What a ridiculous thing to say. I live in Spain and chips have been obligatory here for quite some time. All rabies vaccinations, echinococcus treatments, have to be legally registered once a year onto the dog/cats microchip. I thought Spain was a bit backwards, but apprently not on this issue!!!&lt;/p&gt;
