My grandma is elderly and unable to walk a dog at all the only exercise that dog gets is when she is let out into the garden. She&amp;#39;s a hyperactive dog that is now overweight due to lack of exercise and too much food, she is constantly barking and showing other behavioural signs from being kept in all the time. &lt;p&gt;Yes have heard that before from one of my vet friends - even people who are working in practice are deemed unsuitable. Maybe the rescue centres need regulating (in fact they DO need regulating and not for just this reason) and a central policy introduced on what does and does not constitute a suitable home. I know I for one would not want to be showing anybody 3 months bank statements to prove I was a fit pet owner - it proves nothing (except you are solvent). A home check maybe but that would be as far as it went intrusion wise.&lt;/p&gt;
