The company says that as soon as it discovered the unauthorised external access to its systems, it took them offline and started working to contain the threat.
Specialist third party consultants have been engaged to investigate the nature and extent of the incident and CVS has also informed the relevant authorities, including the Information Commissioner’s Office, because of the risk of malicious access to personal information.
The company says the majority of IT services for its practices and business functions have now been restored, but due to the increased levels of security and monitoring, some systems are not working as efficiently as before.
CVS also says that as a result of the incident, it is bringing forward plans to migrate its practice management system and related IT infrastructure to the cloud.
Analysis of the incident is ongoing and CVS says it will provide a further update in due course.
The College first became aware that confidential information had been leaked earlier this year after the Veterinary Record made the decision to publish details.
The College says it then provided a number of informal opportunities for the person leaking the information to come forward and discuss the reasons for their actions, but nobody stepped forward.
A Council member then made a formal complaint about the leak, which triggered the complaints policy set out in the College’s Code of Conduct for Council Members and instigated the investigation.
The investigation was run independently of the RCVS by an external specialist consultancy, and coordinated by a legal assessor.
Initially, the investigators were asked to focus on a single leak, but following a number of further leaks over ensuing months, it became necessary to widen the scope and depth of the investigation.
The investigators’ report concluded that there had been several separate and deliberate leaks of confidential information by a current or former Council member over an extended period.
However, they were not able to identify who specifically was responsible for the leaks, and because nobody admitted it, no further action under the complaints policy of the Code of Conduct for Council Members was appropriate.
The investigators concluded that the leaks were not the result of poor understanding of College or Council processes, but a deliberate decision to provide confidential information to third parties.
Council members have therefore agreed to review existing training requirements and mechanisms for handling confidential information and to explore in more detail the potential motivation of the person or people who leaked the information, together with the underlying culture of Council that might have influenced their behaviour.
RCVS President Mandisa Greene, said: “There is no denying this is a sad day for the College, and for RCVS Council in particular. As Council members of our professions’ regulatory body, we must maintain the very highest standards of probity and integrity if we are to maintain the trust and confidence of our professional colleagues. In the same way, we must subject ourselves to the same level of scrutiny and investigation if these values and behaviours are ever called into question.
“That someone chose to breach the trust placed in them by their peers is extremely disappointing, especially when they were given every opportunity to come forward to discuss their concerns, and avoid the College having to launch a formal investigation.
"Our default position during Council meetings is to hold as many discussions as possible in public session to ensure Council’s decisions are as open and transparent as possible – something that we will continue to increase as much as possible. Like any organisation, however, there may be a small number of issues that need to be discussed in closed session – for example, those still at concept stage prior to any decision being made public or put out for consultation, or those containing personal or commercially sensitive data.
"I sincerely hope that all of us on Council can learn from this unfortunate and unnecessary episode. We must rebuild and maintain sufficient confidence in each other, and in our processes, that, even if we disagree on certain matters, it is always best to do so in a direct, upfront and honest manner."
The guide, which was first published in 2020, is designed to help veterinary professionals give pet owners sound, independent advice about what to feed their animals.

The Blue Cross, Britain's pet charity, has presented its Veterinary Nurse of the Year Award to Anna Hatchett (below, centre) for her outstanding contribution to animal welfare, both within her veterinary practice and among the local community in Whitby, North Yorkshire. The award was presented during the British Veterinary Nursing Association (BVNA) annual congress in Kettering, Northamptonshire on 21 October by TV vet Scott Miller and Blue Cross director of veterinary services, Voigt.
Voigt (above, right) of The Blue Cross explained: "This annual award recognises the hard work and talent exhibited by veterinary nurses throughout the country. Anna's commitment to help educate people about responsible pet ownership demonstrates a real understanding of the important bond that people share with their pets." Anna was nominated by two vets, Edward Gillams and Kate Loomes, who previously worked with her at The Beck Veterinary Practice in Whitby, North Yorkshire. Mr Gillams remarked: "Anna has given the practice 10 years of selfless dedication and hard work. She always finds time to discuss pets with their owners, be it while running puppy parties, weight clinics or while in reception dealing with appointments." Ms Loomes added: "Anna is an exceptionally dedicated and talented nurse. She has an amazing memory for clients and takes time to enquire as to how their individual pets are. She doesn't hesitate to take in and care for stray and lost animals and works well over her working hours when animals are in need of help." Commenting on her award, Anna said: "I was very touched when I found out I'd been nominated and absolutely thrilled to have won. I have been a veterinary nurse for more than a decade now and can't think of a more rewarding job - it's just a case of doing what comes naturally!"

The BSAVA also highlights that the law in the UK relating to the use of veterinary medicines will be updated when the VMD completes its review.
In addition changes to the RCVS Code of Conduct concerning under care are due to come into force in September.
This, the Association says, will lead to significant changes in medicines use, as well as legal and ethical dilemmas.
As a result, the new guide includes a section at the beginning of the Guide that will be updated as required and the editors encourage all veterinary professionals to stay up to date with the progress of these reviews.

The company’s NEMO Cardiac Health Screening test detects heart disease using AI to analyse microRNAs - biomarkers that manage the immune system and its responses and act as regulators for disease progression or resolution.
MI:RNA says the new test, which can be taken from blood or urine samples, will help vets diagnose and monitor disease progression more effectively and give cats and dogs with heart disease 18 months more life.

Professor Joanna Dukes-McEwan, Head of the Cardiology Service at the University of Liverpool said: "From our cardiac investigations, we knew exactly the underlying heart disease and the severity of this, so our data was used as a training set for the MI:RNA panel analysis.
"We have previously collected samples from dogs with myxomatous mitral valve disease and are currently collecting samples from cats with hypertrophic cardiomyopathy.
“I think the MI:RNA panels are most useful for vets in primary care practice to identify and confirm the severity of underlying cardiac disease in their patients.
"A simple blood test which could confirm that the cause of a heart murmur is MVD, and also indicate its severity, and whether the patient would benefit from treatment would be really helpful for primary care vets in practice.
"They might indicate which patients may benefit from referral, or indicate when a specific treatment is indicated.
"Future research with miRNA panels may also indicate novel pathways in progression of disease which might increase our understanding of the disease, or novel therapeutic options.”
The poster was put together by a team of 55 specialists and general practitioners led by Fergus Allerton.
It includes an outline of the new European Medicines Agency advice on categorising antibiotics, a new section on wounds and surgical site infections, updated advice on life-threatening infections and identifying/treating sepsis, and more advice for owners.
Fergus said: “The latest iteration of the PROTECT ME poster incorporates updated information and offers recommendations to support vets to optimise their antibiotic use.
"I hope this will be a valuable resource for vets in practice.”

Only two nominations have been received for the RCVS Veterinary Nurses Council and there were two places up for contest, so there will be no VN Council election this year.
The two places will be filled by Hilary Orpet and Suzanne May. Hilary is a Lecturer in Veterinary Nursing at the Royal Veterinary College, and will start her second four-year term on Council. Suzanne is Head of the Veterinary Nursing Approved Centre and Senior Lecturer at Harper Adams University College.
The pair will take up their positions formally on RCVS Day in July.

One of the consequences of veterinary price inflation has been a backlash from owners against vets, vet nurses and receptionists, so the first film kicks off by explaining why large vet bills are not the fault of the vet standing in front of them when their dog gets ill.

The grant has been awarded to Dr Faye Didymus and Dr Jackie Hargreaves (pictured) from Leeds Beckett University who aim to address a potential lack of understanding surrounding the importance of mental health education in the learning paths of student veterinary nurses.
This will be done through a scoping review of mental health education during student veterinary nursing curricula.
The review will be supplemented by interviews with tutors, veterinary nurse students and qualified veterinary nurses to understand their experiences of and levels of exposure to mental health education.
It is hoped this research will culminate in a set of evidence-based recommendations for how mental health education for student veterinary nurses could be enhanced.
Dr Faye Didymus said: “Maintaining good mental health is vital for job satisfaction, retention, and performance, and integrating mental health education into veterinary nursing courses is one way that veterinary nurse mental health can be supported, as it allows people to develop essential skills that will benefit their lives beyond education.”
“However, little is known about what mental health education is provided across veterinary nursing diplomas and degrees or if there is a consistent approach.
"Throughout the research, we aim to build a clearer picture of the current provision, so we can create evidence-based recommendations for the optimisation of veterinary nursing education.”
Mind Matters Initiative Manager, Lisa Quigley, said: “Much of the research into veterinary mental health has so far been centred around veterinary surgeons so we were keen to fund a veterinary nurse focussed project to help close that knowledge gap.
"The veterinary field encompasses the entire veterinary team, and we cannot afford to overlook a group that makes up much of the working veterinary population and who are vital for the functioning of the sector. It is essential that we support our veterinary nurses throughout their careers and provide them with the knowledge and tools to look after their own mental wellbeing from the outset.

The study was part of the RVC’s VetCompass programme which include anonymised veterinary information from over eight million UK dogs. From this pool, a random sample of 22,333 dogs were followed for a year, identifying all health issues that were diagnosed during this time.
The study is one of the largest ever studies to explore the anonymised health records from veterinary surgeries and report on the most common disorders in dogs. The study also looked at whether the health of dogs varied by age, sex and whether the dogs were neutered.
The main findings were:
Dr Dan O’Neill, Senior Lecturer, Companion Animal Epidemiology at the RVC and lead author of the paper, said: "This study shows that it is really important for owners to develop strong habits of caring for their dog’s teeth, ears and weight, right from the time they first acquire a puppy.
"This study shows interesting and strong correlations between human and canine healthcare: the need for good dental and bodyweight maintenance. Given how closely the lives of humans and dogs are intertwined, this should be no surprise really; we often share the same food and exercise. Owners should work closely with their vet to plan appropriate dental and weight care programmes at each visit to their veterinary clinic.”
Hannah James, Health Research Manager at the Kennel Club, and co-author of the paper, said: "As dog owners, the key priority is keeping our pets healthy and happy, but it can be difficult to put into context the most common problems that affect our canine counterparts and which areas we need to pay particular attention to in order to maintain this. These findings help us establish these key areas, and where we as owners, vets and organisational bodies can work towards to improve the day-to-day life of our beloved companions."

The double-blind placebo-controlled study will examine whether the pheromone collar can help reduce the severity or development of certain potentially problematic behaviours in puppies and it is open to puppies less than 12 weeks of age.
Puppies will have to wear a collar until they are six months of age and their owners will be asked to complete a check sheet relating to their puppy’s behaviour every month. Each month a new collar will be sent direct to their home.

The team originally came up with the idea for a patient who needed bandages changed regularly over a long period of time.
It was so well-received by the dog’s owner that they offered the bespoke bandages to other clients.
They've been such a hit that nurses Stacey Lamb, Esme Ladds, Charlotte Wright and Amy Howard are now regularly producing the works of art, some of which have gone viral on social media.
The practice’s head nurse Emily Philpot said: "Our clients love the idea of having their pet’s bandage decorated and it’s very rewarding to see the smiles it puts on their faces.
"We ask if they have any special requests, and they enjoy getting involved in choosing designs for their pets.
"Children get particularly excited about this, and usually ask for their favourite TV characters.
"Sometimes we aim to come up with a design that represents a pet’s name, and we recently decorated a bandage with T-Rex’s for a dog called Rex.
“We have also made rainbows for people who have sadly had to have their pet put to sleep.
"We pop them on the bandage that holds the cannula in place which administers the medication and these have been very popular as well.”
The nurses make all of the designs by hand and cut them from the same material as the bandages, which is light and breathable and won’t interfere with the healing process.
Emily added: “Everyone is so impressed with how creative our nursing team is and the veterinary nurses have enjoyed having an opportunity to show off their talents. They enjoy making a difference, so it’s a great wellbeing boost during the working day.
“They make the designs between appointments and during any quieter periods, and they will often listen to a veterinary podcast while they’re crafting, so they are boosting their knowledge at the same time.
“Luckily, the bandages we use come in lots of different colours, but we did have to search a bit wider to find some that our usual supplier didn’t have available.
"However, it’s worth it for our clients and our patients, as it’s part of our aim to give them the best possible experience when they visit us.”
The award was due to be presented at the association's annual shindig in March, which was cancelled due to the coronavirus pandemic.

Under the previous system, complaints made about a veterinary surgeon or veterinary nurse would, at Stage One, be considered by a Case Examiner Group (CEG) which would determine if there was an arguable case of serious professional misconduct.
If the CEG found there was an arguable case, it would then refer it to Stage Two of the process for consideration by the Preliminary Investigation Committee.
The CEG stage of the process has now been replaced by Stage One Preliminary Investigation Committees which, rather than using the ‘arguable case’ threshold, will consider from the outset whether there is a realistic prospect that the alleged conduct constitutes serious professional misconduct and that there is sufficient evidence.
The new Stage One Preliminary Investigation Committees will comprise members of the professions and lay people, and will be assisted in their investigations by an RCVS Case Manager who will also be the first point of contact for those raising concerns, witnesses and respondents in the case.
Eleanor Ferguson, RCVS Registrar and Director of Legal Services, said: “By keeping to one consistent threshold for serious professional misconduct throughout the concerns investigation process, we hope that these changes will help to simplify our investigations while still ensuring that the process remains robust and thorough.
"We also hope that, in time and when the changes are fully bedded in, we may also see a swifter resolution to some cases, as concerns that may previously been referred on to Stage Two of the process can now be closed at Stage One.”
If a Stage One Preliminary Investigation Committee cannot close a case it will refer it on to a Stage Two Preliminary Investigation Committee.
This will gather additional information and evidence and then determine if there is a realistic prospect of finding serious professional misconduct and if it is in the public interest for the case to go to Stage Three - a full, public Disciplinary Committee hearing.
Eleanor added: “The introduction of these new stages is the first step in the programme of reform of our concerns investigation and disciplinary processes.
"Next year we will be looking to introduce our Charter Case Protocol which will be a way of resolving some less serious cases of alleged misconduct where it would not necessarily be in the public interest to hold a full Disciplinary Committee hearing.”

The dog presented to the Neurology and Neurosurgery Service at Pride after the dog's GP vet had diagnosed a tumour.
The neurological examination was consistent with a thoracolumbar lesion and the X-rays showed a radiopaque mass with bony lysis on the third lumbar vertebral body.
Annette Wessmann, an EBVS European Specialist in Veterinary Neurology at Pride said: “We chose to do a CT scan based on examination and the X-rays.
“It confirmed the suspicion of a neoplastic lesion and ruled out other tumoral focus along the rest of the spine and other organs."
A customised titanium implant was designed for the dog's spine in collaboration with BETA Implants.
Rosario Vallefuoco, an RCVS and EBVS Small Animal Surgery Specialist and Head of Small Animal Surgery at Pride said: “It was a case of combining our experience with that of the engineers.
“The original implants had been designed for humans, and we had to imagine what would be required for a dog and work out at every step what changes we would have to make.”
The surgery took place in three different stages, the first being L3 vertebra skeletonization and dorsal lamina removal.
The second step was vertebral body removal.
Finally, the third step was vertebral reconstruction using the designed implants.
The whole procedure took six hours, and the dog was up and walking again within 12 hours.
Subsequent histopathology assessment of the mass confirmed osteosarcoma, so the surgery is being followed up with chemotherapy.
Following the success of the surgery, Pride Veterinary Referrals says it now hopes to help other dogs with similar conditions.
