I spoke to the VDS about this and they say the RVN can administer and sign for 2nd vacc as long as the 1st vacc is done by the vet.

It is basically to do with if it is a RECORD CARD or CERTIFICATE.

If a record card then RVN's VN's and probably anyone with permission can sign to say the vaccine was given on the date it was given.

If it is a certificate then it has to be the vet.
