I would certainly complain thats lack of brains and consideration, they should have put dust or tarp sheets down. you have the photo so use it and firmly explain you are quite upset and angry to be left with a soggy smelly floor and you are also concerned what effect this will have on neighbours below. As for the insurance, its not something i deal with so no doubt someone else will have correct advice for you.
