The RVN Disciplinary Committee of the RCVS has removed an Armagh-based nurse from the Register after finding that she'd entered the details of four injections into clinical records when she had no reasonable basis for doing so.
During the four-day hearing, the Committee considered two alternative charges against Ms Tracy Nicholl (nee Wilson) relating to her actions on 3 February 2011, whilst employed by O'Reilly & Fee veterinary surgery, Armagh.
Ms Nicholl was alleged by the College to have administered Dolethal, a pink liquid containing pentabarbitone and used for euthanasia, to a dog called Butch without being directed to do so. It was also alleged that she had made dishonest entries into the dog's clinical records, or had administered drugs without a veterinary surgeon's prescription.
Ms Nicholl was alleged to have administered the Dolethal via a fluid bag and giving set on the morning of 3 February, which she denied. The Committee found that, although a veterinary surgeon believed that she saw pink fluid in the line, uncertainties in the surrounding circumstances made the Committee unable to be sure the line contained pink liquid. Expert and forensic evidence revealed Butch had received Dolethal, but not the route of administration or the timing. Therefore the Committee could not be sure Ms Nicholl administered the Dolethal and dismissed this charge.
However, the Committee found that Ms Nicholl did enter on Butch's clinical records that four drugs had been injected, when she had neither administered them nor been told that the drugs had been administered. Although she denied making the entries in evidence submitted to the hearing, in evidence from an interview with the College on 11 July 2011 she had admitted this and her initials were on the record entries.
The Committee noted these injections would be chargeable, and was satisfied the public would regard making these incorrect entries as dishonest. As Ms Nicholl was a highly experienced, senior nurse who also lectured to veterinary nursing students, the Committee was sure she knew she was acting dishonestly. Further, she had breached her responsibilities to clients by failing to maintain accurate case records, and the entries raised potential animal welfare issues. In mitigation, her actions affected no animal's actual welfare, and there was no evidence that Ms Nicholl had made any financial gain or repeated her conduct.
Ms Judith Webb, chairing and speaking on behalf of the Committee, said: "In addition to the fact that the charge involved dishonesty, there were a number of other aggravating features. The Respondent has not demonstrated any recognition of the seriousness of the record entry allegation, specifically the importance of keeping proper records ... It is in the wider public interest and to protect the reputation of the veterinary nursing profession that the Respondent's name should be removed from the Register."
Ms Nicholl is the first Registered Veterinary Nurse to be struck off since the introduction of the title.
National Veterinary Services has announced that from 14th January, veterinary practices will be able to place their daily orders up to 8pm, 7 days a week.
The veterinary wholesaler will also be providing a telephone ordering service on Saturday mornings from 9am until 12pm.

A survey carried out by Cats Protection has found that around a quarter of Britain's cats (23%) are being fed treats despite the fact that their owners consider them overweight already.
The survey of 1,120 cat owners revealed that 70% of cats described as 'slightly' or 'very overweight' are given a special food treat at least once a week by their owners. 28% of them are being given a special treat at least once a day.
The survey also found that all cats - irrespective of their weight - are fed special treats over Christmas that are not suitable for their health. Nearly 8% feed their cats a special Christmas dinner consisting of human food, whilst some cats are given chocolate (2%) stuffing (2%), and Christmas pudding (1%).
Maggie Roberts, Cats Protection's Director of Veterinary Services, said: "The survey showed that Britain's overweight cats continue to be fed too many treats, which owners principally did out of love, habit or a desire to make their cat feel like a member of the family. However, overweight cats are at significant risk of diabetes and arthritis so there is the danger that owners are making a bad situation even worse.
"The survey also shows that it wasn't uncommon for cats to be given treats such as milk, chocolate or cheese. All of these could make cats quite ill."

Royal Canin has announced the winner of its second annual Weigh In Club initiative: a 32kg 12 year old Beagle called Amber that lost 12.5kg, or 39% of her bodyweight.
The dog lost weight with the help of Veterinary Nurse Gabby Taylor from Wilson Vet Group in Bishop Auckland, and won a year's supply of Royal Canin food along with £500 of gift vouchers for her owner. Gabby also won £500 of vouchers for her efforts, as well as £1000 of equipment vouchers for her practice.
Gabby said: "Amber was referred to my weight clinic and we quickly started her on Royal Canin's Satiety Support diet. Over the course of six months, Amber lost weight healthily and reached her target weight of 19.5kg, making her a much happier dog."
117 dogs took part in the initiative, with the 12 finalists invited to appear in a Royal Canin 2013 'Weigh In Club Winners' calendar.
The competition, which is due to be repeated in 2013, was open to all vet practices which run weight clinics and use Royal Canin 'Obesity Management' and 'Satiety Support' diets as part of weight loss programmes run by Veterinary Nurses.

Ever had a sparrow hawk in desperate need of some warm fluids but it's stressed out and moving, and restaining would cause more harm to inject SC?
In practice we have found that placing a mug of boiling water (obviously not so close the bird could get to it) works really well, the steam from the water is inhaled and generally is just enough to give the bird the basic fluids it needs so it can function normally and then eat. Doing this two or three times per day for a couple of days is generally all thats needed.

The British Equine Veterinary Association (BEVA) and the British Association of Equine Dental Technicians (BAEDT) have joined forces to set recognised standards for equine dental treatment.
The two organisations are working in association with the RCVS, BVA, BVDA, WWAED and LANTRA to develop National Occupational Standards that will pave the way to allowing equine dental technicians the freedom to work within the Law under an Exemption Order. This should make it safer and easier for owners to source the most suitable dental treatment for their horses.
Currently all equine dental care falls within the Veterinary Surgeons Act 1966 (VSA) and should only be carried out by veterinary surgeons. Equine vets from BEVA and equine dental technicians from the BAEDT have been trying to address this anomaly with government for many years. In 2004 the organisations drew up a list (revised in 2009) of procedures that could be safely carried out by suitably qualified equine dental technicians and a list of those which should only be carried out by qualified veterinary surgeons because they involve sensitive tissues.
The envisaged Exemption Order will also provide better protection for horses and their owners by reinforcing the fact that only suitably qualified individuals are allowed to carry out equine dental care and treatments. While unqualified individuals should become easier to identify under the proposed new scheme, those qualified will also be held to account if their performance is not up to scratch.
The first step towards the Exemption Order is the drawing up of National Occupational Standards for Equine Dental Technicians. It is hoped that these will be formalised by LANTRA in early 2013.

Equine Dental Technician and member of the Worldwide Association of Equine Dentists, Martin Brookes, also supports the initiative. It will further improve the working relationships between EDTs and vets and help to protect the welfare of the horse."

The event offers prospective candidates an opportunity to find out more about what the role of a Council member involves, and what would be expected of them, if elected.

Direct Line pet insurance had released the results of a survey in which 70% of dog owners claimed that not only did they get far more enjoyment buying gifts for their pets than their friends and family, but they also feel their pet understands when they're given a gift on a special occasion.
However, 17% of the 1,132 dog owners questioned revealed that their dogs always enjoy playing with the wrapping more than the gift, and 31% admitted that their pet sometimes chooses to play with the wrapping first.
Almost half (47%) are planning to make a special Christmas meal for their dogs. 63% are planning extra special treats over the festive period and 54% plan special family walks with their dog over Christmas.
According to the survey, 72% of Britain's dogs can expect a delivery from Santa left under the tree for them to spend the holidays enjoying.
Half of Britain's dogs will have an average of £15 (pounds sterling) spent on them this year with a lucky 3% having gifts worth more than £100 awaiting them.
If you're thinking it's worth doing a special display of Christmas gifts in the practice waiting room, you should know that the survey found toys were the most popular present, but pampering with warm winter coats and snuggly new beds were also high on the list of most desired presents.

Registered veterinary nurse Rebecca Lindon has won a £50 iTunes voucher in the RCVS 'record makers and breakers' competition held at the London Vet Show.
Rebecca entered the competition at the RCVS stand, where she also was able to find out more about the new online RCVS Professional Development Records (PDR) for vets and veterinary nurses.

The BVA, the Mayhew Animal Hospital, Dogs Today magazine and the Kennel Club are amongst various organisations that have criticised Morrisons for its Christmas advert - which can be seen here - in which a child is seen passing a slice of Christmas pudding to the family dog.
BVA President Peter Jones said: "It is vital that advertisers use animals responsibly and we are disappointed to see the Morrisons Christmas desserts TV commercial depicting a small boy feeding Christmas pudding to his dog. Christmas pudding, Christmas cake and mince pies - because they contain raisins or sultanas - are potentially harmful to pets and in some cases can lead to kidney failure.
"While we accept that many pet owners understand what is and what is not appropriate to feed their pets, children watch adverts and can be easily influenced by what they see. Veterinary organisations and animal welfare charities work really hard to promote messages about responsible pet ownership and TV adverts such as this one, with huge audiences, can undermine this work."
But hang on a second. Watching the advert, the child isn't actually feeding the dog anything. Rather, the dog is passed a bit of pudding which it then goes and places in a flowerpot, causing the plant to wilt. The dog isn't being fed the stuff, it's being asked to get rid of it.
Surely what this advert is really saying is: nobody likes Christmas pudding, least of all children and dogs.
Mind you, it does look like all this fuss is proving a very effective public awareness campaign about the danger of feeding a dog raisins or sultanas.

HRH The Princess Royal has opened the Animal Health Trust's new cancer treatment and research facility in Suffolk.
The facility has been purpose-built to treat horses, dogs and cats with cancer. It will also assist in furthering understanding of the disease in animals.
Peter Webbon, Chief Executive of the AHT, said: "2012 marks 70 years of the AHT fighting disease and injury in animals, and the addition of the Cancer Centre is a landmark achievement in our history. We believe this is the first facility of its kind in Europe, purpose-built to treat horses, dogs and cats with cancer. We now have a short commissioning process to undertake but anticipate welcoming the first patients through the doors in early 2013."
The Kennel Club Cancer Centre at the AHT houses a linear accelerator (pictured right) and brachytherapy machine used in radiotherapy treatment, along with a 16-slice CT scanner to aid radiotherapy planning.
The new facility complements the AHT's existing cancer treatment options of surgery and chemotherapy meaning the Suffolk-based charity will be able to offer each and every patient the very best options for their specific case, whatever the diagnosis. With one in four dogs and one in six cats developing cancer at some time in their life the new centre will help many more animals fight cancer.
Peter Webbon, added: "It was thanks to a generous donation from the late Tom Scott, a long-term supporter of the AHT, that we were able to start this development. His donation, along with that from many other AHT supporters, and an interest-free loan of £1.5 million from the Kennel Club has meant this ambitious project has come to fruition so quickly."
It has taken just over a year to build the Cancer Centre which contains more than 2,600 tonnes of concrete and has eight-feet wide solid concrete walls.
On opening the facility, HRH The Princess Royal, President of the AHT, said: "This Cancer Centre is an exciting development at the AHT and will make a real difference for animals with cancer, here and now. It will improve the chances, for many animals, of beating this pernicious disease.
"Countless other horses, dogs and cats across the world with cancer, who will never be seen by an AHT clinician, will also benefit from knowledge gained from research in The Kennel Club Cancer Centre at the AHT."
The AHT has a strong history in cancer research and the Kennel Club Cancer Centre will enhance the charity's well established cancer research programme. Knowledge gained through the treatment of animals in the facility will contribute to the study of cancers, their causes, early diagnosis and treatment, and ultimately hopefully the prevention of some forms of the disease.

The RCVS has launched a survey to discover what the profession thinks it does well and what it could improve upon.
The confidential online survey asks about your recent interactions with the College, what you think the organisation does well and what can be improved upon.
The survey is one of several activities that the College is undertaking as part of its First-Rate Regulator initiative. Others include a survey amongst those who have made complaints; research amongst RCVS staff and Council / VN Council members; in-depth phone interviews with veterinary surgeons, veterinary nurses and practice managers; and, questionnaires aimed at stakeholder organisations that work regularly with the College.
Desk-based research is also being carried out, to see how the RCVS shapes up when compared to other similar regulators, both in the UK and overseas.
Following this evidence-gathering stage, an assessment will be made about where gaps exist between how the College performs and what it ought to be achieving, together with recommendations for change.

Axiom Veterinary Laboratories has launched SLIT - sublingual immunotherapy treatment - for allergies in cats, dogs and horses.
According to the company, sublingual immunotherapy has been shown to be safe and effective in humans for over 20 years and a recent study has shown it to be a beneficial alternative way of administering immunotherapy to cats, dogs and horses, proving particularly effective in treating animals that failed to respond to allergy shots.

The Kennel Club Genetics Centre at the AHT has identified a genetic mutation which causes a severe progressive disease in Parson Russell Terriers (PRTs).
Late onset ataxia (LOA) affects coordination and balance, making everyday movement and tasks increasingly difficult. The new DNA test can accurately predict the risk of developing the disease in 97-100 per cent of PRTs and will effectively reduce the number of LOA cases in the breed.
Dogs usually develop the disease between six months and one year of age but because there is no cure, sufferers are usually euthanised around two years after onset as their quality of life diminishes.
After testing DNA of over 200 PRTs in total, the AHT's scientists were able to isolate the genetic mutation which causes the disease and establish that LOA is an inherited recessive trait; therefore dogs must have two defective copies of the genetic mutation, one from each parent, to be affected.
The test results will inform dog owners if their dog is clear from, a carrier of, or affected by LOA.
Cathryn Mellersh, Head of Canine Genetics, at the AHT said: "This is great news for PRT breeders as we believe LOA is an emerging condition in the breed and through this test we should be able to cut the disorder 'off at the pass', before the mutation becomes any more widespread.
"Interestingly, our research also suggests that there may be other causes of ataxia in the breed. It is important for breeders to understand that a clear result using the LOA DNA test will not exclude the formal possibility that dogs could still develop a genetically different form of ataxia."
Caroline Kisko, Kennel Club Secretary, said: "LOA is a relatively new but devastating condition and we are delighted that we've been able to work with the Animal Health Trust to develop a DNA test that will give breeders the opportunity to significantly reduce this disease. We will keep working together to develop tools and information for breeders, so that they are able to select dogs that will have healthy puppies."

The RCVS is reminding all veterinary nurses intending to remain on its List/Register of Veterinary Nurses that it needs to receive any outstanding retention fees on or before 31 December.
The College says it will be writing to all VNs whose fees have not yet been received, and will not remove anyone from the List/Register whose fees have been paid and cleared by 31 December.
You can pay your fees online using the individual log-in numbers on the fee letters sent in October.
If you have mislaid your log-in number, you can email webadmin@rcvs.org.uk, including your full name, date of birth, address on the Register/List, and badge number (engraved on the back of your VN badge). Payments can also be made by bank transfer, using the details from the fee letter. If paying by cheque, please write your name and Register/List number on the back. Cheques need to be received by the RCVS before 21 December, and the payment to have cleared by 31 December. The retention fee for veterinary nurses is due annually by 1 November.
Nominations are now being sought for candidates to stand in the Royal College of Veterinary Surgeons Council and Veterinary Nurse Council (VN Council) elections. The deadline for nominations is 5pm on 31 January 2013.
Nick Stace, RCVS Chief Executive said: "Last year, a record number of veterinary surgeons showed by seeking a seat on RCVS Council that they were willing to help regulate their profession. The RCVS needs the efforts of willing vets and VNs to ensure that their professions continue to be well regulated. If you've thought about standing 'someday' - why not make someday now?"
There are six seats due to be filled on RCVS Council, and two on VN Council. Those elected will take their seats on RCVS Day next July, to serve four-year terms. Council members will be expected to spend at least six to eight days a year attending Council and Committee meetings, working parties and subcommittees (for which a loss-of-earnings allowance is available).
Each candidate needs to find two proposers; any veterinary surgeon or veterinary nurse (who is not presently on either Council) may propose one candidate for RCVS or VN Council respectively.

For the first time this year the RCVS will organise a webinar-style hustings event for RCVS Council candidates during the election period. This will offer candidates the opportunity to outline his or her manifesto verbally in a live event, with an audio-only recording. It will not be compulsory for candidates to take part, although it is hoped that the event will enable candidates to make their points in a way that will engage a broader range of voters than the paper manifestos alone.
The Royal Veterinary College has announced that it is to launch the Online Veterinary Anatomy Museum next Tuesday (20th November).
According to the College, the museum is one of the world's largest online veterinary anatomical resource collections. The College says it hopes the museum will support veterinary students in their studies and inspire learners everywhere to engage with animal anatomy and science in an interactive and informative way.

The RVC says that the project, which began in November 2011, is an example of exceptional collaboration within the higher education sector, both in the UK and overseas as well as between the public and private sectors. Led by a small team based at the RVC, the project involved all seven of the UK's vet schools as well as international institutions, educational trusts, commercial publishers and web developers. Student Curators were recruited from the partner institutions involved, enabling students to develop new skills and, of course, contribute to this fantastic resource.
Project Director Nick Short said: "The teaching of anatomy forms a core part of the veterinary curriculum in every veterinary school in the world. With digital media increasingly used to enrich and support conventional lectures it therefore makes sense to share what we have to provide students with the best possible support for their studies.
"More than that the online museum will help to bring the world of veterinary anatomy alive not just for veterinary students but also for anybody with an interest in knowing more about animal's structure and function. OVAM provides access to some of the most amazing virtual resources contributed from all over the world.
