It seems to be&nbsp;since government funding was stopped for training. There are a lot less students being trained, and therefore becoming qualified. Also due to the general low pay, a lot of nurses have turned to locuming instead of being salaried <img src="/emoticons/new/Thinking_smiley.gif" alt="Exasperated" /></p><div style="clear:both;"></div>
