Following on from the above replies...

If VAT is being charged on the course, you would only be able to reclaim the VAT if you are in business and registered for VAT (in theory a self employed/Ltd company locum could). As a general consumer, buying a product/service means paying VAT (unless the product/service by it’s nature is free of VAT anyway) regardless of the purpose of the purchase.

Yes, to be clear, only registered businesses (that is registered sole traders, business partnerships and limited companies (and charities) can register for and claim back VAT, AFAIK).

You never "not pay' VAT but you can reclaim it (input tax). Depends on whether it is a business expense or not.
