured above), said: “In addition to its use as an anaesthetic agent, ketamine is a critical medication used in the pain management in animals. The mechanism of action of ketamine (NMDA receptor antagonism) delivered as a Constant Rate Infusion has been well established to be effective in the prevention and correction of severe neuropathic pain and spinal cord wind-up. The loss of ketamine in veterinary practice would result in the needless suffering of many patients and we strongly oppose this action. We are very grateful for WSAVA’s efforts to keep ketamine available for our patients."
Dr Walt Ingwersen added: "Ketamine is also used in human medicine as it has a particular value for use 'in the field' - for instance, in treating trauma patients, those with traffic and sporting injuries or affected by natural disasters and conflict. Taking these factors together, it is clear that ketamine is an essential medicine and we are determined to ensure that it remains freely available. We are continuing to harness our global veterinary community to highlight the importance of ketamine because this is a battle our patients can’t afford us to lose. By way of example, Emma highlights syringomyelia (SM) and mitral valve disease (MVD) in Cavalier King Charles Spaniels, two diseases which cause considerable suffering and which could be significantly reduced with selective breeding.
Following the uproar caused by the Pedigree Dogs Exposed programme in 2008, a voluntary BVA/Kennel Club SM screening programme was introduced in 2012. However, Emma says that in the time since then, during which 20,429 CKCS puppies have been registered with the Kennel Club, only 331 have been scanned.
She points out that there is still no official heart scheme in the UK, despite the Kennel Club promising at a meeting at the House of Lords in 2008 that they would introduce one.
Meanwhile, Sweden, Belgium, the Netherlands and Denmark have introduced mandatory heart testing schemes for CKCS, and the latest figures from Denmark apparently show there has been a 73% reduction in heart disease.
Back in the UK, this year's Crufts Best of Breed Cavalier sired his first litter untested when he was only 9 months old, against the recommendations of the MVD Breeding Protocol.
Emma said: "It's all very well single vets like me saying 'I'm bloody sick of this', but I don't know how we can change it unless the Kennel Club does something."
Responding in Veterinary Times, the Kennel Club’s secretary Caroline Kisko blamed the veterinary profession for the lack of progress with a heart testing scheme, saying: "The KC has been committed to developing a new heart scheme in the UK for many years but, unfortunately, the veterinary profession has been unable to agree testing protocols."
Emma said: "It is typical of the KC to blame the veterinary profession. It beggars belief to say a heart scheme is too complicated when many other countries have them already in place. At the very least the KC could insist on the well-accepted MVD breeding protocol being followed for Cavaliers. It would be a start. If we never do anything because it’s not perfect, how will we ever evolve change? Looks like us vets will just have to continue to pick up the pieces while dogs carry on dying.”
Long-time Cavalier health campaigner Margaret Carter has a petition on change.org calling for compulsory SM and MVD screening. It has amassed over 27,000 signatures. She said: "It [the Kennel Club] has been talking about a heart scheme for years. It has the know-how and power to not only create a scheme but insist breeders use it. While the Kennel Club prefers to placate its most important customers – breeders - more and more Cavalier puppies are being born to suffer from inherited disease.
"Its Assured Breeders’ Scheme (ABS) is almost meaningless for Cavaliers because the only health test required is for eyes: a token nod to health when the breed is plagued by conditions as horrific as SM and MVD.
"And with so few recorded Cavalier health tests because of the absence of a heart scheme and the breeder boycott of the official SM scheme, the KC’s Mate Select tool is rendered pretty useless too.
Margaret added: "We are very grateful to Emma Milne for voicing so powerfully the situation regarding Cavalier health, however unpalatable the truth might be to some. I’d ask all vets to follow Emma’s lead in writing to the KC and their professional bodies demanding action."

Agria Pet Insurance has announced an 'age amnesty' in May, during which time the company will quote for cover regardless of the age of a pet.
The company says it is common for the owners of older pets to have difficulties finding insurance cover for older pets, and a lack of cover may be a barrier to presenting the animal for regular health checks and disease investigations.
Agria has been offering five weeks free pet insurance plus insurance quotes without an age limit for rehomed older pets from rehoming centres and charities for a year now, in order to give prospective rehomers greater confidence to take on the additional commitment of an older pet.
The company says that opening up the offer to all pet owners through May offers a rare opportunity to insure potentially vulnerable senior dogs and cats.

Zoetis has announced the launch of Simparica, a once-monthly oral medication for the treatment of flea, tick and mite infestations in dogs beginning at eight weeks of age.
The company says the new product, which comes in the form of a tasty chewable tablet, acts quickly and provides continuous protection for 35 days without losing efficacy at the end of the month.
Simparica is effective against both Ctenocephalides felis and Ctenocephalides canis flea infestations in dogs.² It starts to kill fleas quickly within three hours³ and continues to kill fleas for at least 35 days², making it suitable as part of a treatment strategy for Flea Allergic Dermatitis.
The product also protects dogs against infestations with the most common ticks found to infest dogs in Europe2,4, including Dermacentor reticulatus, the species associated with the disease babesiosis, which has recently been reported in the UK. It’s also the only treatment for Ixodes hexagonus, one of the most prevalent ticks in the UK. The killing effect against Ixodes ricinus starts within 8 hours after a single oral administration and over 96% are killed within 24 hours.4
Zoetis says Simparica is also effective against Rhipicephalus sanguineus, and Sarcoptes scabiei, and that laboratory evidence shows efficacy for Demodex Canis and Otodectes Cynotis.

Merial has announced the launch of Viral Cats, a national campaign designed to educate one million cat owners about the importance of vaccination.
According to PDSA research, approximately 3.9 million cats in the UK are not up to date with their vaccinations and around 2.7 million cats have never been vaccinated1.
As part of the campaign, Merial is pushing a series of animations to cat owners via Facebook, which link to the campaign website: www.viralcats.co.uk. The website offers detailed information about the importance of vaccination and interactive content including a 'risk checker' quiz.
The 'risk checker' quiz will ask owners a series of questions to find out whether their cat is up to date with its vaccinations. If not, they'll be directed to speak to their vet. If the vet recommends restarting the primary vaccination course, owners will be able to download an amnesty voucher – directing them to participating practices to get their pet back on track. For those who are up-to-date with their cat’s vaccinations, but want to help spread the word, there will be a competition and prize.

At the outset of the hearing, Ms Giles admitted that between 1 August 2012 and 21 June 2016 she had failed to respond to reasonable requests from the RCVS to share her CPD records – these requests amounted to 11 letters, two emails and three telephone calls. Of these attempts to contact Ms Giles, she responded to just one email. This was in May 2016 in which she issued an apology (and an explanation that she had moved address) and offered to provide certificates proving that she had undertaken CPD – despite the fact that no such evidence could in fact be produced.
During the proceedings the RCVS asserted that Ms Giles had failed to comply with several crucial aspects of the Code of Professional Conduct for Veterinary Nurses – namely that all members of the profession are expected to undertake at least 45 hours of CPD over a rolling three-year period in order to keep their professional skills and competences up-to-date, that these CPD records should be provided upon request and that members of the profession must comply with reasonable requests from the RCVS.
In her evidence Ms Giles said that she knew she should have responded to these requests but admitted that she did not originally regard the requests as important and thought that the matter would 'go away' if she did not respond. When it became clear that this was not the case she said she found it difficult to face up to her obligations. She also admitted that her failures to respond were unprofessional and that she now has an appreciation of the importance of undertaking CPD in terms of keeping up with changing practices and advances in veterinary and nursing practice.
Having found the charges against her proved and finding her guilty of disgraceful conduct, the Committee then considered its sanction against Ms Giles. The Committee took into account the seriousness of Ms Giles' failings in that she made repeated decisions not to comply with requests from the RCVS over a protracted period of four years.
Professor Alistair Barr, chairing the Committee and speaking on its behalf, said: "Your failures show, inevitably, a disregard for the regulatory responsibilities of the RCVS to police veterinary nurses' obligations to fulfil their CPD requirements."
He added: "The RCVS can only seek to ensure compliance with those obligations at one step removed, namely by requesting information from its registrants that they have complied with their CPD obligations. They are in this respect, therefore, heavily dependent on the cooperation of registrants to provide full, honest and prompt responses to their reasonable requests for confirmation of their compliance. It is that which has been sorely absent in this case."
The Committee heard mitigating evidence on behalf of Ms Giles including witness statements and letters from current and former colleagues which complimented her communication skills with work colleagues and animal owners and in which it was accepted that she is a "valued member of the veterinary nursing profession."
The Committee also recognised that she had shown insight into her failings, that she had not attempted to excuse the failures to respond to the RCVS and had been making efforts to keep records of her CPD.
However, the Committee decided that a suspension from the Register would be the most appropriate sanction. Professor Barr said: "The mitigation that has been advanced on your behalf has been considered by the Committee and that has served to reduce the period of suspension that a bare account of the facts pertaining to the charge laid against you might suggest is appropriate.
"In the result that mitigation has persuaded us that we would be acting consistently with our public duty by imposing a period of suspension of two months. In imposing that sanction we have noted the evidence as to your professional competence and your other professional qualities. The Committee trusts, therefore, that once you have served your period of suspension you will return to the practice which you say you love."
The ban on gatherings applies to birds at higher risk of avian flu including chickens, turkeys, ducks and geese, and restricts events such as livestock fairs, auctions and bird shows.
Since the disease was declared on 16 December it has now been confirmed all 2,500 birds at the farm have been destroyed, the farm has been disinfected and there have been no subsequent cases reported, though a 3km Protection Zone and a 10km Surveillance Zone around the site remain in place.
The ban is part of the Government’s measures to tackle the disease and reduce the risk of the virus spreading, which includes a requirement to keep all poultry and captive birds housed or otherwise separated from contact with wild birds and advice urging farmers and poultry keepers to ensure strict biosecurity standards.
The ban on gatherings does not apply to pigeons or aviary birds which are at much lower risk of passing the disease to domestic poultry. It will be kept under review and may be lifted or amended if the risk level changes.
Advice from Public Health England remains that the risk to public health from the virus is very low. The Food Standards Agency has also made clear bird flu does not pose a food safety risk for UK consumers. There is not anticipated to be any impact on the supplies of turkeys or other birds over Christmas.
Chief Veterinary Officer, Nigel Gibbens, said: "While we have seen no further cases of bird flu following the outbreak in Lincolnshire, we must continue to be vigilant and do all we can to protect against this highly pathogenic strain of the disease.
"This ban on gatherings is a proportionate step that will help protect our farmers and bird keepers from seeing their flocks infected with this disease that can have a devastating impact on poultry.
"The risk to human health continues to be very low and there is no impact on the food chain, but infection at a gathering could lead to rapid dispersal of infection to kept birds in many locations.
"Our Avian Influenza Prevention Zone remains in place across the country and anyone who has regular contact with birds should stay alert for signs of disease, maintain the highest biosecurity standards and take all reasonable steps to minimise contact between poultry and wild birds."

The BVA has expressed its disappointment at a report instructed by the Welsh Government that recommends CCTV should not be mandatory in slaughterhouses in Wales.
The Safeguarding Animal Welfare at Slaughter Task and Finish Group’s report, which outlines the findings of the Group’s investigation into the welfare of animals in slaughterhouses and the potential role of CCTV, concluded that there was not a "sufficient basis" for making CCTV in Welsh abattoirs mandatory.
The BVA and the Veterinary Public Health Association (VPHA) believe mandatory CCTV in slaughterhouses and veterinary surgeons' unrestricted access to CCTV footage are vital in order to safeguard animal welfare, assist with enforcement and instil customer confidence.
Dr Neil Paton, BVA Welsh Branch President, said: "We are disappointed that the Task and Finish Group has not taken on board the concerns of vets working in slaughterhouses and not followed the logic of their own arguments about the benefits of CCTV highlighted in the report. While we know that CCTV is not the answer to all welfare concerns, it is recognised as an important tool by the Farm Animal Welfare Committee and encourages the highest standards of animal welfare and good stockmanship. We also need to ensure that where CCTV is installed, vets can have access to the footage. If there isn’t CCTV footage, or vets cannot access the footage, how can the number of reported incidents in abattoirs be verified?"
The report, The Need for and Possible Implementation of a Workable System of CCTV in All Slaughterhouses in Wales, details that only eight large abattoirs of the total 26 abattoirs in Wales have CCTV. Although the bulk of animals in Wales are slaughtered in these eight abattoirs, lack of CCTV in other abattoirs means 3.4% of poultry are slaughtered without CCTV safeguards, accounting for over 2 million birds, and 10.5% of sheep, pigs and cattle are slaughtered in abattoirs without CCTV – nearly 385,000 animals. The potential risk of welfare harm to these animals is increased by this lack of CCTV.
Gudrun Ravetz, President of the British Veterinary Association said: "What vets who work in slaughterhouses, and all those who care about animal welfare, are striving for is a culture of compassion in abattoirs. CCTV is an important tool in encouraging and implementing such a culture. The report’s recommendations encourage abattoirs to install and use CCTV effectively for training purposes, but, together with the VPHA, we would like to re-emphasise our calls for CCTV to be mandatory in all slaughterhouses in the UK and for legislation to ensure that footage is readily available to vets. We recognise that the cost of installing CCTV may be a burden for some very small abattoirs, but it is important that the animals we farm for food have both a good life and a humane death and CCTV has a key role to play in ensuring these requirements are met."
The report also outlined a number of other recommendations, which are welcomed by BVA, including the request for grants to be made available to assist small sites invest in the equipment and an additional focus on the improvement of welfare of animals during transport to slaughter.
