we use a local electrical company found online - very reasonable price wise. See if you can find somebody local to you

we hire the pat test machine through Salus QP and the boss does it himself

I do our practice PAT testing - there is a video (probably a DVD now) that you have to watch and then you can get the testing equipmeny - this needs to be sent away every 12 months to be calibrated. But may be worth investigating.
