I used to manage H&S, I was with a group so we had a lot of the paper work done however I was left to manage the practicalities of H&S in practice. I wrote most of the SOP's, did all the checks and training. I had spread sheets to record everything and I knew when everything was due for checking etc.

Don't even consider it. The company advice comes with liability. Spend the money. The difference is a fine paid by your insurance versus a prison sentence.

We use Worknest. Used to use Xact until bought by Citation.

We use Peninsula for our H&S as well as our HR. Reasonably charged but find them very helpful when I have to call. With your own account manager they know you and the practice needs. When looking around found it really is a case of you get what you pay for.
