&lt;p&gt;That is getting into seriously dodgy territory if you ask me! Not just because of client confidentiality, but because it could be really bad for the practice if word gets out that you&amp;#39;re dobbing in clients.&lt;/p&gt;

&lt;p&gt;All you can do is educate them on the law and the associated fines if they don&amp;#39;t comply.&lt;/p&gt;
&lt;p&gt;I would put on the dog&amp;#39;s record that you have strongly recommended having the dog microchipped and that the owner has refused to have the dog microchipped by you, just in case&lt;/p&gt;

&lt;p&gt;I am really interested in this issue and am collecting questionnaires that are evaluating nurses confidence with microchipping laws, for my research project.&lt;/p&gt;
&lt;p&gt;Unfortunately we can&amp;#39;t legally enforce a client to have their pet microchipped. I think you have done the best thing by recommending a charity based microchipping service. Maybe you could find a charities leaflet to give to the client, that explains their microchipping service.&lt;/p&gt;
&lt;p&gt;The alternative is to report the client, but through researching this issue for my research project its recommended that you should speak to the RCVS first, to get advice about doing this, because of the issue of client confidentiality.&lt;/p&gt;
&lt;p&gt;It&amp;#39;s a really difficult situation. The new legislation is step forward but does seem to have many loopholes :S&lt;/p&gt;
