In answer (pedantically) to your original question, it is an H&S issue and if inspected or spot checked, the practice will be pulled up for not having adequate handwashing facilities for staff, as they also will if the working light level in reception is causing issues with safe working or brightness of VDUs too.

I used to work for a practice where the managing partner used to do the same thing! If you have a combi boiler, it should only be heating the water as and when it's used. Turning off a few lights and the boiler is an exercise is cost cutting, not cost management - the former will a short-term effect (if any of consequence). Economy drives can work wonders of done properly, but "this and that" (even with heat and light being major expenses) is unlikely to have any major impact. Can't your practice manager put their finance thinking caps on and take a proactive approach...?

or come up with your own money saving list to run alongside - ultra cheap coffee and scratchy loo roll may invite a re evaluation of what is important in life

Tell him reheating the boiler costs more money than keeping it at a consistent high temperature. :) Repeatedly switching lights on and off reduces their lifespan and costs more. Talk to him about energy efficient bulbs.
