For example, what is his history with other dogs, when did the problem start, how has it progressed, how do you react?

Likey to be anxiety based.

A tense lead is a tense dog - so you need to train attention exercises, and walking nicely with a loose lead. Focuss is the key - so you can reward him for calm behaviour around other dogs. This will need to be practised with no distractions before it can be applied to problem situations.

Once you have the ability to get his focus you can do systematic desenitisation, by gradually getting him closer to another dog. If he shows a fear response, then too close, increase the distance again. When you see another dog - reward him (counterconditioning). It would be ideal to get a qualified behaviourist to observe him/a video so they can ascertain how bad he is. If he is very bad - just give a treat everytime see a dog, if he is not that fearful and it is more of a learnt response then that may be inappropriate and reinforce bad behaviour, so in this case you would only reward calm behaviour.

Hope that helps
