&lt;p&gt;I think the answer to your query will really only be found by speaking to your HN or PM again. It may be, as Sal says, that the practice understanding and, therefore, operation of the rules is different to the way the words read to you. It may also be that you have a very valid point and you have been dictated to unfairly. Whichever / whatever, I think you really need to speak to them again and calmly, politely sort things out between you? I am not sure that anyone here can offer you any fool-proof advice that will give you power over your employer in this respect, if that is what you are asking?&lt;/p&gt;
&lt;p&gt;Nevertheless I agree, based on what you have said, it sounds like you could have been given the choice of holiday or unpaid leave. On the other hand, the choice might not be within your say so (which is what I think Sal is saying).&lt;/p&gt;

My reasoning behind this was that I was already working with fewer nursing staff than was needed and covering holidays/time off was a nightmare for just basic holiday as I was rarely allowed a locum nurse, so for staff to be &amp;#39;extending&amp;#39; their days off by electing to take unpaid leave made my job all the harder.
