The 4% increase was approved by the Privy Council and the Department for Environment, Food & Rural Affairs.
Dr Tshidi Gardiner, RCVS Treasurer, said: “As with last year, RCVS Council recognises that we are living in difficult economic times, and have tried to keep the fee increase to a minimum.
"However, it is important that we increase fees in line with inflation, as well as take into account additional related costs, to ensure we are fulfilling our regulatory remit to the best of our abilities and meet our strategic priorities.”
The veterinary nurse annual renewal period will begin in the autumn, from when the new fees will apply.
Andrew Parry MRCVS, an RCVS and European Specialist, heads Diagnostic Imaging at Willows. He said: "Our previous CT scanner was excellent but all technology moves on. We wanted to ensure we maintained our position at the forefront of specialist veterinary diagnostic imaging.

Willows has also invested in a software package which does all sorts of clever stuff to bring the images to life for clients.

"Specialists can show models to clients immediately, while surgeons can manipulate images in theatre and all clinicians can view and interact with images from their own working environment.
"Additionally, we have invested in Siemens-manufactured software called syngo.via Cinematic VRT, which means we can build, rotate and fly through volume rendered CT models with clients, giving them a dynamic understanding of anatomy and pathology."
Clare O'Dwyer, a veterinary nurse from Terrington Vets in King's Lynn, has been presented with Royal Canin's first-ever 'Outstanding Contribution to Pet Health Counselling' Award.
Clare was recognised for her dedication and contribution to the role of Pet Health Counsellor in her practice, working hard to promote preventative health care whilst running a wide variety of pet health clinics for local pets and their owners. For example, in the past year alone, Clare has organised obesity clinics, dental clinics, puppy parties, senior pet clubs and an open day for the practice, as well as presenting bravery awards to some of her recovering patients.
Royal Canin presented Clare with £500 of high-street vouchers, along with the award's inaugural gold badge and certificate, plus a hamper stuffed full of goodies including food, a mug, t-shirt and stationery.
The award presentation was made by Royal Canin's Clare Hemmings VN, helped by practice colleagues who helped prepare a surprise buffet and party along with her husband and a special guest of honour, Sherman her pet French Bulldog, who she'd hand-reared from a pup after he was born with a cleft palate.
Clare said: "It's a real honour and a little overwhelming to be honest! I just want to thank my colleagues for all their support and a big thank you to Royal Canin too, as it's always lovely to be appreciated."
The Committee heard that Mr Dingemanse had one conviction relating to four separate offences committed in 2019 of making indecent photographs of a child Category A, B and C and possession of 22 extreme pornographic images that were grossly offensive.
He had been sentenced at Oxford Crown Court to eight months’ imprisonment, suspended for 24 months, directed to sign the sex offenders register for 10 years and fined £420 for prosecution costs and £140 victim surcharge.
The Committee were presented with evidence taken from the transcripts of Dr Dingemanse’s Crown Court sentencing hearing.
The transcript outlined that Dr Dingemanse used an online messaging service to engage in conversations about child sexual abuse under a pseudonym. According to Wales Online, the conversations related to children as young as four.
His IP address was traced and he was arrested on suspicion of possessing indecent images of children.
Counsel for the College submitted to the Disciplinary Committee that the nature of circumstances of the offences rendered Dr Dingemanse unfit to practise as a veterinary surgeon.
In its decision relating to Dr Dingemanse’s fitness to practise, the Committee described Dr Dingemanse’s behaviour which led to the conviction as “inexplicable” and “abhorrent”, and that his possession of the images of children and animals was “disgraceful conduct of the most grievous and reprehensible kind.”
The Committee did not consider that there were any mitigating factors in the case, but did consider there to be several aggravating factors including: actual (albeit indirect) injury to an animal or child; the risk of harm to an animal or child; lack of integrity for a regulated professional to have behaved in such a way; premeditated conduct; and, that the offences involved vulnerable children and animals.
Cerys Jones, chairing the Committee and speaking on its behalf, added: “Dr Dingemanse’s conduct was [also] liable to have a seriously detrimental effect on the reputation of the profession and to undermine public confidence in the profession.
"The fact that he was a veterinary surgeon was made clear at the Crown Court hearing.
"The Committee considered that members of the public would rightly be appalled that a registered veterinary surgeon had committed offences of this nature.”
When deciding on the appropriate sanction, the Committee took into account all of the evidence, including Dr Dingemanse’s expression of remorse and steps towards rehabilitation.
Mr Dingemanse's solicitor invited the Committee to consider suspending Dr Dingemanse from the Register as his client’s sanction, but the Committee did not feel that this was appropriate.
Cerys Jones added: “The Committee considered that suspending Dr Dingemanse’s registration would not be sufficient to maintain confidence in the profession and that therefore, for public interest reasons, as well as animal protection, a suspension would not be sufficient.
"Committee was of the view that the nature and seriousness of Dr Dingemanse’s behaviour, which led to the conviction, was fundamentally incompatible with being registered as a veterinary surgeon and that all of the above matters listed were applicable in this case.
"The Committee decided that the only appropriate and proportionate sanction in this case was removal from the Register.”
Dr Dingemanse has 28 days from being notified of his removal from the Register to lodge an appeal with the Privy Council.

Pfizer Animal Health is advising vets and horse owners to be on guard against the threat of West Nile Virus (WNV) in the UK, following a spate of outbreaks of the disease in several European countries this year.
West Nile Virus has recently made headline news because of a human outbreak in Greece which resulted in a number of deaths. Outbreaks have also occurred in Russia, Romania and Italy during 2010. West Nile Fever is a viral disease transmitted by mosquitoes, which carry the virus after biting infected birds. Primarily occurring between July and October, in line with typical peak activity of mosquitoes, it can have serious consequences on human and equine health, with severe cases resulting in fatal neurological disease.
There is no cure, though supportive treatment can aid recovery. However if the disease progresses to a state where the animal is not able to stand up, their chance of survival is considered low. Prevention of infection is difficult, but any steps that reduce mosquito numbers or the likelihood of horses and people being bitten may help to reduce the risk in areas where the disease is present. However, the only way to reduce the risk of an individual horse developing disease due to WNV is through vaccination.
Ben Gaskell, Pfizer's equine veterinary advisor said: "West Nile Virus may well become a very real threat to both horses and humans in Northern Europe. It is important for vets, horse owners and infectious disease experts to work together to mitigate its impact in the event of the virus becoming endemic across Europe. The rapid spread of the disease across North America is an illustration of what could potentially happen in Europe and it is important to remember there is no curative treatment - the only way to prevent clinical disease in horses is by vaccination."
Pfizer Animal Health supports the PrEquID (Prevention of Equine Infectious Disease) group, which consists of internationally recognised equine and infectious disease experts. The group was formed to develop guidelines on the prevention and control of a number of equine infectious diseases, on a global basis.
Klaus Osterrieder, Professor and Chair in the Institut für Virologie in the Veterinärfakultät at Freie Universität Berlin, Germany and a member of the PrEquID group advises: "Horse owners should ask their veterinarian for advice on appropriate prevention measures. Experience has shown that adopting a prudent prevention strategy can be a very effective way of managing this devastating disease."

Vetoquinol has announced that the 50g pack size of Ipakitine will shortly be replaced by a 60g pot.
The company says this will provide the convenience of a 30 day supply for a 5kg cat or dog who is on 1g/5kg bodyweight twice a day (one level scoop twice a day).
The 60g pot will be available from the end of December. Also at this time, the existing 150g size pot will be replaced by a 180g pot.
The new packaging is more eye-catching, easier to read and gives more description. A 300g pot will also be available in February 2012. Pricing will be in-line with increase in pack size, so proportionally a 20% increase for 20% more product.
Ipakitine is a phosphate binder formulated specifically for veterinary use. It is designed for both cats and dogs and is available as a tasteless powder formulation for easy administration with food.
The recommendations were proposed by the Legislation Working Party (LWP), which was set up in 2017 to consider the principles governing any new legislation affecting veterinary regulation and come up with recommendations for what innovations could and should be included in any future replacement for the Veterinary Surgeons Act 1966.
The LWP comprises members of RCVS Council, RCVS staff and representatives from the BVA and the BVNA.
The approved recommendations were grouped into five key headings: embracing the vet-led team; enhancing the veterinary nurse role; assuring practice standards; introducing a modern ‘fitness to practise’ regime; and, modernising RCVS registration processes.
The recommendations include:
Professor Stephen May, RCVS Council member and Chair of the LWP since its inception in 2017, said: “The scale of the changes that are recommended in this report are very significant indeed and, if implemented via new primary legislation, would really change the face of veterinary regulation, bringing it up to date with that of other healthcare professions, and ironing out many of the oddities and closing many of the gaps in our current regulatory regime.
"Changes to the legislative framework for veterinary regulation have been mooted for some time. While the Veterinary Surgeons Act 1966 has served the profession well for over 50 years, and we have been able to make some changes to it – for example, reducing the size of Council, the separation of the Disciplinary Committee from Council and introducing the concept of delegation to veterinary nurses via Schedule 3 of the Act. However, there are limits to how much we can continue to tinker around the edges, and it has become increasingly clear that new legislation is needed if we are to make progress.
"I have been very grateful to my colleagues on the Legislation Working Party for their hard-work over the past three years. There has been a lot of robust debate on how we can move veterinary regulation forward, but ultimately we have a consensus that there are significant deficiencies, imperfections and blind-spots in the current regime and, in order to ensure that the professions are able to best fulfil their mandate to protect animal health and welfare, and that the RCVS is able to meet its mission to set, uphold and advance veterinary standards, significant changes are needed.
"I am delighted that members of RCVS Council have agreed to put our recommendations to a full consultation and I look forward to seeing how this report and its, sometimes quite radical, recommendations will spark important debate of these big ideas.”
A full public consultation process on the recommendations is expected to take place later this year. After this has taken place, and depending on its outcome, and Council’s final decision on how to proceed, a full set of proposals on legislative reform will be put to the Department for the Environment, Food & Rural Affairs in the hope of seeking support for new legislation.
While RCVS Council approved, in principle, the report as a whole, there was a separate debate on some of the report’s recommendations concerning reform to the RCVS disciplinary regime which do not require changes to primary legislation, but could be made through powers granted to the College via its 2015 Royal Charter. Further details on this will be announced separately.

The Disciplinary Committee heard three charges against Dr Dhami, relating to events which took place while he was in practice at Vets4Pets in Market Harborough, Leicestershire.
The first charge against him was that, in November 2017, he used excessive force in kicking and stamping on a Staffordshire Bull Terrier he was treating.
The second charge was that, between in October and November 2017, he failed to pay adequate regard to the welfare of a Jack Russell in his care by leaving it in a sink without adequate reason and for an excessive period of time.
The third charge was that, between April and March 2018, he failed to have adequate regard to the welfare of a six-to-eight week old kitten, including providing bedding and warmth.
At the outset of the hearing Dr Dhami admitted to lightly kicking the dog, but denied forcefully kicking it and also denied that he had stamped on the dog, as well as denying the other two charges against him.
In considering the circumstances of the first charge, the Committee heard evidence from two of Dr Dhami’s colleagues stating that the dog had bitten him whilst he was cleaning its ears and, following this, he took the dog out of the consulting room, closed the door and whilst holding the dog’s lead then proceeded to kick her twice, knocking her along the floor both times, and then finally stamp on her when she was prone.
Dr Dhami disputed his colleagues' version of events and stated that he had only delivered two light kicks to the dog’s rump, that neither of these had made her fall to the floor and also denied in categorical terms that he stamped on the animal. Furthermore, he also denied the second and third charges against him.
In considering the evidence as to whether Dr Dhami kicked and stamped on the dog, the Disciplinary Committee found the evidence of his two colleagues to be credible and reliable, and so found all aspects of the charge proven.
Ian Green, chairing the Committee and speaking on its behalf, said: "For the avoidance of doubt, the Committee finds that the admitted kicks administered to [the animal] by the respondent were of significant force. The Committee rejects the respondent’s assertion that the admitted kicks amounted to mere taps on the backside. The Committee finds that the ‘stamping’ was also of significant force."
In regards to the second and third charges, the Committee was not satisfied that the charges had been proven by the evidence it heard and therefore dismissed them both.
Having found all parts of the first charge proven, the Committee then went on to consider whether or not Dr Dhami’s conduct amounted to serious professional misconduct, something that Dr Dhami, following the Committee’s decision on the facts, through his counsel, had admitted.
The Committee identified a number of aggravating factors, including the real risk of physical harm to the animal and the deliberate nature Dr Dhami’s conduct against the animal, committed in anger.
In mitigation, the Committee accepted that this was an isolated incident and that Dr Dhami had been bitten and was in pain. The Committee therefore found that Dr Dhami’s admission of serious professional misconduct was ‘properly and prudently made’.
The Committee then considered what sanction to impose on Dr Dhami. In doing so it took into account some of the written testimonials and character witnesses called on behalf of Dr Dhami. The Committee was also satisfied that Dr Dhami had had a hitherto long and unblemished career, that he had apologised to colleagues immediately after the incident and that, since the events, he had continued to work as a veterinary surgeon without any problems.
In relation to insight about the event, the Committee accepted Dr Dhami had provided some evidence of reflection, in that he admitted kicking the dog and accepted that this conduct, once found proven, amounted to serious professional misconduct.
The Committee decided that suspending Dr Dhami from the Register for four months would be the most proportionate sanction.
Ian Green concluded: "Having regard to all the matters urged by way of mitigation, and having taken into account all the evidence that it has heard, the Committee is satisfied that a period of suspension is sufficient in this case to protect the welfare of animals, maintain public confidence and to declare and uphold proper standards of conduct."
Dr Dhami has 28 days from being informed of the outcome of the hearing in which to make an appeal to the Privy Council.
Broadline was a fipronil-based parasiticide which also contained (S)-methoprene, eprinomectin and praziquantel.
NexGard Combo, on the other hand, contains esafoxolaner together with eprinomectin and praziquantel for worming.
Both products are licensed for use in cats with or at risk from mixed infestations by fleas, ticks, mites cestodes, nematodes.

Harrison Family Vets opened its first practice earlier this month in Woodley, Reading, in a £350,000 investment that created eight jobs.
The plan is for the next practice to open later this summer in the Midlands, before the group expands north towards the end of the year. The group is now searching for further properties across the north and south of England, with plans to open 75 practices by the end of the decade.
Tim joined his dad's practice in 1995 as General Manager. White Cross under his direction was consistently doing extraordinary things to foster what seemed to be a remarkably good working environment. If they can come close to repeating the formula, or improving on it, they must be on to a winner.
Electoral Reform Services (ERS), the independent body that carries out the Royal College of Veterinary Surgeons' Council election, has offered reassurance that the election was fair, in spite of a number of voters being sent duplicate ballot papers.
According to the College, ERS designs and prints the ballot papers, and receives back votes via the post, internet and text message, but it does not distribute the ballot papers: this was carried out by a separate mailing house contracted directly by the RCVS. Although the exact number of voters who received duplicate papers is not known, it may have been up to 289, as that was the shortfall of voting papers at the mailing house.
ERS carried out a review of voting patterns, including issues such as multiple votes coming from a single IP address, and concluded that it was not possible to say there had been instances of dual voting. Even in the small number of cases where there was a suggestion of dual voting, if those particular votes had been discounted it would not have affected the outcome of the election.
In a letter to the College, Adrian Wilkins, ERS Senior Consultant said: "Our view is... that although a number of members were sent two ballot papers, there is no firm evidence of fraud, and that the result is an accurate reflection of the views of the members of the Royal College. Our recommendation is consequently that the result should be declared as per our election report of 30th April 2012."
As a consequence, the RCVS returning officer, Gordon Hockey, Acting Registrar, declared the election results on 30 April.
The government estimates that up to 5,000 primates are currently kept outside of licensed zoos in the UK. Marmosets are by far the most commonly held primates in the UK, with capuchins, squirrel monkeys, lemurs and tamarins also among the most common species.
The new proposals will mean that specialist primate keepers who do not hold a zoo licence will need to obtain a new specialist private primate keeper licence to ensure they are meeting the required high welfare standards. These plans will also place welfare restrictions on the breeding and transferring of primates.
The BVA has welcomed the consultation. BVA Senior Vice President, Daniella Dos Santos said: “For a long time, we have called for a ban on private individuals keeping primates as pets. As vets, we have significant concerns as to whether the health and welfare needs of primates can ever be met under these circumstances.
“Primates are long-lived, intelligent and socially complex animals whose needs are extraordinarily difficult to meet in captivity and we can think of no circumstances where a primate would benefit from being kept in this way.
“We welcome the Government’s move to open a public consultation on this and hope that it does indeed result in a ban. If the UK wants to maintain its reputation for some of the highest standards of animal welfare in the world and if the government wants to fulfil its promises of enhancing the welfare of animals as we leave Europe then we must put an end to the keeping and trade of primates as pets.”

According to the charity, every year, 250,000 animals are brought to rescue centres around the UK1. Most are much loved pets that through no fault of their own find themselves without a home. They may be an odd mix of breeds, they may not look perfect, but they have so much to give.
Battersea’s research shows that whilst 92% of people say they believe rescue is the right thing to do2, when the time comes to get a new pet, many choose to go online and search for a specific breed instead. In the last 12 months there have been on average 165,000 monthly searches online for ‘French Bulldogs’3. A fifth of people who say they wouldn’t consider rescue say they can’t get the type of breed they want from a rescue centre4 and over half (52%) say the animals in rescue centres often have health or behavioural problems, and you don’t know their full history5.
Claire Horton, Battersea’s Chief Executive, said: "Even though one in four dogs and cats are rescues6, you’re still more likely to hear about French Bulldogs, or Labradors being the nation’s favourite pets. Our preoccupation with breed is fuelling a ruthless pet trade based on looks alone – one that can sadly put profit before animal welfare."
"Battersea is setting out to increase the visibility of rescue animals, to show they’re more common than you think, and are in homes across the nation. They’re the most rewarding, responsible choice for a pet, and we’re hoping to bring them front of mind – to get all generations of animal lovers to think rescue first."
To encourage potential pet owners to be more open to rescue pets and look beyond certain breeds, Battersea has removed breed filters from its own online animal galleries. Initial tests have shown that when visitors to the site were not given the option to filter by breed, they viewed more animal profiles, and a higher percentage of them went on to apply to rehome a dog or cat.
Rob Young, Battersea’s Head of Operations, said: "We know that misconceptions and pre-conceived notions about the traits and behaviours of certain dog and cat breeds can heavily influence people’s rehoming choices. By removing the option to search by breed we’re hoping that visitors to our website will be more open-minded to finding the right match. If someone is looking for an affectionate lap dog, or an energetic, playful pet, then they will find a perfect match regardless of breed. When you go to Battersea, you won’t just get a Ragdoll, or a Labrador, or even a Mongrel. Most importantly, you’ll be getting a Rescue."
Last year Battersea rehomed 2,301 dogs and 2,140 cats. The charity says it has seen a notable reduction in rehoming over recent years as more people search online for fashionable breeds and are influenced by what they see on social media. The charity believes ‘Rescue Is Our Favourite Breed’ will help break down some of the misconceptions people have about rescue animals, encouraging them to see rescue as desirable and a badge of honour.
Rob added: "People think rescue dogs or cats will be harder to train than a puppy or kitten, or that it’s just not as prestigious to own a pet that hasn’t come from a breeder. Well, nothing could be further from the truth. Ask any proud rescue owner and they will tell you that rescue pets are the best pets. They may not be perfect, but they’re worth it."

The It's Time to Change campaign offers best practice guidelines and information on ear disease in cats and dogs. Katie (pictured right) was awarded £1,000 for her research into the use of an ATP bioluminescence meter to monitor cleaning, with the aim of improving hospital hygiene.
The research is part of her study towards her Certificate in Surgical Nursing.
Katie said: "While we don’t have a clinical infection problem at our hospital I believe that there is always a need to improve hygiene standards across the industry as a whole. My aim is to prove that there are easily implementable, and affordable, processes that will improve the hygiene levels of the clinical areas in which I will work. I hope that this can then be rolled out further across the hospital and implemented across our branches and the veterinary industry as a whole."

The information has been made available amid concerns from behaviourists and animal welfare organisations that there may be a rise in behavioural issues as lifestyle restrictions are lifted.

Pet healthcare insurance provider, Pet Protect has analysed its 2007 claims for pet rabbits, concluding that that one in four relate to dietary issues and, in particular, obesity. Rabbits are now the third most popular of British pets, with nearly 2 million pet rabbits in the UK. An estimated 30% of domestic rabbits are obese, according to the Rabbit Welfare Association.
The study, titled “Development and progression of proteinuria in dogs treated with masitinib for neoplasia: 28 cases (2010 – 2019)”, also suggests that a urine protein: creatinine greater than 0.5 should prompt reassessment within one week.
For the study, the clinical records of 38 dogs referred to a single university teaching hospital between 2010 and 2019 for treatment of neoplasia with masitinib were retrospectively evaluated.
Data was collected at masitinib initiation and at various timepoints following the start of treatment.
Data gathered included the masitinib dose given and any changes to medication administration or dosing since the previous visit, presence of gross disease and the results of haematology and biochemistry profiles, urinalysis and urine cultures.
Urinalysis results were only included if they were performed at a reference laboratory.
At each timepoint, the urine was classified as non-proteinuric (UP:C ≤0.5) or proteinurinc (UP:C >0.5). Proteinuria was then categorised as likely pre-renal, post-renal, physiological renal or pathological renal.
Dogs were grouped based on the presence or absence of proteinuria at baseline. Non-proteinuric dogs were further divided, based on whether proteinuria developed following treatment during the study.
Of the 28 dogs in the study, five were being treated for epitheliotropic lymphoma, one for vulval lymphoma, one for malignant melanoma and 21 for mast cell tumours.
Twenty-two (79%) dogs were non-proteinuric and six were proteinuric at baseline.
Of the dogs that were non-proteinuric at baseline, four (18.2%) developed proteinuria within one month of treatment initiation. Median time to first detection of proteinuria was 14.5 days (range: 13 to 31).
Of the dogs with pre-treatment proteinuria (n=6), masitinib treatment was discontinued due to lack of efficacy in three dogs, and three were euthanased during treatment, two for disease progression and one for an unknown reason.
Dr Margaux Kuijlaars, corresponding author for the paper, said: “Patients developing proteinuria should be investigated to exclude non-renal causes. This should allow for more informed recommendations on the monitoring and management of proteinuria and further masitinib treatment in these patients to be made. Masitinib treatment can be considered in patients with pre-treatment proteinuria and does not inevitably cause worsening of proteinuria.
“The findings of this study add to the evidence base for the use of masitinib in treating neoplasia in small animal patients. The use of masitinib in dogs in this study was off-licence as C-KIT MCT expression was not determined, and many dogs were treated for other tumours.”
Nicola Di Girolamo, Editor of JSAP, said: “Little is known about which dogs are predisposed to becoming proteinuric following treatment with masitinib for neoplasia. Due to the small number of dogs in this study that developed proteinuria, conclusions about predisposing factors cannot be definitely drawn.
"The findings of this study add to the evidence base and demonstrate the need for larger, prospective trials including a control population and longer period of follow-up.”

Petsavers, the charitable division of the BSAVA, is calling for entries to its 2012 digital photography competition, this year themed 'Best Buddies'.
The competition is open to entries from pet owners and veterinary professionals alike. The judges will be looking for qualities like humour and character in the photos, as well as photographic skill.

It comes hot on the heels of the as-yet-unsubstantiated claim that remote dermatology diagnoses are as accurate as those conducted in person, and against a background of much debate in the profession about the risks and advantages of the various forms of telemedicine.
For this new study "Reliability of smartphone-based radiographic interpretation for evaluating cardiogenic pulmonary oedema in dogs", researchers from Universidade Federal do Paraná, Brazil, took thoracic radiographs from the medical records of 121 patients with cardiogenic pulmonary oedema or other differential diagnoses from three veterinary teaching hospitals.
All the images were then interpreted by two observers: a board-certified radiologist and an experienced cardiologist, both of whom were blinded to the patients’ diagnosis.
The images were reviewed both as JPEG images on a smartphone, and using a DICOM-viewing platform with an interval of four months between each viewing to reduce interpretation bias. The reviewers were asked to state only whether cardiogenic pulmonary oedema was present or absent. Diagnostic accuracy was assessed between interfaces and reviewers.
The authors say that the results of this study were consistent with previous research; a similar study found that small intestinal mechanical obstructions could be diagnosed from JPEG images of abdominal radiographs on a smartphone by radiologists.2
Lead author, Flavio Jojima said: "The diagnostic accuracy for cardiogenic pulmonary oedema in dogs was not significantly impaired when specialists used smartphones compared to a DICOM-viewing platform to interpret thoracic radiographs.
"This may provide supporting evidence for the use of smartphones for off-site expert interpretation of diagnostic radiographs, particularly in an out-of-hours clinical scenario, but not for routine interpretation of radiographs with a smartphone interface."
Nicholas Jeffery, editor of JSAP said: "These findings are reassuring. In off-site circumstances, particularly where immediate assessment and interpretation is needed, the use of smartphones could speed up the decision making process and enhance patient outcomes."
Prior to the start of the hearing, the RCVS received correspondence from Mr Kombert confirming that he did not intend to attend the hearing, either in person or via a video-link, nor did he intend to send legal representation in his stead.
The Committee, chaired by Dr Martin Whiting, decided to proceed with the hearing in the absence of Mr Kombert and any legal representation, on the basis that it was in the public interest and the interests of justice to proceed and that Mr Kombert had been given the opportunity to attend or be represented.
The Committee heard that staff at the practice where Mr Kombert was working as a locum had undertaken a check of the medicines kept in the practice’s controlled drugs cabinet and discovered that 5.5ml of ketamine and 1.5ml of methadone was missing. After the code to the controlled drugs cabinet was changed, Mr Kombert was observed taking an additional 3ml of methadone, which he then administered to himself while on duty at the practice.
After Mr Kombert was confronted with the evidence, he was given the details of the Vetlife charity for support and asked not to return to the practice.
The police were contacted and, on 4 January 2019, Mr Kombert was arrested and interviewed. He received a police caution for theft, with conditions that he should attend and complete a drug-use awareness course, and engage in a restorative justice process, which involved attending the practice to discuss his offences. At this meeting, Mr Kombert admitted stealing the drugs and administering them to himself while on duty, which meant he was not in a fit state to see patients. He apologised for his actions and the matter was then also reported to the RCVS.
In relation to the fact that Mr Kombert had accepted the police caution, made the admissions at the restorative justice meeting and had emailed the RCVS apologising for his actions, the facts of the case were found proven.
The Committee then went on to consider if Mr Kombert’s actions amounted to disgraceful conduct in a professional respect (henceforth called ‘serious professional misconduct’), something which Mr Kombert had admitted to in correspondence with the RCVS.
The Committee found that Mr Kombert’s actions did amount to serious professional misconduct. Dr Martin Whiting, chairing the Committee and speaking on its behalf, said: "The respondent’s conduct was dishonest; it constituted both a breach of trust and an abuse of his position with regards to access to veterinary medicines; it risked animal welfare and jeopardised the reputation of colleagues. It fell far short of the conduct expected of a member of the profession and amounts to disgraceful conduct in a professional respect."
The Committee then considered what the appropriate sanction against Mr Kombert should be, taking into account both aggravating and mitigating factors.
In terms of aggravating factors, the Committee took into account the risk of harm to animals, his dishonesty, the premeditated nature of the misconduct, the breach of trust and the fact it was repeated.
It also took into account three previous matters recorded against Mr Kombert in the United States of America.
These were: a letter of admonition from the Colorado State Board of Veterinary Medicine for practising when his licence had expired; a stipulation order from the same body in which he agreed to relinquish his licence in that state following an allegation that he took controlled substances from a veterinary practice and self-administered them; and a criminal conviction in New York State for obtaining an opioid controlled drug by deception, for which he was sentenced to three years’ probation. The Committee was made aware of the New York State criminal conviction after Dianne Norris, a Probation Officer based in that state, had contacted the RCVS after hearing about the inquiry and informed the College that Mr Kombert was in breach of his probation conditions.
Dr Whiting said: “The Committee has considered the witness statement of Ms Dianne Norris, a probation officer employed by Putnam County Probation in New York, who was responsible for supervising the respondent as part of his probation. Ms Norris explained that the respondent breached his probation on numerous occasions, which took place from November 2017 to 2018…. As a result of the breaches, Ms Norris required the respondent to increase his attendance at support groups to an inpatient treatment program for 28 days from 13 July 2018. He failed to attend.
"Ms Norris explained that warrants were issued for the respondent’s arrest…. The Committee noted that the conduct of the respondent in relation to obtaining controlled drugs from his employers for his own use while in the United States of America was similar to his conduct … [described in] the charges."
In mitigation the Committee considered that Mr Kombert had consistently admitted the charges against him as well as accepting and agreeing with the evidence against him.
However, the Committee decided that in light of the seriousness of his misconduct, including dishonesty and risk of serious harm to animals, removal from the Register was the most appropriate and proportionate sanction.
Summing up, Dr Whiting said: "The respondent has failed to uphold the requisite standards to be expected of him on multiple occasions. The Committee considers that the only sanction that is sufficient to protect the welfare of animals, maintain public confidence in the profession and declare and uphold proper standards of conduct is one of erasure."
Mr Kombert has 28 days from being informed of the outcome of the hearing in which to make an appeal to the Privy Council.

Dr Kettle faced a charge that he had grabbed the dog, a Shih Tzu named Bella, when she was in a kennel, and/or failed to take sufficient care to ensure that Bella did not fall from her kennel, hit Bella with his hand and/or muzzle, and carried Bella only by her collar and/or scruff.
At the outset, Dr Kettle admitted that he had committed the acts as alleged and that his conduct represented serious professional misconduct.
Having taken evidence from the College and the respondent into account, the Committee considered that Dr Kettle’s actions had not only placed Bella at risk of injury but had also caused her actual injury evidenced by her tongue turning blue for a few seconds, the fact that she soiled herself and her stillness in the treatment room.
However, it also concluded that the incident was a single episode in respect of a single animal that had occurred over a period of 30 seconds, so whilst his actions were serious, they were not aggravated by being sustained or repeated over a period of time.
In terms of mitigating factors, the Committee considered that the circumstances at the time of the incident were relevant.
It found Dr Kettle to be a credible witness and accepted that, during the time that the incident occurred, he had been going through a very difficult time personally with the loss of locum staff, the increased work pressure during the pandemic and unrelated adverse comments on social media.
The Committee considered that whilst these factors did not excuse his behaviour, they had affected how Dr Kettle had reacted towards Bella on the day.
The Committee also noted from clinical records that Dr Kettle had been Bella’s veterinary surgeon for over seven years, on nine occasions prior to the incident and on seven occasions subsequently.
There has been no such evidence of any other incidents happening within this time. Dr Kettle received highly positive testimonials attesting to his usual high standards of practice, both before and since the incident, and the Committee was satisfied that this incident could properly be characterised as isolated and out of character.
Kathryn Peaty, Chair of the Disciplinary Committee and speaking on its behalf, said: “It was clear that Dr Kettle was deeply remorseful and ashamed of his actions, immediately recognising the seriousness of what he had done.
"Indeed, it was apparent to the Committee from Dr Kettle’s evidence that this remorse and regret continue to weigh heavily on him.
“In all the circumstances, although the Committee did not consider that Dr Kettle’s misconduct was at the lower end of the spectrum of seriousness, given the absence of future risk to animals or the public, and the evidence of exemplary insight, the Committee concluded that a reprimand was the appropriate and proportionate sanction in this case.
“The Committee was satisfied that a reprimand would mark Dr Kettle’s misconduct and reassure the public that veterinary surgeons who act as Dr Kettle had done, would face regulatory consequences and sanction.”

David, who was assisted by Dan Kenny and Kat Grzywa MsRCVS, said: “Penny presented with suspected ascites, given a large volume of peritoneal effusion. Her abdomen was very swollen and taut
“We performed a contrast-enhanced CT scan with an iodine-based contrast to help highlight the areas of the body we needed to examine and the results were startling.
“The mass was enormous. It almost completely filled the abdomen.”
CT images showed that the mass had originated in the right kidney, which had been displaced into the left side of the abdomen, and also compressed the rest of Penny’s internal organs.
There was no evidence of metastatic disease.
David added: “A right ureteronephrectomy was performed and the large cystic parts of the tumour were dissected free from the omentum, the peritoneum and the retroperitoneal vasculature.
“The surgery was really difficult because the mass was so large and heavy, and it required extra surgeons to hold and manipulate the mass, while its vasculature was dissected and ligated.
“The weight of the mass on the diaphragm also made the anaesthesia challenging but surgery went very well.
"Once the surgery was over, the weight of the mass was confirmed at nearly 5kg.
“Penny made a good recovery from the anaesthesia, her blood renal parameters remained normal throughout her recovery, and she was discharged 48 hours later. Histopathology later confirmed the mass to be renal carcinoma.”
