I'm pretty curious so I've started to have a look at how could I get registered there IF I could work there. I went to the NAVTA and NYSED websites and all I could found was pretty danting.

Aside from the issue of obtaining a work permit the state of New York requires all veterinary technicians to hold a license to practice. To obtain this it is required that you graduate from an approved by the state program to become a vet tech then take the exam to be licensed. In the past I am sure you could just take the exam but now they no longer will accept your Qual providing access for the exam. This means that unless you graduate from one of the approved programs recognized by the state you are not eligible to take the exam. If you have a work permit you can work in the role as a kennel assistant. Always call to verify this with the state. In the state of Pennsylvania for example there is not a requirement for vet techs to be licensed. Some states do not operate approved programs at all like Montana and Alaska but unfortunately the state of New York does. Good luck!
