The patient-side test identifies urinary tract infection (UTI) and the best antibiotics to treat the condition, with the results produced in minutes.
Test and Treat says the new test means that vets will no longer have to treat empirically while a urine sample is sent to an external laboratory. Nor will you have to risk delaying treatment until the results are received.
In addition, the company says that the test will help support the responsible use of antibiotics, which is particularly important given that Enterococci strains identified in canine urinary infections have been found to be resistant to three or more antimicrobials1.
U-treat is a two-part test. The first part of the test detects the presence of a urinary infection. The second part of the test looks at antibiotic susceptibility, showing the best choice of antibiotic and identifying those that won't work due to antimicrobial resistance.
Using the principles of bioluminescence, U-Treat removes host cell ATP before lysing bacterial cell walls to release bacterial ATP, which is then detected using a luminometer. The initial detection of infection test takes five minutes and the susceptibility test takes 30 minutes.
Clinical evaluation of the test in cats and dogs was carried out at University of Tennessee in conjunction with Prof. David Bemis of Cornell University. The company says U-Treat demonstrated high levels of sensitivity (97.1%) and specificity (92%), compared to lab tests.
The test is currently validated for use in dogs and cats and is being investigated for use in horses. While the test will launch first in the veterinary world, it also has scope to cross over into human medicine where there is potential to use it in general practice, paediatric and geriatric care.

The Vet Wellbeing Awards, which are now in their fourth year, are designed to highlight positivity within the profession by sharing stories and initiatives from veterinary workplaces that demonstrate commitment to improving staff wellbeing.
The Awards also aim to support all practices to take a structured approach towards evaluating their own wellbeing support systems.
This year, for the first time, feedback will be given to practices that enter about the areas where they are doing well and those where they can improve. The organisers hope that this change to the Awards process will encourage practices to think of wellbeing support as an area of continuous development.
However, they also hope that practices will use the entry process as an opportunity to audit wellbeing even if they don't plan to enter.
Liz Barton, SPVS Board Member, said: "Going through the entry form and evaluation process is valuable for every vet practice, even if they don’t feel they’re ready to enter the Awards just yet. Sitting down as a practice team for a few hours and working through the questionnaire is a highly useful exercise for facilitating celebrating areas where your practice is doing well for wellbeing, and also highlighting some areas for improvement for years to come."

There are three award categories that practices can enter depending on the number of employees: small practice (15 or fewer full time equivalent team members (FTE)), medium practice (16 to 50 FTEs) or large practice (51 or FTEs).
The Award application form covers six aspects of work that, if well-managed, can promote wellbeing and reduce the risk of work-related stress, and the Award judges will be looking for evidence of commitment to enhancing wellbeing for each of these.

Winning and Highly Commended practices will receive a dedicated logo and certificate for display. The winners in each category will also receive two registrations and banquet tickets for SPVS/VMG Congress 2020.
In addition to the Wellbeing Awards, the RCVS and SPVS are also running the Practice Star nominations, which are open to all veterinary practices.
These nominations aim to support practices to thank someone in their team who has gone the extra mile to make the practice a happy place to work, whether this be through introducing an initiative that makes everyone’s work life better, going out of their way to support a colleague going through a tough time, or just making everyone smile.
To enter, practices need to send in their nominee’s name, job title and contact details, and a short paragraph explaining why they have been chosen. They will then receive a certificate congratulating them for being nominated as the practice’s very own ‘Practice Wellbeing Star’.
The closing date for both the Wellbeing Award entries and Practice Star nominations is Friday 22 November 2019.
The new standards framework sets out the professional values, knowledge, skills and behaviours that are required of awarding organisations and higher education (HE) institutions that provide the curricula, the centres that deliver the courses and their affiliated training practices, as part of the College’s accreditation and re-accreditation processes.
The new framework focuses on six main standards, which apply to awarding organisations/HE institutions, the centres and training practices. The standards are: learning culture; governance and quality; student empowerment; educators and assessors; curricula and assessment; and effective clinical learning.
Julie Dugmore, RCVS Director of Veterinary Nursing, said: "In our previous set of standards there were separate policies and documents for training practices, the centres and the awarding organisations/HE institutions. This now brings all those disparate policies into a unified whole.
"The new standards also place a greater focus on innovation and different types of learning. The previous standards very much assumed that the learning would be done on a face-to-face basis, but we know that, increasingly, student veterinary nurses may be getting the majority of the contact time with their educational institution online and that many institutions have brought in blended learning programmes. These standards recognise this fact and that there are many different ways to learn.
"A greater focus on the student experience is another thing that has really been bolstered in these new standards. For example, we would now be looking for evidence that educational institutions and training practices are providing the support needed for student veterinary nurses to look after their mental health and wellbeing, and that academic and pastoral support is provided to prepare them for independent, reflective practice.
"The new standard will be formally brought into force in January - although for those institutions and organisations that are currently going through the accreditation or re-accreditation process, they can opt to still be assessed via the previous set of standards."
The new standards were drawn-up by a working group comprising VN Council members Alison Carr, Andrea Jefferies and Kathy Kissick, as well as Julie Dugmore.
Veterinary nursing educators were invited to a consultation day in July when they were introduced to the new standards and invited to give feedback.
Kathy Kissick said: "As a former Head of Veterinary Nursing at Myerscough College, I am very glad that we have finally been able to realise and build in the importance of student empowerment into these standards – recognising that veterinary nursing education and training is not just something being done for our students, but something they have a voice and role in shaping.
"Allowing greater choice in the methods and means by which veterinary nursing education is delivered is also a passion of mine and, again, this is something these new standards fully recognise and allow for."

The two-month campaign is comprised of a series of very polished videos which are now being shared on YouTube.
The videos share the experiences of a number of veterinary professionals from PSS practices who talk to the camera first as owners themselves, and then as vets.
The College says the aim is to demonstrate to the public that their animals will receive veterinary care from empathetic practice teams committed to delivering the kind of veterinary care they would want for their own animals.
Mandisa Greene, Chair of the Practice Standards Group, said: "In order for a veterinary practice to be accredited under the Practice Standards Scheme it needs to demonstrate that it is meeting a broad range of stringent standards and undergo a rigorous independent assessment every four years.
"However, we know that awareness and understanding of the Scheme amongst animal owners is relatively low, and that there is always more we can do to help change this. We have therefore developed this digital campaign to help RCVS-accredited practices explain to animal owners what RCVS-accreditation means, and why they should care about it.
"We think it’s important that RCVS-accredited practices, which go through a great deal of effort and work to achieve their accreditation, receive the recognition they deserve and we hope that they will help us to spread the word far and wide."
Ian Holloway, RCVS Director of Communications, said: “A vital ingredient of this campaign will be the support and involvement of RCVS-accredited practice teams right across the country. Through the new service, which is designed to save clients' time and improve compliance, practices can arrange for owners to receive Bravecto for 12 week flea and tick control, together with the wormer of the vet's choice for six months to a year.
To use the new service, practices need to register clients on a portal provided by Easy Direct Debit (EDD) during the appointment. The first prescription is then dispensed at the practice with subsequent prescriptions sent direct to the owner in the post.

The centre was launched in February last year after an 8-month briefing and design period, followed by a 9-month construction and fit-out process.
Paragon and DesM also picked up the top prize in the Conversion category, awarded to practices which have made use of buildings previously used for other purposes.
John Marsh said: "Our aim was to build on our experience with two previous small animal hospitals for the RVC and Lower Langford Veterinary School, in designing a 'practitioners' answer' to veterinary care, but adapted to a more commercial facility, mindful of a practical but bright working environment for both the clinicians and owners, where it is a pleasure to work and a catalyst for enabling the best possible animal care."

In their report, the BVHA assessor said: "The premises are spectacular in design and appearance, creating an immediate impression of clinical excellence and quality patient care to both clients and visiting clinicians.
"The quality of the clinical work being undertaken was easy to see. There was a very positive attitude to training and induction routines, as well as mental health and team welfare."
330 people who took part in the survey were presented with a list of management and leadership skills. Those of the respondents who are leaders were asked to rate their confidence in applying the skills, whilst those in non-management positions were asked to rate their line manager's skills. Both sets of respondents were also asked to place the skills in priority order.
The management skills were: Setting clear tasks and objectives. Providing clear roles and responsibilities. Communicating clearly and effectively. Monitoring and evaluating. Planning and organising. Effectively managing difficult situations.
The leadership skills were: Providing rationale and explaining why. Regularly providing and seeking feedback. Building trust. Providing guidance and training. Creating development plans and opportunities.
Interestingly, the survey found a close correlation between how the leaders and the employees prioritise these things, with management skills being perceived as more important overall than leadership skills.
Communicating clearly and effectively was deemed the most important skill of all (ranked 9 out of 10 by both groups). Meanwhile, creating development plans and opportunities for others was prioritised the least (ranked 3.7/10).
But hang on a moment. If both the managers and the employees agree that creating development plans and opportunities is the least important thing, then surely it is? In other words, if employees say that creating development plans is unimportant, then surely it is unimportant, and if leaders think the same, they would appear to be right.
Maybe, maybe not. Perhaps employees don't know what's good for them, and leaders don't know what employees don't know what is good for them. If you take my point.
Veterinary leaders were then asked to rate their confidence in applying the listed leadership and management skills. The skills which elicited the largest number of 'not confident' responses were: monitoring and evaluating performance, regularly providing and seeking feedback, and creating development plans and opportunities for others.
The skills with which leaders were most confident were: communicating clearly and effectively, building trust, and providing rationale and explaining why.
Again, there was a close correlation between prioritisation of these skills and confidence levels.
VMG Vice President Richard Casey (pictured right) said: "The survey has helped us to identify priorities for learning and development both at our 2020 Congress and during our joint CPD programme next year. It is striking that the very skills required to motivate colleagues to remain in veterinary medicine and to support them in doing so are the ones which so many veterinary leaders admit that they lack confidence. Given the challenges the profession faces, it is also concerning that they appear to be undervalued both by veterinary leaders and the team members who report to them.
"Delegates to SPVS-VMG Congress and our other 2020 CPD events will benefit from a wealth of evidence-based lectures from experts on all aspects of veterinary leadership and management, enabling them to improve their own performance and contribute to an overall raising of standards of leadership and management across the veterinary sector."
Peter Brown, Senior Vice-President of SPVS, said: "We know that veterinary students receive an excellent clinical training and, in recent years, universities have started to include more non-clinical skills on the curriculum. However, these results suggest that when professionals move into more senior roles, be it leading a team or running their own practice, they find they still need to acquire new skills. SPVS’ role has always been to equip veterinary professionals to be effective leaders and SPVS-VMG congress is an excellent opportunity to both hear inspiring speakers and meet and learn from fellow leaders within the profession."

The scheme uses a traffic light colour system of vaccination reminder stickers which veterinary surgeons can place on the front of passports at each vaccination appointment. If the 6-month pilot is a success, the initiative will be rolled out across the UK in the summer.
BEVA says that despite the best efforts of numerous equine welfare charities to address the obesity issue, a significant proportion of owners are either not recognising obesity in their horses, or not being motivated to take action.
For this reason, the Association decided to try and confront the problem in a different way, using knowledge gained from the Behavioural Insights Team (BIT) – a government think tank specialising in behavioural economics and psychology.
Lucy Grieve, President Elect of BEVA and part of the Association’s obesity campaign working group, said: "Determined to look at new ways to positively engage with horse owners, we harnessed the BIT’s experience of what methods work most effectively and came up with a simple, practical scheme revolving around vaccination visits, which could be affected by vets themselves."
The idea is to use the routine annual or six-monthly vaccination visit as a time to assess a horse’s body condition. After the vaccination is given and the body condition assessed, a colour-coded vaccination reminder is stuck to the front of the passport, both to remind the owner when the next vaccination is due and to start a conversation about body condition.
A green sticker indicates a ‘healthy’ body condition. Amber means the horse is carrying too much fat tissue and needs moderate changes to diet, exercise, management, rugging and clipping regimes. Red implies that the horse is carrying excessive amounts of fat tissue which are placing the horse in morbid danger.
Amber or red stickers provide the opportunity to talk about the potential impact on the horse’s health and what needs to be done.
If there isn't enough time to talk about it during the appointment, the sticker includes a colour-specific QR code which the owner can use to access additional information via their smartphone in their own time.
One of three short, colour-specific videos will explain the reason their horse has been designated the colour of sticker on their passport, leading to a link to more specific advice on what the owner needs to do next. Having swotted up on the background information beforehand, the owner can then discuss the various management options with their vet at a convenient time.
Lucy said: "The first challenge is helping owners recognise when their horse is overweight. Once this has been established then we can make a plan to correct the problem as a team.
"The owner needs to be on board and committed in order to carry out the tough task of reducing the weight of their horse. We hope that owners will be ‘nudged’ by the sticker intervention to consider the information they have been offered and start to tackle the problem before it causes life-threatening disease."
Nine equine veterinary practices were invited to participate in the pilot scheme, including Loch Leven Equine Practice in Kinross. Managing director Liz Somerville said: "We have been focusing on equine obesity for the last couple of years including running a #FitnotFat campaign last year to try to highlight the growing obesity problem in our horses. Unfortunately, it sometimes feels that we are banging our heads against a brick wall so when BEVA came up with a new approach to try and get the message through to our owners it was too good an opportunity to miss."
BEVA says that at the end of the pilot, it will assess how well the project has worked for the vets involved, what proportion of owners used the QR codes, visited the advice pages and sought guidance from their vets.

532 veterinary practices responded to the survey, which was sent to 3,096 veterinary practices for which the RCVS had a unique email address, on 3rd April.
The survey found that:
Three-quarters of those who responded to the survey answered a question on how the RCVS could better support veterinary practices through the crisis. The most frequent response (27%) was that the RCVS needed to provide clearer guidance, in particular as to what services it was permissible for veterinary practices to provide [the College published its updated guidance and flowchart on 9 April].
Of those who responded to the question, 15% felt that the RCVS was doing a good job or that there was nothing more it should do, while just 2% of responses expressed negative sentiment towards the RCVS.
Lizzie Lockett, RCVS Chief Executive, said: “I would like to thank all those practices who took the time in what is already a very fraught situation to respond to our survey and provide the evidence we need to gain a holistic picture of coronavirus’ impact on the business and economics of veterinary practices. We plan to continue running these surveys on a regular basis in order to gauge impact over time and the findings will feed into our policy and decision-making.
"This ongoing research will also be a vital tool when we are talking to Government and other bodies about the impact of policy on the veterinary sector. On this note, we are aware of the challenges of a minimum furlough period of three weeks given the need for practices to take steps to offer 24/7 emergency and critical care, and have written to government on this with some case studies around the impact this is having.
"To those on the ground it won’t come as too much of a surprise that the impact of the coronavirus has been profound in areas such as practice turnover and staffing, with many vets, veterinary nurses and other support staff being furloughed with the aim of signing them up to the Government’s Coronavirus Job Retention Scheme.
"There are some bright spots in the data we’ve gathered – very few practices reported that they had made or were planning to make staff redundant, and many practices reported mitigating the challenge of social distancing by carrying out consultations with new and existing clients remotely.
"Since the survey took place we have also taken steps to meet some of the requests for greater clarity and guidance from the RCVS with the publication of our flowchart helping practices to decide what treatments it is appropriate to carry out safely amidst the COVID-19 pandemic."

The next practice impact survey is planned for early May.
The company points to research which shows that most dogs and cats whose congestive heart failure is well controlled by medication will have a stable sleeping respiratory rate of less than 30 breaths per minute1,2.
Vetoquinol says SRR is a sensitive indicator of pulmonary oedema or pulmonary effusion which can occur as heart failure patients deteriorate, and that monitoring of SRR is a useful biomarker for veterinary surgeons, allowing you to track progression of congestive heart failure and to detect stability during treatment.
The company also says SRR is most easily detected by the owner when the pet is asleep: using the app to count and record SRR gives clients a good indication of when to seek veterinary intervention and generates data that helps veterinary teams seeking to minimise unnecessary face-to-face contact but still provide emergency care.
While an SRR in the reference range does not exclude heart disease, it reduces the probability that the patient is suffering from left sided heart failure, so may also be a useful measure for remote triage as part of a wider assessment. Other causes of elevated SRR include pain, pneumonia, stress and heatstroke.
Helen Hunter, Product Manager at Vetoquinol and part of the team that developed the app said: "Being able to monitor patients with congestive heart failure is important at any time but during lockdown, with some routine checks having to be postponed, having a means of remote monitoring is more important than ever.

Dave said: "Sleeping respiratory rate is one of the most useful ways to monitor an animal in CHF or to look for signs of CHF developing. By encouraging pet owners to monitor and track the dog's sleeping respiratory rate at home, owners can provide vets with a valuable insight into the success of the current treatment regime. The UpLife app is free and will be really helpful to vets and pet owners, both now during lockdown and in the future."

As part of its review, the College had planned a series of focus groups of veterinary surgeons and nurses across the UK. However, these have had to be delayed both because of social distancing rules and because of the pressures that practice teams are currently working under. However, the agency tasked with hosting the focus groups is now exploring alternative options and it is hoped there will be a revised timetable soon.
In the meantime, the College says it now plans to commission an additional independent agency to survey veterinary surgeons about their experience of remote prescribing during lockdown.
In March, RCVS Council agreed to temporarily allow veterinary surgeons to prescribe prescription-only veterinary medicines remotely, without first having physically examined the animal, subject to a number of conditions and safeguards being in place.
This position is due for review by 30th June, and the College will be looking for feedback and data from veterinary surgeons about your experience of remote prescribing, in order to determine whether these arrangements can continue, with or without any extra safeguards.
Because remote prescribing is also one of the most important aspects of the planned under care review, feedback gathered now will help inform future discussions too.
RCVS President Niall Connell said: “We recognise the current conditions that veterinary practices are working under in no way represent normal practice life. Most practices will not have been set up to offer remote services and remote prescribing in a way that they might have chosen, given sufficient time and appropriate detailed guidance, if indeed there are any future guidance changes after the review.
"However, we feel it would be remiss of us not to seize the opportunity arising from this current crisis to ask about the experiences – good or bad – of those on the frontline of clinical veterinary practice in providing remote services to their clients.
"Whilst this will be no substitute for the formal evidence gathered by the research agency in due course, whatever data and feedback we can collate from veterinary practices at this unique time for our professions will, I’m sure, be extremely valuable to our ongoing discussions."

According to the Associations, a number of practices have been offering unpaid work, and whilst these offers may seem attractive to newly qualified vets who want to gain access to veterinary workplaces, they devalue the individuals and the veterinary profession.
Offering unpaid roles also exacerbates the problems surrounding lack of access to the profession for those who can’t afford to work for free and contradicts efforts to widen participation in the veterinary sector.
In addition, there are governance issues associated with individuals undertaking veterinary roles before they are registered with the RCVS and there are concerns around individuals undertaking voluntary roles without indemnity insurance.
The Veterinary Defence Society has advised that the Veterinary Surgeons (Practice by Students) (Amendment) Regulations 1993 allow veterinary students to carry out acts of veterinary surgery under the direction and supervision of a veterinary surgeon. After graduating as a vet, individuals are no longer classified as “veterinary students” and must either revert to only doing work which would be delegated to a lay member of staff or register with the RCVS.
Once registered with the RCVS, graduates must abide by the Code of Conduct whether they are volunteering or paid. One such requirement is that veterinary surgeons must have professional indemnity insurance. Veterinary graduates cannot register as a veterinary nurse and if they are not registered as a veterinary surgeon, they must not undertake those acts of veterinary surgery that can lawfully be delegated to RVNs.
BVA President Daniella Dos Santos said: “The Covid-19 crisis has thrown up many challenges for veterinary practices, but we make a plea to the profession not to exploit final year students and new graduates at this difficult time. These individuals are professionals and they deserve to be paid professional new graduate salaries, as we all were. There is a problem to be solved with regard to safe working, particularly in large animal and equine practice, but underpaying and undervaluing people is not the solution.
“BVA has been working with Vet Schools Council and others to champion diversity in our vet schools and the wider profession. If we only provide opportunities for those who can afford to work for free, we will be taking an enormous step backwards.”
Izzie Arthur, AVS President (pictured right), added: “We know that final year students are worried about job prospects and that these offers will be attractive, but we are deeply concerned that it devalues the skills and knowledge that have been built up throughout the degree.
"We’re asking vet practices to champion the next generation by providing paid opportunities for newly qualified (registered) vets and the support needed to get through the professional development phase so that they can become valued members of the team."
On 9 April, the College published a flowchart to help veterinary professionals to decide whether or not to carry out a particular type of work, whilst ensuring the health of their teams and clients, and working to uphold animal health and welfare.
The flowchart has been updated as follows:
Firstly, the box that previously said:
‘Can you effectively support the case while maintaining social distancing for your team and the public?’
now says:
‘Can you effectively support the case while abiding by the appropriate social/physical distancing guidance for workplaces to protect your team and the public?’
The College says this new wording better reflects the different language and varying guidance in place across devolved nations. It also recognises that the new government guidance is not just about maintaining a 2m distance, for which ‘social distancing’ appears to become a shorthand, but accepts that other biosecurity measures might be appropriate if the 2m rule cannot be followed in the workplace.
Secondly, the box that previously said:
‘Could the planned intervention have animal health and welfare or public health implications if not carried out within two months?’
‘Could the planned intervention have animal health and welfare or public health implications if not carried out?’
This change recognises that this phase of lockdown-exit may carry on for longer than a two-month period; it therefore leaves it to the clinician’s professional judgement in terms of the implications versus the risk, rather than seeing it within a specific time-period.
RCVS President Niall Connell said: "I’m grateful to the members of our Covid-19 Taskforce for continuing to keep under review our key guidance to the profession during the ongoing pandemic. Whilst these latest changes do not represent any significant changes for vets and vet nurses as they continue to care for the nation’s animals, it is important that we continually keep our guidance in line with that of the UK’s governments."

It is hoped the survey will capture the experiences that vet nurses have had reporting ADRs, as well as identifying barriers to the current process which could be used to improve the ease with which ADRs are reported in the future.
PhD student Heather Davies (pictured right), who is leading the research project, said: "The survey is an important opportunity to gain insights into the issues that vet nurses face when dealing with ADRs.
"We want to make the process easier in order to improve the safety of veterinary medicines, and ultimately, we need the help of professionals on the front line in order to do that."
She added: "The survey is relatively short and can be completed anonymously.
"We’re really keen to gather as many of your experiences as possible so we’d like to encourage veterinary professionals to complete it."
The research is being carried out as part of a PhD project funded by the Veterinary Medicines Directorate (VMD) in collaboration with the Small Animal Veterinary Surveillance Network (SAVSNET), based at the university.

Andrew Parry MRCVS, an RCVS and European Specialist, heads Diagnostic Imaging at Willows. He said: "Our previous CT scanner was excellent but all technology moves on. We wanted to ensure we maintained our position at the forefront of specialist veterinary diagnostic imaging.
"We have a large cardiology service and the Siemens scanner, with its advanced cardiac imaging package, will allow the team to gain a huge amount of information about cardiac disease and other vascular abnormalities. This combination of technology and on-site Specialist imaging expertise is unusual, even at a referral level.
"A further advantage of the new scanner is its use of tin filters, which enables it to produce high quality images of regions of high contrast, such as feline chests."
Willows has also invested in a software package which does all sorts of clever stuff to bring the images to life for clients.
He said: “The syngo.via software allows anyone to access and manipulate images from any computer in the hospital. This can be building complex models or more straightforward multiplanar reconstruction.
"Specialists can show models to clients immediately, while surgeons can manipulate images in theatre and all clinicians can view and interact with images from their own working environment.
"Additionally, we have invested in Siemens-manufactured software called syngo.via Cinematic VRT, which means we can build, rotate and fly through volume rendered CT models with clients, giving them a dynamic understanding of anatomy and pathology."
This, says the government, would be one of the toughest sanctions in Europe, strengthening the country's claim to be a global leader on animal welfare.
The Animal Welfare (Sentencing) Bill comes after a public consultation held last year which found that more than 70% of people supported proposals for tougher prison sentences. It will allow the courts to take a tougher stance on things like dog fighting, puppy and kitten abuse, and neglect of farm animals.
The new Bill has been welcomed by animal welfare charities.
Chief Executive for the RSPCA, Chris Sherwood, said: "This reform is long overdue. Those responsible for extreme cruelty towards animals or those criminal gangs involved in organised animal crime will now face the tough justice they deserve.
"We need to better protect our animals and the RSPCA hopes that this new Animal Welfare (Sentencing) Bill will give courts the powers they need to punish those responsible for the most unimaginable cruelty to animals.
"We also believe this will act as a much stronger deterrent to others and help us stamp out animal cruelty once and for all."
James Yeates, Cats Protection’s Chief Executive said: "We very much welcome this announcement which is an important step in ensuring the UK is one of the world leaders on animal welfare issues.
Claire Horton, Chief Executive of Battersea Dogs & Cats Home, said: "The introduction of this bill is a landmark achievement, which will make a profound difference to dogs and cats in England and Wales."
The BCVSp says the aim of its proposal is to identify practices that offer a multi-disciplinary referral service, to incorporate standards for specialist care and to define training, veterinary and nursing qualifications, behaviours and facilities which optimise management of cases with complex problems and those requiring advanced diagnostic and/or therapeutic approaches.
Terry Emmerson Hospital Director at North Downs Specialist Referrals and BCVSp trustee said: "Increasing numbers of veterinary graduates are choosing to pursue training leading to post-graduate diplomas and RCVS recognition as Specialists.
"Many vets and nurses are working in groups that allow a multidisciplinary approach to be offered to animals with complex problems. We hope that we can devise a new accreditation strand to give the animal-owning public the ability to distinguish multidisciplinary specialist hospitals from general veterinary hospitals in order to make informed choices regarding the veterinary care they wish to access for their animals."
BCVSp has proposed that prior to entry into the new strand, VSH(M)s would first be required to meet the Core, GP and Veterinary Hospital requirements in all of the modules (Small Animal or Equine as appropriate) and achieve Awards Points at Outstanding level in the relevant modules. BCVSp has put forward an outline plan which is currently being considered by the PSG in which VSH(M)s will be required to offer a minimum number of services but there will also be scope for individual units to highlight particular areas of expertise.
Celia Marr, BCVSp Chairman said: "A key element of the strand we are working on is that each service will be led by RCVS Specialists ensuring on-going accreditation of the experience and expertise within the range of services that together underpin a multidisciplinary approach to case management. We have consulted widely amongst our members to reach consensus on the standards each specialist service should be aiming for."
She added: "We hope to work together with the PSG to develop an accreditation within this strand over the next few years, however working through the current PSS modules to Awards Points level is not easy. Specialist-staffed hospitals aiming for the multidisciplinary strand will need to start planning their approach as soon as possible."
Mandisa Greene, Chair of the Practice Standards Group, said: "The RCVS Practice Standards Group welcomes BCSVp’s proposal and the passion of the group for developing this new accreditation level. Both the PSG and the RCVS Standards Committee will be working with the BCVSp to consider the proposal's feasibility, how the accreditation level might be achieved, potential levels of interest and other criteria in the coming months. It is critical that specific criteria which BCVSp and the RCVS Practice Standards Group develop together are clear, transparent and testable."

They include the successful completion of its governance review, the launch of the Graduate Outcomes consultation (the biggest in 20 years) and the Edward Jenner Leadership Programme (a massive open online course to develop leadership skills at all levels of the profession).
The College also highlights the continuation of its Mind Matters Initiative and how the initiative's aim - to encourage a compassionate and empathetic profession - is becoming a central part of the College's core strategy.
The report also covers the work done by the College to explore an outcomes-based approach to continuing professional development (CPD), review Schedule 3 and the Veterinary Surgeons Act, plan for the UK’s exit from the European Union and promote (jointly with the BVA) the benefit of registering with a vet to the public via a social media campaign.
The report includes the College’s independently-audited finances with details of income and expenditure. Whilst the College is not a charity, the accounts have been prepared in accordance with the Charities Statement of Recommended Practice – a framework for charity accounting and reporting, which allows easier comparison with the finances of similar bodies.
The report will be presented for adoption by members of the College at this year’s RCVS Day on Friday 12 July 2019 at the Royal Institute of British Architects.

Claire Gotto, Veterinary Advisor at MSD Animal Health said: "With increasing numbers of pets travelling abroad1 and the risk of exposure to exotic diseases, we need to ensure Britain’s pets are protected by providing owners with advice on comprehensive preventative healthcare for their travelling pets.
"This is particularly important as pet travel legislation is primarily in place to protect human health, and pet owners may be unaware of the similar risks to their pets.
"As an industry, we should therefore be advocating preventative healthcare, in addition to the legislation, in order to protect not only individual travelling pets from exotic disease, but also the UK pet population as a whole."
MSD says the risk of exotic disease to travelling pets was highlighted by the results of the Big Tick Project which showed that 76% of dogs travelling abroad returned with ticks2. This included Rhipicephalus sanguineus and Dermacentor reticulatus, the latter of which was found to carry Babesia canis3, a potentially life-threatening pathogen.
The risk to the UK pet population from travelling pets have been highlighted by recent cases of babesiosis4 and leishmaniasis5 in untravelled dogs within the UK.
The Safe Journey campaign includes educational materials about potential exotic disease risks abroad, including Babesiosis, Ehrlichiosis, Rabies, Dirofilariasis (heartworm), Leishmaniasis, Leptospirosis and Echinococcus multilocularis (tapeworm), and the preventive healthcare required to reduce the risk.
Materials available include veterinary practice posters, social media material and leaflets.

The new drug represents the fruit of 8 years of product development and more than 11 proprietary studies performed by Ceva R&D teams.
Marie Boutot, development project leader said: "Isemid is an original drug developed by Ceva, and was the subject of full pivotal efficacy and safety studies."
Ceva says the new drug has been recognised by the European Medicines Agency as a "2018 Innovation, advancing animal health".
Isemid is presented as pork-flavoured, scored tablets in three strengths: 1, 2 and 4 mg. They can be administered orally once daily, with or without food. The company's research showed a 98% owner compliance (compared to 92% for furosemide, p<0.05) and 80% voluntary acceptance.
Emilie Guillot, DVM, Ceva Technical Manager for Cardiology said: "With Isemid, we seek to help veterinarians in their goal to improve survival of dogs with heart failure.
"But above all, thanks to its potent action and long half-life which allow once-daily dosing, we hope to ease owner compliance."
Scientific communications with data on Isemid were presented at the American College of Veterinary Internal Medicine forum in Phoenix in June and will be held at the European College of Veterinary Internal Medicine congress in Milan in September.
The company surveyed 1979 pet owners last December and found the main reason they didn’t take their cat to the vet more often was because the animal appeared to be healthy and therefore didn’t need medical attention.
The second biggest barrier to more regular vet visits was cost. Although almost half of the cat owners surveyed had pet insurance, almost a quarter said cost prevented them from taking their cat to the vet more often.
Despite there being 760 cat-friendly clinics across the UK and Ireland, 13% percent of owners said the stress put them off making more frequent trips to the vet.
If they were unable to take their cat to the vet, 40% said they would arrange for a vet home visit, 29% said they would search for information online and 26% would turn to friends and family for advice.
The survey also found that 11% of owners believed that their cat was overweight. However, according to a 2018 study, 39% of cats are overweight in the UK, which would suggest that over a quarter of cat owners surveyed were unaware that their cat was above a healthy weight.
