&lt;p&gt;You dont say how many qualified locums there are? - but conditions as you describe them will probably account for them needing to use locums. If the locum agency didnt warn you about the hours they should have.&lt;/p&gt;
&lt;p&gt;The thing is the more locums/permanent staff will accept these conditions the longer it will go on - its self perpetuating, and with there being so many people wanting to come into training and accepting very low/no wage to do so...... well when do you see an end to it? There&amp;nbsp;are hundreds (and that is not an exaggeration)&amp;nbsp;in the next generation of poorly paid nursing staff already waiting in the wings ready and eager to take up the strain.&lt;/p&gt;
&lt;p&gt;As to the hours being illegal - well they arent good but it depends on what is written into the contract. At least if you are a locum you have the opportunity to get out as soon as your locum ends&lt;/p&gt;
