COntact the council to sort it tell them you have no transport and if they say anything point out new neighbour and what they have done.

yes will have to arrange a trip to the tip - but as I dont drive that is going to cost me!

Bet ya glad your moving.... is there a local tip nearby where you can get rid of your rubbish?

Bit selfish bout new neighbour doing that, maybe they didnt know it was one bin for all 9 flats...

Well, the good thing Sal is that you wont have to put up with that for much longer. Is there any skips or refuse sites nearby where you could put your rubbish?

The new neighbour shouldnt be allowed to do that
