legally the only way is via the police if it is an emergency

but many companies hold ex directory numbers even though they aren't meant to, and sometimes a search on the net by the name or the address can bring a result.

other than that if it's a personal number then trying friends of friends might help, or if it's someone say who might use the same vet etc, you can leave your details with them and ask if they can pass them on to the person, then hope they ring you. Or leave messages on websites that they might use.

Difficut due to the Data Protection Act but leaving your details with other contacts could bring a result.

I wouldn't have thought so, might just have to resort to letter writing if you know the address!
