&lt;p&gt;There is also the slight issue of the matter possibly being &lt;i&gt;sub judice &lt;/i&gt;or maybe subject to an improvement notice on the owner to put things right. The people who prosecute animal cruelty put a lot of effort in to get the cases right. They may not always shout from the rooftops what they are doing or where they are up to in a particular case and that may be for good reason.&lt;/p&gt;
