how on earth does this happen in the first place, let alone happen several times! come on something has to change with the system

I still can't get my head around this, if he was so desperate to be a vet he could have gone to university and got a valid license. With all the effort he put into fraud he could have worked hard and qualified. Just found this article form 2000, when he was arrested in south africa!
