&lt;p&gt;In NZ compulsory micro chipping is already occurring and it works well as all pets must be chipped and registered with the council and the incentive for this is that you get reduced council dog fee if animal chipped, de-sexed etc. Obviously not everyone follows suit but the majority do, otherwise there are fines.&lt;/p&gt;
