&lt;p&gt;I was in a similar situation with my neighbour. I did mention it to the RSPCA in passing to say &amp;#39;What can I do&amp;#39; and got a grunt style answer. However, another of my neighbours put in an official complaint and they did get a visit and most of the cats taken away.&lt;/p&gt;
&lt;p&gt;I would definately recommend calling them if only for advice and to get the animals checked to ensure they are all happy and healthy. They may check them and decide all is fine but at least you know!&lt;/p&gt;
