&lt;p&gt;Liverpool police had a dog&amp;nbsp;amnesty a few years back and 20 odd dogs were handed in in the week long promo, this is a good idea althou it&amp;#39;s only self-respecting people who live within the law are likely to take part in this sort of thing. I think the way forward is to bring in&amp;nbsp;licensing&amp;nbsp;and insurance for all pets, much like cars! and any dog not having a licence&amp;nbsp;ceased, much like cars without tax or insurance. &lt;p&gt;the most interesting point I thought, was that the pitbull that attacked the young boy was returned to its owner, having been deemed not to have meant to attack but was playing!&lt;/p&gt;
&lt;p&gt;FFS - I thought a pitbull being a dangerous breed and if under 8 shouldn&amp;#39;t exist so is normally destroyed, and if an older dog born before the DDA, it had to be muzzled in public or if found guilty would be destroyed.&lt;/p&gt;
&lt;p&gt;I personally do not see the point of dog public liability insurance and chipping for all dogs. Like car insurance, only the good citizens will bother, and the people who breed dangerous dogs, attack dogs, or from unhealthy genetically unsound dogs, will not bother to chip or insurre anyway.&lt;br /&gt;It will be the people who have friendly dogs who want to be within the law who will insure and chip.&lt;br /&gt;Round our way no-one has the time to deal with strays, neglected dogs etc, so how will each dog on the street be checked for conformity to a new law?&lt;br /&gt;&lt;br /&gt;The rescue places are full of staffies or bull crosses and if a law comes out surely even more dogs of all types with bad temperaments, or who look the type to be stopped and checked, will be dumped or foistered onto sanctuaries.&lt;/p&gt;
&lt;p&gt;It&amp;#39;s education that is needed, not a bit of paper and a chip.......even with a chip when we check animals it&amp;#39;s often the case they say it was sold ages ago and new owner probably hasn&amp;#39;t updated the records - who would be liable in ths case and how would you prove current ownership in order to be able to sue someone?&lt;/p&gt;
