Because if they dont I dont see too many of them seeing the course through, which is helpful to nobody. &lt;/p&gt;

&lt;p&gt;I agree with Tracy, perhaps the age limit should be increased due to high levels of unemployment etc. That&amp;#39;s something the Government should look at doing and not limit these opportunities to those under 19. &lt;/p&gt;

&lt;p&gt;I&amp;#39;m not saying that anyone under 19 does not deserve to train, but you are much more likely to find a dedicated student who will be determined to complete the course AND stay in the profession if you offer this to more mature and experienced individuals.&lt;/p&gt;
