Lovely people and very responsible cat owners.
Had recently trapped a cat ( unneutered tom) which they thought was a stray and was terrorising their cats. Tough one. You're right, you can't just ride in on your high horse and demand they neuter him... If he's going into someone's garden maybe they could contact the RSPCA / CPL etc and arrange for a cat-trap? If the cat is taken into an actual animal shelter and the owners are contacted by them I'm sure these organisations would read the owners the riot act - or offer to castrate him there and then. And if it is someone like the RSPCA putting the hard word on the owners they might take more notice than from yourselves...? Just a thought. Wouldn't hurt to call the RSPCA and have a quiet chat with an inspector to see how they saw the situation anyway.

Good luck!
