&lt;p&gt;I would read from this that a registered or listed veterinary nurse can sign a passport photo:&lt;/p&gt;
&lt;p&gt;&lt;a target="_blank" href="https://www.gov.uk/countersigning-passport-applications"&gt;https://www.gov.uk/countersigning-passport-applications&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;(although not on the e.g. list, it says that &amp;quot;Countersignatories must work in (or be retired from) a recognised
