I think virtually ever caesar I played a part in was a pedigree or a nearly pedigree and when asked virtually every one didnt want them spaying at the time of caesar. At least if they are spayed when they are caesared they dont roll up again for another caesar about 7months down the line! it would improve the lives of some of these bitches no end to not be near as damn it in pup throughout their lives&lt;/p&gt;
&lt;p&gt;I feel if it was mandatory that caesars were also spayed it would nail some of the backyard breeders whose only intent is to make money.&lt;/p&gt;
&lt;p&gt;We used to read through the free ads in the local papers for puppies for sale and time and time again phone numbers came up for owners of &amp;#39;accidental&amp;#39; litters selling them as pedigree this or that and charging 100&amp;#39;s - which we never saw anything of&amp;nbsp; &lt;img src="http://www.vetnurse.co.uk/emoticons/new/Angry_smiley.png" alt="Angry" /&gt;&lt;/p&gt;

My ex sister in law to be (now that&amp;#39;s a complicated one!) used to take her dog to the PDSA in her mum&amp;#39;s name and address as she didn&amp;#39;t qualify herself so any method is obviously not foolproof (remind me of my very first practice 20&amp;nbsp;something years ago where we did a neutering sheme, reduced fees, for those on unemployment benefit. Guy came in with his form to prove his name and address etc and then when we asked for his contact number for the day, said we couldn&amp;#39;t get hold of him as he&amp;#39;d be at work all day!!!) How do prove whether you&amp;#39;ve paid for a pedigree or not though? I suppose if you have genuinely rescued/adopted it, you&amp;#39;d have the paperwork from the rescue centre but then there will be those grey areas where people say they&amp;#39;ve lost the forms or had the dog from a private/breed rescue, can&amp;#39;t remember the person&amp;#39;s name, blah blah blah. &lt;p&gt;There are going to be some exceptions such longstanding pets already on meds.&lt;/p&gt;

He said they are struggling to get customers to even get free neutering done! He said they are becoming lazy and can&amp;#39;t even be bothered to go to the vets for free, (though they could help the situation by actually rehoming pets to eligible owners without them have their stupid 1000 rule criteria).&lt;/p&gt;
&lt;p&gt;Our local C.P.L have 50 cats waiting just to get into the shelter!
