correct me if I am wrong, but I am pretty sure this has always been the case?

Dogs in vehicles should always be properly restrained, whether it be in a carrier or a safety harness
This is the exact wording in the highway code

"When in a vehicle make sure dogs or other animals are suitably restrained so they cannot distract you while you are driving or injure you, or themselves, if you stop quickly. A seat belt harness, pet carrier, dog cage or dog guard are ways of restraining animals in cars."

Re: Dogs in Cars
Practice I worked at in the past we were called out to collect a JRT that had been involved in an RTA. It had been asleep on the parcel shelf when the car rear - ended another car at speed. Dog was thrown forwards to the front of the car and hit the windscreen but not before hitting the owner on the way through the car. Owner died, dog survived. Some of the owners head injuries were thought to have been caused when the dog hit them.

I was also told by a client that she was in dispute with her insurance company after they refused to pay out saying that her dog which was not restrained had diverted her attention.

Re: Dogs in Cars

correct me if I am wrong, but I am pretty sure this has always been the case?
