The RCVS Day held last Friday saw the investiture of Professor Stuart Reid as the new President for 2014/15, the formal adoption of a new Royal Charter that recognises veterinary nurses, and a smorgasbord of awards.
Professor Reid, who graduated from the University of Glasgow in 1987, began by outlining three things he wants to pursue during his term in office:
Jacqui Molyneux then stood down as Vice-President, replaced by Dr. Bradley Viner, who in turn was replaced as Treasurer by Amanda Boag.
After approving of the minutes of last year's RCVS Day and the Annual Report and Statement of Accounts for 2013, members of the College were then asked to vote on a motion to adopt the new Royal Charter. The motion, which was proposed by Professor Reid and seconded by Robin Hargreaves, President of the BVA, was passed unanimously. The proposed new Charter was delivered to the Privy Council that afternoon. According to the College, approval should be given later this year or early next.
Introducing the new Charter, Professor Reid said it would better define the objects of the College, provide a clear framework for the existing functions of the RCVS and give Council the power to create new classes of associate.
However, the greatest impact of the new Charter will surely be felt by veterinary nurses, as it formally recognises them as professionals and associates of the College for the first time. Professor Reid said: "Words like 'historic' should be used sparingly, but on this occasion it is justified. We now have some 12,000 veterinary nurses on the books, nine-tenths of them being registered veterinary nurses. Yet the present Charter does not so much as mention their existence.
"The new Charter gives the RCVS a formal duty to keep the Register of Veterinary Nurses and makes the Veterinary Nurses Council responsible for setting standards for their training, education and conduct."
After adopting the Charter, David Bartram, Mandisa Greene and Susan Paterson were formally welcomed on to Council. Amber Richards was welcomed onto VN Council, which Neil Smith is also joining.

Nick Stace, Chief Executive Officer and Secretary of the RCVS, then gave an update on what the College had achieved in the last year. Among the achievements he noted was the introduction of a new system to reduce the time it takes to process complaints; the imminent launch of the new Advanced Practitioner status; and the development of a new Practice Standards Scheme, due to come into force next year.
He said: "In addition, we have listened and responded to fair criticism from the profession, including a very productive evidence-gathering session on 24/7 emergency care, which has resulted in important changes.
"I believe listening and responding is a sign of strength and confidence. We do not seek to be popular but to be sensible in how we regulate and respectful in how we carry out our Royal College duties."
He also outlined how he wanted the RCVS to be a "force for good" in the world by supporting the very best veterinary practitioners and ensuring that the public feels properly protected.

The Blue Cross has presented its Veterinary Nurse of the Year award to Nicola Ackerman for her commitment to improving animal welfare, both within her veterinary practice and among the local community in Plymouth, Devon.
The award was presented last Saturday during the British Veterinary Nursing Association annual congress in Kettering, Northamptonshire by Jill Robinson, founder of the Animals Asia Foundation, and Wendy Adams, Blue Cross veterinary clinical advisor.
Wendy Adams said: "The Veterinary Nurse of the Year award is a chance for The Blue Cross to applaud the hard work and dedication of vet nurses in the UK. Particularly those who extend their reach to voluntary and community work to promote responsible pet ownership and animal care. We congratulate Nicola for winning this year's award!"
Nicola was nominated for the award by veterinary nurses at The Veterinary Hospital Group surgery in Plymouth, and her husband Chris.
Hanno Payne, practice manager at The Veterinary Hospital said: "We are delighted that Nicola's commitment to animal welfare has been recognised by winning this award. Nicola spends a tremendous amount of time and effort organising events locally to promote preventative health care for pets and educate the public at large. She was instrumental in getting the educational 'Pets in the Park' initiative up and running and Nicola is always the first to volunteer for career talks and showing groups of youngsters around the hospital. Nicola is also keen to foster closer working relationships with other veterinary practices and their veterinary nurses in the wider Plymouth area and has created 'clinical clubs' for that to be possible."
Nicola said: "I was absolutely gobsmacked when I found out I had won this award and has taken quite a while to sink in. I'd like to say a huge thank-you to my colleagues, and of course my husband, who nominated me. I wouldn't be able to do the work I do without the strong support of my colleagues and family. I love my job and I'm lucky enough to work in such a forward thinking practice that allows vet nurses to undertake the work they are trained for."
This is despite the fact that 84% of the 524 veterinary professionals that were polled said they believe that veterinary wellness is very important to the success of their practice.
Perhaps as a consequence, the survey found many respondents taking steps to look after their own wellness, with 57% saying they have started an exercise regime, 54% saying they have taken up other hobbies outside work and 44% saying they are talking more openly to colleagues to share problems and offer support.
When questioned about the obstacles to improving wellness in their practice, 'staff not having the time to focus on it' was cited by 76% as the main barrier. 52% said it was not recognised as an issue, while a further 49% said that the lack of trained personnel to champion wellness was the biggest problem.
Of those practices which had initiated a wellness programme, 83% said it made a positive difference. The most commonly reported wellness initiatives were the provision of a counselling service (38%), online resources (32%), and appointing a practice wellness champion (30%).
When asked what one thing their practice could do to enhance veterinary wellness, the two most popular suggestions were:
Improved communication and support with more openness and empathy (26%)
Improved team working with more breaks and a quiet area for staff (24%)
10% said that an acknowledgement that wellness was actually an issue would be a start.
VET Festival organiser Nicole Cooper said: "What we find startling about these results is that, despite a growing appreciation of the importance of veterinary wellness, almost half of the UK’s practices still don’t recognise it as an issue.
"The good news from this survey is that many veterinary professionals are now starting to take responsibility for their own mental health, whether through taking up interests outside work or sharing problems and experiences more openly at work. We urge more practice leaders to step up and to prioritise enhancing the wellness and wellbeing of their dedicated teams.

The Animal Health Trust is appealing to veterinary surgeons and nurses to encourage clients who keep their horses on premises that have been affected by Equine Grass Sickness to sign up to the second year of its nationwide EGS vaccine trial.
Equine Grass Sickness (EGS) occurs predominantly in Europe, with Britain experiencing the highest incidence worldwide. In 2014, 59 cases of EGS were reported through the EGS Surveillance Scheme, but it is likely that this represents only a fraction of cases occurring annually throughout Britain.
Almost all cases of EGS occur in horses with access to grazing. The AHT says there is growing scientific evidence to suggest that the disease may be caused by the bacterium Clostridium botulinum type C, commonly found within soil and capable of producing neurotoxins to which horses are particularly sensitive. EGS occurs when a combination of risk factors trigger the production of these toxins within the horse's intestinal tract, causing damage to the nervous system and paralysis of the gut.
As similar equine diseases such as tetanus and botulism can be prevented by vaccination, it is theoretically possible that a vaccine could prevent EGS. To this end the AHT, in collaboration with the Universities of Edinburgh, Liverpool and Surrey launched the EGS field vaccine trial in 2014 in order to establish whether a vaccine could indeed be effective in reducing the risk of the disease. The trial is funded by a number of sources including Neogen Corporation; Animal Welfare Foundation; Horserace Betting Levy Board; Racing Foundation; Moredun Foundation Equine Grass Sickness Fund; Hong Kong Jockey Club; The British Horse Society and the EB Moller Charitable Trust.
Now entering its second year, the EGS vaccine trial involves enrolled horses and ponies receiving either a course of the C. botulinum type C toxoid vaccine or an inactive placebo, as well as an annual booster. The incidence of EGS is monitored throughout the trial to determine the efficacy of the vaccine, and enrolled horses and ponies are closely monitored through regular follow-ups for the duration of the trial.
With 60% of EGS cases occurring during April - June, the highest risk season for EGS is fast approaching. The AHT is appealing to owners who keep their horses on premises that have had at least one case of EGS in the past three years to enrol their horse in the vaccine trial and provide an invaluable contribution to this pioneering research prior to these high risk months. Veterinary practices with clients who fit this description are asked to help the recruitment process by encouraging suitable cases to sign up to the trial.
Dr Jo Ireland, the AHT's Equine Grass Sickness Research Co-ordinator, said: "We have been delighted with the overwhelmingly positive response to the EGS vaccine trial and many owners have welcomed the chance to be a part of such important research. We don't want any eligible horse owners to miss out on the opportunity to contribute towards a potential breakthrough in the prevention of EGS, so we are encouraging more owners to enrol their horses on the trial this year."

Vet Futures, the joint initiative by the RCVS and BVA to stimulate debate about the future of the profession, has opened a new discussion exploring the issue of mental health problems.
The discussion has been opened by this month's Vet Futures guest blogger, Rosie Allister, Chair of the Vet Helpline and a Director of the Veterinary Benevolent Fund.
Rosie, who is also a researcher at the University of Edinburgh specialising in veterinary wellbeing, writes that members of the profession should be more willing to open up about their own mental health problems and intervene by talking and listening to colleagues who may be suffering from mental ill-health. She said: "Looking to the future, we need to better understand who is most at risk, how to reach out to them, and how we can start to change our culture so that it is OK to ask for help."
Her blog also proposes that, due to the caring nature of the occupation and high client expectations, members of the profession routinely put work and animal welfare ahead of their own needs and that, in order for there to be wider cultural change, individuals need to change their own attitudes towards asking for help. This includes the discussion of 'taboo subjects' such as suicide: "Perhaps all of us have to start trying to change our culture to one that is more accepting and supportive and looks out for those in need even when they aren't able to reach out themselves."

Dechra Veterinary Products has launched www.canine-cushings.co.uk, a new website for owners of dogs with Cushing’s syndrome, to support the advice given by their veterinary surgeon.
The new site contains information and resources designed to support dog owners whose pets have been prescribed Vetoryl. It looks at symptoms, diagnosis and treatment options, and owners can register for interactive treatment log book.

The RCVS has announced it can now accredit international veterinary nursing courses and qualifications, following a decision by the Veterinary Nursing Education Subcommittee.
At its March meeting the Subcommittee agreed a framework for accrediting awarding organisations and higher education institutions delivering veterinary nursing qualifications wholly or partially outside of the United Kingdom. The changes had already been approved in principle by VN Council members at a meeting in February 2015.
Julie Dugmore, Head of Veterinary Nursing at the RCVS, said: “Although international VN training providers can now apply for accreditation, it would be dependent on them meeting the same stringent criteria as their UK counterparts.
“For example, they would be subject to many visitations to monitor the standards of teaching and the curriculum; their students would need to have a requisite amount of time gaining first-hand clinical experience in training practices; and we would need to be satisfied that their graduates meet the set of skills and competences we expect from all newly-qualified veterinary nurses.”
At the same meeting the VN Education Subcommittee also clarified and formalised the registration rules for veterinary nurses who wish to join the UK Register but who qualified outside both the European Union (EU) and European Economic Area (EEA).
Veterinary nurses trained outside the UK will continue to have their qualifications assessed against UK standards. From now on, all non-EU/EEA trained veterinary nurses and some EU/EEA trained veterinary nurses will have to pass pre-registration theory and practical examinations.
Furthermore, all registrants trained outside the UK (including those from EU/EEA countries) will have to come to the RCVS to have their documentation checked and will have the main tenets of the Code of Professional Conduct for Veterinary Nurses explained to them. Registration will not be confirmed until staff members from the Veterinary Nursing Department are satisfied that the Code has been understood.
The full details of the international qualification accreditation requirements and application process as well as information for international registrants will be included in an upcoming Awarding Organisation and Higher Education Institution Handbook which is due to be published at the end of April 2015. Merial is to launch Frontect (fipronil and permethrin), a spot-on solution for dogs with dual action: treatment and prevention of fleas and ticks, and repellency against ticks, sandflies, biting flies and mosquitoes.
According to the company, Frontect kills fleas within an hour for the first week and within six hours for four weeks1. The RCVS has announced the launch of a consultation on the new proposed list of 'day-one' clinical skills needed by veterinary nurses when they first enter practice.
The College says it welcomes comments on the new list from veterinary nurses, veterinary surgeons and all those involved in veterinary nurse training and education.
The current Day-One Skills document was developed by RCVS Awards, the College's awarding body, in 2010 and provides a list of those skills student veterinary nurses are expected to have gained by the end of their training, and to be competent and confident in when they first go into practice.
As RCVS Awards will be closed by the end of this year, the RCVS is taking the opportunity to review the Day One Skills to bring them closer into line with our recently revised Day One Competences, and to reduce the number of required skills in order to make it more relevant to clinical practice.
Julie Dugmore, Head of Veterinary Nursing, said: "The current document was developed from an awarding body perspective and not that of the regulator, so it specifies a large number of non-clinical skills, for example, handling and moving equipment safely, which, while important, are somewhat out of our regulatory remit.
"Given the wide variety of veterinary practice settings to which student veterinary nurses are exposed, it is important that we, as the industry regulator, define the required day-one skills and ensure that these align with the required day-one competences. We need to review the skills list to ensure consistency, that it reflects current practice, and that it only includes those skills deemed necessary for registration purposes. A clearer focus on safe and effective clinical skills would support our primary regulatory role: that of protecting animal welfare and the public interest."
The consultation sets out the proposed Day-One Skills, grouped according to the corresponding day-one competences, and asks for feedback on their relevance, accuracy and completeness. Comments would be welcomed from higher education institutions, awarding organisations, centres, and training practices, as well as veterinary nurses and veterinary surgeons.

The Petplan/Panasonic Monitoring Kit, which was launched last year, allows pet owners and veterinary staff to check on their animals via an app on their smartphone or tablet.

Lantra, the Sector Skills Council for environmental and land-based industries, is calling for veterinary nurses, their employers and veterinary organisations to take part in a consultation this winter and help ensure apprenticeships meet their needs.
Jo-Anne Bryan, Project Manager for Apprenticeship Frameworks at Lantra, said: "Lantra is responsible for designing apprenticeships and for ensuring that they meet employers' needs so veterinary practices can continue to benefit from this type of training scheme. The veterinary nursing apprenticeship is now being revised and it is likely that the framework will look very different to the current apprenticeship framework, so Lantra is inviting industry representatives to review and comment on the frameworks that set out what their apprenticeships will involve."
The revision coincides with the introduction of a new national framework for accredited awards, the Qualifications and Credit Framework (QCF). All accredited awards must be either transferred or newly accredited into the QCF in order to be eligible for public funding in 2010 and this includes the apprenticeship framework.
Jo-Anne continued: "We are very aware that the veterinary nursing industry is currently involved with a number of reviews, in particular the review of the Royal College of Veterinary Surgeons (RCVS) Awards in Veterinary Nursing. However, we do still need to review the existing veterinary nursing apprenticeship framework and we are working closely with the RCVS to take the apprenticeship review forward to bring it up-to-date and ensure it is fit for purpose."
"Well-trained veterinary nurses are more important than ever to businesses as they aim to meet today's many challenges. Many businesses offer apprentice places because they understand the benefits that apprentices bring. They are a great way for employers to ensure their workforce has the practical skills and qualifications they need now, and in the future."
The consultation process is starting with an online questionnaire, open now until Monday 4 January 2010, where the qualification aspect of the apprenticeship will be reviewed. The qualifications test the apprentice's knowledge and practical competence and Lantra wants feedback from industry professionals to make sure the framework encompasses the skills required by today's employers.
Jo-Anne added: "These questionnaires will be a great opportunity for industry to let us know what they need from an apprenticeship. But if you can't take part online, there are other ways to get involved as further consultation meetings will take place later this year in various locations across the UK."

The aim of the study was to assess the adverse effect profile of each individual AED by analysing all available data that has been published for each specific AED and then evaluating how reliable the data was. The study was published in BMC Veterinary Research (DOI: 10.1186/s12917-016-0703-y).
To do this the researchers gathered, screened and assessed all the information published in peer-reviewed journals and publications. The individual studies were then evaluated based on the quality of evidence, study design, study group sizes, subject enrolment quality and overall risk of bias. The results, say researchers, now provide a new and more objective insight into the tolerability and safety of the AEDs.
Co-author of the study, Marios Charalambous, said: "We recruited systematic and statistical methods to combine, compare and summarize the results of independent studies and, therefore, create more objective and reliable conclusions based on the current evidence. It was a time-consuming, demanding and challenging process, but we are sure that we provide the clinicians now with essential information which they can use for daily practice."
By reviewing, assessing and untangling the vast amounts of data, the researchers found that much of the evidence for the medical treatment of canine epilepsy was based on subpar reporting of adverse effect and in studies that were below the expected standard. They say that only in recent years can the quality of studies carried out be considered adequate.
Professor Holger Volk, Clinical Director of the RVC Small Animal Referral Hospital and Professor of Veterinary Neurology and Neurosurgery (pictured right), said: "Not only does this study offer a new perspective on the management of canine epilepsy, but also highlights the importance of the need for trials which provide high quality evidence in order to have more reliable and objective results about the safety and tolerability of the AEDs in veterinary medicine."
Dr. Dave Brodbelt, Senior Lecturer in Companion Animal Epidemiology, added: “This is a valuable addition to the body of literature on canine epilepsy, highlighting safety issues and adverse events related to its management and adding further depth to the evidence base relevant to practicing vets."

They will also be entered into a prize draw to win a 16gb iPad.

The case studies were developed by the RCVS Standards Committee and use a variety of examples of where miscommunication between a client and the veterinary practice can lead to an inadequate level of consent being gained for procedures and treatment, including euthanasia.
Examples include damaged teeth being removed during a clean and polish dental procedure without the owner’s express permission and not giving the full range of options available in the case of a dog with an osteosarcoma.
The case studies follow the Standards Committee approving changes to chapter 11 (‘Communication and consent’) of the supporting guidance to the RCVS Code of Professional Conduct in January 2018 to give further advice on how to discuss informed consent with clients, who can be responsible for gaining consent for a procedure and additional guidance on consent forms.
Dr Kate Richards MRCVS, Chair of the RCVS Standards Committee, said: "We hope these case studies will prove useful to practitioners who are having to deal with the complexities around making sure that procedures are fully explained to ensure informed consent is gained.
"We understand the difficulties that are encountered and so these case studies, based on real-life scenarios, highlight where things may go wrong and how these incidents can be avoided by being thorough and ensuring that good communication is at the heart of all we do."

The RCVS has asked more than 800 registered veterinary nurses to submit their continuing professional development (CPD) records in order to monitor compliance with their professional obligation to undertake CPD.
Under the Code of Professional Conduct for Veterinary Nurses, members of the VN profession are expected to undertake at least 45 hours of CPD over a rolling three-year period in order to demonstrate that they are keeping their skills up-to-date and engaging in learning and development.
Every year since 2010, the RCVS has conducted a CPD audit with registered veterinary nurses to gauge compliance and see what type of CPD the profession is engaging in.
This year the College contacted a random sample of 468 registered veterinary nurses from across all postcode areas (representing around 8% of the profession) asking them to share their records. It also wrote to 107 RVNs who took part in last year’s audit but were short of meeting the requirement, 80 RVNs who failed to respond to requests to submit their records in last year’s audit and 150 RVNs who confirmed they were not compliant with the CPD requirement when renewing their registration last year.
Those veterinary nurses who were previously on the List and who were moved to the Register when the new RCVS Royal Charter came into effect in February 2015, have not been asked to take part in the audit. Previously listed veterinary nurses were not expected to undertake CPD and so the RCVS is allowing a ‘bedding in’ period of three years (until 2018) for them to fulfil the requirement.

Veterinary nurses taking part in the audit need to submit their CPD records to the College no later than Friday 14 August. Records can be submitted by allowing the RCVS access to the online Professional Development Record (www.vnpdr.org.uk), by emailing a scanned copy of the CPD record card or posting a photocopy of the card.

VetNurse.co.uk has launched VetNurse Jobs - a completely revamped classified job section for the veterinary nursing profession.
VetNurse Jobs has been designed from the ground up to be as simple as possible for job-seekers to find the right vacancy. By default, jobs are listed in the order they were posted. But enter a location (ideally your postcode) and the list re-orders by distance from that location. Simple as that. No login required.
You can also set other criteria, such as the type of practice or the role, to further whittle down the selection.
VetNurse Jobs also offers a free subscription service whereby nurses can subscribe to be alerted only of jobs that meet their specific criteria, both in terms of the job type and its location.
Arlo Guthrie, VetNurse Editor said: "Our old system only allowed you to subscribe to be alerted of ALL jobs posted on the site. With so many jobs being posted on VetNurse, that must have been quite annoying for anyone who just wanted to know about jobs in the Hebrides.
"Now, if you put in your postcode and specify the job type you can tell the system to send you alerts only of jobs within 5, 10, 15, 30 or 50 miles. That means you'll only get alerts for jobs that are really relevant."

Organisations including British Veterinary Association (BVA) and the Society of Practising Veterinary Surgeons (SPVS) also responded to the consultation on behalf of members.
The College’s Education Department is now in the process of analysing the consultation responses.

Proposals are expected to go to the Education Committee and to VN Council in October and then to the November meeting of RCVS Council.

This new oral suspension joins the range of 1.5mg/ml oral suspensions for Dogs and 5mg/ml injections for Dogs and Cats, launched in 2009, and the 0.5mg/ml oral suspension for Cats launched earlier this year at the BSAVA Congress.
Using 14 years’ of race day veterinary reports, the study found that soft tissue injuries, respiratory conditions and gait abnormalities were the most commonly reported issues. Soft tissue injuries include wounds and lacerations. Those classified as 'gait observations' primarily relate to horses reported as lame, moving poorly or being stiff, but without a specific cause being identified. The majority of horses with respiratory conditions had epistaxis.
Researchers say the findings will help prioritize efforts and direct research to identify risk factors for the most common and/or severe conditions, with the aim of developing strategies to further reduce injuries and fatalities in British flat racing, building on its already strong record on equine welfare.
Sarah Rosanowski, PhD PGDipVCS BSc, at the Royal Veterinary College said: "It was not surprising to find that most veterinary incidents reported on race-day are relatively minor and not career-ending. This is of course a good thing.
"Although the good news is that the majority of injuries are not life-threatening, the fatality rates in British flat racing have remained relatively stable rather than declining over the past decade.
"The ongoing surveillance by the British Horseracing Authority is important as it provides a way to track the occurrence of veterinary events over time. Now that we have a baseline against which to monitor the effects of future interventions, there will be opportunities to further improve horse welfare and racing safety."

Intervet /Schering-Plough Animal Health has announced plans for a third National Vaccination Month Campaign to take place in May.
The campaign, which is aimed at owners of unvaccinated animals, is being fronted by TV presenter and wildlife expert Chris Packham. Intervet / Schering-Plough says it hopes the initiative will counter falling rates of pet vaccination that have been seen since the credit crunch.
In the lead up to National Vaccination Month, the company will be running a pet health awareness national and regional PR campaign backed up by print and TV advertising.
Pet owners will be able to download a voucher for a discounted vaccination in May from http://www.nvmonline.co.uk/. As well as dogs, cats and rabbits, horses will be included in the scheme for the second time.
During the last National Vaccination Month in June 2009, 1022 surgeries participated nationwide and an additional 40,000 animals were vaccinated as a result - 8,000 up on the first campaign run in 2008. According to Intervet / Schering-Plough, many practices saw more than 100 vouchers being redeemed.
The 2009 campaign came after more than a quarter of vets surveyed by Intervet reported concerns about falling levels of vaccination because of the credit crunch. Following the recession and public fears over the deficit, there are concerns that pet owners will cut back even further.
Angus Robinson from Intervet / Schering-Plough Animal Health said: "Research shows that the main reason why people don't vaccinate their pets is a lack of awareness of disease risk. We are also concerned that given the current pressures on household budgets, more people are deciding to cut back on vaccinating their animals with the real risk that this may have a potential effect on levels of herd immunity in the longer term."
He added: "We listened to practices which took part in NVM 2009 and have invested in improving the website to offer a simpler system for surgeries to download and log vouchers for their clients. The site will also drive pet owners to participating vets more quickly. Social media has taken off in a big way since our first campaign in 2008 and we will also be using Facebook and Twitter this time to reflect that. We are hoping that this will reach younger pet owners as data from our last campaign showed that pet owners in their 20s and early 30s were the age group least likely to vaccinate their animals."
Jane Carter of the Drove Veterinary Hospital in Swindon said: "National Vaccination Month is a golden opportunity to communicate the key preventative healthcare messages to new and existing clients. There was a significant outbreak of parvovirus in our area last summer which got a lot of publicity so we are expecting people will really catch onto the campaign this time."
