This, says the government, would be one of the toughest sanctions in Europe, strengthening the country's claim to be a global leader on animal welfare.
The Animal Welfare (Sentencing) Bill comes after a public consultation held last year which found that more than 70% of people supported proposals for tougher prison sentences. It will allow the courts to take a tougher stance on things like dog fighting, puppy and kitten abuse, and neglect of farm animals.
The new Bill has been welcomed by animal welfare charities.
Chief Executive for the RSPCA, Chris Sherwood, said: "This reform is long overdue. Those responsible for extreme cruelty towards animals or those criminal gangs involved in organised animal crime will now face the tough justice they deserve.
"We need to better protect our animals and the RSPCA hopes that this new Animal Welfare (Sentencing) Bill will give courts the powers they need to punish those responsible for the most unimaginable cruelty to animals.
"We also believe this will act as a much stronger deterrent to others and help us stamp out animal cruelty once and for all."

The company says that as soon as it discovered the unauthorised external access to its systems, it took them offline and started working to contain the threat.
Specialist third party consultants have been engaged to investigate the nature and extent of the incident and CVS has also informed the relevant authorities, including the Information Commissioner’s Office, because of the risk of malicious access to personal information.
The company says the majority of IT services for its practices and business functions have now been restored, but due to the increased levels of security and monitoring, some systems are not working as efficiently as before.
CVS also says that as a result of the incident, it is bringing forward plans to migrate its practice management system and related IT infrastructure to the cloud.
Analysis of the incident is ongoing and CVS says it will provide a further update in due course.
98 veterinary surgeons from around the UK took part in the survey.
The survey did not ask respondents to define what they considered to be a mental health issue.
However, 29% 'very much agreed', and 39% 'somewhat agreed' that 'my mental health impacts my work as a veterinarian'.
83% said the main factor behind mental health problems in the profession is general burnout, 80% said work intensity, 74% the lack of work/life balance, 49% being undervalued by clients, 40% being undervalued by management, 37% a lack of mental health support in practice, 30% financial concerns, and 26% said a lack of HR or structured management in practice.
57% of vets said they know other vets with mental health issues.
64% said they believe there isn’t enough mental health support within the profession.
97% say work-related mental health issues have negatively impacted their job satisfaction.
78% said they would like to see more accessible content on mental health within the industry and 49% think the topic needs to be spoken about more.
64% of vets said they would welcome counselling, 64% support with burnout recovery and 61% wanted training on coping tactics at university.

Kim, who is a veterinary nurse at Avonvale Veterinary Centres’ Heathcote practice, felt there was a lack of CPD events for nurses in her area, and made it her mission to do something about it.
She has already organised three CPD events for the remainder of 2019, with the first one taking place last month.
Kim said: "As a dedicated RVN who loves nothing more than a good webinar to watch or a CPD event to expand my knowledge, I thought it would be great if I could put that passion into providing CPD for fellow vet nurses.
"I contacted the BVNA asking if they needed a representative and it didn’t take long for them to get back to me saying they would like me to join the team.
"My main job is to provide high-quality CPD at affordable prices for veterinary nurses and the aim is to provide at least three evening CPD events a year or one full day course.
"Other aspects of the job role include taking part in Veterinary Nursing Awareness Month. You can do this by organising an event, coming up with stories for social media, or asking the local paper or radio station to interview you.
"We also go to the BVNA Annual Congress to raise awareness of the BVNA and the vital role nurses play."
Kim plans to focus on nurse consultations this year and the first CPD event will look at pet obesity which, she said, is a major concern in the UK, so feels it is important that veterinary staff have the most up-to-date information to give to the public.
She added: "I very much look forward to seeing as many veterinary nurses at my CPD events as possible and I hope my passion comes across in what I can provide for them.
"If anyone wishes to request a particular subject all they need to do is ask and we will endeavour to find a speaker and get something organised."
Although feeding tubes are widely used in practice, there has previously been no agreed radiographic criteria to confirm correct positioning, creating uncertainty and increasing the risk of serious complications such as aspiration pneumonia and pneumothorax.
The new guidelines address this gap by providing an evidence-based framework for interpreting lateral neck and thoracic radiographs.
Led by Andrea Vila Cabaleiro, Small Animal Diagnostic Imaging Resident at the RVC, the research team collected 256 lateral neck and chest radiographs of dogs and cats with nasoesophageal or nasogastric feeding tubes in place.
The images were sourced from ten private and academic institutions, including the RVC’s Queen Mother Hospital for Animals.
Expert veterinary radiologists then verified whether the tubes were correctly placed in the oesophagus (food pipe) or incorrectly in the trachea (windpipe).
From this dataset, the researchers developed a simple three-point radiographic checklist to confirm correct tube placement:
To assess the clinical value of the guidelines, six veterinarians with varying levels of experience reviewed the same radiographs on two occasions, first using their usual judgement and then, after a minimum seven-day interval, using the new guidelines. Diagnostic accuracy improved from 82% to 96%, while uncertainty fell from 14% to 2%. Inter-observer agreement also improved from moderate to almost perfect.
The guidelines performed consistently across dogs and cats, a wide range of patient sizes and multiple clinical settings.
The authors concluded that this structured, evidence-based approach improves both accuracy and confidence without requiring additional equipment, making it suitable for use in general practice, referral hospitals and emergency and critical care environments.

Human Factors is the application of human psychological and physiological principles and limitations to the design of processes and systems to reduce human error, increase productivity and enhance safety.

Ian graduated from the University of Liverpool and gained his PhD from the University of Glasgow. He gained both the UK and European Diplomas in Small Animal Medicine at the University of Cambridge and is a Royal College of Veterinary Surgeons and European Recognised Specialist in Small Animal Medicine. He returned to Glasgow University in 1998 and has been the Professor of Small Animal Medicine since 2009.
Ian has published in the fields of infectious diseases, endocrinology and neurology but is interested in all aspects of small animal medicine. In 2015 he was awarded the BSAVA Woodrow Award for his contribution to small animal medicine. In 2016 he became of Fellow of the RCVS, thereby becoming a jolly good fellow Fellow of the RCVS, or JGFFRCVS for short.
Professor Ramsey has served BSAVA as a regional secretary, member of several committees and chair of Petsavers and Scientific. He is probably best known as the editor of four editions of the BSAVA Small Animal Formulary.
The Presidential handover usually takes place at BSAVA Congress but was delayed this year given the cancellation of the April event due to coronavirus.
Ian says that during his Presidency, he intends to promote and enhance the digital offering of the Association to BSAVA members coping with the pandemic. He will also oversee changes to BSAVA congress with a more interactive approach to training; shortened, more focussed lectures and greater integration between the exhibition, the scientific content, and the social events.
Ian said: “At this time of great uncertainty in the profession, my focus will be on providing BSAVA members with the scientific information and clinical training that they need, in a suitable form. Clinical skills and science lie at the heart of being a good vet and BSAVA members get access to a huge range of cheap or free resources in these areas to help them in their careers. Congress 2021 will be evolving as a vital part of this effort and I am looking forward to welcoming everyone to Manchester during the last week of March 2021."
The Vet Wellbeing Awards, which are now in their fourth year, are designed to highlight positivity within the profession by sharing stories and initiatives from veterinary workplaces that demonstrate commitment to improving staff wellbeing.
The Awards also aim to support all practices to take a structured approach towards evaluating their own wellbeing support systems.
This year, for the first time, feedback will be given to practices that enter about the areas where they are doing well and those where they can improve. The organisers hope that this change to the Awards process will encourage practices to think of wellbeing support as an area of continuous development.
However, they also hope that practices will use the entry process as an opportunity to audit wellbeing even if they don't plan to enter.
Liz Barton, SPVS Board Member, said: "Going through the entry form and evaluation process is valuable for every vet practice, even if they don’t feel they’re ready to enter the Awards just yet. The company says the like-for-like sales increase was at the upper end of its target of between 4% and 8%, and that it continues to see resilience in the veterinary sector, with membership of its Healthy Pet Club preventative healthcare scheme increasing in the year by 19,000 members (an increase of 4.0%) to 489,000.
CVS says its Board decided to enter the Australian marketplace because of its low levels of corporate consolidation, favourable market dynamics and strong similarities with the UK, including highly trained veterinary surgeons, shared language and culture, and the group's experience with UK vets working between Australia and the UK.
Earlier this month, the group signed agreements for the conditional acquisitions of four independent small animal first opinion veterinary practices in Australia: two in Brisbane, one in Queensland and one in Sydney, for an initial consideration of £16.8M.
Two of the acquisitions have now been completed, and the other two are expected to be completed shortly.
The company says it now plans to acquire more Australian practices in major urban conurbations, including Sydney, Melbourne, Brisbane, Perth, Canberra, Newcastle and Adelaide.

The company says it is calling for the change after analysing the records of its consultations held during the pandemic and finding that there was a low antibiotic prescribing rate, treatments were effective and no harm was caused.
During the seven months that Vet-AI collected data, from the 1st April to the 31st October 2020, its vets held 21,383 veterinary video consultations, an analysis of which is the subject of a paper published in the RCVS Knowledge journal, Veterinary Evidence1.
78.1% of the consultations were for dogs and 21.9% for cats.
Of the vet-led video consultations completed, 3,541 had medicines prescribed during the consultation.
Some consultations required more than one prescription, which meant a total of 4,282 POM-V medications were prescribed.
Of those, Vet-AI says 0.87% reported a mild adverse effect.
Antibiotics were prescribed in 5.9% of all consultations, 99.3% of which was first line.
Vet AI says follow-up on prescribing was available in 67.7% of cases and 89.4% of all known treatment outcomes were complete or had an expected response to treatment.
Skin problems were the most common body system/disease category seen and prescribed for.
The remaining 17,482 consultations, which did not require a prescription medicine, had resolutions assigned.
They included 959 referrals to an emergency in-person veterinarian visit; 4,852 recommendations to visit a vet in-person; 4,216 alternative products recommended, 6,421 follow-up consultations with the remote veterinary team, and 219 remote laboratory tests.
Samantha Webster MRCVS (pictured right), from Joii Pet Care, said: “Given the clear evidence outlined in this report, we believe the future of veterinary medicine should include remote consultations with remote prescribing where appropriate and regulated.
"We invite the RCVS and other veterinary governing bodies to consider that there is a place for prescribing remotely on an ongoing basis for certain cases under certain conditions, such as a secure video and audio link with clinical record keeping and pharmacovigilance practice.
"A blanket ban is not appropriate with the advance of modern technology."
“Bold steps have been taken in human health, incorporating modern technologies to support both GPs and patients, to great success.
"Our industry could use these learnings to help reduce the current strain and demands on vets across the country where mental health is already a key issue due to increased pressures, under resourcing, and compassion fatigue.
“We feel it’s important to take this approach to reach as many owners and provide professional advice and appropriate treatment on pet health so that those animals that do not necessarily currently receive veterinary care do so, and to bridge the gap wanted by clients.”
The survey follows the launch last year of a new feature on VetNurse Jobs and VetSurgeon Jobs which allows employers to highlight the salary and benefits they offer. Specifically, the system allows practices to display a 'minimum offer', described to the job seeker as the starting point for a discussion, or a salary range.
Still, currently only 16% of the job adverts on VetNurse.co.uk and 10% on VetSurgeon.org include the salary, despite some evidence that broadly speaking, advertising a salary can improve response rates.
But do veterinary job seekers want to see the salary advertised, and if so, how much of a different could it make? These are questions this survey seeks to answer.
My guess is that it may be more important to veterinary nurses than veterinary surgeons, because there is probably a greater variability in salaries amongst nurses, and more jobs where you'd struggle to pay the mortgage.

The response offers further evidence concerning the CMA’s potential concerns, and says that voluntary measures relating to transparency of fees and ownership could be introduced before the conclusion of a market investigation.
The BVA has formed a working group to develop guidance on transparency, client choice and the value of veterinary care to support companion animal practices.
British Veterinary Association President Anna Judson, said: “We’re keen to see healthy competition and consumer choice and we recognise that some of the areas identified by the CMA would benefit from further scrutiny.
"We are already taking steps to support vet practices by developing guidance for the profession in relation to transparency of fees, transparency of ownership, prescribing and dispensing of veterinary medicines, and contextualised care.
“However, we are extremely disappointed to see the suggestion in the CMA’s report, as well as in subsequent media reporting, that veterinary professionals might prey on owners’ desire to do the best for their pets by using these circumstances as a “strategy” to promote more sophisticated or expensive treatment.
"Vets enter this high-pressure profession out of genuine care for animals and will always prioritise their health and welfare."
“We also have significant concerns about the suggestion that practices might be mandated to provide information to clients about quality or outcome-related measures.
"We do not see primary concerns about the quality of veterinary treatment and we believe such a requirement would not meaningfully support consumer choice.
"Instead, it would be extremely challenging to deliver and could significantly exacerbate many of the complex issues faced by our members, who are already under significant pressure.

There are lots of good points made in this latest response to the CMA, if no more than a nod to the real issue here: which is the often eye-watering cost of modern veterinary care.
But it is hugely disappointing to see the BVA (and others) berating the CMA and the media for suggesting that vets might prey on owners' desire to do the best for their pet, rather than asking WHY people think that, and how can the profession regain trust.
That, surely, is the starting point here: for the profession to stop feeling sorry for itself, and instead think how it can change to meet the needs of its customers and dispel their perception of being taken for a ride.
The CMA Investigation is a bit of a red herring: the price of veterinary care is not going to be significantly changed by displaying the prices for a few standard procedures on practice websites, with greater transparency over practice ownership or with slightly cheaper prescriptions, all of which is just tinkering.
The biggest influence on the size of the client's bill is not marketplace competition, it's the vet's recommendation.
Paul Manktelow, Chief Vet at the Blue Cross has already hit the nail square on the head when he called on the profession to practise pragmatic medicine.
The BVA now alludes to this with talk in its response of 'contextualised care' - a concept which allows practitioners to offer pragmatic medicine (aka what people can afford, rather than 'gold standard'), without the judgement that it is inherently associated with).

That's great, but will it be enough?
Perhaps not, because whilst someone might be happy to walk out of the car showroom with a Dacia Sandero knowing they cannot afford a Bentley, they may be less happy to accept the Dacia level of care for their beloved pet, when they watched 'Supervet' only the night before.
If that's true, then pragmatic medicine will have to be combined with all sorts of other measures, such as reviewing and reducing the cost of regulation, questioning the value of diagnostics and changing to a less 'referall' (sic) culture.
The group will also be supporting members in how to reflect on their CPD as a way of consolidating learning, and considering plans for how the benefits of CPD and the VetGDP can be communicated to the professions.
RCVS Council member Dr Olivia Cook MRCVS will be chairing the group.
She said: “The Engagement Group has been set up in recognition that, although the majority of the professions are engaged with meeting their CPD requirements and completing the VetGDP, there are still those who feel confused about the requirements or remain uncompliant for other reasons, and we would like very much to help them.
“Therefore, this is an exciting opportunity for anyone who wants to play an active part in advancing veterinary standards by ensuring that as many members of the professions as possible have the benefits of lifelong learning in their own practice and their ongoing work for animal health and welfare. In doing so they will help grow public confidence in the professions.
“From the VetGDP perspective, we’re particularly keen that there’s a strong peer-to-peer element, so that those who are doing the VetGDP, or have just recently completed it, are using their recent experience and understanding to evolve the policy and drive engagement.”
Applicants who are interested will have until Friday 30 August to apply to become members of the CPD and VetGDP Engagement Group and are invited to send a concise email to CPD@rcvs.org.uk explaining their experience and how they feel that can contribute to work of the committee.
The working group, which is led by Gudrun Ravetz, IVC's Group Chief Medical Officer, has been tasked with developing evidence-based, sustainable prescribing practices that protect animal health while safeguarding the planet.
The group comprises experts from within IVC Evidensia’s network who will collaborate with industry and academic partners including Vetoquinol, IDEXX, ESCCAP, and MSD Animal Health to deliver research, education, and practical tools for veterinary teams both inside and outside of IVC Evidensia practices.
Gudrun said: “We’re proud to be investing in this work and setting an example for the profession.
"Responsible parasiticide use is not just a clinical issue, it’s a sustainability imperative.”

On day one, Laura Playforth, IVC Evidensia’s Group Quality Improvement Director, will be looking at psychological safety and the adoption of a safety-critical culture in veterinary practice.
Sayaka Okushima from Pride Veterinary Referrals and Sarah Heath, IVC's Director of Sustainability, will be discussing the use of anaesthetic gases and ways to reduce them.
Other talks on day one will include: ‘Vets vs Nurses: Are we Blurring the Lines?’ and ‘The Criminal Underworld and Animal Welfare’.
On the second day, IVC referral clinicians will present lectures on various subjects, from handling emergency situations to mastering diagnostic testing equipment in first opinion practice.
David Owen, a Referral ECC Clinician at Vets Now in Manchester, will be talking about talking about emergency dyspnoea cases and how veterinary colleagues can cope with challenging situations efficiently.
Frances Bird, a European Specialist in Small Animal Surgery at Pride Veterinary Referrals, will be closing out the day with a discussion on treating respiratory disease from a surgeon’s perspective.

The company has created a new waiting room board kit as a way for veterinary staff to remind owners of the importance of prompt diagnosis and management of dental disease.
Animalcare has also created a Pet Dental Health Month social media pack with content practices can use on their social media channels.
During the month, the company will be offering dental CPD and prizes for the most creative and engaging waiting room displays.
Will Peel, Animalcare Marketing Manager said: "According to the RVC's VetCompass data, periodontitis is the most common disease seen in cats and dogs however, it can often be difficult to identify and pet owners can often disregard the signs of dental problems, assuming that their pet’s bad breath is normal.
‘Our popular Lunch and Learn sessions have demonstrated to us that veterinary staff recognise the importance of raising dental health awareness, so we’ve created this range of materials specifically to support veterinary practices and their patients.’
The figures came from an analysis of over 100,000 calls made to VidiVet by owners when their normal practice was closed, between 2021 and 2024.
So far in 2024 36% of VidiVet’s calls have been gastrointestinal cases, 25% skin cases, 14% musculoskeletal and 3.7% post-surgical issues.
The advice given to many of these cases was that an emergency visit to an out-of-hours (OOH) clinic wasn’t necessary, but to monitor at home then attend their own vet practice for any workup, diagnostic tests, medication etc.
The company is now encouraging practices to consider using it's triage service over Christmas, when practices and emergency clinics often experience an increase in OOH workload.
This, it says, is a win-win situation as it relieves pressure on OOH clinics, brings revenue back to veterinary practices and also saves clients money, stress and time.

For those not familiar with the term, moral injury is the damage to your conscience when you witness, perpetrate or fail to stop an event which conflicts with your moral beliefs. The study looking into this phenomenon in the veterinary profession is being conducted at King’s College London by Professor Neil Greenberg (pictured right), Dr Dominic Murphy and Dr Victoria Williamson, who will investigate the types of moral injuries veterinary professionals might encounter, their prevalence, the perceptions amongst professionals around how these moral injuries come about, and what support is needed when they occur.
The second project, titled 'Experiences of racism and its impacts on mental wellbeing in Black, Asian and Minority Ethnic (BAME) people working and studying in the UK veterinary profession' is being conducted by the Royal Veterinary College and British Veterinary Ethnicity & Diversity Society. As well as gathering information about experiences of racism and their impact, the project will also determine what individuals from the BAME veterinary community think could, and should, be done to tackle racism in the veterinary professions, and gather the evidence to help design appropriate interventions for those whose mental health and wellbeing is impacted by racism and discrimination.
Professor Susan Dawson, Chair of the Mind Matters Initiative, said: “Though it was a tough decision to choose the recipients of this year’s grants as all the applications were of a high standard, these two stood out because they are investigating two issues that we know are there, but which we don’t yet have the evidence-base for to really determine their prevalence, their impact and how we, as a profession, can tackle them more effectively.
“They also stood out for being solutions-focused in that the evidence will be used to find the best interventions and support mechanisms for those whose mental health has been impacted by racism and moral injury. We would like to congratulate the two research teams and look forward to working with them over the coming years.”
