In special circumstances they can, I knew a RVN less than 6 months post qual become a CC because no one else at the practice wanted to do it. I personally don't agree with it as feel newly quals should be able to enjoy being away from academia for at least a year, as well as not having a great deal of experience.

I have seen RVNs become cc sooner, I think it goes on a case by case if you have good reason

I believe it is because the RCVS don't believe they have enough experience professional until they have been qualified a year.
