From my understanding of Health & Safety I would think that as the accomodation is being provided by the practice, that it should be up to scratch in terms of fire blanket +/- extinguisher and with at least a smoke alarm and fire escape procedures even if there's not a dedicated fire alarm point in the flat itself.

A wee internet search produced the following document from HSE, which advises checking with the local Fire and Rescue services or the practice fire officer as to the requirements.

http://www.hse.gov.uk/pubns/law.pdf

Hope that helps :)

I know (to my cost) that a burglar alarm isn't obligatory but I am pretty certain that there should be at least a working smoke alarm
