Flat film = contrast too low.

This is caused by:

overexposure.
underdevelopment or over development.
fogging.

I had a vet that used to refer to films as 'flat', and they meant that it was lacking in density and contrast, increasing the kV helped most of the time.

We are now digital so don't have these problems anymore! Soooooooooo nice!
