Maybe thay are struggling to find normal prey species, and are taking advantage of what they would see as prey, being people. However, I can see where the Australian Government is coming from. It is unusual for a shark to target humans so for a single great white to have killed three people is very odd and slightly worrying. I think they simply feel that they need to do something to reassure the general public. It is sad that people have lost their lives but this animal did not do it out of malice only to survive.
